What it is
A studio apartment is a shared living space with a unique layout, in which there is no traditional division into zones (except for the bathroom). In the studio there are no partitions between the bedroom, hallway, living room and kitchen. Separation is possible using design solutions.
As a rule, studio apartments have an elongated shape. Sometimes studios are considered mixed-type apartments, where the bedroom is separated into a separate room, and the living room is combined with the kitchen.
The main differences between a studio and an apartment are:
- lack of hallway;
- the living room flows into the kitchen. The owner has the right to delimit zones by raising the kitchen to a podium and installing additional ventilation of the room;
- the bedroom is not considered a separate room; often the bed is covered with a curtain or veil.
At the moment I have been living in my complex for 3 months
The apartment is already renovated in a neutral style; in theory, you can leave it as is or repaint the walls in any suitable color. There is everything you need for life - a kitchen, a microwave, a refrigerator, a sleeping place. I haven’t been closely involved in the arrangement yet, I don’t have time for that now, I still have time.
Adaptation to the new city is still going on. Of course, I really miss my friends and family. My daughter eventually entered college as a correspondence student this year. Not in Moscow, for judicial and prosecutorial activities.
The situation has worsened further due to quarantine. I couldn’t move for a long time, then I looked for a job for a long time, and therefore now I’m slightly depressed. I hope that everything will get better soon and I will be able to enjoy life in a separate apartment, albeit in a studio.
Is it possible to register in a studio apartment?
Before purchasing a studio apartment, you must check with the developer about the type of housing property, otherwise registration may not be possible.
The law defines a difference between a studio and an apartment, although they are similar in appearance. Apartments are considered premises suitable for living that do not belong to the housing stock. You cannot register with them.
In Russia, the principle of freedom of movement and choice of place of residence is stipulated, so citizens can choose an apartment without restrictions. You can register in almost any living space.
The main thing is that it complies with the conditions defined by Government Decree No. 47 of 2006 and Government Decree No. 47 of 2006.
The criteria that a citizen must refer to when purchasing a studio apartment are the following:
- Load-bearing and enclosing structures are in working order, citizens are not in danger. All communications and equipment must be suitable for use and ensure the safety of residents.
- The studio must have cold and hot water, ventilation, heating, drainage and other systems specified in paragraphs 12-16 of Resolution No. 47. They must comply with sanitary and epidemiological standards.
- The area and height of the studio must meet structural fire hazard requirements.
- The kitchen and living rooms should have natural light (windows).
- The studio is located in Russia.
Standard living space (in Moscow)
The square footage of residential premises allocated to one person is equivalent to the minimum area of apartments, private houses and residential premises, developed and approved by local government bodies of the constituent entity of the Russian Federation in the city of Moscow.
- for single citizens without a family - at least 33 square meters of residential and non-residential premises in total;
- for families without children, as well as families consisting of two people – 42 square meters of the total area of the apartment or house;
- in cases where the number of family members is three people or more – 18 square meters for each individual family member, taking into account the entire area of the occupied premises.
Where to contact
A citizen has a choice of 4 authorities that work with applications for registration in studio apartments:
- territorial branch of the Federal Migration Service. It is the main body regulating the movement of citizens across the territory of Russia;
- passport office of housing department (HOA, management company);
- MFC branch at the address where the citizen is going to register;
- online portal of State Services.
MFCs, Housing Departments and State Services only accept and process documents, then they are sent to the Federal Migration Service for processing.
Service employees make a decision and return the papers to the applicant. Additional branches have been created to simplify the procedure for registering citizens at their place of residence.
Standard area for registration
Registration of a child is mandatory for a kindergarten or school, and receipt of social assistance is tied to it (according to Article 20 of the Civil Code of the Russian Federation, a minor must be registered at the place of registration of the mother (father)). The need to register temporarily most often arises when renting housing for a period from 90 days to five years.
If a citizen needs to register in an apartment with shared ownership, but there is no consent from the other owners, then he needs to draw up a gift agreement. For example, girl N has a share in an apartment, she wants to register her brother G there. But there is no consent from the other owners of this housing, which means registration is impossible.
Registration procedure
To register, you need to go through a simple procedure:
- if other persons are registered in the apartment, obtain the written consent of each;
- if the registered person has minor children, the consent of other owners is not required for them;
- contact the migration service office in person, through a representative or online;
- provide the necessary documents, service employees will notify the applicant if something is missing;
- receive a decision; if it is positive, then the passport will have a registration stamp; if it is negative, then the citizen will be able to submit the application again after the reasons have been eliminated.
If registration is issued in a mortgaged studio apartment, then FMS employees have the right to demand evidence allowing the citizen to register in the living space. The applicant can present an agreement with the financial institution to prove his case.
This document sets out the rules for registering residents in the property. If FMS employees have any doubts, they can contact bank employees and request a certificate of no objection to the applicant’s move-in.
The bank does not have the right to restrict the registration of minors in a mortgaged apartment. If FMS employees refuse the applicant, he will be able to file a claim in court.
The only condition is that the studio apartment must be large enough so that each resident has at least 12 square meters.
If the studio apartment is privatized, then the registration procedure also has its own nuances:
- the consent and personal presence of the owner who provides housing is required;
- if the apartment is owned by several people, the written consent of each of them;
- the presence of all adult citizens who are registered in the studio.
If for good reason the owner cannot appear in person, he has the right to have the consent certified by a notary and send it by mail. If the applicant has a power of attorney for the studio, attendance is not required.
What can I advise to those who want to buy an apartment in another city?
- Before buying an apartment in a new building, you need to check the developer as much as possible - look at his previous construction projects, documents, evaluate the pros/cons of the property. But it’s better to contact an agency; in my case, professionals would have warned that the delivery deadlines should only be looked at in the contract.
- If it is not possible to come to the site in person, look at photo and video reports on the construction progress on the new building’s website, follow the information on forums and social networks.
- Take a mortgage if you are financially ready for it - you have 50-60% of the cost of housing in your hands and a “safety cushion of two to six payments.
- Start planning your move to another city about 2 weeks in advance - collect and sort things, decide on large cargo (furniture, equipment), select a carrier and agree on deadlines.
What documents are needed
To register for a studio apartment, the applicant will need the following documents:
- Russian passport;
- any document that confirms the right to real estate (for example, a lease agreement, a warrant, a certificate of registration of ownership);
- application for registration;
- consent of other residents, if any;
- departure slip, if available.
How many square meters of living space are allowed per person?
It is worth considering that some categories of citizens have the right to receive compensation. For example, if they and their family members were injured during the accident at the Chernobyl station. Compensation is especially relevant for those who are interested in the opportunity to save on utility bills. Labor veterans who permanently reside in housing stock also have this right. Regardless of what form of ownership they register for a particular object.
Over the past few years, this area in the legislation of the Russian Federation has undergone virtually no changes. If the norms become different, it is only within a specific region; the amount of change is rarely large. But more often than not, even other cities repeat the same rules that apply in Moscow.

