How to install a children's playground in the courtyard of a multi-story building?

The safety of playgrounds is of concern to parents and the organizations that install them. But they rarely follow the installation rules. If there is no place for games in the courtyard of an apartment building, then interested parties need to take the initiative and start construction themselves.

Who builds the sites and who is responsible for them?

In new houses and housing complexes, children's corners on the street are usually built by construction companies themselves - these objects are relatively inexpensive in the overall estimate and attract the attention of young families with small children.

The arrangement of children's playgrounds in courtyards should be handled by local municipal authorities, since playgrounds for children are usually their property.

The city allocates funds from the local budget to improve the local area, creating special programs. You should keep an eye out for such programs and apply as soon as possible. To do this, it is necessary to vote by a majority at a general meeting of residents to accept the appeal to the administration. If it is approved, then there will be a complex.

However, often it is not possible to achieve a positive response from the administration. In this case, a children's playground can be installed at the expense of the residents of the house. In addition to the obvious disadvantage - spending money from your own wallet - this option also has positive aspects.

Residents will be able to design an original playground from the materials they choose themselves, rather than end up with the most budget-friendly standard product. To do this, you will need to create a project and approve it.

After the site is installed and put into operation, the management company will be responsible for its integrity and safety in accordance with GOST requirements, if the object is located in the local area (we talked about the rules for maintaining the local area here).

What documents regulate safety on the playground?

The playground must comply with state standards so that being on it is as safe as possible and the likelihood of injury or injury is minimal.

Currently, safety at children's playgrounds is ensured based on 14 GOST standards. Three of them are of key importance:

  1. GOST R 52169–2012 “Equipment and coatings for children's playgrounds. Design safety and test methods. General requirements".
  2. GOST R 52301–2013 “Equipment and coatings for children's playgrounds. Safety during operation. General requirements".
  3. GOST R EN 1177–2013 “Shock-absorbing coverings for playgrounds. Determination of the critical fall height."

Requirements for children's facilities on playgrounds should be based on EAEU TR 042/2017 Technical Regulations of the Eurasian Economic Union "On the safety of equipment for children's playgrounds." The provisions of this regulation must be applied by all municipalities from 2021.

According to the specified GOSTs, for example, the structure of the playground must be equipped with railings and barriers that prevent children from falling and prevent parts of the child’s body from getting stuck. The surface of the play equipment must be non-slip in any weather.

Each playground must have a safety data sheet: this is a document with operating rules that reflects the main characteristics of the equipment and information about its use during its service life.

For the safety of children, the rules for using the equipment and information about the age and weight of children allowed for certain equipment must be presented in tabular form.

Technical regulations of the EAEU 042/2017

From June 1, 2021, the requirements for children's playgrounds on the territory of the Russian Federation are changing in accordance with EAEU TR 042/2017 . As we wrote in our blog earlier, the new international Technical Regulation of the EAEU 042/2017 “On the safety of equipment for children's playgrounds” came into force on November 17, 2021. Before the beginning of summer 2021, all playgrounds must be brought into proper condition, which is determined by the Eurasian Technical Regulations. In addition, now self-government bodies, when purchasing children's play complexes, are also required to check them for compliance with the requirements of TR EAEU 042/2017 . The new document provides basic definitions and descriptions of terms used in the design and construction of outdoor children's play areas, and collects the requirements of GOSTs and other regulatory documents. It is worth noting that for manufacturers GOSTs have advisory status.

GOST R 58725-2019 “Roll sports rubber coatings. Technical specifications"

GOST was adopted on December 6, 2021 and came into force on September 1, 2020. The standard applies to rolled sports finishing coatings, as well as rolled underlays for sports seamless elastic polymers. GOST R 58725-2019 defines the characteristics of roll coverings that are used for the construction of sports complexes, stadiums, ice skating rinks, fitness centers, gymnasiums, leisure centers, swimming pools, water parks, etc.

