What is a technical passport for an apartment and why is it needed?

A technical passport for an apartment is a document containing the characteristics of the apartment with complete information in graphical and tabular form.

It cannot be used as a separate document, but in addition to other documents it is sometimes necessary. Therefore, it is recommended that the technical passport (hereinafter referred to as TP) be kept by the owner of the apartment and be up to date.

Cases when TP is required to be submitted:

  • preparation for redevelopment or legalization of changes already made;
  • transfer of a residential property to non-residential;
  • determining the cost of an apartment based on an inventory assessment (for example, when applying for a mortgage loan for purchase or disputes over inherited property);
  • calculation of property tax;
  • resolution of legal disputes, for example, with the allocation of shares in kind;
  • residential insurance;
  • presenting the passport information to the buyer with real parameters for verification.

How is redevelopment of non-residential properties approved in Moscow?

Coordinating the redevelopment of non-residential properties in the capital entails additional difficulties. The redevelopment project must receive a positive technical opinion from a state or independent expert organization. This rule is specified in the Decree of the Moscow Government dated August 27, 2012 No. 432-PP, along with the list of construction works requiring approval.

The document must contain the date of formation, is certified by the BTI official who issued it, and has a mark indicating that the data was entered into Rosreestr.

How to obtain a technical passport?

The algorithm for obtaining a technical passport can be described as follows:

1. The owner of the apartment (or its tenant under a lease agreement with the municipal authority) prepares the following documents:

  • application for the preparation or issuance of a technical passport;
  • home owner's identification card;
  • a document confirming the right of ownership (transaction agreement, certificate of inheritance, other title documents);
  • extract from the Unified State Register of Real Estate;
  • payment document confirming payment of state duty.

Depending on the situation, additional documents may be required, for example, a request for redevelopment from the architectural department of the administration, a notarized power of attorney if the interests of the owner are represented by another person, etc.

The application has a regulated form and in different cases it has its own:

  • issuance of a passport in replacement of a BTI specialist lost without leaving – according to Form 3;
  • it is required to carry out measurements by a BTI specialist in case of fixing a redevelopment, during the initial issuance of a technical passport or reconciliation of data when the document was issued earlier, but more than five years have passed, - according to Form 4;
  • An extended form of document with a floor plan is required to formalize privatization - according to Form 7.

2. To obtain a technical passport, apply with documents in one of the convenient ways:

  • in person at BTI;
  • through the MFC;
  • through organizations specializing in the preparation of such documents.

Attention! The State Services Portal does not provide an electronic service.

It should be noted that only BTI is engaged in the production and issuance of technical passports. Other organizations are only intermediaries in obtaining the document.

3. Receive the registration certificate on the appointed day at the BTI or MFC. When ordering through State Services, it will arrive electronically. If a private organization is involved, the delivery time and delivery method are determined by agreement with the customer.

Typically, the procedure takes two to three weeks. When submitting an application through the MFC, the period is increased by 2 days, which are necessary to submit documents and receive a response from the BTI. An accelerated receipt procedure is acceptable, when the TP is produced within one week, but the state duty will be higher.
