Since the entry into force of Federal Law No. 221-FZ, the cadastral passport is mainly used to register most real estate transactions in Russia. However, in some situations the information provided is not enough. Thus, the inventory value of a residential premises, necessary for allocating a share or obtaining a mortgage loan, can only be found out from the registration certificate for the apartment issued to the owner of the property in the BTI.
What is a technical passport?
A technical passport of an apartment is a document that contains the most complete description of a particular property. The list of main parameters of the room indicated in it includes:
- inventory value;
- number and size of rooms;
- technical characteristics of the foundation and internal floors of the building;
- information about the materials used for finishing the floor and walls;
- year of construction;
- number of storeys, etc.

The difference between a technical passport and a cadastral passport
A registration certificate for an apartment is often confused with a cadastral passport. Meanwhile, these are two completely different documents. Cadastral passport is an extract from Rosreestr, which contains brief information about the property necessary for making commercial transactions and their state registration. It is issued on the basis of a technical passport, a more detailed and accurate document, which is the main one. Real estate can be registered in the cadastral register only if it is available.
In what cases is a technical passport required?
A registration certificate for an apartment may be needed if:
- you want to buy an apartment with a mortgage. The value of real estate is established by the bank after assessing the general condition of the property, inventory value and current market trends;
- you need to agree on the redevelopment;
- you are participating in the process of alienating an apartment or allocating a share in it to one of the owners in kind;
- you draw up paperwork to calculate property taxes, etc.

Cadastral passport is an extract about a real estate property containing information from the state real estate cadastre. The cadastral passport contains information about a real estate property necessary for state registration of rights to real estate and transactions with it. It should be noted that the cadastral passport, as a mandatory document characterizing the object, has replaced the technical passport, which is now necessary only in some isolated, rather rare cases.
How to get a technical passport for an apartment?
State accounting and inventory of all buildings and structures in Russia are carried out by the Bureau of Technical Inventory (BTI). You can find them in any region of the country. If you don’t know where to get a registration certificate for an apartment in your city, contact Rosreestr employees or use the search on the Yandex.Maps service.
Package of documents
To obtain a registration certificate for real estate, the owner must submit the following papers to BTI employees:
- a completed application form of the established form for conducting an inventory or issuing a copy of the registration certificate;
- passport of a citizen of the Russian Federation or other identity document;
- title documents for the apartment;
- receipts confirming payment of the state duty.
In some cases, additional statements and certificates may be required. For example, a request from the local department of architecture and urban planning, a pledge agreement, etc.
Only the owner (if the property is privatized) or the tenant of the property can make a registration certificate for an apartment in the BTI. When preparing documents through a representative, the latter must have a notarized power of attorney.
Registration process
- Before contacting the Technical Inventory Bureau of your choice, prepare the papers and fill out the application. In the latter, you must indicate the purpose of obtaining a new registration certificate. Both the amount of the state duty and the time it takes to produce the document depend on this.
- Pay the state fee. There is no single fee for obtaining a technical passport in Russia; each institution sets its own price. For expedited processing of inventory papers (up to 7 days), an additional amount is usually charged.
- Hand over all documentation to a BTI employee, who will check its authenticity and issue a receipt. If the apartment has undergone redevelopment or a registration certificate for it is being issued for the first time, a date will be set for the inventory.
- After the BTI engineer has inspected the property, you must contact the office again to pick up the completed documents. You must have a receipt and a passport of a citizen of the Russian Federation with you. The production period for a technical passport is from 10 to 14 days.
Validity
Unlike a cadastral passport, the validity period of a technical passport is not limited by law. True, there are instructions for citizens to carry out a planned inventory of real estate every 5 years. But, if you are not going to sell the apartment and have not made major changes to its layout after the first visit of the BTI engineer, it is not necessary to draw up this document again. After all, what is a registration certificate for an apartment if not a description of its parameters and characteristics? If the characteristics remain the same, there is no need to record them again.

But you need to come there with a technical passport or a copy of it made by the BTI authorities. The queues are huge, the specialists are not literate, they write by hand and manage to make 2-3 grammatical errors. Nowadays it’s the same passport service, but much less mobile. Previously, take a certificate of registered persons on time it took about 3-20 minutes, today similar actions take about 2 or more hours. Information on utility bills, an extract from the Unified State Register, information on the absence of tax debts can only be seen in this news video from TV channel 1. In fact, there are no MFCs yet in many districts of the city, including Central, Krasnooktyabrsky and others. Checking the registration certificate before purchasing real estate
If you are going to purchase residential or commercial real estate, be sure to check its technical data sheet. Make sure that before the sale by the owner, a planned inventory of the property was carried out within the time limits established by law. The layout of the premises must fully comply with the plan specified in the technical passport.
If the purchase and sale transaction was registered without first recording the changes made by the previous owner to the layout of the property, you will have to pay a fine and conduct a new inventory at your own expense.
Procedure
To obtain a technical passport at the MFC you must:
- Before contacting the multifunctional center, you should check whether the service for producing a registration certificate is provided at a specific MFC.
- A list of state and municipal services provided by the multifunctional center is listed on its website.
To prepare a technical passport you need:
- Make an appointment in advance or receive an electronic queue coupon.
- Pay for BTI services for the production of a registration certificate (details can be obtained from an MFC employee).
- Fill out the application and indicate the reasons for receipt (state registration of a new property, redevelopment, loss, etc.).
- Submit an application with a package of necessary documentation and receive a receipt of their acceptance and the date of readiness of the technical passport.
- Wait for the technician to arrive to take measurements of the apartment (if the technical passport is being prepared for the first time or redevelopment has been carried out).
- Show up for your completed registration certificate.
Who can receive
A technical passport is prepared at the request of the owner - an individual or legal entity or their representatives acting on the basis of a power of attorney.
Tenants (if the apartment is the property of the municipality) and heirs (when opening an inheritance) can also receive a passport.
Owners can receive Rosreestr services through the MFC.
Documentation
To produce a technical passport for the first time after putting the house into operation or redevelopment, you must submit:
- application in the prescribed form;
- document of title (sale and purchase agreement, gift);
- extract from the Unified State Register of Real Estate;
- social tenancy agreement or order (if the apartment is municipal);
- applicant's passport;
- a receipt for payment for the production of a technical passport for the apartment.
Additionally presented:
- certificate of form No. 7 “Characteristics of residential premises” (for privatization of housing);
- a certificate from a notary confirming the opening of an inheritance, a copy of the death certificate (for registration of an inheritance);
- certificate of approval (coordination) of redevelopment.
Important! Certificate No. 7 can be obtained from the management company or the citizen registration department (passport office).
In the event that a passport is issued for a new residential building:
- permission to operate;
- design documentation for the facility;
- building permit;
- certificate of assignment of a postal address.
Reference! A building permit is issued only if there is an urban planning plan for the land plot, which can also be issued at the MFC.
Price
The price of a technical certificate depends on the need for a technician to take measurements of an apartment or house and draw up a schematic plan.
The cost of production is set separately in each BTI region.
Term
The technical passport is produced within 10 working days.
The period increases if measurement work is necessary.
What information is contained in the technical passport
The technical passport consists of 4 sheets and contains the following information:
- The first one is the title one.
- On the second sheet: detailed information about the object, characteristics of the building (address, wear and tear, number of floors, year of construction, material of coverings, floors and walls), inventory value, area, cadastral number.
- On the third: floor plan. A drawing made on a scale (1:200), which shows the location of the apartment, rooms and their area.
- On the fourth: explication. Here is a list of rooms, their purpose, footage and the last date of inventory.