Coatings should be manufactured industrially on the basis of technical documentation from ethylene-propylene and/or styrene-butadiene rubber crumbs, including rectified. and a polyurethane binder. Coatings are made in single layers. Defects in appearance are not allowed on coatings: cracks, chips, voids, cavities, ruptures, foreign inclusions, sagging, mechanical damage and other visible irregularities. The edges of the coverings must be smooth. When laying coatings, gaps in the seams are not allowed. Coatings must be waterproof with a material density of at least 1000 kg/m3, etc.

GOST R 58726-2019 “Polymer and rubber tile coatings. Technical specifications"

GOST R 58726-2019 was adopted and came into force on September 1, 2021 , which applies to elastic tile coatings made of polymer materials and rubber (hereinafter referred to as coatings), intended for the construction of both finishing sports surfaces and used as an elastic substrate for the construction of multi-layer seamless sports surfaces with a top layer of elastic polymers (polyurethane or acrylic) - in multifunctional or specialized halls, football and track and field stadiums and arenas, ice complexes, fitness centers, gymnastics, martial arts and weightlifting halls, golf clubs, leisure centers, swimming pools and water parks, bowling centers. shooting ranges, stables and enclosures, outdoor playgrounds, as well as for the installation of elastic surfaces for eons of movement with high point loads (spiked athletic shoes, skates). Coatings are made by molding tiles from polymer materials and rubber under high pressure, including the use of binding materials. To color tiles, it is allowed to add pigments to the mixture.

According to published official data GOST R 58726-2019 “Polymer and rubber tile coatings. Technical conditions" came into force on September 1, 2020 .

GOST R 58702-2019 “Run walkers. Safety requirements and test methods."

GOST R 59010-2020 “Equipment and coverings of playgrounds. Additional safety requirements and test methods for universal playground equipment."

With the aim of state support for the formation of an “accessible environment” and the creation of universal playgrounds for children with disabilities, a new regulatory document is being introduced. Children's play equipment should provide sensory stimulation, development of the vestibular apparatus, etc.

GOST R 59010-2020 comes into force on May 1, 2021.

SNiP requirements

The main document that reflects the rules for the installation and improvement of children's playgrounds is “SNiP. Children's playgrounds and sports grounds."

According to the regulations, it is necessary:

  • Design with space per person in mind. The size according to SNiP is 0.5-0.7 sq.m per inhabitant.
  • Isolate from roadways, crossings, trash cans, and parking lots. According to SanPin, the use of green spaces as a fence is allowed.
  • Avoid the presence of low tree branches, protruding roots, and cut equipment.
  • According to the standards for landscaping children's playgrounds, it is necessary to have a soft (elastic) covering, lighting fixtures, play equipment, benches, and landscaping. According to sanitary requirements, it is possible to use grass, compacted sand, soft synthetic or rubber surfaces.

Only by complying with SNiP installation standards can the proper level of safety for children of any age be ensured. It should be remembered that even if the equipment is installed efficiently and is operated correctly, there is always a risk of a child falling, slipping, or colliding with other children. Therefore, until a certain age, the baby must play under the supervision of mom or dad.

Fencing of a universal sports ground

In what cases is fencing needed:

  • The fence, on the one hand, is installed to catch the ball (puck) for the convenience of the players, and on the other hand, to protect the surrounding people.
  • If there are playgrounds, parking lots and building windows at a distance of 30 m from the edge of the site, a fence is installed.
  • In rural areas, fencing is installed to protect the site from animals (such as cows), but such fencing does not have to be high.
  • If there are ponds, swamps, thickets of thorny or poisonous plants near the site, ravines, cliffs or a road, in short, if getting the ball out of the site is dangerous or unpleasant, then a fence is also installed.

