Validity period of a passport of a citizen of the Russian Federation

The period during which the document is valid depends on the age of the holder. The first replacement occurs at age 20, that is, 6 years after receipt. This document will be valid longer – another 25 years. When the owner turns 45, the “crust” is changed again.

Who can contact the MFC

Renewing a passport at the MFC is available to those who receive it for the first time at the age of 14 or renew it:

  • at the same time after the 45th birthday;
  • due to the fact that the previous one is damaged;
  • due to changes in personal data.

Those with permanent residence in the capital or those registered in the city temporarily can apply to the centers. The service is available even if the citizen has not registered at the place of residence. The need is specified in clause 10 of the “Regulations on the passport of a citizen of the Russian Federation”:

The issuance and replacement of passports is carried out by territorial bodies of the Ministry of Internal Affairs of the Russian Federation at the place of residence, place of stay or place of appeal of citizens in the manner determined by the Ministry of Internal Affairs of the Russian Federation.

This also applies to the MFC.

If a document is lost or stolen, or the exchange period due to age has expired (more than 30 days), you should apply for a new one only to the GUVM.

What is it for?

Many citizens, until the need arises, cannot imagine who and why might need information about identity documents issued in the distant and not-so-distant past.

Such information will be required in the following cases:

  • when a citizen privatizes his home for the first time and for this it is necessary to submit data on previously received civil passports to Rosreestr;
  • when making additions to the register of shareholders of a joint-stock company of any form of organization (this need arises if financial documents or shares were issued on a previous identity card).

There are also situations, for example, when entering into an inheritance, when a person may also be required to provide various certificates, certificates, including information about previously issued identity cards.

How to apply (instructions)

Information about a previously issued identity document can be obtained from the unit of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation that issued it. Registration period

If a citizen has not changed his place of residence and received a general passport in one region, that is, in a normal situation, the certificate is issued within 7 working days.

The situation is more complicated if a person now lives in one region, but previously lived in another and his passport was issued there. Currently, despite the maintenance of an electronic database into which information about issued passports for all subjects of the Russian Federation is entered, in order to obtain the necessary certificate, a citizen will have to personally contact the territorial unit of the Main Directorate for Migration Affairs of the city that issued his passport earlier, or send a written request there via mail and wait for a response: in this situation, the period will increase and will be about a month.

State registration of issued passports

Any state strictly controls the process of obtaining and replacing certificates, certificates and other documents. This is done so that citizens who do not respect the law too much will not be able to use them, including received passports, for criminal purposes.

The issuance and replacement of identification forms is strictly controlled; these tasks were assigned to the Federal Migration Service; after its abolition, control and accounting functions were transferred to the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation.

The administrative regulations of the FMS prescribe the maintenance of documentary and electronic databases of issued, lost (stolen) passports (passport forms) and passports subject to surrender (withdrawal), transferring information from the primary level to the territorial level, and from there to the federal level.

Problems related to obtaining a certificate

An interested person may experience difficulties in obtaining a certificate for two reasons:

  • if a citizen lived in different constituent entities of the Russian Federation, he also received an identity document in different regions (alas, the Administrative Regulations of the FMS do not provide for the provision of citizens with the service of collecting information in different regions). In this case, you will have to solve the problem either by personally contacting the department of the passport office where the document was issued, or by sending a written request, which will require additional costs - time or finances, or both;
  • if the identity document was issued before 2010 (this was already discussed above) - in this situation, you may have to contact the archives of the OVM of the Main Directorate for Migration of the Ministry of Internal Affairs of Russia at your place of residence or at the places where passports are issued, which will also take more time than upon standard contact with the institution.

Step-by-step instructions for replacing a document at 20, 45 years

Renewing a passport at 45 years of age occurs as follows:

  1. Its owner takes 2 photographs, collects a military ID, certificates of his own birth, marriage, divorce, birth certificates of children if they are under 14 years old. All this needs to be brought to the MFC or the Main Department of Migration Department.

Replacement algorithm via MFC

The question of whether it is possible to change a passport through the MFC should not arise at all. This is a standard procedure available to everyone. Moreover, a fairly common way to replace HSV is to contact the Multifunctional Center. This design has a number of subtleties and nuances that a person needs to know about in advance.

Collection of documents

You need to start the process by collecting the following documents:

  • application in form 1P (all important data about the person is indicated, and the reasons for the need for replacement are indicated);

Now let's proceed directly to the design. At the MFC you can change your passport as follows:

  1. Visit any MFC during business hours with documents (your registration address does not matter). Pay the fee (300 rubles) and hand over the documents with a receipt for the fee to the department employee.
  2. In exchange for this, the employee must issue you two documents - a certificate of receipt of papers and a so-called temporary identity card, which will act as an analogue of a passport during its registration. A temporary certificate has a limited validity period - no more than 2 months, and some with such a certificate are prohibited (for example, marriage).
  3. After this, MFC employees will transfer your papers to the Ministry of Internal Affairs at your place of residence, where the passport re-issuance will take place. The maximum production time is 1 month (additionally, it may take time to send the passport from the Ministry of Internal Affairs to the MFC).
  4. As a result, the finished document will be sent back to the MFC. After receiving your passport, an MFC employee will contact you by phone so that you can come and pick up the finished document.
  5. You come to the MFC at any convenient time and receive a brand new passport in your hands. However, you must hand over your temporary certificate to an MFC employee.

