Limitations of a temporary ID card

Despite the fact that a temporary identity card is a document identifying a citizen, in reality, it has a number of limitations compared to a passport. List of main restrictions:

  1. With the help of the VUL, you cannot travel to those countries that are allowed to enter with an internal Russian passport.
  2. With the help of VUL you cannot issue a foreign passport and visa.
  3. Using the VUL you cannot register either at your place of residence or at your place of temporary stay.
  4. You can't get married.
  5. The car cannot be registered.
  6. You cannot get a loan from a bank.
  7. You can't get a driver's license.

However, in some cases, refusing to accept temporary identification is illegal. For example, when purchasing railway or air tickets, when finding a job, when carrying out basic banking operations. In these cases, you can appeal the refusal to higher officials or the prosecutor's office.

Instructions and documents for replacing a passport through the MFC

A personal visit to the MFC is a quick and easy way to exchange a passport. Pre-registration is available in all branches, but appointments are also possible on a first-come, first-served basis using an electronic voucher. The same procedure applies to the flagship multifunctional centers in Moscow, which are opened at large transport interchange points (for example, MIBC Moscow City).

The first thing you need to do when applying is to receive and fill out an application form for a replacement passport (form No. 1-P - the form and sample form are presented on our website). Please note that all data entered by hand must be neat and legible. Only black paste can be used.

The application consists of 18 points, including “Marital status”, “Place of residence”, “Place of stay”, “Grounds for issuance (replacement)”, etc. The use of unofficial abbreviations and abbreviations, as well as corrections, strikethroughs of text and other erasures is prohibited.

The completed application is accompanied by the following set of documents that are required to replace the passport:

  • old passport;
  • birth certificate;
  • foreign passport (if available);
  • marriage certificate (if available);
  • divorce certificate (if available);
  • birth certificates of children under 14 years of age (if available);
  • military registration documents (if available);
  • two photographs 3.5 x 4.5 cm with a clear image of the face (black/white or color - detailed requirements for the photo are specified in the appendices to the article);
  • a receipt confirming payment of the state duty.

Note! This is the entire package of documentation required for replacement at the MFC in person. Employees do not have the right to demand the presentation of additional certificates, extracts and certificates.

After receiving the documents, you will be given an extract. It contains a list of accepted documentation, since originals are submitted, as well as the date of their acceptance. When you come to collect your passport, it will need to be returned to the employee.

Passport replacement procedure

In Russia, there are two options for submitting documentation to replace a passport:

The procedure for submitting an application offline through the nearest unit of the Main Department of Migration Affairs of the Ministry of Internal Affairs is as follows:

  1. Collection of documents;

What documents are needed

Regardless of the reason preceding the document change, a package of the following data is submitted:

  • The passport to be replaced, if it is not lost;
  • Handwritten application;
  • Two photos 35x45 mm;
  • Birth certificate (copy);

  • Certificate from the military registration and enlistment office (for men);
  • A document confirming Russian citizenship;
  • Documents on the birth of children (if available);
  • A receipt confirming payment to the state of the specified duty.

A special document is added to the list of papers, which confirms the exact reason for contacting the Ministry of Internal Affairs. This may be a copy of a certificate confirming the clarification of the place and date of birth, change of full name, registration of marriage or divorce.

To change a passport, one or more of the certificates listed are provided, depending on the reason for the change. The police officer will take the documentation and tell you how long to wait for a new passport.

Production time and cost

The production time and cost depend on the reason for changing the document. If it is damaged or lost, you will have to wait about 30 days, and the cost of the state fee is 1,500 rubles. In other cases, the registration period does not exceed 15 days, and the price of the receipt is 300 rubles.

Deadlines for passport exchange at the MFC

Exchange at the MFC at the place of permanent registration is carried out within 10 days, temporary - 30 days. Please note that this period may increase by 2-3 days. Validity period of the temporary certificate

A temporary identity card is a document with a limited validity period. It is issued to a citizen of the Russian Federation for the period during which the Ministry of Internal Affairs will issue his new passport. Accordingly, the validity period of the document will be set on the date when the citizen’s passport is ready. In the case of issuing a passport at the place of registration, this is 10 days; in the case of issuing a passport in another unit of the Main Directorate of Migration Affairs of the Ministry of Internal Affairs, for example, at the location, this period will be 30 days. When receiving a new passport, the certificate must be handed over to an employee of the Main Migration Department of the Ministry of Internal Affairs.

