BTI is a familiar and well-established abbreviation. Documents received from the BTI are an important component of real estate transactions, both residential and non-residential. Specialized enterprises (in the form of state unitary enterprises and municipal unitary enterprises) provide services for the provision of BTI documents to individuals and legal entities. In Moscow, you can obtain accounting and technical documentation for the premises at the Moscow City Bureau of Technical Inventory (SUE MosgorBTI).
You will need to obtain BTI documents when:
- real estate mortgage transaction;
- purchase and sale of real estate;
- privatization actions with real estate;
- coordination and registration of redevelopment.
The period for receiving BTI documents is up to 10 working days.
List of documents from the BTI received for non-residential premises

Deadline for receiving documents from the BTI
In Moscow, the preparation of BTI documents for non-residential premises (explication of the premises, technical passport, etc.) at the office will take no more than 10 working days from the date of receipt of the state registration. duties to the TBTI account.
In the Moscow region, similar preparation of technical documentation for the premises will take from 10 working days to 21 from the date of receipt of the state. duties on account.
As we have already noted, only the owner of the property or his legal representative can obtain BTI documents. An exception is the situation of inheritance, in which case the request is made by a notary, since the heir is not yet the owner.
Note,
that permission for redevelopment, reconstruction or re-equipment of premises is now issued by other services in Moscow:
- for non-residential - Interdepartmental Commission (Administration or Prefecture) or Moscomarchitecture;
- for residential - MosZhilInspektsiya.
Documents for obtaining documentation from the BTI
For the property owner the following is submitted:
- letter of guarantee on the organization's letterhead;
- a document confirming ownership of the premises (original), on the basis of which documents are obtained in the BTI.
For the real estate tenant the following is submitted:
- power of attorney on company letterhead from the organization for our employees;
- a letter of guarantee on the organization’s letterhead, agreed upon with the owner (at the bottom of the letter the owner writes “I don’t object” and puts his stamp);
- a copy of the lease agreement, certified by the owner;
- certificate of ownership of the object (copy), which is certified by the owner.
Each construction project intended for residential use must have an appropriate technical passport, which includes the main characteristics and a detailed schematic plan.
To register it, you must follow a certain procedure and pay the required amount of duty, the amount of which depends on several factors.
Where to apply for a BTI certificate for inheritance
To obtain a certificate, you must visit the Technical Inventory Bureau, located in the area where the property is located. It is important to understand that one such certificate will not allow you to enter into an inheritance - it is necessary for the registration process as one of the documents.
BTI is an agency designed to maintain technical records of each property.
For an apartment, other residential or non-residential building, or other real estate property, an inventory must be performed at least once every 5 years.
The certificate is issued on the basis of available data. Often this document is needed by property owners who seek to conclude a transaction with their property. Recipients of inheritance, owners of real estate, no matter how many of them apply, trustees, as well as authorized specialists of government institutions in accordance with an official request have the right to receive such a certificate.
Documents for obtaining a BTI certificate and registering an inheritance
Each BTI certificate for inheritance is issued on special state-issued forms. Such a document must be certified by the signature and seal of the institution.
To open an inheritance case, you can provide one of the following documents:
- a BTI certificate where the property is valued (this form is similar to No. 11A) on the day on which the testator died, with a note about the absence or presence of prohibitions and arrests;
- conclusion of an expert appraiser on the market price of the property on the same day. In addition, it is required to provide documents confirming the expert’s membership in the SRO of appraisers.
To obtain a certificate, you must indicate the day on which the testator died - the price and other parameters of the property will be set on this date.
The following documentation is required:
- a certificate issued by a notary confirming that the heirs have submitted an application to enter into an inheritance;
- a certificate confirming the death of the property owner;
- certificate confirming ownership of the property;
- a document that confirms the identity of the citizen who is the heir.
It takes up to 30 days to issue a BTI certificate. A notary will help you figure out exactly what papers are needed to issue a certificate in each specific case. Various options are possible.
Why is a registration certificate required?
Upon completion of construction work, the owner undertakes to receive a technical passport of a private house - one of the main documents containing the main characteristics of the residential premises.
It is formalized in the BTI after the initial inventory of the building has been completed (subsequent ones are required every 5 years). Unlike a similar technical passport for an apartment, this document has a broader description of the structure.
