Cadastral passport for the house

The cadastral passport for a house, in its content, differed from a passport issued for land or an unfinished object. A cadastral passport for a private house was required in the following cases:

  • after completion of construction of a new house to register it with Rosreestr;
  • to legitimize rights to a house built before the transition to the cadastral registration system;
  • for making transactions (sale, donation, exchange);
  • to enter into inheritance after the death of the owner;
  • to make changes to the Unified State Register of Real Estate after redevelopment or reconstruction of a private house.

Each passport must indicate the cadastral number of the object. It is unique and assigned to each house, plot or premises individually. Using the specified number, you can find the object on the Public Cadastral Map of Rosreestr.

Since 2021, the Federal Service for State Registration, Cadastre and Cartography (Rosreestr) has changed the forms for providing information about real estate. Extracts from the Unified State Register have been replaced with Extracts from the Unified State Register of Real Estate.

This happened in connection with the requirements of the federal law “On State Registration of Real Estate” (No. 218-FZ), the implementation of the provisions of which was accompanied by the merger of 2 government agencies that were previously involved in accounting and registration of objects separately:

  1. State Real Estate Cadastre (GKN)
  2. Unified State Register of Rights (USRP)

The Unified State Real Estate Cadastre (USRN) contains complete information about all real estate objects and property registered in the cadastral register. It is consolidated into a single system.

The resource allows you to obtain information:

  • about land plots
  • about apartments
  • about houses
  • etc.

The body of information contains, in particular, information about the boundaries of land objects:

  • territories: urban and rural settlements
  • district, regional and regional municipalities
  • small plots in gardens or populated areas
  • plots for farms
  • factories
  • aviation, river and sea ports
  • schools and kindergartens
  • hospitals
  • sanatoriums
  • etc.
  • The register takes into account the following boundaries:

    • territorial and functional zones
    • zones with special conditions for the use of territories

    They have to be taken into account when constructing new facilities and when reconstructing existing ones. There are boundaries for the protection zones of power lines, gas and oil pipelines, and for lands belonging to the forest fund or the Ministry of Defense. Information about all of them is also registered in the Unified State Register of Real Estate.

    The preparation and systematization of information about the object is carried out in accordance with the law “On the State Real Estate Cadastre”.

    Only in the Unified State Register of Real Estate you can obtain the required materials:

    • for transactions with objects
    • to clarify the characteristics of the object
    • for the court, where the owner of the site intends to protect the right of ownership
    • for compensation for damage caused to the building
    • for many other tasks

    The information resource ensures the organization of the circulation of registered rights to real estate.

    Types of USRN information

    There are several types of real estate cadastre. In a certain situation, one specific one may be required.

    • Extract from the Unified State Register of Real Estate

    This document contains the most complete information about the property.

    The amount of information of interest in the extract from the Unified State Register can be determined independently. To do this, in the application for their receipt you need to indicate the necessary sections of the extract. Information on the presence or absence of restrictions (encumbrances) on a land plot is contained in the section on parts of the land plot, and information on the cadastral value is contained in the section on basic information about the plot.

    An extract from the Unified State Register will be required to prepare land surveying documents. Without it, it is impossible to carry out cadastral work.

    It contains:

    • complete data on the coordinates of characteristic points of plot boundaries
    • addresses of owners or users of adjacent plots with whom it will be necessary to coordinate boundaries or resolve the problem of overlapping plots.

    The cadastral extract is issued on a paid basis.

    • Cadastral Territory Plan (CTP)

    This is the name of the thematic plan of the cadastral quarter. The document consists of 2 parts – text and graphic.

    The text part contains information about all land plots, information about their areas, cadastral numbers assigned to them, and their location.

    The graphic part, in the form of plans, depicts the entire block with its exact boundaries, buildings, structures, utility lines and other objects located next to the cadastral block. A cadastral plan of the territory is often required when carrying out cadastral work.

    • Extract on the cadastral value of the property

    Such an extract contains information about the cadastral number and cadastral value of the object.

    Based on this information, the amount of tax is calculated when applying for a loan and inheritance and when purchasing a property. A cadastral certificate is often used in legal proceedings

    Cadastral certificates are provided free of charge.

    • Copies of the document on the basis of which information about the property was entered into the State Property Committee

    You can obtain copies of the necessary documents:

    • technical or boundary plan
    • resolution of the administration on the basis of which the VRI of the site was changed
    • confirming the legality of changing the purpose of the premises or building
    • with information about the owner
    • about the address of the property
    • etc.

