Cadastral passport - This is an extract from the state cadastre. The document was prepared by Rosreestr and used until the end of 2021. Cadastral passport for the house
The cadastral passport for a house, in its content, differed from a passport issued for land or an unfinished object. A cadastral passport for a private house was required in the following cases:
- after completion of construction of a new house to register it with Rosreestr;
- to legitimize rights to a house built before the transition to the cadastral registration system;
- for making transactions (sale, donation, exchange);
- to enter into inheritance after the death of the owner;
- to make changes to the Unified State Register of Real Estate after redevelopment or reconstruction of a private house.
Each passport must indicate the cadastral number of the object. It is unique and assigned to each house, plot or premises individually. Using the specified number, you can find the object on the Public Cadastral Map of Rosreestr.
Expert commentary . When the rights to the property were transferred, the cadastral passport remained valid. But changes were made to it regarding the ownership rights arising on the basis of the purchase and sale agreement. What is a real estate passport used for?
Quite often, the question of where to obtain a cadastral passport for a building or non-residential premises from owners arises in the following cases:
- Performing any actions with the object, including purchase, sale, donation, registration of a mortgage, and so on;
- In cases of friction arising in court along the boundaries of plots, when the owners of the property are identified;
- Registration of a new property (in a commissioned house);
- When redevelopment is carried out, equity participation of several owners and division of property rights are planned.
In fact, without a correctly executed cadastral passport, you are not the owner of a plot, apartment or building. Therefore, if you plan any future activity on a property, you should take a responsible approach to obtaining a cadastral passport. Cadastral passport and cadastral extract - differences and features Often owners confuse the extract from the cadastral passport for an apartment and the cadastral passport itself, considering it to be the same document. The extract includes the information required by the applicant on the property, while the cadastral passport (CP) is a title document issued by Rosreestr.
Receipt of a partial extract is accompanied by an indication of the sections of the cadastral passport required by the interested person. This information can be provided not only to the direct owner, but also to persons who have completed and submitted appropriate requests to state control authorities.
Cadastral passport of the plot
The cadastral passport of a plot contains its main characteristics, including area and coordinates. The document was required when forming a new plot, for conducting major transactions with land. In order to obtain a cadastral passport for a plot, you had to:
- order cadastral works, determine the coordinates of the site;
- obtain a boundary plan for the land from a cadastral engineer;
- register the land with Rosreestr;
- obtain a passport for the plot with a cadastral number and characteristics.
The same procedures were carried out if areas were combined, divided or allocated. The cadastral engineer received the bulk of information about the site. One of the main types of work for this was determining the coordinates (characteristic points of the boundaries).
Do you need a cadastral passport for land now? To do this, let us turn to the main regulatory act in the field of cadastre - Federal Law No. 218-FZ. There is no mention of cadastral passports. Registration with Rosreestr is carried out exclusively according to technical and boundary plans, and in order to be deregistered, an inspection report must be submitted. Rosreestr also does not issue a cadastral passport after registration is completed. The owner will receive an extract from the Unified State Register of Real Estate, which is both a legal document and a technical document.
The technical plan is one of the main documents for cadastral registration. Its form is approved by Order of the Ministry of Economic Development No. 953.
Registration: simple and accessible
The paper document submission system has been simplified. Now it will be possible to apply for registration even if you are located far from where your property resides. Article 2, Part 18 states that registration of an object of property right is carried out regardless of the place of residence of the right holder. The electronic registration option has retained its priority areas. In particular, the option of registration through the State Services portal is retained, as well as with an enhanced qualified electronic signature - electronic signature - Article 18, paragraph 2, part 1. A new registration format is being introduced - on-site. The Ministry of Economic Development must prepare local units of Rosreestr to have on-site registration points. This system is very convenient for organizations that, for example, have a head office in Moscow, and real estate is located in Karelia or Anadyr. For large companies, this is a convenient registration scheme that does not require employees to travel back and forth. It is enough to provide documents at one address, and Rosreestr will register the property in another region. The operating procedure of the Rosreestr field headquarters is determined by Order No. 883 of the Ministry of Economic Development. The format of documents is changing, for example, now it is enough to present copies, and not originals, of acts of state bodies and courts, this is reflected in Article 21, paragraph 5 of this law. The applicant now provides Acts and decisions of self-government bodies only in 1 copy, and, moreover, the originals, after registration Rosreestr will return these originals to you.
How to obtain a cadastral passport
It was possible to order a cadastral passport only until the end of 2018. It is impossible to do this now. Federal Law No. 218-FZ () does not contain any mention of cadastral passports. At the initial stage, the registration of cadastral passports was carried out by BTI institutions. But in 2013, the first amendments were made to the legislation, after which Rosreestr began to issue cadastral passports.
The list of mandatory documents for obtaining a cadastral passport included:
- application for cadastral registration and/or registration of rights, for issuing a passport;
- boundary plan for a site or technical plan for capital construction projects, residential and non-residential premises;
- power of attorney for a representative (if necessary);
- certificate of registration of rights to an object or rights to inheritance, or an extract from the Unified State Register of Real Estate;
- documents confirming the grounds for the allocation and formation of a site (for example, a resolution of the local administration);
- applicant's passport, legal registration documents. faces;
- receipt of payment of state duty.
If necessary, you could submit an application to Rosreestr and order a duplicate of the cadastral passport. To do this, an application was submitted indicating the unique cadastral number of the plot or object.
How to register?
Registration takes place at the cadastral chamber at the location of the non-residential premises. Documents can also be submitted through the MFC or registered through the State Services website. When contacting the authorities, you must submit an application indicating the address of the premises.
If the object is already registered, then the object code must be indicated in the application.
Documentation
You must submit to the registration chamber:
- owner's passport;
- statement;
- technical plan of the premises;
- title papers for real estate (certificate of ownership from Rosreestr, purchase and sale agreement, deed of gift, etc.);
- for legal entities – constituent papers;
- receipt for payment of state duty.
Deadlines and fees
Individuals need to pay a state fee of 200 rubles, legal entities – 600 rubles. The cadastral passport will be provided in paper form.
If the document is required to be received in electronic format, the fee will be 150 rubles. for individuals and 300 rub. for legal entities. The document can be issued within 5 days after submitting the application and papers.
Duration of the cadastral passport
The validity period of a cadastral passport for a residential building or apartment was one year. The validity period of the document for a non-residential building was no more than 5 years. However, if any changes occurred to the property (for example, redevelopment of an apartment or reconstruction of an object), it was mandatory to obtain a new passport. It indicated new characteristics of the object.

Cost of cadastral passport
Cadastral passports were issued on a paid basis. The fee in 2021 was 200 rubles. Payment was made according to the details of Rosreestr. The fee for an electronic cadastral passport was less - 150 rubles.

Do I need a cadastral passport now?