The purpose of this type of document is quite broad; it is required in the following situations:
- entry into inheritance rights;
- alienation of a private home (sale, donation, exchange);
- putting the building into operation;
- processing a loan (that is, when transferring an object to the bank as collateral);
- privatization of residential premises;
- recognition of rights to own an object;
- allocation of a share from the common property of several persons.
This type of documentation should not be confused with a technical plan. Unlike a passport, it includes much less information and does not require a specialist visit.
The registration certificate of the house must contain the information listed below:
- Address of the object;
- information about the owners;
- total area of the building;
- wall thickness;
- number of rooms;
- number of floors of the house;
- date of the last major overhaul (if carried out);
- the material from which the walls are made, as well as their thickness;
- date of construction of the object;
- inventory value calculated by a specialist;
- material used in the manufacture of foundations, roofs and ceilings;
- the dimensions of each room (kitchen, bedroom, bathroom, etc.).
In fact, the document confirms that the condition of the residential premises is in perfect order (there are no problems or illegal alterations, all characteristics comply with generally accepted standards).

Where is the technical passport issued?
This document is issued at the BTI branch at the location of the property. To do this, the homeowner must prepare the appropriate application and documentation, contact the government service and wait for a specialist to check.
If the inventory was carried out less than 5 years ago, the registration certificate can be reissued without prior verification.
To prepare this document, the owner of a residential building must contact the BTI department with the following papers:
- passport;
- documents of title for housing (sale and purchase agreements, donations, exchanges, etc.);
- (the form can be provided by a BTI employee);
- a check confirming payment of the fee for the provision of the service;
- power of attorney certified by a notary office (if necessary).
Additional documents are requested if it is not the owner himself who is contacting the department. For example, if the owner's spouse does not have the right to dispose of the property, she will need to present a marriage registration certificate.
A BTI employee will accept documentation from a citizen and issue a corresponding receipt indicating the date the document is ready.
After this, specialists - a surveyor and an engineer - will be sent to the required address within the agreed time frame to carry out inventory work (by law, it must be carried out every five years and after the redevelopment of the building). Based on their measurements and the compiled drawing of the building, a technical passport is issued.
It should be understood that the premises must meet certain characteristics so that BTI employees can produce the document necessary for the owner. Thus, the basic requirements for a residential building to obtain a registration certificate include the presence of:
- bathroom;
- kitchen room;
- pantry or built-in closet;
- at least one living room (bedroom);
- heating systems;
- other communications (sewage, ventilation, water supply, electricity).
Please note that for premises located in rural areas, the law allows the removal of some amenities outside the building (for example, the location of a toilet in the yard).
Only if all of the above conditions are met, the house is recognized as residential, after which it is possible to issue an appropriate technical passport.
Sample application to the BTI for obtaining a technical passport
After paying the fee for issuing the object and carrying out the relevant work, the entire package is handed over to the service employee. After analyzing and studying the received package, the employee draws up a receipt for receiving the documents, one copy of which remains in the BTI, and the second is given to you.
A technical passport (Technical Passport) is not a title document for a real estate property, but it may contain information about the owner of such real estate. Do you have any redevelopment plans? Our law firm will quickly legalize the redevelopment and carry out an inventory (obtaining a technical passport). The preparation of the Technical Passport (Technical Passport) is carried out by the bodies of the Bureau of Technical Inventory (BTI) in the manner prescribed by special regulatory documents. Registration of the BTI Technical Passport necessarily includes an inventory - examination and technical measurements of your real estate (residential or non-residential) with determination of the actual area of the premises (building), the technical condition of the property, and determination of the inventory value of the inventory object. It should be noted that the current legislation of Ukraine does not contain the validity period of the BTI Technical Passport.

Terms and cost of registration
The period for producing a technical passport ranges from ten days to two weeks. For a fee, a citizen can speed up the registration process, in which case the period will be reduced to a week.
A delay in the work of the BTI is unacceptable, however, the procedure may be delayed due to the fault of the applicant (if they are provided with an incomplete set of documentation, the application contains incorrect information or errors, etc.).
The cost of BTI services depends on the urgency of the work and regional prices (local authorities have the right to independently set the tariff for the production of a technical passport). On average, the cost of processing this document is about 1,000 rubles. You can find out the exact cost at your local BTI office.
If you decide to contact an organization specializing in assistance in obtaining technical passports, their services will cost much more (up to 15 thousand rubles or more).
One of the main activities of BTI is the provision of various services to the population, including the provision of various information that is issued to the owners of real estate or their authorized representatives in the form of certificates and other established forms of documents. To obtain the necessary information, you need to correctly compose a request, attach the necessary documents to it and send it to the institution.
