A technical passport is a document containing the following information:

The document is used by owners to complete a variety of transactions. This could be a purchase or sale, an inheritance, or a donation of a home. Most often, a registration certificate is required if the registration is carried out by a notary. Many buyers check the data specified in the document.
Why is a registration certificate required?
Upon completion of construction work, the owner undertakes to receive a technical passport of a private house - one of the main documents containing the main characteristics of the residential premises.
It is formalized in the BTI after the initial inventory of the building has been completed (subsequent ones are required every 5 years). Unlike a similar technical passport for an apartment, this document has a broader description of the structure.
The purpose of this type of document is quite broad; it is required in the following situations:
- entry into inheritance rights;
- alienation of a private home (sale, donation, exchange);
- putting the building into operation;
- processing a loan (that is, when transferring an object to the bank as collateral);
- privatization of residential premises;
- recognition of rights to own an object;
- allocation of a share from the common property of several persons.
This type of documentation should not be confused with a technical plan. Unlike a passport, it includes much less information and does not require a specialist visit.
The registration certificate of the house must contain the information listed below:
- Address of the object;
- information about the owners;
- total area of the building;
- wall thickness;
- number of rooms;
- number of floors of the house;
- date of the last major overhaul (if carried out);
- the material from which the walls are made, as well as their thickness;
- date of construction of the object;
- inventory value calculated by a specialist;
- material used in the manufacture of foundations, roofs and ceilings;
- the dimensions of each room (kitchen, bedroom, bathroom, etc.).

How to make a technical passport for a house?
A technical passport can be issued only in one organization - the Bureau of Technical Inventory (BTI). In this case, the document can be obtained for different types of property.
Private
A private house used for single-family residence also has certain technical characteristics. Therefore, the owner of such property is required to issue a registration certificate.
Dachny

d) instructions for the operation of an apartment building in the form established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of construction, architecture, urban planning and housing and communal services. Registration procedure
By law, only its owner can obtain a registration certificate for a property. In addition, before making a technical passport for a house, you need to collect a certain package of documents.
Then you need to follow the following procedure:
- Select the paper feeding method. This could be a personal visit to the office, submission through the MFC or State Services. The law allows the use of a representative, but a power of attorney will be required.

But if you fill out the application incorrectly or do not scan all the documents, the procedure will have to be repeated.
Many people save time and effort by contacting the MFC. Submitting documents takes little time, and there is no need to look for a local BTI branch. But the waiting period for a registration certificate will increase, since the center’s employees will have to submit the papers to the bureau themselves.
It is better to go to the BTI in person, since it is easier to figure out on the spot whether the application has been completed correctly. And if there is no paper, the owner of the house will know about it immediately and will be able to bring it the next day.
Required documents
Knowing who makes the technical passport for the house, all that remains is to prepare the papers.

- statement;
- passport or other identity document;
- extract from the Unified State Register of Real Estate;
- documents on the basis of which the applicant became the owner of the property (will, gift agreement);

What is the price?
The amount of the state fee for the production of a technical passport is regulated at the regional level. Affects the amount and area of the house. On average, an applicant needs to pay about 1 thousand rubles.

How to obtain a technical passport?
The algorithm for obtaining a technical passport can be described as follows:
1. The owner of the apartment (or its tenant under a lease agreement with the municipal authority) prepares the following documents:
- application for the preparation or issuance of a technical passport;
- home owner's identification card;
- a document confirming the right of ownership (transaction agreement, certificate of inheritance, other title documents);
- extract from the Unified State Register of Real Estate;
- payment document confirming payment of state duty.

Depending on the situation, additional documents may be required, for example, a request for redevelopment from the architectural department of the administration, a notarized power of attorney if the interests of the owner are represented by another person, etc.
The application has a regulated form and in different cases it has its own:
- issuance of a passport in replacement of a BTI specialist lost without leaving – according to Form 3;
- it is required to carry out measurements by a BTI specialist in case of fixing a redevelopment, during the initial issuance of a technical passport or reconciliation of data when the document was issued earlier, but more than five years have passed, - according to Form 4;
- An extended form of document with a floor plan is required to formalize privatization - according to Form 7.
2. To obtain a technical passport, apply with documents in one of the convenient ways:
- in person at BTI;
- through the MFC;
- through organizations specializing in the preparation of such documents.
Attention! The State Services Portal does not provide an electronic service.
It should be noted that only BTI is engaged in the production and issuance of technical passports. Other organizations are only intermediaries in obtaining the document.
3. Receive the registration certificate on the appointed day at the BTI or MFC. When ordering through State Services, it will arrive electronically. If a private organization is involved, the delivery time and delivery method are determined by agreement with the customer.
Typically, the procedure takes two to three weeks. When submitting an application through the MFC, the period is increased by 2 days, which are necessary to submit documents and receive a response from the BTI. An accelerated receipt procedure is acceptable, when the TP is produced within one week, but the state duty will be higher.
The final cost of the customer’s expenses depends on the region where the apartment is located, its area, as well as the need for a BTI specialist to visit the site for measurements. As a result, the amount will be approximately 1 thousand rubles.
Intermediary services
There are companies that offer services for quickly obtaining technical passports. In other words, they act as intermediaries between the owners and the BTI. This is completely legal, so you don't have to worry about liability.
The advantage of working with intermediary companies is that they relieve the home owner from all the hassle. No need to submit documents, etc. yourself.
But there is also a drawback - payment for services. The minimum cost is several thousand rubles. This should be taken into account if you intend to hire an intermediary.

The registration certificate for the house is prepared by the BTI or a land management company (you can apply via the Internet).
You can also order the document in the appropriate paragraph on the State Services portal. When using the services of the latter, the cost of documentation will be more expensive. The BTI stores all information about real estate. To receive the document you must:
For a private house
- apply to the BTI;
- make an appointment with a technical engineer;
- take measurements and set a date when the document can be picked up.
To a new home

Who can apply?

Deadlines
The registration certificate is issued within 14 days from the date of application, and the procedure may take longer depending on the specific situation.
This is due not only to the real estate being measured, but also to the fact that specialists will have to inspect the buildings adjacent to it.
Technical passport for objects with a square area of more than 1000 square meters. m. are issued no later than 21 days. In the expedited version, documents are issued within 7 days. There is no need to pay a state fee, and the documents themselves will be ready in a few days.
If the registration certificate is not restored immediately, the home owner may have problems later.
