Every land owner who wishes to complete a transaction for the alienation of a real estate property is faced with the procedure for obtaining a cadastral passport of a land plot.
Since 02/01/2017, the procedure has been significantly simplified, and the cadastral passport itself has been renamed into an extract from the Unified State Register of Real Estate. It is this document that should be drawn up by the owner of the site in order to be sure of the correct execution of the necessary documents for the property in accordance with Law 218-FZ.
Cadastral passport for the house
The cadastral passport for a house, in its content, differed from a passport issued for land or an unfinished object. A cadastral passport for a private house was required in the following cases:
- after completion of construction of a new house to register it with Rosreestr;
- to legitimize rights to a house built before the transition to the cadastral registration system;
- for making transactions (sale, donation, exchange);
- to enter into inheritance after the death of the owner;
- to make changes to the Unified State Register of Real Estate after redevelopment or reconstruction of a private house.
Each passport must indicate the cadastral number of the object. It is unique and assigned to each house, plot or premises individually. Using the specified number, you can find the object on the Public Cadastral Map of Rosreestr.
Expert commentary . When the rights to the property were transferred, the cadastral passport remained valid. But changes were made to it regarding the ownership rights arising on the basis of the purchase and sale agreement. Through Rosreestr, the new owner of the property received a cadastral passport after registering the contract.
Cadastral passport of the plot
The cadastral passport of a plot contains its main characteristics, including area and coordinates. The document was required when forming a new plot, for conducting major transactions with land. In order to obtain a cadastral passport for a plot, you had to:
- order cadastral works, determine the coordinates of the site;
- obtain a boundary plan for the land from a cadastral engineer;
- register the land with Rosreestr;
- obtain a passport for the plot with a cadastral number and characteristics.
The same procedures were carried out if areas were combined, divided or allocated. The cadastral engineer received the bulk of information about the site. One of the main types of work for this was determining the coordinates (characteristic points of the boundaries).
Do you need a cadastral passport for land now? To do this, let us turn to the main regulatory act in the field of cadastre - Federal Law No. 218-FZ. There is no mention of cadastral passports. Registration with Rosreestr is carried out exclusively according to technical and boundary plans, and in order to be deregistered, an inspection report must be submitted. Rosreestr also does not issue a cadastral passport after registration is completed. The owner will receive an extract from the Unified State Register of Real Estate, which is both a legal document and a technical document.
The technical plan is one of the main documents for cadastral registration. Its form is approved by Order of the Ministry of Economic Development No. 953.
Cadastral passport and USRN extract
Until the beginning of 2021, the main bodies that were involved in the preparation of this document were the Cadastral Chamber and the BTI.
Currently, the State Registration Service (Rosreestr) is responsible for the registration procedure of land objects. You can also contact MFC specialists.
The very concept of a cadastral passport has also ceased to be relevant; an extract from the Unified State Register of Real Estate (USRN) is now issued for plots.
The new document includes information almost identical to the passport:
- land area;
- territorial location of the land;
- purpose of operation of the facility;
- category;
- price;
- ownership.
The extract from the Unified State Register of Real Estate has 5 sheets, which contain all the necessary data:
- basic parameters of the land plot;
- graphic plan of the territory;
- restrictions and encumbrances at the site that impede the process of conducting land transactions;
- survey results with clear boundaries;
- clarification of turning points on the boundaries of the site.
How to obtain a cadastral passport
It was possible to order a cadastral passport only until the end of 2018. It is impossible to do this now. Federal Law No. 218-FZ () does not contain any mention of cadastral passports. At the initial stage, the registration of cadastral passports was carried out by BTI institutions. But in 2013, the first amendments were made to the legislation, after which Rosreestr began to issue cadastral passports.
The list of mandatory documents for obtaining a cadastral passport included:
- application for cadastral registration and/or registration of rights, for issuing a passport;
- boundary plan for a site or technical plan for capital construction projects, residential and non-residential premises;
- power of attorney for a representative (if necessary);
- certificate of registration of rights to an object or rights to inheritance, or an extract from the Unified State Register of Real Estate;
- documents confirming the grounds for the allocation and formation of a site (for example, a resolution of the local administration);
- applicant's passport, legal registration documents. faces;
- receipt of payment of state duty.
If necessary, you could submit an application to Rosreestr and order a duplicate of the cadastral passport. To do this, an application was submitted indicating the unique cadastral number of the plot or object.
Required documents
The first stage of the registration process is collecting the necessary documents.
The land owner should prepare:
- application in the prescribed form;
- paper indicating ownership of land;
- a receipt confirming payment of the fee;
- passport of the person applying for the service (or other identification document);
- power of attorney, if the interests of the owner of the land plot are represented by a trusted person.

If the land is not registered in the cadastral register, then first you need to go through this procedure, and then request cadastral information for the site.
The package of documents is supplemented with the papers necessary for cadastral registration:
- boundary plan;
- a document confirming the category of land;
- permission to use the site.
The complete set of documentation should be checked with the Rosreestr branch.
Duration of the cadastral passport
The validity period of a cadastral passport for a residential building or apartment was one year. The validity period of the document for a non-residential building was no more than 5 years. However, if any changes occurred to the property (for example, redevelopment of an apartment or reconstruction of an object), it was mandatory to obtain a new passport. It indicated new characteristics of the object.
The basis for cadastral registration in Rosreestr is the technical plan.
Cost of cadastral passport
Cadastral passports were issued on a paid basis. The fee in 2021 was 200 rubles. Payment was made according to the details of Rosreestr. The fee for an electronic cadastral passport was less - 150 rubles.
In technical terms, there is a diagram that determines the location of the building on the site. The cadastral engineer also draws up diagrams with floor plans.
Do I need a cadastral passport now?
If there are certain inaccuracies in the question, is a cadastral passport needed now? For official procedures, such as registration of rights or registration of real estate, this document is not needed. If you still have a cadastral passport in your hands, it can only be used for information and reference purposes. For example, when developing documents for redevelopment or a design project, you can evaluate the configuration of an apartment or non-residential premises that existed several years ago. Technical and cadastral passport
The question has often arisen whether there is a difference between the technical passport of a property and the cadastral passport. And if there is a difference, what is it? We answer right away that there was a difference, and quite a significant one. Those. A passport is a document that is drawn up only for technical inventory in the BTI. Those. passports are issued for residential and capital objects after an initial or planned inventory. Cadastral passports were issued based on information from the Unified State Register of Real Estate. Another difference was the inclusion of information about the coordinates of the object in the cadastral passports, whereas they were not included in the BTI documents.

Urgent registration of a cadastral passport (USRN)
ATTENTION!
On January 1, 2021, Federal Law No. 218 came into force, which influenced changes in the types of documents; they now contain information from the unified state register of real estate. This document is now an extract from the Unified State Register of Real Estate, which combines information about the property from the State Property Committee (cadastral passport) and from the Rosregister of registered rights (extract from the Unified State Register of Real Estate).
In Moscow, people regularly need to produce and receive cadastral passports (USRN) - without it it is impossible to register real estate. The address of the object, its cadastral number, paid duty - these are the things without which an extract from the state cadastre will not be received in two weeks. But there are many peculiarities, and the matter may take a long time. But such a request can be fulfilled in one day and without delay.
Where can I get a cadastral passport (USRN) for a non-residential premises or building?
In all real estate transactions, a problem arises when you need to quickly issue a cadastral passport (EGRN) for non-residential premises, the production time and cost of which are unknown to few people. In two cases, the conditions for obtaining it are radically different: if the building is registered in the cadastral register, then the information is ordered via the Internet, in person or by phone. The last option is the most convenient for those who save time and want to avoid dealing with bureaucratic red tape. This point is especially important if the building is not registered in the cadastral register or has been reconstructed. Then you need a technical plan as the main addition to other documents, and its execution is a separate and long story.
Cadastral passport (USRN) for the apartment.
For an apartment, a passport (USRN) is most often required: it is bought and sold, donated and mortgaged, remodeled and resettled. Just like with non-residential premises, a cadastral passport (USRN) is almost always needed urgently, because time is always short, and you need to take into account that it is valid for only a year. In addition to your passport (USRN), you may also need a cadastral extract for the apartment. It can also be ordered from our company.
Plot of land in the region: the difficulties are just beginning.
You won’t envy someone who sells land. Problems when obtaining a passport (USRN) are obvious. This is the most labor-intensive service, and therefore it is recommended to order it from specialists. It is unlikely that the average citizen understands land surveying. And this is just one of the cases when such an open-ended document is vitally important.
