Cadastral passport for the house
The cadastral passport for a house, in its content, differed from a passport issued for land or an unfinished object. A cadastral passport for a private house was required in the following cases:
- after completion of construction of a new house to register it with Rosreestr;
- to legitimize rights to a house built before the transition to the cadastral registration system;
- for making transactions (sale, donation, exchange);
- to enter into inheritance after the death of the owner;
- to make changes to the Unified State Register of Real Estate after redevelopment or reconstruction of a private house.
Each passport must indicate the cadastral number of the object. It is unique and assigned to each house, plot or premises individually. Using the specified number, you can find the object on the Public Cadastral Map of Rosreestr.
Expert commentary . When the rights to the property were transferred, the cadastral passport remained valid. But changes were made to it regarding the ownership rights arising on the basis of the purchase and sale agreement. What does the state duty for registering property rights apply to?
Citizens and legal entities apply to Rosreestr in order to register in their name the property obtained as a result of:
- purchases;
- entry into inheritance;
- agreements of exchange or gift;
- when renting non-residential property;
- in case of privatization of real estate.
The fee for individuals and companies will be different. In this case, there are the following rules:
- When purchasing property in joint ownership, you need to pay the fee in one copy.
- When registering share participation, each person pays the fee for himself in full.
- If among the persons applying for registration of the right to the same property there are those who are exempt from paying the tax, then the remaining participants in the process redistribute the duty among themselves in a reduced amount.
- A person who alienates property - donates it, sells it - does not pay state duty. It applies only to those who take possession.
Federal Law No. 218 of 2015 “On State Registration of Real Estate” establishes that a fee is required to be paid for registration of the following objects:
- room in a communal apartment;
- apartment;
- a private house;
- shared participation in the ownership of an apartment building or the land underneath it;
- land plot – in individual or joint use among several persons;
- for buildings on a land plot that are registered and entered into the register, including not only a private house, but also subsidiary plots, sheds, gazebos, bathhouses;
- garages;
- warehouses;
- commercial real estate.
Note!
When registering the ownership of an apartment, house or plot received by inheritance, the heir in one person or several persons register their right to inheritance, each for themselves when redistributing shares. Only after this can the payer count on being included in the register and transferring to him the legal rights of inheritance to the object and the right to dispose of it.
Cadastral passport of the plot
The cadastral passport of a plot contains its main characteristics, including area and coordinates. The document was required when forming a new plot, for conducting major transactions with land. In order to obtain a cadastral passport for a plot, you had to:
- order cadastral works, determine the coordinates of the site;
- obtain a boundary plan for the land from a cadastral engineer;
- register the land with Rosreestr;
- obtain a passport for the plot with a cadastral number and characteristics.
The same procedures were carried out if areas were combined, divided or allocated. The cadastral engineer received the bulk of information about the site. One of the main types of work for this was determining the coordinates (characteristic points of the boundaries).
Do you need a cadastral passport for land now? To do this, let us turn to the main regulatory act in the field of cadastre - Federal Law No. 218-FZ. There is no mention of cadastral passports. Registration with Rosreestr is carried out exclusively according to technical and boundary plans, and in order to be deregistered, an inspection report must be submitted. Rosreestr also does not issue a cadastral passport after registration is completed. The owner will receive an extract from the Unified State Register of Real Estate, which is both a legal document and a technical document.
The technical plan is one of the main documents for cadastral registration. Its form is approved by Order of the Ministry of Economic Development No. 953.
How to obtain a cadastral passport
It was possible to order a cadastral passport only until the end of 2018. It is impossible to do this now. Federal Law No. 218-FZ () does not contain any mention of cadastral passports. At the initial stage, the registration of cadastral passports was carried out by BTI institutions. But in 2013, the first amendments were made to the legislation, after which Rosreestr began to issue cadastral passports.
The list of mandatory documents for obtaining a cadastral passport included:
- application for cadastral registration and/or registration of rights, for issuing a passport;
- boundary plan for a site or technical plan for capital construction projects, residential and non-residential premises;
- power of attorney for a representative (if necessary);
- certificate of registration of rights to an object or rights to inheritance, or an extract from the Unified State Register of Real Estate;
- documents confirming the grounds for the allocation and formation of a site (for example, a resolution of the local administration);
- applicant's passport, legal registration documents. faces;
- receipt of payment of state duty.
If necessary, you could submit an application to Rosreestr and order a duplicate of the cadastral passport. To do this, an application was submitted indicating the unique cadastral number of the plot or object.

A cadastral passport can be obtained:
- through the Cadastral Chamber of the subject;
- through the MFC;
- on the Rosreestr website.
1. How to obtain a cadastral passport through the Cadastral Chamber.
Since 2013, only the Cadastral Chamber has been dealing with issues of issuing cadastral passports. You don't need to go to BTI!
We go to the Chamber and take with us the following documents:
- receipt of payment of state duty;
- identification document;
- title documents for the apartment;
- application (filled out in the Chamber);
- power of attorney for the right to represent interests if, instead of the owner, another person is involved in the registration of the cadastral passport.
After all documents are accepted, the applicant is given a receipt.
Your application must be considered within 5 days, after which you receive a cadastral passport in your hands.
2. Registration of a cadastral passport at the MFC is similar to registration at the Cadastral Chamber.

- open the “Electronic” tab;

Validity period of the cadastral passport
The previously valid Decree of the Government of the Russian Federation dated December 4, 2000 No. 921, which regulated the procedure for preparing technical documentation for real estate, lost its force due to the publication of Decree of the Government of the Russian Federation dated June 27, 2013 No. 546.
Accordingly, today there is no regulatory legal document that would clearly cover the issue of the validity period of the cadastral passport.
In other words, the cadastral passport is not normative in nature and, accordingly, has no validity period. But the information in it, which is contained in the state real estate cadastre, is relevant until changes are made to the specified cadastre.

Duration of the cadastral passport
The validity period of a cadastral passport for a residential building or apartment was one year. The validity period of the document for a non-residential building was no more than 5 years. However, if any changes occurred to the property (for example, redevelopment of an apartment or reconstruction of an object), it was mandatory to obtain a new passport. It indicated new characteristics of the object.

Information about state duty
The state duty for a cadastral passport for an apartment is a fee that is collected when applying to government agencies, with the condition that this fee is provided for; this is regulated by articles of the Tax Code of the Russian Federation (25.3 and 333.17).
