What is the procedure for making changes to the technical passport of a building? For example, did I connect the gas supply network to the building? | Petropavlovsk-Kamchatsky

What is real estate cadastral registration? Why is it needed?

Accounting for changes in real estate is carried out by a specially authorized body that collects, stores and provides information about any real estate of Russian citizens. The work of the information base is organized using identifiers - unique cadastral numbers that are issued when entering information on the formation of a real estate property. Further, using the cadastral number, Rosreestr employees can find all the information about real estate, and publicly available information is provided on the Rosreestr website for access by any citizens, which is essentially analogous to receiving an extract from the Unified State Register.

The second important element of cadastral registration in Russia can be considered a cadastral passport. In fact, it is an extract from the state cadastre (information database). Data on real estate objects gets there after technical examinations, measurements by cadastral engineers, as well as after submission of documents from owners or authorized representatives. Changes to the real estate cadastre are made when citizens receive an extract, if the statute of limitations on the information received has expired, or inconsistencies are identified in the information received and available. A re-inspection of the property by cadastral engineers may also be scheduled to obtain accurate measurements.

There are cadastral passports in three forms:

  1. Cadastral extract for the land plot;
  2. Cadastral passport of residential or non-residential real estate;
  3. Cadastral extract for an object where work is still underway (that is, objects not put into operation or objects under construction).

What information is contained in the cadastral passport, and which can be changed?

The list of information to be entered about the property depends on the properties and characteristics of the property, as well as the standards provided for by law. Most often the following are included in the cadastral passport for residential real estate:

  • Date of entering information into the State Property Committee;
  • Object type – house, apartment, plot, unfinished building, structure;
  • Unique assigned cadastral number;
  • If this is an apartment building - the layout of the apartment on the floor, its layout;
  • Property area;
  • Information about copyright holders;
  • The resulting assessment of the cadastral value of real estate (for calculating taxes);
  • Are there any restrictions or encumbrances on the said property?

Most often, it is necessary to make changes to the cadastral passport of non-residential premises or residential real estate due to the following reasons:

  • Clarification of information in the State Committee for Taxation;
  • Changing incorrect or untrue information;
  • Change of layout;
  • Change of copyright holder;
  • Imposition of encumbrances.

Technical passport for non-residential premises

The prepared package of documents is submitted to (BTI) Rosreestr with mandatory certification of each page directly upon transfer to specialists of the receiving organization. Documents can be submitted to Rosreestr directly by the owner of the building or by a person who has a power of attorney issued in accordance with the law. To prepare documentation, specialized law firms with extensive experience in preparing such documentation are often involved, which can significantly reduce the time required for registration of a building.

  1. Passport (copy).
  2. Documents confirming ownership of non-residential premises.
  3. Completed application for issuance of a technical passport.
  4. Confirming document confirming payment of the mandatory state duty.
  5. Conclusion on the condition of the building from regulatory organizations (fire inspection, SES, gas service, etc.)

What documents are required to make changes to the cadastral passport?

  • Technical passport from BTI;
  • If the technical characteristics of the property have changed, a conclusion from the cadastral engineer who inspected the property may be required;
  • Passport of a citizen of the Russian Federation;
  • Title documents;
  • Court decisions, independent expert opinions (if any).

To obtain an exact list of required documents, you must contact one of the following organizations:

  • Multifunctional center in Moscow;
  • Cadastre and Registration Center "Star-Service";
  • Territorial office of Rosreestr;
  • Bureau of Technical Inventory.

Some BTI services require payment, and only after providing a receipt, cadastral engineers will agree with you on the time of the inspection.

Algorithm for contacting the BTI:

  • Preliminary consultation on amending the cadastral passport;
  • Payment for BTI services (if required);
  • Contact the BTI with a written statement, a receipt and a statement of the essence of your problem.

On the appointed day, cadastral engineers will come to you and carry out the necessary examinations or measurements.

To check whether changes have been made correctly, you can order a cadastral passport online, which will already contain new information.

Technical passport of an apartment building

Previously, owners were required by law to conduct an inventory and determine whether the current condition of the house corresponds to the information specified in the registration certificate. But in 2009, the planned five-year inspections were canceled, and therefore many houses and their owners simply stopped carrying them out or the data was filled out inaccurately, as a result of which the technical passports for apartment buildings became outdated.

Only specialized organizations of a state or municipal scale can carry out technical accounting of premises: single enterprises, bureaus, centers, departments and services. In addition to direct inventory acts, their activities also include issuing technical passports.

What problems do citizens face when making changes to cadastral passports?

  • Lack of legal knowledge - the procedure for making changes to the cadastral passport may take too much time, since mistakes are made, documents have an expiration date, and the requirements of government agencies may be incorrectly interpreted.
  • Lawful or unlawful refusal to make changes to the cadastral passport;
  • Waste of time obtaining unnecessary examinations, opinions, permits and other documents as a result of the lack of a clear legal position.

How to change data in a car's registration certificate

Let's start with the fact that new registration data entered in the PTS does not entail re-registration of the vehicle. It remains registered as it was. To make the necessary changes to the title of your car, you need to contact the MREO of the State Traffic Safety Inspectorate or MOTOTRER - these are similar bodies. There, find the “Acceptance of documents” window and contact the inspector with a request to make changes to the PTS due, for example, to a change of residence (the reason may be any other). Give back the documents you collected (more on them later). The inspector checks them and gives you an application form and a receipt for payment. You fill out an application and then pay the state fee at any bank or the nearest terminal.

If this is the first time you have missed the deadline for submitting a PTS for data correction and this period is short, then you will most likely be warned about this. If a relapse occurs, the traffic police inspector will consider this a malicious violation and issue the maximum possible fine of 1,500 rubles. It will be quite difficult to challenge such a fine in court, because the motorist knew that changes needed to be made, but did not consciously do so.

Possible costs

We have described quite clearly how to obtain a registration certificate. Now let's talk about prices. If the document is completed on time, it will cost approximately 900-1,500 rubles.

The accelerated tariff significantly increases the price: from 2,500 to 5,000 rubles. Contacting a specialized office can increase the cost to 7,000 rubles.

Please note that turning to intermediaries will help save time and nerves, but it is better to contact such organizations not with just one piece of paper, but to draw up a large package of documents.

Registration prices may vary depending on the region of the country and the cost of the house.

Good afternoon. We have a certificate for a private house. To obtain a mortgage for this house, the bank requires a technical passport. We do not have a registration certificate and cannot have one, since this is a private house built in 1940. Tell me, is the bank right, and what should I provide to the bank instead of a registration certificate for a mortgage?

Features of approval in Moscow

  • State Budgetary Institution “MosgorBTI” - makes changes to the technical passport after completion of redevelopment work;
  • State Budgetary Institution “Expert Center” – issues a technical report on the safety of load-bearing structures.

At the final stage, you can submit the documentation directly to Rosreestr or to the MFC. Also in the capital, applications and documents for approvals can be submitted through the website mos.ru.