This can be done in two ways - by contacting the BTI in person, or through a company that provides the relevant services. In the first case, you will first need to make an appointment, where a specialist will help you fill out the necessary papers. In the second case, the company will do all the procedures for the client, the customer will only have to wait for the required information to be received.
Cost of a certificate from the BTI for inheritance
How much a certificate from the BTI costs for registering an inheritance at the legislative or municipal level has not been established. On average, such a document costs several hundred rubles . But in reality, you have to pay amounts that are different from government duties. After all, BTI determines the cost of its services independently.
Thus, in the Republic of Adygea, a BTI certificate for a house costs 1,000 rubles, and for an apartment - 1,300 rubles. In Moscow, the cost of the service is 1200 rubles, in St. Petersburg – 1500 rubles. If you need to draw up an act in 1 day, then this can be done at the Moscow BTI for 5,000 rubles.
The sooner the documents are needed, the more you need to pay. The heirs are trying to pay more in order to obtain a certificate in spite of the illegally carried out redevelopment. But in this case, problematic issues may arise at the stage of registering rights to the entire property.
It is impossible to determine exactly how much a BTI certificate costs for registering an inheritance. But you can choose an alternative option. To calmly draw up the document, you can use the services of an independent appraiser. It does its job faster, but you will need to pay a fee for this: both for visiting the site directly and for preparing an assessment.
Thus, the Center for Registration of Real Estate Transactions will charge 7,000 rubles for such a certificate in Moscow and 10,000 rubles in the Moscow region. MK-Grad registration center - 8,000 rubles in the capital and 10,000 rubles in the Moscow region, respectively. Registration is carried out within one day.
Why might you need information from the BTI?
This institution contains information about the characteristics of almost all apartments, houses and other types of real estate. Data sheets store information about the condition of the floors, the presence of communications, the material from which the walls are made, and so on. Such information is most often required in the following situations:
- When assessing an apartment, building or land plot. It is needed when obtaining a loan, drawing up a purchase and sale agreement (to know the real value of real estate) and in other similar cases.
- When obtaining permission for redevelopment. In such a situation, it is necessary to know exactly the materials from which the load-bearing structures are made, their thickness and condition, in order to coordinate the redevelopment project and not expose the building to the risk of collapse or falling into disrepair.
- In the process of privatization or registration of rights to premises, in order to clearly identify the property.
- When the owner changes as a result of a purchase or sale transaction, donation, inheritance, and so on. When registering these actions in a justice institution, a registration certificate and various BTI certificates are mandatory.
- In the process of mortgage lending to identify the property and register the encumbrance on it.
What does the certificate from the BTI confirm?
The Technical Inventory Bureau issues a certificate containing the inventory price of real estate and its plan, confirmed by an explication.
When a plot or share is registered in the cadastral register, then, as a rule, the documents that are required during the inheritance of a land share contain exclusively the cadastral price. The assessment is carried out so that the heir has the right to alienate, sell, exchange and carry out other transactions with the apartment. At the same time, an appraisal is necessary to register ownership.
It should be taken into account that the notary has the right to offer to indicate the cadastral or market price of the apartment in the certificates - state duties and state registration will cost several times more.
Validity period of the technical inventory bureau certificate
The validity period of the BTI certificate is indicated in it. The property is valued for the heir on the day the testator died. Therefore, it is open-ended, compared to the valuation performed for purchase and sale - it is considered valid for six months. Such documents must be submitted by the time this period ends from the day the testator died.
A regular statement is valid for no more than 1 year.
Thus, the validity period for a certificate issued by the BTI is not always the same. Time is determined by purpose . In particular, if you need to redevelop a residential apartment, then the validity period of the certificate will be from 1 to 5 years.
It contains information from the technical passport (and the cadastral passport still plays a more significant role):
- floor plan;
- total area;
- date when the object was put into operation (for buildings);
- what materials were used.
Price information is valid for 1 month.
Such information is more relevant when the inheritance is registered with a notary. Such an assessment will also be different from the market price, since the cadastral calculation is performed somewhat differently. Certificates where the form is aimed at equipping attics directly for residential buildings have a shorter period of validity. Such a document can only be obtained with validity for 10 days.
Certificate from the BTI for inheritance during redevelopment
The BTI may refuse the testator to evaluate the property in which the redevelopment has been done. To obtain the right to real estate, you will need to study the registration certificate. If the technical passport is issued after the redevelopment, this means that it is legal. That is, the changes made have already been made to the apartment plan. Therefore, the BTI does not have the right to refuse to issue a certificate.
