Cadastral passport of the plot
The cadastral passport of a plot contains its main characteristics, including area and coordinates. The document was required when forming a new plot, for conducting major transactions with land. In order to obtain a cadastral passport for a plot, you had to:
- order cadastral works, determine the coordinates of the site;
- obtain a boundary plan for the land from a cadastral engineer;
- register the land with Rosreestr;
- obtain a passport for the plot with a cadastral number and characteristics.
The same procedures were carried out if areas were combined, divided or allocated. The cadastral engineer received the bulk of information about the site. One of the main types of work for this was determining the coordinates (characteristic points of the boundaries).
Do you need a cadastral passport for land now? To do this, let us turn to the main regulatory act in the field of cadastre - Federal Law No. 218-FZ. There is no mention of cadastral passports. Registration with Rosreestr is carried out exclusively according to technical and boundary plans, and in order to be deregistered, an inspection report must be submitted. Rosreestr also does not issue a cadastral passport after registration is completed. The owner will receive an extract from the Unified State Register of Real Estate, which is both a legal document and a technical document.
The technical plan is one of the main documents for cadastral registration. Its form is approved by Order of the Ministry of Economic Development No. 953.

It is important to note that at the moment all cadastral plans issued after March 2008 are valid and can be used in some transactions.
As for the cadastral passport, issued since 2013, the situation here is different. Despite its perpetuity, the concept of “inventory” is applicable to it.
In accordance with cadastral legislation, a cadastral passport for any real estate transactions is fully relevant during the following periods:
- for residential premises (apartments, private houses, etc.) – 1 year from the date of issue of the document;
- for non-residential premises and land – 5 years from the date of issue of the document.
Upon expiration of these time periods, it is necessary to reissue the cadastral passport, otherwise the old version of the document will not be able to appear in most transactions. The legislator of the Russian Federation allows not to provide this document to state cadastral registration authorities (Rosreestr, MFC or Cadastral Chamber) when registering any transactions, if it has already been provided to them previously.
It is worth noting that it is necessary to re-issue a passport for an apartment if any redevelopment has been carried out (it is important to legitimize them first).
In general, a cadastral passport is an important document used in almost all transactions with real estate. If you are not going to carry out such, then you can refrain from drawing up a new document. In any case, it is necessary to keep the cadastral passport you have ever received, since the document may be needed at any time.

About
Duration of the cadastral passport
The validity period of a cadastral passport for a residential building or apartment was one year. The validity period of the document for a non-residential building was no more than 5 years. However, if any changes occurred to the property (for example, redevelopment of an apartment or reconstruction of an object), it was mandatory to obtain a new passport. It indicated new characteristics of the object.
The basis for cadastral registration in Rosreestr is the technical plan.
Role, meaning and content
The Law “On the State Real Estate Cadastre” came into force on March 1, 2008. After its adoption, the circulation of cadastral passports for all real estate objects was legislated. A cadastral passport is an extract from the State Register of data on a real estate property.
It indicates the unique cadastral number of the land plot assigned by the cadastral register, which identifies this object when making property transactions. The KPZU specifies all the main qualitative characteristics of a real estate property that distinguish it from other similar real estate properties.
These include technical and other characteristics of the site, which are comprehensively classified according to the specific sections of the KPZU.
The document contains the following sections: B1, B2, B3, B4. The first section includes information:
- name of the department that carried out the registration;
- cadastral number of the passport;
- cadastral number of the plot;
- address or location description;
- category and permitted use;
- cadastral value;
- square;
- certificate of ownership;
- special marks.
Section B2 consists of plans and drawings of the land plot. Sections B3 and B4 reflect information about the availability of allocated parts and information about encumbrances and restrictions on use. If there are no such facts, then parts of the KPZU - B3 and B4 will be abolished.
All changes occurring on the site must be made in the designated document.
Within every 5 years, audits of accounting data are carried out , which requires updating the KPZU in accordance with their implementation. If the passport was issued earlier than 5 years, its data will have to be updated by re-registration. Remember, information from the state land cadastre is publicly available information that allows you to find out, for example, the cadastral number of an apartment.

Cadastral passports were issued on a paid basis. The fee in 2021 was 200 rubles. Payment was made according to the details of Rosreestr. The fee for an electronic cadastral passport was less - 150 rubles.
In technical terms, there is a diagram that determines the location of the building on the site. The cadastral engineer also draws up diagrams with floor plans.

The question has often arisen whether there is a difference between the technical passport of a property and the cadastral passport. And if there is a difference, what is it? We answer right away that there was a difference, and quite a significant one. Those. A passport is a document that is drawn up only for technical inventory in the BTI. Those. passports are issued for residential and capital objects after an initial or planned inventory. To save time, in some cases it is worth using government service websites. If the issuance of a cadastral passport is refused, it will be possible to consult with specialists and challenge the decision of the authorities, if it can be considered unlawful.
For example, difficulties in registration may arise if it is undelimited land ownership, which implies a special procedure for registering individuals and legal entities.
In order to simplify the accounting of real estate objects and transactions with them, the state has been actively creating a global cadastral system for the past ten years. According to most laws, such an organization of accounting will help to form a database into which all real estate on the territory of the Russian Federation will be included.