The disadvantage is its low strength; however, a broken mesh can be easily and cheaply replaced or repaired. It is used primarily for fencing hockey rinks, because only a small cell size of 40*40 will delay the washer. Among the disadvantages, it should be noted that it tends to stretch out over time. Low cost is often achieved by welding the fence on site and hand painting the posts and frames, however this type of painting is very short-lived and quickly loses its appearance. When requesting chain link fencing, select the galvanized option or polymer powder coating of all metal parts, and also indicate that the fastening must be galvanized hardware. In this case, it is possible to guarantee long-term preservation of the aesthetic appearance with minimal maintenance, however, the cost will increase and approach the cost of 3 d fencing.

  • 15*30 m with a curvature radius of 5 m.

The frame of a hockey box is always the same, made from a metal profile 40*25*1.5 and 50*25*1.5, but the material of the side can be different:

  • Fiberglass 5-7 mm. thickness 7 mm. for commercial use and stadiums, for courtyard or school playgrounds, thickness 5 mm. will do just fine. Cost from 480,000 rub. Strong and durable, resistant to moisture, sun, and do not fade.

In most cases, a single bead is installed, sometimes a double bead is installed for aesthetics to cover the frame.

Types of installation of a hockey box

On jibs - such installation is carried out on solid bases (concrete, asphalt), this design will save not only on the cost of the box, but also on the cost of installation. The disadvantage is the increase in the installation area and, accordingly, an increase in the area of ​​the prepared coating by approximately 5%. Double base - fastening is carried out using a pressure plate to the embedded part, or to a driven anchor. This is the most expensive frame option, but with inexpensive installation. Reduces installation footprint and is therefore a prime option for installation in indoor arenas.

Requirements for children's playgrounds in the local area

Regulations governing the standards and rules for the creation and operation of children's facilities appeared only in 2003. In total, 14 GOSTs were developed, which specified the requirements for materials, strength of elements, and to prevent hands and feet from getting stuck.

  1. GOST R 52169 indicates the mandatory presence of anti-slip and shock-absorbing coating, railings and fences for objects elevated above the ground. For the little ones, stairs should have steps from the ground itself. Sharp corners and edges are not allowed - all parts must be safely rounded.
  2. The slide is one of the most traumatic objects. In this regard, the starting section is equipped with railings and sides, and the final section should rise above the ground no more than 2-3.5 cm, and have a radius of curvature greater than 5 cm. The sliding section must necessarily have sides 1-5 cm high.
  3. The swing should have a distance from the ground to the seating area of ​​40-60 cm, and the connection point with the crossbar should not be rigid.
  4. In GOST R 52301 you can find general requirements for the operation of playgrounds and monitoring their condition. GOST R 52168, which is based on European standards EI 1176-3:2008, talks about safe types of coatings and types of equipment.
  5. GOST 2.601 establishes the mandatory presence of a safety data sheet for all sites. Structures built before 2005 and without a passport must be reconstructed.
  6. also SNiPs for creating children's playgrounds and sports grounds. The most important are the rules on the isolation of the site, its distance from other objects in the yard and street, landscaping and constant inspection.
  7. The construction of sports grounds in courtyards is regulated by GOSTs R 55678-2013, R EN 1177-2006, R 52024-2003, as well as SP 31-115-2006 standards. According to them, the sports ground must have anti-slip and shock-absorbing coating and fencing, and special markings for the relevant sports.
    Equipment and small architectural forms are installed on it: horizontal bars, racks, exercise equipment, stairs and others. The sports ground project consists of sketch development, architectural planning and structural analysis.

Sports fields are oriented to the east for protection from the sun. All structures must have anti-vandal protection and not deteriorate under the influence of weather conditions.

Their sizes

The size of the children's area in the yard depends on the age of the children for whose play it is intended, and on the location of the residential building. On average, the site size is designed at 0.5-0.7 sq.m per resident. The dimensions of backyard sports fields are also based on these indicators.

