We note that according to the Decree of the Government of the Russian Federation dated December 27, 2004 N 861 (as amended on June 29, 2020) “On approval of the Rules for non-discriminatory access to services for the transmission of electrical energy and the provision of these services...”, the amount of actual electricity losses in networks is determined as the difference between the volume electrical energy transmitted to the electrical network in the SNT, and the amount of electricity consumed by power receiving devices connected to this network.

According to the authors, the reason for such losses of electricity may lie in technical imperfections, unsuccessful design and installation of power lines, as well as poor-quality network maintenance. Therefore, it is unfair to place the blame on consumers. Their responsibility is only to pay for the electricity they actually consume according to the established tariff, the proposal notes.

To reduce losses, it is necessary to improve power lines, carry out timely, high-quality repairs, etc. In addition, for optimization, it would be advisable to combine power grids and transfer them to the balance of local electricity supply organizations.