    How to obtain information from the Unified State Register of Real Estate

    You can obtain GKN information in the following ways.

    • Personal appeal

    This is the most familiar method for many.

    This can appeal:

    • to the multifunctional center
    • to any office for receiving and issuing documents of the Cadastral Chamber or Rosreestr

    The territory where the property is located does not matter, that is, a request for state tax registration information can be made at any MFC or branch of the Cadastral Chamber.

    • Mailing

    The request method in the form of a postal item remains relevant.

    The request must be made to the cadastral registration authority at the location of the property or at its location in the territory to which the property belongs.

    When making a request, you must indicate the cadastral number or exact address of the object, the type and form of the requested information, personal or postal method of obtaining information, and the applicant’s personal data.

    Any person who is the owner of the property, or acting by proxy on his behalf, can make a request in this way.

    • Electronic request through the Rosreestr portal

    This is a convenient and quick way to obtain information.

    Completed documents from the portal are sent electronically to the applicant’s email address.

    They can be sent or in paper form by mail, if the applicant, when submitting the request, indicates this method of receiving them.

    An electronic request for information from the Unified State Register is economical in terms of payment and timing of obtaining information. This is due to the fact that the processing time for requests for information submitted through the portal has been reduced.

    Request to the GKN information resource

    On June 1, 2015, a new electronic service, Request to the information resource of the State Property Committee, was launched on the Rosreestr portal.

    Using it will provide:

    • search for real estate
    • copying information about an object for which only the address of the real estate is known, and, accordingly, obtaining data on the cadastral number, area, category and much more

    Access to the resource is provided by a unique code - an “access key”.

    You can get it using one of the following methods:

    • through the Rosreestr portal
    • at any document reception office of the Cadastral Chamber or MFC
    • requesting an access key by mail to the territorial department of the branch of the Federal State Budgetary Institution "FKP Rosreestr"

    After receiving the key, the portal provides access to the list of public services of Rosreestr:

    • information about the addresses of the territorial departments of the Branch
    • electronic request form
    • instructions for using the access key

    The key will be issued free of charge and has no expiration date. But there is a fee for access to information from the State Property Committee (with the exception of a limited category of persons who have the right to receive information free of charge).

    Such a request for a submitted application provides:

    • search for real estate
    • copying information about an object for which only the address of the real estate is known, and, accordingly, obtaining data on the cadastral number, area, category and much more

    A significant circumstance is the cost of obtaining information from the State Tax Committee. It is much lower compared to the conventional method.

    About the timing of the relevance of GKN information

    The GKN information provided on the basis of any request is relevant as of the date of its signing.

    If a lot of time has passed since they were received, the information about the site may lose its relevance.

    There are many reasons. For example, the cadastral value of land is revalued as a result of a mass state cadastral valuation once every 5 years. These revaluations are entered into the State Tax Code, which means they are updated once every 5 years.

    It may happen that a cadastral extract was received, and six months later the results of the land revaluation were entered into the State Property Committee, that is, the previously received certificate will contain outdated information, and it will become invalid. You will have to apply again for an extract.

    Cadastral passport of the plot

    The cadastral passport of a plot contains its main characteristics, including area and coordinates. The document was required when forming a new plot, for conducting major transactions with land. In order to obtain a cadastral passport for a plot, you had to:

    • order cadastral works, determine the coordinates of the site;
    • obtain a boundary plan for the land from a cadastral engineer;
    • register the land with Rosreestr;
    • obtain a passport for the plot with a cadastral number and characteristics.

    The same procedures were carried out if areas were combined, divided or allocated. The cadastral engineer received the bulk of information about the site. One of the main types of work for this was determining the coordinates (characteristic points of the boundaries).

    Do you need a cadastral passport for land now? To do this, let us turn to the main regulatory act in the field of cadastre - Federal Law No. 218-FZ. There is no mention of cadastral passports. Registration with Rosreestr is carried out exclusively according to technical and boundary plans, and in order to be deregistered, an inspection report must be submitted. Rosreestr also does not issue a cadastral passport after registration is completed. The owner will receive an extract from the Unified State Register of Real Estate, which is both a legal document and a technical document.


    The technical plan is one of the main documents for cadastral registration. Its form is approved by Order of the Ministry of Economic Development No. 953.