Additional nuances

In what cases can they refuse to issue HSV through the MFC?

The only basis for refusal to issue a passport is technical failure to comply with legal requirements. Main cases:

  • the application does not contain all the information about the applicant or the information is written in extremely illegible handwriting;
  • you have not collected all the documents that need to be provided to MFC employees by law.
  • the photograph does not meet the standards (a blurry image, the face is partially or completely covered by a hand or some object, and so on).
  • you did not pay the fee or did not provide a receipt for payment.

Is it possible to replace a passport at the MFC with the help of an authorized representative?

The answer to this question will be somewhat paradoxical - both yes and no. How is this possible? Let's figure it out:

  • With the help of an authorized representative, you can actually submit all the necessary documents for registration and pay the fee. In this case, the authorized person must provide a personal passport (for identification) and a power of attorney certified by a notary (to confirm the fact that this person is indeed the representative of the applicant);
  • however, only the owner directly can receive the completed passport in hand after registration, and an authorized person does not have the right to pick up this document.

Is it possible to join the electronic queue at the MFC through the State Services portal?

No, using the electronic portal of State Services you cannot stand in line to visit the MFC. The right to an electronic queue applies only to cases of issuing a passport through the Ministry of Internal Affairs - and it does not apply to Multifunctional Centers.

Can you be fined at the MFC if you are late in replacing your passport?

Before replacing your passport through the MFC, it would be a good idea to think about a possible fine in case of late application. If you do not replace your passport within 30 days after turning 20/45, you will be held administratively liable for living without a valid passport (the fine is 3,000 rubles). Are there alternative ways to obtain a passport besides visiting the MFC?

Yes, you can issue a document in two other ways.

Late fees

If an applicant applies for a new passport more than 30 days after turning 20 or 45 years old, he or she will face penalties. It is appointed in accordance with Part 2 of Art. 19.15 Code of Administrative Offences:

1. What is a temporary ID card?

The certificate we are talking about today replaces the main document for every citizen of the country - a passport. Anyone can receive and use this ID if their passport is lost or damaged, or if it is submitted for replacement to the relevant authorities (due to age or due to changes in data). In order not to be left without official identification confirmation at this time, a temporary replacement is used.

You can obtain a temporary certificate at the passport office at your place of residence. You won’t have to wait long for the document to be produced; this procedure usually takes about ten minutes. The certificate is issued for a period of two months; if necessary, the validity can be extended for a similar period of time. Accordingly, a Russian citizen has the right to use a temporary identity card for up to four months, replacing it with a passport. Grounds for obtaining a temporary certificate:

  1. Replacement of an old passport for any reason (changes in personal data, expiration, etc.).
  2. Passport restoration in case of theft, loss or damage.

A temporary certificate is an official document that has a strictly established form. This document is printed on a punched card measuring 17.6 centimeters by 12.5 centimeters. On the back of the document its name is written - in fact, “Temporary Identity Card of a Citizen of Russia”; below it is indicated that the paper has a limited validity period.

Printed inside is the serial number of the ID, the citizen’s data – full name, date of birth, place of residence. Also inside the ID is a photograph of the person and his personal signature. The document contains information about the reasons why it was issued, an indication of the government department that issued the certificate, the official’s signature and seal.

It is important to understand that a certificate of this order applies only to the territory of Russia. However, the document is an almost complete alternative to a passport; accordingly, a citizen has the right to purchase tickets to international destinations by presenting a temporary certificate and hit the road, subsequently using a foreign passport. Please note that the issuance of a foreign passport using a temporary certificate is not carried out - you must wait for the issuance of a full-fledged document. A temporary identity card also does not confirm registration at the place of residence and, using it, it will also not be possible to register at a new living space.

After the document expires, it is assumed that the citizen will hand it over to the same department where he received it. Please note that the legislation does not provide for punishment for failure to return or loss of a temporary identity card.

What to do if a foreigner has no registration

Renewing a passport for nonresidents in the capital is the same as for Muscovites. The fact that a person has a permanent residence permit in another city should not become an obstacle to performing the procedure in Moscow. Refusal of registration for this reason is illegal and should be appealed.

Replacing a document without registration in the capital is also possible. The algorithm is similar to that given earlier. But a person can be fined 3000-5000 rubles. for living in the capital without obtaining a temporary residence permit. Article 19.15.1 of the Code of Administrative Offenses allows you to do this. But the passport is still required to be issued through the MFC or the Main Department of Migration Affairs of the Ministry of Internal Affairs. If it is lost or stolen, then you only need to contact the migration department of the police.

A foreigner who has received Russian citizenship applies for it through the Main Directorate for Migration Affairs of the Ministry of Internal Affairs. In addition to the usual documents, he provides a passport of his country with a notarized translation into Russian. The rest of the procedure is standard.

State duty for obtaining an identity card

The fee for the procedure in most cases is 300 rubles. This amount is paid by those who change their document due to age or due to updating personal data or discovering errors in the previous document. When you first receive a passport and become a citizen, the fee is the same. If the document has become unusable, was stolen, or lost, the amount increases to 1,500 rubles.

Why do you need a certificate of previously issued passports?