  1. A small area of ​​50-75 sq.m. is enough for preschoolers, if it is located separately. The rules allow it to be combined with a place for quiet rest for adults - in this case, the area should not be less than 80 sq.m. m.
  2. The optimal size of the playground for preschoolers is considered to be 70-150 sq.m., for schoolchildren – 100-300 sq.m. m, complex play area - from 900 to 1600 sq. m.
  3. If a children's playground is combined with a recreation area for adults, its size should be more than 150 square meters. m.
  4. If the residential area is densely built up or historical, the size of the children's zone depends on the availability of the territory, and standard indicators are compensated in the nearest urban areas.

Materials

If the decision to build has been made, then the initiators need to select good materials. According to GOST and SanPin, playgrounds must be safe for children and adults.

The construction of children's playgrounds in courtyards is possible only from environmentally friendly materials. They must not be toxic or flammable. Usually they take wood, metal, tartan coating, high-quality plastic. The covering of children's playgrounds according to GOST is always shock-absorbing. For this purpose, soil, sand, lawn, polymer or rubber coating is used. The thickness of the rubber coating according to GOST is no more than 30-40 cm.

Requirements for covering a playground

The most important requirement for a playground is safety. Conventional surfaces such as asphalt or concrete do not fully meet this requirement. They are too rigid, and when contaminated with dust or precipitation, they are also slippery.

Meanwhile, children’s motor skills are just developing and falls, especially during active movement, are not uncommon.

Modern technologies provide practical means of landscaping hectares based on polymers and crumb rubber, which can provide safe surfaces for children's playgrounds.

It should be borne in mind that rubber coverings do not completely eliminate injuries, but only reduce the possible consequences of a fall due to the shock-absorbing properties of polymers. In addition, they do not become slippery even after precipitation or sand and dust.

Other requirements include:

  • environmental friendliness (no toxic components);
  • hygiene (prevents the accumulation of dirt, ease of cleaning);
  • aesthetics (possibility of design, variety of colors);
  • resistance to suitable conditions (temperature, precipitation);
  • ease of operation (durability, maintainability).

Distance to residential building

During construction, the distance to a residential building is calculated. The distance is established using several regulations:

  • 10 m. – for small areas;
  • 20 m. – if space is needed for schoolchildren;
  • 40 m – complex play areas;
  • 100 m – large complexes.

Fencing

According to SNIP, playgrounds in the yard are fenced, but taking into account the requirements of GOST. To ensure safety for users, you need to install only a high-quality fence. The fence is installed in accordance with the rules and regulations:

  • all stairs must be equipped with railings;
  • railing height – from 60-70 cm.

SNIP and some other regulations do not contain special requirements for these types of structures. Most rules are developed for standard sports fields. But these technologies are also used in the construction of entertainment places for children. Then specialists provide sufficient safety for young visitors. They should not get stuck between the elements of the structure, get injured, etc.

Important! The fence is installed taking into account the size of the playing area and the entire area around the house.

It should always be comfortable and safe. This must be taken into account when landscaping the play area. You cannot install a solid fence, as this makes it difficult for parents to see. This concerns height, so install a fence no more than 1-1.2 m. During construction, it is better to place elements vertically. Children use the horizontal parts of the fence to climb over it.

The safety of children when playing on the playground and protection from external factors are fundamental. This also applies to fences.

Safety criteria can be partly guided by the provisions of GOST R 52169-2012 Equipment and coatings for children's playgrounds. Design safety and test methods. General requirements.

Paragraph 4.3.22 of the document (GOST) describes the requirements for fencing installed on equipment. Some of the requirements can be extended to general fencing.

The fence should not:

  • have sharp edges, wire ends, splinters, pointed ends of posts and pickets;
  • provide in the design slots, cells or holes that allow the body or parts of the body to get stuck;
  • block access to light and block the view;
  • be too low (the child should not trip over it);
  • not to be used for sitting (which poses a risk of injury).

Types and sizes

The material or coating of the barriers must be resistant to corrosion and prevent deformation from moisture, solar radiation, and temperature changes. The design must be strong and durable.