    Changes to the State Tax Code, where to get information

    You can order all these documents from any cadastral registration authority. That is, it does not matter whether the client is in the same locality as the property he is interested in or not. But if the client decides to make a request by mail or electronically, the response will be sent directly to the registration address of the requested object. Obtaining information from the State Tax Committee is paid. But you can get a certificate of real estate value for free.

    GKN information resource

    To obtain the necessary information, you need to send a request using the form, which will indicate the cadastral number of the property or land plot, and you can also use the address of the territory of interest. You can make such a request with the data contained in the GKN information resource by mail or by coming to the institution in person. If postal services are used, the applicant's notarized signature must be added to the main form. It is also possible to submit a request using the government services portal.

    It is worth noting that if multiple requests are submitted, each of them must be paid separately and all payments must be documented. Receiving a refusal from the State Tax Committee means that this information cannot be provided due to the legislation of the country, or a problem may arise due to the lack of information of interest to the applicant in the register. In any case, the applicant must receive a reasoned answer as to why his request was denied.

    How to obtain a cadastral passport

    It was possible to order a cadastral passport only until the end of 2018. It is impossible to do this now. Federal Law No. 218-FZ () does not contain any mention of cadastral passports. At the initial stage, the registration of cadastral passports was carried out by BTI institutions. But in 2013, the first amendments were made to the legislation, after which Rosreestr began to issue cadastral passports.

    The list of mandatory documents for obtaining a cadastral passport included:

    • application for cadastral registration and/or registration of rights, for issuing a passport;
    • boundary plan for a site or technical plan for capital construction projects, residential and non-residential premises;
    • power of attorney for a representative (if necessary);
    • certificate of registration of rights to an object or rights to inheritance, or an extract from the Unified State Register of Real Estate;
    • documents confirming the grounds for the allocation and formation of a site (for example, a resolution of the local administration);
    • applicant's passport, legal registration documents. faces;
    • receipt of payment of state duty.

    If necessary, you could submit an application to Rosreestr and order a duplicate of the cadastral passport. To do this, an application was submitted indicating the unique cadastral number of the plot or object.

    Duration of the cadastral passport

    The validity period of a cadastral passport for a residential building or apartment was one year. The validity period of the document for a non-residential building was no more than 5 years. However, if any changes occurred to the property (for example, redevelopment of an apartment or reconstruction of an object), it was mandatory to obtain a new passport. It indicated new characteristics of the object.

    In what cases can they refuse to receive it?


    Some citizens, when contacting Rosreestr, are refused to issue a cadastral extract for a land plot. This can happen for the following reasons :

    • an incomplete package of documents has been submitted to the registration authority;
    • errors and inaccuracies were made when filling out the application;
    • the applicant did not pay the state fee;
    • an inappropriate person applied for the issuance of a document (if the requested information is considered confidential);
    • the Rosreestr database does not contain information on the requested land plot;
    • other reasons.

    If a decision is made to refuse to provide an extract, the registration authorities must, within 3 days of receiving the request, send a corresponding notification to the applicant, which must include justified reasons.

    Additionally, it is worth noting that if a citizen does not agree with the decision made by Rosreestr employees, then he can challenge it in court.

    Cost of cadastral passport

    Cadastral passports were issued on a paid basis. The fee in 2021 was 200 rubles. Payment was made according to the details of Rosreestr. The fee for an electronic cadastral passport was less - 150 rubles.


    In technical terms, there is a diagram that determines the location of the building on the site. The cadastral engineer also draws up diagrams with floor plans.

    Do I need a cadastral passport now?

    If there are certain inaccuracies in the question, is a cadastral passport needed now? For official procedures, such as registration of rights or registration of real estate, this document is not needed. If you still have a cadastral passport in your hands, it can only be used for information and reference purposes. For example, when developing documents for redevelopment or a design project, you can evaluate the configuration of an apartment or non-residential premises that existed several years ago. Legal entities can use passports for internal real estate inventory.

    What documents are required?

    First of all, you need to send an application (request). Proof of identity will also be required by presenting a passport or other identification document. If there is a need for information that is known only to the owner of the property, then a certificate of state registration of title may be required. This information can also be found in the State Real Estate Cadastre.

    You can obtain a request form from the Rosreestr branch. It is also possible to download it on the official website or obtain it from the MFC. If the application is submitted electronically, you must fill out the form on the website.

    When choosing a modern method of receiving an extract via the Internet, you should know that the document can be provided to the applicant in two versions - in paper or electronic form. The selected option must be indicated when submitting your application. If the electronic option is selected, it will be sent by email. If paper is selected, it will be delivered to the addressee by Russian Post.
