Why do you need a registration certificate for an apartment?
Technical passports were issued everywhere until 2013 for state registration of owner rights and cadastral registration. Then it was replaced by a cadastral passport, and from 2021 - by a technical plan. Since that time, Rosreestr has been in charge of accounting and registration of real estate objects, and an extract from the Unified State Register serves as confirmation of both.
Based on the technical passport of a building or non-residential premises issued earlier, a technical plan can be drawn up. But it is used only if the documentation on the commissioning (design and permit) of these objects has not been preserved.
In 2021, BTI issues technical passports only for residential premises, including apartments. They confirm that technical inventory and certification have been carried out in relation to real estate objects, that is, information on location, condition, composition, quality, and cost has been collected.
Registration certificates for apartments now serve mainly to record the housing stock. They are also necessary for the approval of redevelopments (Article 26 of the RF Housing Code) and the transfer of residential premises to non-residential premises (Article 23 of the RF Housing Code).
Important! Since 2013, technical passports have not been used to register housing under the owner’s name in Rosreestr, cadastral registration, or any civil transactions.
What is a cadastral passport?
Despite the similarity in name, there are certain differences between the cadastral and technical passports. In the first case, information about the object is comprehensive and includes all the important characteristics that identify the object. In addition, documents are prepared by various government agencies: technical information is documented in a passport from the BTI, including a floor plan, apartment diagram and a mandatory initial visit by a technician who takes measurements of the actual location of the apartment. The technical passport describes in detail the object, the materials used, footage, location, informs about the year of commissioning, repairs carried out, and utilities.
The duration of the cadastral passport validity coincides with the relevance of the technical documentation, because is issued only in connection with certain events related to changes in any parameters of the object. The validity period of both documents is limited only to the period while the properties of the real estate continue to correspond to the fact. However, before executing a legally important transaction, the document needs to be reissued.
When determining the type - what a cadastral registration document looks like, you should take into account the mandatory requirements of the following characteristics:
- exact address of the property location (street, house);
- category of real estate (does it apply to residential properties);
- total area of the house;
- number of floors in the building;
- layout;
- data on the tests performed;
- accounting registration data: number, inventory information;
- commissioning of the house;
- degree of wear and data on the condition of the property;
- time of registration;
- cadastral value.
One of the mandatory and significant parameters is the cadastral value of residential premises. This information is required when calculating taxes for the owner of the property.
Starting from 2015, the document contains complete information about the property, including all the facts of the transfer of the right to it from one owner to another, as well as about the redevelopments made.
Rules for ordering a technical passport for an apartment through State Services
Federal laws do not contain uniform regulations for ordering and issuing a technical passport. Each region has its own procedure (Article 15 of Government Decree No. 1301 of October 13, 1997).
In most subjects of the Russian Federation, you can apply for a copy or extract from this document through the public services portal, but not the federal one, but its regional versions (the service is considered municipal). For Moscow, for example, this is the official website of the mayor.
Through State Services, the order of BTI certificates can be found in the catalog (section “Housing, Housing and Utilities and Yard”, subsection “Technical Accounting Documents” - “Provision of Technical Documentation”) or by the name of the department. In the capital, MosgorBTI is responsible for providing documents.
Nuances of receiving
Before receiving a technical plan for an apartment through the regional State Services portal, the user must be registered on it or in the ESIA (unified identification system adopted by the federal EPGU). An account at least verified is required, that is, with a fully completed profile and identity verification.
In Moscow, new users, to register on the mayor’s website, provide information about themselves (full name, phone number, email), come up with a password, a security question and an answer to it. Enter the codes sent to the number and email into the fields. Then they fill out SNILS in their profile and wait for the system to check it in the Pension Fund database.
The user orders a registration certificate for an apartment online through State Services, but receives it in paper form at the MFC or a division of the Bureau. In Moscow, sending a document electronically to your Personal Account is not possible.
Note! You can log in to any regional portal with a federal EPGU account.
Sequence of application
To order a technical passport from the BTI through State Services, the user fills out an electronic application. It must contain:
- full information about the applicant (full name, passport details, address, telephone, email);
- information about the representative and details of the power of attorney;
- address of the apartment for which you need to produce a new one or provide an archival registration certificate;
- purpose of receipt (inheritance, redevelopment, other).