Duration and cost
The law establishes the deadlines within which citizens are required to register at their place of residence in a studio apartment:
- A citizen has 7 calendar days for permanent registration. The countdown begins on the day when the owner receives a document on registration of ownership of the studio or on the day of registration at the place of previous residence.
- If a citizen undergoes temporary registration at the place of stay, he has 90 days.
The deadlines apply to the submission of documents; if the migration service employees do not have time to make a decision on time, the applicant will not be fined.
When the employee has accepted the application, a decision must be announced within 7 days. The applicant will receive a certificate indicating the date and time of receipt of the passport with a registration stamp.
Disadvantages of new housing
Transport accessibility still leaves much to be desired.
There have long been legends about traffic jams in the capital, but knowing it and experiencing it yourself are two very different things. I live 10 km from the Moscow Ring Road, I have to go to Moscow through Lyubertsy - there are regular traffic jams on the Novoryazanskoye Highway in the mornings and evenings. The closest metro station “Kotelniki” of the busy Tagansko-Krasnopresnenskaya line, although it is the final one, is constantly crowded during rush hours - you still have to fight for a seat. There is also the Lyubertsy-1 railway station, but the situation there is the same.
Constant renovation of apartments.
Although I took a renovated studio, I have to endure the noise of the hammer drill from the neighbors behind the walls. I understand that this is temporary, but it is annoying. The main thing is that the rules of the law on silence are observed. It is also important to clarify here: in new buildings, softer standards apply, but in the Moscow region they have recently been tightened.
The stores that have opened here do not fully meet my needs.
My new building is located near the Tomilin Forest Park, and is quite isolated - a lot of greenery, but limited infrastructure. Stores near my home don't always have what I need. All we have to do is wait for the situation to improve, and go to Lyubertsy or Moscow for some purchases.
The audibility in apartments is terrible.
You constantly hear your neighbors leaving or entering their apartments; they speak loudly behind the wall - you are invisibly present at the same time. Perhaps the reason is that many apartments in the building are still empty (this increases all the noise), and over time this will pass. Or all that remains is to soundproof the apartment.
Important points
Citizens who violate the law on registration decisions are subject to a fine. The amount of sanctions depends on certain conditions and the region of residence of the applicant:
for most regions of Russia | from 2,000 to 3,000 thousand rubles. |
for Moscow and St. Petersburg | from 3,000 to 5,000 thousand rubles. |
If the owner of the apartment allowed citizens to illegally reside on his premises, the fine will range from 2,000 to 7,000 thousand rubles. Willful violators face criminal liability and punishment in the form of imprisonment.
Legal entities also bear administrative responsibility for violating registration rules, the fine ranges from 50,000 to 700,000 thousand rubles.
A fine is not imposed in the following cases:
- the citizen is registered at one address, but temporarily stays in a studio apartment, provided that it is located in the same locality;
- if a citizen lives in a studio apartment that belongs to his close relatives.
Migration officers have no legal grounds for refusal if the applicant complies with all the conditions, and the documents submitted do not contain false information and are originals, not copies (not notarized).
If a citizen does not have the consent of the owner, or he tries to register in a non-residential premises, registration will be denied. In most cases, you can file a claim in court and appeal the decision.
Registration in a studio apartment is not only possible, but also desirable, as it opens up access to benefits, benefits and a full-fledged life as a citizen in Russia.

Registration in apartments and lofts: is it possible or not to do this?
To obtain such permission, one would have to call an engineer from the BTI to take measurements and determine the need for changes to the layout, or go to court in case of refusals or disputes. The same procedure is applicable for a loft only if it complies with the standards or the owner can create such compliance.

The second option is practically not feasible for one owner. It's not just about the complexity, but also about the cost of the procedure .