Other ways to change a document

If you do not want to visit the MFC to replace your passport upon turning 20 or 45 years old, or when it becomes unusable, you can use alternative ways to obtain it:

  1. Through the territorial division of the Main Directorate for Migration Issues of the Ministry of Internal Affairs of Russia . You must contact the branch located in your area. Pre-registration is not required, admission is carried out either using electronic coupons or on a first-come, first-served basis. You must have a complete set of the above documents with you.
  2. Through the State Services portal online (gosuslugi.ru). Log in to your personal account and go to the “Passport of a citizen of the Russian Federation” section. Fill out the electronic application and wait for it to be verified. Then pay the state fee and visit the Main Department of Migration Department of the Ministry of Internal Affairs to personally transfer the documentation.

If you are 20 or 45 years old, but more than 30 days have passed since then, you will only be able to change your passport through the Main Migration Department of the Ministry of Internal Affairs.

When planning to change your passport, it is important to take into account the nuances and features that are associated with some special cases. We recommend reviewing them in advance to avoid possible difficulties and refusal.

Indication of required marks

Marks on marital status, registration address, military service are made on the basis of the old passport, as well as the provided list of documents. The main ones are: a child’s birth certificate, marriage certificate, military ID, etc. Placing marks that are not contained in Government Decree No. 828 of 1997 is a reason for declaring the passport invalid.

Exchange due to damage

Every Russian citizen is obliged to carefully keep his passport. If it is damaged, you must contact the MFC, Main Department of Migration Affairs of the Ministry of Internal Affairs, or use the State Services portal within 30 days to fill out an application for its exchange.

A document is considered unusable if:

  • On its pages there are extraneous inscriptions, signatures and marks not provided for by law;

Replacing a passport when changing a surname

Changing your last name upon marriage or for other reasons is the basis for the mandatory replacement of your general passport. The state fee in this case will be 300 rubles. The general order of exchange is maintained.

Responsibility for missing the deadline for passport exchange

The first thing that is important to know is liability for violating exchange deadlines. If within 30 days from the date of turning 20 or 45 years old, a citizen does not apply for a passport, he will be subject to administrative liability in the form of a fine (Part 1 of Article 19.15 of the Code of Administrative Offenses of the Russian Federation).

Its size varies from 2,000 to 3,000 rubles. However, for residents of Moscow and St. Petersburg, a higher fine is established, the amount of which ranges from 3,000 to 5,000 rubles. taking into account the “duration” of the delay.

Deadline for passport replacement and liability for violating it

The state gives 30 days to replace your passport. The period begins to count from the date of the relevant event, for example, the 20th birthday. During this time, you must submit your application. You can receive the certificate itself later. If a citizen does not meet the deadline, he will have to pay a fine.

The amount of penalties varies depending on where the violation occurred or, more precisely, on the place of application to the Main Directorate for Migration. In MSC and St. Petersburg, the fine will be from 3 to 5 thousand rubles . In other cities and towns it will be less - from 2 to 3 thousand rubles .

The fine must be paid within 60 days , but usually GUVM employees require that it be paid before receiving a new identification document. They absolutely do not want to deal with debt collection through bailiffs, and for a citizen, the collection procedure through the FSSP threatens with additional costs.

A new passport will be issued within 10 days if the documents are submitted to the GUVM department at your place of residence. In other cases, you will have to wait longer - up to 30 days . If during this time you need to contact banks or perform other actions where you need to undergo identification, you will have to issue a temporary certificate. It is issued to the State Administration for Migration and Migration immediately and free of charge.

The reasons for replacing a passport are strictly specified in the law. When they occur, the citizen is required to obtain a new identity document. If the application to exchange the certificate is not submitted within the established time frame, you will also have to pay a fine.

Results of service provision at the MFC

After 10 or 30 days, you will need to personally go to the multifunctional center office to pick up your completed passport. Sending it by mail or receiving it through a representative acting under a notarized power of attorney is impossible!

In 3 out of 10 cases, citizens are refused a replacement. You have the right to clarify the reasons for the refusal and re-apply for the document after they have been eliminated. Among the most common reasons:

  • incorrect filling out of the application,
  • entering false information,
  • providing an incomplete list of documents,
  • personal photographs do not meet the established requirements,
  • lack of signature on the application,
  • payment of state duty is not in full.

If you are convinced that the reason for refusing to replace your passport is unlawful, you must appeal the actions of the employees of the multifunctional center or the Main Directorate for Migration Affairs of the Ministry of Internal Affairs (depending on which structure made the decision).