When the redevelopment is carried out without permission and is not reflected in the registration certificate, the registration procedure can take a long time. You will need to order a new cadastral and technical passport. And when redevelopment poses a threat to the integrity of the building, then such passports, naturally, will not be issued - everything will need to be returned to its previous form.
If interior partitions are moved during redevelopment, it can be legalized. To do this, a new passport is issued, as well as an extract from the technical passport about the changes. It explains that the redevelopment was carried out without a project, the external boundaries of the building were not changed. If during redevelopment the external boundaries and load-bearing components of the structure are moved, then it cannot be legalized, and therefore the BTI passport will not be issued.
General rules for submitting a request to the BTI
To obtain the necessary information, first of all, you should collect a certain set of documents. It depends on the purpose and composition of the requested information. After preparation, you need to contact the BTI, which serves a certain area. Since information about a building or premises in it is required, you should only contact the state or municipal BTI, since commercial structures may not have the necessary data.
To obtain data from the technical inventory bureau, it is recommended to perform the following steps:
- Fill out an application to the BTI, which must reflect the purpose of obtaining information.
- Update the technical passport (if necessary). It is recommended to do this at least once every five years, since information becomes outdated, and regulatory documents require information about the condition of the building to be brought in accordance with actual parameters.
- Provide the institution with a package of documents in accordance with the list. In most cases, you do not have to provide the original; a copy, previously certified by a notary, is sufficient.
If the applicant is a legal entity, then a letter of guarantee and a document confirming the authority of the representative will be required.

The production and issuance of this document is carried out only by the Technical Inventory Bureau, therefore, to obtain a technical passport for an apartment, you should contact the institution personally or through an intermediary. Alternative ways are to order the service through the Internet portal gosuslugi.ru, as well as the help of intermediary firms (the cost of the service starts from 2,500 rubles).
Features of submitting individual requests
Most often, people turn to the BTI to obtain a certificate of ownership of a property. It serves as confirmation of the presence or absence of certain property of the applicant. You can obtain such a certificate by providing the following documents to the institution:
- Passport or equivalent document;
- Receipt of payment of the duty;
- Documents about the applicant's marital status (married or divorced).
Passport Receipt of payment of duty Marriage certificate
When sending a request to the BTI about ownership of a property, you must remember that such a certificate can only be provided in relation to premises that belonged to someone in the period from 1992 to 1998. To confirm the availability of property at a later period, you should apply for a certificate from Rosreestr.
Another popular reason for the request is the need for information about inventory news. To obtain it, the same documents are required as in the case of a certificate of ownership. It should be taken into account that since 2014 the BTI has not issued such certificates; if you need to obtain such information for the current date, you should contact Rosreestr.
To obtain a certificate confirming the absence of buildings on a plot of land, you must submit the following package of documents:
- Certificate of ownership;
- Extract from the cadastral plan;
- Technical passport.
Before issuing the described certificate, a BTI employee must visit the site.
Often they request a certificate about the property, which contains all the information about the characteristics of the building.

For this purpose, individuals present certificates of title along with a cadastral document and a personal passport.
List of required documents
The specific composition of the package of documents depends on the type of certificate that is required. However, when making an appointment with a BTI specialist, you should have the following originals or notarized copies with you:
- A passport or a document replacing it to prove your identity, and therefore the right to receive the requested information.
- A certificate that confirms the rights to a land plot, building, apartment, and so on. It is necessary to clearly identify the property for which information is required.
- A receipt confirming payment of the fee to the budget, since almost all BTI services are provided on a reimbursable basis.
After providing the package of documents, the specialist will issue a sample request to the BTI for the provision of the necessary data and will inform you whether additional information is required to prepare the certificate. It should be filled out as recommended. This can be done directly at the BTI, or you can use an inventory office form from the Internet and fill it out at a convenient time at home or at work. After this, you must submit it along with all the documents and wait to receive the requested information.
Where to get a floor plan for an apartment building
It should be borne in mind that unauthorized redevelopment of an apartment is punishable in accordance with Art. 7.21 of the Code of the Russian Federation on Administrative Offences. The fine ranges from 2,000 rubles to 2,500 rubles.