Several types of fencing have most of the characteristics:

  • from a chain-link mesh;
  • 3D fences;
  • wooden;
  • Euro picket fence;
  • welded fence (from a metal profile of various sections or a solid rod);
  • hedge.

The height must be sufficient to perform basic functions (usually at least 60-80 cm ). If there is a playing area, the height can be significant, since a high fence will keep the ball or other equipment within the court.

According to SNIP, such objects are subject to landscaping. At the same time, poisonous plants, as well as thorny bushes or trees, or plants with inedible fruits, cannot be planted on them or in a residential yard. Maintaining the play area in the local area requires planting coniferous or deciduous trees.

Basic operating rules

Maintenance of the property of apartment buildings is the responsibility of the management company and residents. However, the playing area must not be used for other purposes. Legislative acts of the Russian Federation require that they be operated according to the following standards:

  1. They are intended for games or active recreation. It is allowed to use them for the construction of small sports complexes (velodromes, places for roller skating).
  2. Children under 7 years of age must be supervised by adults here.
  3. Before using the equipment, parents should ensure that it is in working order.

Equipment is age appropriate:

  • cable car – from 7 liters;
  • carousels or swings – from 7 liters;
  • special complex IK-G44 - from 3 to 7 years.

Owners of apartments in a multi-storey building with small children are also required to comply with the following prohibitions:

  • You must not smoke, drink alcohol, or leave glass containers or other dangerous objects;
  • Walking dogs is not recommended;
  • Persons over 16 years of age or weighing more than 70 kg are prohibited from using the equipment.

Terms of permissible operation

Each site has its own operational lifespan. All playground equipment that does not comply with current standards and is outdated is subject to mandatory dismantling and replacement. Even if the structure of the playground elements has not been damaged, they must still be dismantled.

For example, according to the new regulations, all swings on rigid suspensions (pipes) are prohibited: they must be replaced with swings on rings or polypropylene fastenings. It is swings on rigid suspensions, and not slides, that, contrary to popular belief, are considered the most traumatic type of equipment.

Types of sports grounds

There are several types of such objects.

Children's playgrounds for sports. They are small in size, sports equipment can be supplemented with gaming equipment. When designing, they pay special attention to safety: they provide for reliable installation of equipment, installation of safe coverings, and mesh fencing around the perimeter. These grounds are universal in purpose; you can do gymnastics, do strength exercises, play with a ball, or organize collective or team games.

Universal objects. They are installed in parks, recreational areas, and in the courtyards of residential buildings, providing open access. Such sites are equipped with universal sports equipment: horizontal bars, wall bars, and outdoor strength training equipment are installed. A playing field for team ball games may be allocated on the territory.

Specialized sports grounds. Equipped with equipment for practicing a specific sport. The shape and dimensions, type of coating comply with the standards for the playing field. Thus, the construction dimensions of playgrounds for volleyball are 24x15 m, for tennis - 40x20 m, for basketball - 31x18 m (including fencing).

The coating can be asphalt, wood, or rubberized. For some sports, it is possible to install a sports lawn or bulk surface (will require additional maintenance). The sports ground surface must dry well and be permeable.

Rubber crumb coatings are used for universal sports fields. They can be modular (supplied in the form of large tiles), rolled, or seamless.

How to request construction and renovation?

First of all, it is necessary to determine whose department the playground in the local area belongs to: the management company of the house or the city.

In order to request the installation of a new playground in the yard, you must write an application to the management company or municipal administration, and it must be signed by all owners.

Today, you can also submit an application online; to do this, you need to leave a request in your “Personal Account”.

To repair the site, you also need to write an application to the management company or the municipality. The district administration and OATI (Association of Administrative and Technical Inspections) are responsible for checking violations of safety rules. And if necessary, for example, if the child has already been injured, an application can be submitted to the prosecutor’s office.

Applications requesting the installation and repair of a playground are written in free form.

What materials are most often used for landscaping sports grounds?

The four main options that are used when landscaping a sports ground in the yard are:
