  • FMS.
  • MFC.

  • Birth certificate (for a citizen under 14 years of age) cannot be changed.

General provisions

If there is a need to register in a new place, you need to know what actions should be taken and where registration is done.

  1. The first step applies specifically to those who change their place of registration in connection with conscription for military service. In this case, two different situations are possible. In the first case, we are talking about a new registration in the same city. In this case, the discharge procedure may not be carried out at all. During the registration process, the passport office will issue an extract automatically. If the destination is outside the city where the person liable for military service originally lived, the extract must be made independently by coming to the passport office at the place of residence. They may try to refuse, but this will be a violation of the law.
  2. This point applies to all options for changing your registration. You will need to come to the passport office and submit the completed Form 6. This is an application for permanent registration. It is filled not by one person, but by the entire family that is moving. If there are children in the family and they have not yet reached 14 years of age, then their parents fill out the document for them.
  3. If an extract from the old place of residence has not been previously made, this is done on the basis of an application.
  4. In the application for registration, it is necessary to indicate the legal basis for registration at the new address. For example, registration takes place in a purchased apartment, then you must present a document confirming ownership of this living space.
  5. The package of documents must include the passports of each person registering. Children who register receive birth certificates.
  6. It is necessary to issue a departure slip for each person.
  7. If there are already registered residents in the apartment where you are going to move in, you must obtain written consent from all of them. If there are several apartment owners there at the same time, permission to register at the desired address must be obtained from everyone.
  8. After presenting the documents to the passport office employee, you need to wait until he checks them for completeness and correctness. After this, they are considered finally accepted.
  9. These types of documents are usually reviewed within 10–12 days.
  10. After review, passports will be issued, which will indicate the new place of permanent registration.

By law, anyone can leave their current place of registration without giving reasons. It is possible to indicate the disposal address, but in any case it does not undergo special verification.

An application to deregister a citizen is most often submitted in the following situations:

  • If you need to sell real estate. After the decision to sell the apartment, it is necessary to carry out the procedure for deregistering all previously registered residents; this is a mandatory point in drawing up an agreement when purchasing living space or selling it.
  • Changing your place of residence to an apartment in another city or when moving abroad.

Before completing the registration process in a new place, you should make sure that there is no registration left in the previous living space.

  • passport;
  • a completed application form, made in a free format on the topic of an extract from a previous place;
  • departure address sheet, which also needs to be filled out.

The form will be provided by the registrar or must be downloaded in advance from the electronic page of the Federal Migration Service of Russia (at the bottom of the site, you need to look for form No. 7). After three working days, the document will be ready for issue along with the second form of the departure certificate.

Vehicles are registered for individuals at the address indicated in the passports of citizens of the Russian Federation or in certificates of registration at the place of residence of the owners issued by registration authorities.

Previously, the law allocated five days for re-registration, but now the period has been extended to 10 days, after the amendments to the Order of the Ministry of Internal Affairs of Russia of August 7, 2013 N 605 “On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of state services for registration motor vehicles and trailers for them.”

How will the police understand that you have not completed all the documents properly? Very simple. When stopping your car, you will be asked to present documents, including registration documents for the vehicle. They indicate the registration address. If it diverges from the STS, the latter is considered invalid.

○ Certificate of ownership.

This document confirms the fact of ownership of the specified living space. If the address of permanent registration changes, the certificate remains unchanged. However, it is necessary to make this adjustment to the Unified State Register to update this information. Changes are made within 3 days after submission:

  • Passports with new registration and arrival address sheet.
  • Receipts for payment of state duty in the amount of 350 rubles.

Methods

Due to the importance of this document, it will be necessary to consider in more detail the procedure for filling it out in order to obtain registration. First of all, it is necessary to understand that the application on Form 6 refers to obtaining permanent registration in order to register in the apartment. In the case when the issue of temporary registration is being considered, the application must be in Form 1.

And it will not be about the place of residence, but about changing the place of residence. The document discussed in this section is a specially printed form, which, in particular, provides for the presence of a tear-off coupon. The document lists carefully thought-out questions that the applicant must answer when applying for registration.

A cut-off coupon is needed if, when registering in a new place, the citizen was not deregistered at the previous place of residence.

  1. Immediately below the name you must indicate the name of the territorial registration authority. In the past, this was done by the Federal Migration Service. Now the registration has been transferred to the Department of Internal Affairs.
  2. Next, you must provide the applicant’s personal information. These include the date and place of birth, as well as his last name, first name and patronymic.
  3. When filling out the document, the previous address from which the applicant left is reported.
  4. When it comes to specifying a legal representative, this applies only to children whose age does not exceed 14 years. In this case, it is such a representative (usually his parents) who is obliged to deal with registration of registration. The document must indicate not only his passport details, but also the degree of relationship in relation to the child.
  5. Next, information is provided about who provides housing. All his personal information is indicated. An important special case is that registration can be carried out in one’s own home. If this is the case, you need to indicate this, as well as provide details of those documents that confirm ownership of the specified property.

As soon as the application is written, it is verified by an employee of the registration authority who accepts documents. In this case, the application is recorded in the appropriate logbook. The application must be signed by the applicant and the owner of the residential property where the move-in takes place. Instead of the applicant, the actions can be performed by his representative.

This is only possible if a power of attorney has been issued for him in accordance with all the rules to carry out such actions.

According to Russian legislation, all citizens of the country have the full right to freedom of movement and choice of place of residence. Moreover, each of them is obliged to register at the place of his residence or stay. The choice of one type of registration or another depends on the length of stay at a particular address. But registration is not always required.

A change of permanent residence permit is carried out in cases where a citizen needs to change his place of residence completely or for a long period of time. This procedure is somewhat different from that performed during temporary registration.

The main reason for changing the place of permanent registration is a change of residential address. For example, when buying a new home or moving due to marriage. Also, the reason may be a long-term business trip to another region, as well as military service.

If a person changes his place of residence, he must begin registration within seven days. If the deadlines are not met, the citizen may be subject to a fine, the amount of which varies from 2 to 3 thousand rubles.

The procedure for processing registration documents is carried out by the Federal Migration Service (FMS). However, papers can be submitted through other organizations.

These include:

  • Housing office or passport office;
  • MFC;
  • branch of the Russian Post.

It is also possible to transfer documents via the Internet. This method is carried out through the State Services portal. Through it you can prepare other documents, as well as use other services of government bodies. But before applying for registration in a new place, you must first deregister yourself at your old address.

Application form for deregistration

Deregistration is the most important process in preparation for obtaining a new permanent registration. The legislation provides two ways to remove a citizen from registration.

The most well-known method is deregistration upon departure. Like obtaining a residence permit, this process is carried out through the Federal Migration Service. And the transfer of documents can be carried out through the MFC or Housing Office.

Unlike an application for registration, a document requesting deregistration is filled out in any form. In addition to the listed papers, you can also prepare a form in advance according to Form No. 7. But if you apply through the FMS, it will be available from the registrar.

Like registration, the time frame for deregistration is about 3 working days from the moment the documents are submitted to the FMS. At the end of the process, the citizen is issued his passport with changes, as well as a copy of the departure slip.

The easiest way is to change your registration through the passport office. To use the method, a citizen will have to prepare a package of documentation and personally visit a branch of the government agency.

However, you need to remember that the form must correspond to the established template. If the application rules are violated, it will need to be submitted again.

If a person comes from another locality, the standard list of papers should be supplemented with a departure sheet. The paper can be obtained by contacting the passport office at your old place of registration.

Having received the papers, the FMS employee will check them and put a stamp in the passport with a new address. You have 7 days to complete the action. The completed documentation is returned to the citizen.

The procedure for contacting the MFC is almost identical to changing your registration through the passport office. The difference lies only in the timing. The MFC processes documents more slowly than the FMS department.

The processing time may be extended by 23 business days. In addition, it is worth considering the time it takes for papers to travel from the MFC to the Federal Migration Service and back.

Public services

If a person wants to save time on filing an application, they can change their registration through government services. To perform the manipulation, a citizen will need to register on the portal of the same name.

The procedure is not complicated. The system gives hints, following which the citizen will quickly perform the action.

After registering at a new address, you should go to the traffic police department and present:

  • Passport with changed registration address.
  • Vehicle passport.
  • Compulsory insurance policy.

Then fill out the application and submit the vehicle registration certificate for replacement. On the day of application, a new certificate with updated information is issued.
