Cadastral passport for the house

The cadastral passport for a house, in its content, differed from a passport issued for land or an unfinished object. A cadastral passport for a private house was required in the following cases:

  • after completion of construction of a new house to register it with Rosreestr;
  • to legitimize rights to a house built before the transition to the cadastral registration system;
  • for making transactions (sale, donation, exchange);
  • to enter into inheritance after the death of the owner;
  • to make changes to the Unified State Register of Real Estate after redevelopment or reconstruction of a private house.

Each passport must indicate the cadastral number of the object. It is unique and assigned to each house, plot or premises individually. Using the specified number, you can find the object on the Public Cadastral Map of Rosreestr.

Cadastral passport of the plot

The cadastral passport of a plot contains its main characteristics, including area and coordinates. The document was required when forming a new plot, for conducting major transactions with land. In order to obtain a cadastral passport for a plot, you had to:

  • order cadastral works, determine the coordinates of the site;
  • obtain a boundary plan for the land from a cadastral engineer;
  • register the land with Rosreestr;
  • obtain a passport for the plot with a cadastral number and characteristics.

The same procedures were carried out if areas were combined, divided or allocated. The cadastral engineer received the bulk of information about the site. One of the main types of work for this was determining the coordinates (characteristic points of the boundaries).

Do you need a cadastral passport for land now? To do this, let us turn to the main regulatory act in the field of cadastre - Federal Law No. 218-FZ. There is no mention of cadastral passports. Registration with Rosreestr is carried out exclusively according to technical and boundary plans, and in order to be deregistered, an inspection report must be submitted. Rosreestr also does not issue a cadastral passport after registration is completed. The owner will receive an extract from the Unified State Register of Real Estate, which is both a legal document and a technical document.


The technical plan is one of the main documents for cadastral registration. Its form is approved by Order of the Ministry of Economic Development No. 953.

The cadastral passport for a dacha plot is an extract from the Unified State Register of Real Estate.

When you receive land into legal ownership, it will be subject to tax, but in the future, without rights to real estate, there is a very high probability of various kinds of problems arising. Dacha plots that are not in the legal possession of citizens cannot be transferred into the ownership of other persons and cannot be entered into various types of transactions with them. Land that is not privately owned cannot be disputed and a building cannot be built on it. For these reasons, it is necessary to prepare a full package of documents for ownership of a summer cottage.

Data about the plot is entered electronically into the Unified State Register of Real Estate, and the necessary information about it can be obtained through an extract, which is also known as the cadastral passport of the property. It is issued both in paper and electronic form.

A fairly wide range of people can obtain information contained in the real estate register.

  1. Citizens who own real estate and their representatives by law or power of attorney.
  2. The person who is the mortgagee of real property.
  3. Heads and deputies of the Multifunctional Center (MFC) to provide information to other applicants.
  4. Courts and other law enforcement agencies, if they have cases related to real estate.
  5. Heirs who have rights to the dacha by law or by will.
  6. Heads of anti-corruption bodies and their deputies who have the authority to receive such information.
  7. The state body involved in insurance of deposits of individuals - within the limits of its powers on issues of insured property.
  8. Notary.

The information entered into the Unified State Register can be received by a fairly wide range of people.

When contacting persons who are not the legal holders of real estate, the person who owns it is notified no later than the next day that the Unified State Register of Real Estate has received a request for an extract from a certain authority.

How to obtain a cadastral passport

It was possible to order a cadastral passport only until the end of 2018. It is impossible to do this now. Federal Law No. 218-FZ () does not contain any mention of cadastral passports. At the initial stage, the registration of cadastral passports was carried out by BTI institutions. But in 2013, the first amendments were made to the legislation, after which Rosreestr began to issue cadastral passports.

The list of mandatory documents for obtaining a cadastral passport included:

  • application for cadastral registration and/or registration of rights, for issuing a passport;
  • boundary plan for a site or technical plan for capital construction projects, residential and non-residential premises;
  • power of attorney for a representative (if necessary);
  • certificate of registration of rights to an object or rights to inheritance, or an extract from the Unified State Register of Real Estate;
  • documents confirming the grounds for the allocation and formation of a site (for example, a resolution of the local administration);
  • applicant's passport, legal registration documents. faces;
  • receipt of payment of state duty.

If necessary, you could submit an application to Rosreestr and order a duplicate of the cadastral passport. To do this, an application was submitted indicating the unique cadastral number of the plot or object.

Who has the opportunity to register?

Citizens of Russia who are adult owners, land users, home owners, as well as persons who have a notarized power of attorney can obtain a cadastral passport.

In order to legally own land and a house, it is necessary that this land be registered in the cadastral chamber with the assignment of a registration number, and also issue a cadastral PASSPORT.

Land that is subject to registration in the cadastral register:

  • The land is used by the state water and forest funds;
  • Is in a prohibition on alienation;
  • Lands at the disposal of the Russian Security Service;
  • Lands located on the territory of military exercises or in the use of the Ministry of Defense.

Step-by-step instructions for obtaining a state cadastral passport for land plots.

Documents that will be needed to present ownership:

  1. Title documents that confirm that you are the owner of country land. It can be:
      land lease agreements;
  2. house purchase/sale agreements;
  3. gifts, wills or inheritances
  4. an extract from the Unified State Register of Rights (USRP) containing information about the dacha plot.
  5. Agreements on the basis of which you have ownership of the plot:
      documents that prove that the land has been given to you for indefinite use
  6. inheritance agreements, including for buildings located on a summer cottage;
  7. documents for rent, purchase/sale of house buildings that were built without registration of land ownership;
  8. documents for the purchase/sale of land areas concluded with administrative authorities.

If you want to purchase land for dacha ownership, which belongs to the state (administrative bodies), you must submit an application to the state administration at the place of purchase or to the Ministry of Property Relations about your intention to purchase the plot. The value of the plot is determined by the Land Commission, which issues a receipt for payment. After receiving payment, the Land Committee draws up an agreement on the sale of land.

To complete it, you need to contact a geodetic company that has licensed cadastral engineers on staff or directly contact a certified cadastral engineer. When the submitted documents are accepted by the cadastral department without comments, usually the period for producing a registration passport is about 20 calendar days.

Country land ownership is entered into the register and assigned a registration number. There are precedents when mistakes are made. In this case, the period for entry into the register may last up to 6 months.

Duration of the cadastral passport

The validity period of a cadastral passport for a residential building or apartment was one year. The validity period of the document for a non-residential building was no more than 5 years. However, if any changes occurred to the property (for example, redevelopment of an apartment or reconstruction of an object), it was mandatory to obtain a new passport. It indicated new characteristics of the object.

If there are certain inaccuracies in the question, is a cadastral passport needed now? For official procedures, such as registration of rights or registration of real estate, this document is not needed. If you still have a cadastral passport in your hands, it can only be used for information and reference purposes. For example, when developing documents for redevelopment or a design project, you can evaluate the configuration of an apartment or non-residential premises that existed several years ago. Is land surveying necessary?

One of the frequent questions asked by land owners is: is it possible to obtain a cadastral passport without land surveying? To immediately dot all the i’s, let’s explain: according to current Russian legislation, this cannot be done.

Before the adoption of the new Land Code, the cadastral number (without which a passport will not be issued) was issued on two grounds:

  1. Land marking.
  2. Title documents for it.
