Cadastral passport for the house

The cadastral passport for a house, in its content, differed from a passport issued for land or an unfinished object. A cadastral passport for a private house was required in the following cases:

  • after completion of construction of a new house to register it with Rosreestr;
  • to legitimize rights to a house built before the transition to the cadastral registration system;
  • for making transactions (sale, donation, exchange);
  • to enter into inheritance after the death of the owner;
  • to make changes to the Unified State Register of Real Estate after redevelopment or reconstruction of a private house.

Each passport must indicate the cadastral number of the object. It is unique and assigned to each house, plot or premises individually. Using the specified number, you can find the object on the Public Cadastral Map of Rosreestr.

But changes were made to it regarding the ownership rights arising on the basis of the purchase and sale agreement. What document replaces the cadastral passport in 2021

What role does it play for the correct registration of purchase and sale, exchange or donation and is it possible to do without it? Let's take a closer look.

There is no longer a cadastral passport. In connection with the entry into force of the Federal Law of July 13, 2021 No. 218-FZ “On State Registration of Real Estate,” the concept of “cadastral passport of a real estate property” is becoming a thing of the past, and is being replaced by an extract from the Unified State Register of Real Estate.

Federal Law No. 218-FZ of July 13, 2015 “On State Registration of Real Estate” came into force on January 1, 2021. The exception was certain provisions, some of which came into force on January 1, 2021, and others should come into force on January 1, 2021.

Cadastral passport of the plot

The cadastral passport of a plot contains its main characteristics, including area and coordinates. The document was required when forming a new plot, for conducting major transactions with land. In order to obtain a cadastral passport for a plot, you had to:

  • order cadastral works, determine the coordinates of the site;
  • obtain a boundary plan for the land from a cadastral engineer;
  • register the land with Rosreestr;
  • obtain a passport for the plot with a cadastral number and characteristics.

The same procedures were carried out if areas were combined, divided or allocated. The cadastral engineer received the bulk of information about the site. One of the main types of work for this was determining the coordinates (characteristic points of the boundaries).

Do you need a cadastral passport for land now? To do this, let us turn to the main regulatory act in the field of cadastre - Federal Law No. 218-FZ. There is no mention of cadastral passports. Registration with Rosreestr is carried out exclusively according to technical and boundary plans, and in order to be deregistered, an inspection report must be submitted. Rosreestr also does not issue a cadastral passport after registration is completed. The owner will receive an extract from the Unified State Register of Real Estate, which is both a legal document and a technical document.


The technical plan is one of the main documents for cadastral registration. Its form is approved by Order of the Ministry of Economic Development No. 953.

How to obtain a cadastral passport

It was possible to order a cadastral passport only until the end of 2018. It is impossible to do this now. Federal Law No. 218-FZ () does not contain any mention of cadastral passports. At the initial stage, the registration of cadastral passports was carried out by BTI institutions. But in 2013, the first amendments were made to the legislation, after which Rosreestr began to issue cadastral passports.

The list of mandatory documents for obtaining a cadastral passport included:

  • application for cadastral registration and/or registration of rights, for issuing a passport;
  • boundary plan for a site or technical plan for capital construction projects, residential and non-residential premises;
  • power of attorney for a representative (if necessary);
  • certificate of registration of rights to an object or rights to inheritance, or an extract from the Unified State Register of Real Estate;
  • documents confirming the grounds for the allocation and formation of a site (for example, a resolution of the local administration);
  • applicant's passport, legal registration documents. faces;
  • receipt of payment of state duty.

If necessary, you could submit an application to Rosreestr and order a duplicate of the cadastral passport. To do this, an application was submitted indicating the unique cadastral number of the plot or object.

What is an extract from the Unified State Register of Real Estate?

Instead of a cadastral passport, today a more universal document is used - an extract from the Unified State Register of Real Estate. What does the extract from the Unified State Register contain? It contains a little more information about the object:

  • full address, its purpose, floor;
  • information about owners, shares of owners;
  • cadastral value;
  • object drawing;
  • presence of encumbrances and arrests.

The USRN extract instead of the cadastral passport began to be used to simplify real estate transactions and check apartments. Previously, both documents existed simultaneously; for any transaction with housing or commercial property, it was necessary to obtain both of them. This resulted in additional waste of time and money, because a fee had to be paid for issuing a certificate and passport. Now investments have been halved. The time required to collect the entire package of documents for an apartment has also decreased significantly. Previously, issuing a certificate and passport took at least a week, now an extract can be received in 3-5 days.

Purpose of discharge

Based on what is indicated in the extract from the Unified State Register of Real Estate, you can already understand why it is needed - to confirm information about real estate. Like many similar documents, it may lose relevance. Moreover, the law does not indicate the validity period of an extract from the Unified State Register of Real Estate, but banks, notaries, courts and government agencies usually set a clear period - 30 days from the date of receipt.

Situations when you need to order an extract:

  • Before selling your property. The extract will allow you to prove that the apartment really belongs to you.
  • Before going to court. Data from the document will help you find arguments in favor of preserving your rights to the apartment.
  • Before joining the queue for housing. The extract will prove that the family really needs additional square meters.
  • Before donating an apartment or during the registration of an inheritance.
  • Before buying real estate with a mortgage. The bank will definitely require this document in order to check the apartment for which it is giving a loan.

You can receive an extract in paper or electronic form. The first one is about twice as expensive, but the content is identical.

The document is issued for a fee and free of charge. The version for which you do not need to pay is not an official document, but simply data on a page of an intermediary site. A free extract from the Unified State Register of Real Estate about a property is often ordered to check whether there are any encumbrances on the apartment. This is done a few hours before the transaction. However, such a document cannot be used in court or before a notary. To officially certify a sale or purchase or other action with real estate, you must obtain a certified extract by paying a fee.

How to get an extract from the Unified State Register of Real Estate

An extract from the Unified State Register of Real Estate on the main characteristics of a real estate property can be issued by different organizations:

  • Directly from Rosreestrom. The document is ordered on the institution’s website, and the state fee is paid there. Individuals are charged 300 rubles or more, legal entities will have to pay from 950 rubles.
  • MFC. This option is suitable for those who want to receive the document in person on paper and not by email.
  • Intermediary sites, for example, “Gosuslugi”.
