Section 7 of the Housing Code of the Russian Federation provides information on the procedures, terms and nuances of payment for utility services (Articles 153-160). To obtain the required information about debt for gas, it is enough to have your personal account number and/or address on hand. Depending on the information the owner prefers to use, the appropriate method is selected:

  • the Internet is the simplest and most immediate option when you need to get information about gas debts urgently, but it is not possible to go to specialized services for this;

Who can find out the gas debt?

Possession of information about the amount of debt for gas is the legal authority of the following persons:

  • owners of privatized housing;
  • main tenants of apartments under a social tenancy agreement;
  • tenants living in the premises on the basis of a lease agreement;
  • authorized representatives of the owner, acting on the basis of a notarized permission - power of attorney).

In Art. 153 states that the obligation to pay for utility services is assigned to persons who live in the apartment, although responsibility for this moment falls on the owner.

What happens for non-payment

The consumer is obliged to promptly pay for the resources used, which is provided for by the contract concluded with the supplier and the requirements of domestic legislation.

The resulting debt can lead to the following negative consequences for the homeowner:

  1. Penalties – penalties for late payment. The longer the period of non-payment, the higher the penalty. Within 31 days or more from the required payment date, a penalty is charged in the amount of 1/300 of the rate of the Central Bank of the Russian Federation, which is 7.75 percent per annum. If more than three months have passed from the specified date, the penalty increases to 1/130 of the rate. A penalty is charged for each day of delay, as a result of which the amount of debt may increase significantly;
  2. Warning - before filing a lawsuit, the utility organization must warn the debtor in writing, demanding to pay the debt no later than 20 days from the date of the warning;
  3. Going to court - Gorgaz files a claim for the need to repay the debt. In addition to the debt and accrued penalties, the debtor will have to pay legal costs;
  4. Additional sanctions - a ban on crossing the border, confiscation of a driver's license, seizure of property to pay off a debt.

If the amount of debt is significant, unscrupulous payers may be subject to criminal prosecution.

Necessary documents and information to obtain information

The list of documents required to be provided to specialists of various services when obtaining information on gas debt depends on the chosen method of action. Traditionally, a payer who is late must provide the following documents:

  • a form filled out according to the proposed form (it is issued by employees of the relevant services);
  • a receipt indicating the personal account number and the fact of the debt;
  • identification card of the owner or responsible tenant;
  • a document confirming the ownership of the home;
  • power of attorney (if an authorized person is acting).

To obtain a complete set of data, you need to have the following information:

  • Full name of the owner;

  • the actual address of the home, the owner of which was late in payment;
  • contact phone number.

The gas distribution company Mosoblgaz offers its customers several ways to transmit readings from metering devices:

  • by a dedicated telephone number of your branch;
  • through the subscriber’s personal account;
  • upon a personal visit to a Mosoblgaz branch.

By phone

The company has a total of six branches and each has its own phone number for sending SMS messages with meter data:

The population has several options at its disposal. The first group involves personal attendance at certain branches, while the second allows you to obtain information through the World Wide Web. If you have free time and do not want to understand network technologies, you can:

  • visit a Gazprom branch;
  • go to the office of the management organization servicing the multi-apartment building;
  • contact any branch of a financial credit institution.

A step-by-step algorithm of actions aimed at obtaining information about gas debts looks approximately as follows.

  1. Go to the office and speak to the employee at the checkout or to the consultant in the hall.
  2. Provide your passport and latest documentation on payment of utility bills.

How to find out gas debt on a personal account?

A personal account is a document issued for a home as part of a lease or ownership agreement. It reflects the transactions carried out by the owner of the home for the use of utilities. Each subscriber has a personal account, the number of which can be found in the Service Connection Certificate. Having only a personal account in hand, you can get up-to-date information about the amount of debt for gas in the following ways:

  • government services portal;
  • accessing the mail terminal;
  • use of popular payment systems (electronic wallets);
  • personal visit to the organization.

The first method was discussed in the previous paragraph. The second (applying to the post office) is in demand and relevant. Here's what you need to do to use it:

If the defaulter has not taken any action, fines will be assessed:

  • From the first day of delay to one month, the inspection organization does not charge fines;
  • Delay from a month to three – 1/300 of the refinanced rate in accordance with the Central Bank of the Russian Federation;
  • Delay of more than three months – 1/130 of this rate.