The need for a floor plan may arise when carrying out transactions with real estate, its privatization, changing the type and purpose of the premises (in particular, when transferring premises from the category “residential” to “non-residential” and vice versa), redevelopment of an apartment and in other cases.

Procedure for making a request
When drawing up this document, it is necessary to take into account certain nuances. Firstly, the request should indicate information about the owner of the property, specific parameters of the property itself, which are indicated in the technical passport. They should be written exactly as in this document to make it easier and faster for BTI specialists to prepare information.
If errors are made, a situation may arise where the applicant is denied certain data because such an item does not exist.
In addition, the applicant indicates what information is needed and why. When making a request to the BTI for information, you must remember that this information is confidential and is not subject to disclosure to unauthorized persons, therefore, even a close relative of the owner may be refused to receive a certificate without a power of attorney. In certain situations, data is provided at the request of government agencies, but the list of such cases is clearly defined by law.
If it is difficult to correctly compose a request on your own, you can contact specialized companies for help.
Is it possible to obtain information from the BTI in another city?
If the property is located in another city (for example, the ownership of it arose as a result of inheritance), you can obtain the necessary certificates remotely, without having to travel anywhere. There are several options to do this:
- Ask friends or relatives to submit a request. To do this, you will have to provide them with a power of attorney and pay a fee for them.
- Submit a lawyer's request. This service is quite expensive, so experts recommend using this tool in exceptional cases.
- Prepare the request yourself, attach a list of required documents and send it to the BTI by registered mail. This option will take a long time, but will minimize costs. It is also recommended to use it if there are no relatives or friends in another city.
Thus, obtaining certificates about the condition of property that is municipally owned or owned by individuals or legal entities is quite simple. You only need to pay the fee and fill out the request correctly, as well as collect documents in accordance with the established list.

About inventory value
Many people believe that a certificate of inventory value reflects the real price of a property. Actually this is not true.
When calculating the cost, only the footage is taken into account. The location and condition of the object are absolutely irrelevant. There is a fee for issuing such certificates.
But the BTI may refuse to provide data, since since the beginning of January 2021 this organization has not issued such certificates.
If you need information about the inventory value before January 1, 2013, you can contact the BTI, after the specified period - to Rosreestr.
About the land plot
A certificate from the BTI is taken to confirm the absence of buildings on a plot of land. Before issuance, a bureau employee must inspect the allotment.
The date can be agreed upon at the BTI branch itself.
To obtain this document, in addition to the standard set of papers, you will need:
- a document that confirms ownership;
- cadastral extract about the plot;
- if there is a building on the land, then ownership of it;

Another option is through a lawyer’s request. But it will cost much more.
The cheapest option is to make a request, attach a receipt for payment of the state duty to it and then send it to the BTI of another city.
It is imperative that it be issued as a custom order with a list of the attachments. It is advisable to include a completed, self-addressed envelope.
Through the Internet
Requesting for the issuance of refills from BTI via the Internet is not possible in every city. This function is new and only large cities in the country support it.
This can be done through the official website created to provide government services.
How to get a floor plan
Anyone, both an individual and a legal entity, can apply for a new floor plan for an apartment. To do this, you only need to write an application to the technical inventory bureau and attach to it a copy of your passport, as well as title documents for the apartment. If it is not the owner of the premises, but his authorized representative, who applies for the preparation of a floor plan, it will also be necessary to submit a notarized power of attorney. The service is paid, prices should be found in the BTI branch of your area. After filling out the application in the prescribed form, you pay the state fee and also attach the payment receipt to your application.
A floor plan is one of the main documents that contains detailed information about your apartment, reflecting its actual condition. It contains information about the address of the apartment, the floor on which it is located, its total area, characteristics of rooms and other premises, the date of the last inspection, and the grounds for examining the apartment. A floor plan must be ordered when planning to sell an apartment, during its exchange, donation, or after redevelopment. It is on the floor plan that all the redevelopments that you have not registered will be marked, which will definitely be noticed, since illegal redevelopment entails the payment of a rather large fine. A floor plan can be compared with a cadastral plan of a land plot, just like it, a floor plan is a graphic document that is considered an integral annex of the cadastral passport, only in this case, for an apartment. But if the need arises, a floor plan can be obtained regardless of the cadastral passport. It is the floor plan that is the basis for the preparation of another important document - an explication of the apartment, where data on the area of \u200b\u200ball the premises that are there is entered. A floor plan is an indefinite document, however, according to existing standards, specialists from the technical inventory bureau must conduct new surveys at least once every 5 years.
