Obtaining a cadastral passport is a very important procedure that every owner of a land plot must perform. The first step is, of course, collecting all the necessary documentation.
There are two cases regarding the specifics of document preparation: when the plot is registered in the cadastral register and when it is not. In each option, the set of documents will be slightly different.

Cadastral passport for the house
The cadastral passport for a house, in its content, differed from a passport issued for land or an unfinished object. A cadastral passport for a private house was required in the following cases:
- after completion of construction of a new house to register it with Rosreestr;
- to legitimize rights to a house built before the transition to the cadastral registration system;
- for making transactions (sale, donation, exchange);
- to enter into inheritance after the death of the owner;
- to make changes to the Unified State Register of Real Estate after redevelopment or reconstruction of a private house.
Each passport must indicate the cadastral number of the object. It is unique and assigned to each house, plot or premises individually. Using the specified number, you can find the object on the Public Cadastral Map of Rosreestr.

List of documents required to obtain a passport
To obtain a cadastral passport for any residential property, any citizen simply needs to present a passport and pay the state fee .
In case of registration with the Cadastral Chamber, the title documents for the property are provided:
- certificate of ownership;
- agreement with the developer and acceptance certificate,
- social tenancy agreement,
- warrant for the apartment.
In case of redevelopment, the above list is supplemented by the following documents:
- technical passport with information after the redevelopment;
- positive court decision in case of unauthorized redevelopment, etc.
Cadastral passport of the plot
The cadastral passport of a plot contains its main characteristics, including area and coordinates. The document was required when forming a new plot, for conducting major transactions with land. In order to obtain a cadastral passport for a plot, you had to:
- order cadastral works, determine the coordinates of the site;
- obtain a boundary plan for the land from a cadastral engineer;
- register the land with Rosreestr;
- obtain a passport for the plot with a cadastral number and characteristics.
The same procedures were carried out if areas were combined, divided or allocated. The cadastral engineer received the bulk of information about the site. One of the main types of work for this was determining the coordinates (characteristic points of the boundaries).
Do you need a cadastral passport for land now? To do this, let us turn to the main regulatory act in the field of cadastre - Federal Law No. 218-FZ. There is no mention of cadastral passports. Registration with Rosreestr is carried out exclusively according to technical and boundary plans, and in order to be deregistered, an inspection report must be submitted. Rosreestr also does not issue a cadastral passport after registration is completed. The owner will receive an extract from the Unified State Register of Real Estate, which is both a legal document and a technical document.
The technical plan is one of the main documents for cadastral registration. Its form is approved by Order of the Ministry of Economic Development No. 953.
Obtaining a cadastral passport for an apartment in Rosreestr, MFC or cadastral chamber
To obtain a passport, you need to contact one of the territorial departments of Rosreestr or the MFC with the necessary documents. The specialist will check the documents and give the applicant a receipt of acceptance. It will also indicate the date of receipt of the cadastral extract.

Documents for obtaining a cadastral passport can be sent by registered mail. The address of the cadastral chamber branch can be found in the “Territorial network” tab of the Rosreestr portal. In this case, the documents must be notarized.
How to obtain a cadastral passport
It was possible to order a cadastral passport only until the end of 2018. It is impossible to do this now. Federal Law No. 218-FZ () does not contain any mention of cadastral passports. At the initial stage, the registration of cadastral passports was carried out by BTI institutions. But in 2013, the first amendments were made to the legislation, after which Rosreestr began to issue cadastral passports.
The list of mandatory documents for obtaining a cadastral passport included:
- application for cadastral registration and/or registration of rights, for issuing a passport;
- boundary plan for a site or technical plan for capital construction projects, residential and non-residential premises;
- power of attorney for a representative (if necessary);
- certificate of registration of rights to an object or rights to inheritance, or an extract from the Unified State Register of Real Estate;
- documents confirming the grounds for the allocation and formation of a site (for example, a resolution of the local administration);
- applicant's passport, legal registration documents. faces;
- receipt of payment of state duty.
If necessary, you could submit an application to Rosreestr and order a duplicate of the cadastral passport. To do this, an application was submitted indicating the unique cadastral number of the plot or object.
What is contained in the cadastral passport?
This type of document can be provided both electronically and in paper form. Before you issue a cadastral passport for a new building, you will need to obtain documents from the developer, a transfer acceptance certificate, a technical passport and other title documents.
If it is necessary to make changes to the cadastral passport due to real estate redevelopment, documents confirming the fact of redevelopment are required. Most likely, the involvement of cadastral engineers will also be required to establish the fact of redevelopment and confirm new technical documentation. These services are paid separately.
Documents for issuing a cadastral passport for an apartment are accepted by employees of the MFC or Rosreestr against signature. Carefully study all the points in it. A cadastral passport for an apartment (extract) is prepared within 5 working days (in paper form) from the moment of contacting the state registrar. Making changes and obtaining a cadastral passport for a new building may require much more time, due to the need to verify all information before entering it into Rosreestr.
Obtaining a cadastral passport is not a cadastral registration procedure, since in the first case you will receive an extract from Rosreestr with the previously entered information. While the second case involves the initial entry of technical information about the property, and most importantly, obtaining a cadastral number, a unique identifier, by which all requests will be made in the future. Formally, without assigning a cadastral number, a property cannot be considered as such.
Duration of the cadastral passport
The validity period of a cadastral passport for a residential building or apartment was one year. The validity period of the document for a non-residential building was no more than 5 years. However, if any changes occurred to the property (for example, redevelopment of an apartment or reconstruction of an object), it was mandatory to obtain a new passport. It indicated new characteristics of the object.
The basis for cadastral registration in Rosreestr is the technical plan.
Its validity period and replacement
In accordance with Art. 4 Federal Law No. 221 KP has no limitation on the period of validity. It is only an extract from the database, which contains the most complete data about the site. Methods of obtaining

- statement about the location of the site in the register;
- act on approval of boundaries;
- receipt of payment of state duty.
The package of documents is handed over to the MFC employee. According to current legislation, the prepared document is provided within 5 days. But in this case, the period is calculated from the date the application is received by the Cadastral Chamber. It will take time for shipping.
Request for provision of CP
In accordance with Appendix 2 of Order of the Ministry of Economic Development No. 343 of July 30, 2010, a citizen pays a fee of 200 rubles. For legal entities the fee is 300 rubles. In the multifunctional center, the fee can be paid through the terminal, so as not to contact the bank separately.
Please ensure that your request is formatted correctly. It must contain the name, passport details and reason for the request. Do I need a cadastral passport now?

What documents are needed?

How to receive and apply?