Scans of the following must be attached to the application:
- passports (page spread with full name, registration);
- extracts from the Unified State Register of Real Estate, municipal housing lease agreements, etc. as confirmation of the right to apply for such information (optional);
- notarized power of attorney or other proof of the representative’s authority.
Important! These documents are also required in originals when receiving a certified copy or extract from the registration certificate at the BTI or at the MFC.
What it is?
A cadastral passport is an important document containing all information about real estate stored in Rosreestr.
This statement displays all information about real estate indicators.
These include:
- number in accordance with the cadastre;
- price;
- total area;
- layout of the property;
- presence or absence of a balcony;
- number of storeys and so on.
In addition, the cadastral passport contains information about the plan of the property. If redevelopment was previously carried out, then a plan must be included before and after it was completed.
Who issues?
BTI has not been able to issue cadastral passports since the beginning of January 2013. This is the responsibility of the cadastral chamber or multifunctional center.
But it is impossible to obtain this document through the technical inventory bureau.
There is no difference in the receipt procedure at the MFC and the cadastral chamber. In addition, there is one more convenient way - through the official Internet resource of Rosreestr.
Legal basis
Since the beginning of January 2013, submitting applications for a cadastral passport to the BTI has been impossible. This function is assigned to Rosreestr.
According to Federal Law 221, all information on real estate objects is entered into the State Cadastre.
Cost of service and payment procedure
Providing copies and extracts from the registration certificate is a paid service. The amount depends on the region, type of property and whether the document is stored in the BTI archive or a new one needs to be made. This will cost Muscovites and region residents:

Payment for the service occurs on the portal. After ordering, a receipt is sent to the user’s Personal Account; it can be redeemed online using a bank card. Immediately after this, the application is processed by the BTI.
Terms of service provision
A registration certificate for an apartment through State Services is issued within 10 working days after payment, provided that:
- it does not need to be made again (it is in the BTI archive);
- the applicant orders one document for one property.
If there are several apartments, or technical inventory has not yet been carried out in relation to it, or more than one copy of the passport needs to be made, the period is determined by an agreement between the BTI and the customer of the document. It depends on the volume of work at the site and the occupancy of the territorial office of the Bureau.
Note! The applicant can order a technical passport at the convenient My Documents office (MFC). Shipping is free, but adds at least another 3 days to the waiting period.
Possible difficulties when ordering a registration certificate for an apartment on State Services
Not all regions have BTI connected to local portals. Therefore, users cannot always submit an electronic application. Information on whether it is possible to order a technical passport for an apartment through State Services is given in the card.
It is quite simple and quick to issue a copy or extract from the registration certificate, if it was made earlier and is in the archive. A few days after paying the cost of the service, the user will receive a message about the place and time of receiving the order. If not, the Bureau employee calls the applicant and agrees on a date for the specialist to visit the site.
How to obtain a technical passport of a land plot
In order to obtain this document, you can contact the territorial office of Rosreestr or the nearest multifunctional center, collecting the following package of documents:
- the applicant's civil passport;
- title documentation drawn up for the target land plot;
- a receipt confirming payment of the state duty in the prescribed amount;
- an application drawn up in accordance with the established template.
Documents must be submitted to an authorized employee of the government body against signature. It is extremely important to first check the completeness and accuracy of all information provided. In the vast majority of cases, a passport is issued within no more than five days, but sometimes there are situations when authorized employees of the registration authority require any additional information from the applicant, and therefore the registration procedure is somewhat delayed.
Also, do not forget that, in accordance with current legislation, an interested person may be denied a passport, for example, if he does not have the appropriate authority.
The full list of reasons why a person may be denied a technical passport is set out in Federal Law No. 221, but even if this decision is made, the applicant has the right to appeal the decision by filing a corresponding statement of claim against Rosreestr.

Obtaining a technical passport directly from the BTI
Old passports issued before 2013 are stored in the BTI archives. A new one can be prepared by Bureau specialists at the owner’s request. The procedure for obtaining a technical passport directly from the BTI is different in each region. In the capital, for example, Moscow Government Decree No. 106PP dated March 17, 2017 is in force. Section 4 provides step-by-step instructions:
- submit an application to MosgorBTI directly or through the MFC;
- pay for the service;
- if necessary, arrange for a BTI engineer to visit the site;
- After a few days, pick up a copy of the document or an extract from it.
It is preferable to order technical documents for an apartment through the MFC, since many city and district Bureaus directly serve only representatives of organizations. Reception of private individuals is often limited to a few hours on weekdays.
