Procedure for obtaining a certificate
You can get a license outside your place of registration if the person is a resident of our country. Foreigners are deprived of this opportunity. After completing the driving course, you will need to come to any traffic police department to pass the state exam.
To obtain a driver's license (VL) during a visit to the inspection, you will need the following documents:
- statement;
- internal passport of a citizen of the Russian Federation;
- certificate of passing a medical examination;
- driver's license, if available;
- a document confirming completion of training if the citizen has passed the exams;
- photograph size 35x45 mm.
The document confirming the completion of the medical examination is valid for one year. Then it will be difficult to obtain such a paper outside the region of permanent residence, since dispensaries usually provide information from a narcologist and psychiatrist at the place of permanent residence.
After paying the fee and submitting all documents to the traffic police, the candidate will be given an exam date.
You can find out how to obtain a license in another region at the local inspectorate office, but most often no problems arise, even if the exam is passed in one city and the certificate has to be obtained in another.
Even after passing the exams and obtaining a driver's license, you will need compulsory motor insurance to drive a car. Without insurance, the driver faces a large fine.
OSAGO not at the place of registration can be obtained from most insurance companies. To do this, just visit the office of the insurance company in person or fill out an application online.
Where to register your license
Is it mandatory for a Russian to get a license at his place of registration? No, you can issue a document anywhere in the country, at your current place of residence. You just need to go to the traffic police department with a full package of necessary documents.
Not all motorists know whether it is possible to change their license under temporary registration. This is not prohibited by law.
Online registration procedure and terms for issuing rights
A driver’s license is issued quite quickly, on the day of application, and when submitting documents through the MFC (“My Documents”) it can take up to several weeks. The state duty for domestic licenses is a maximum of 2,000 rubles, and for international licenses - 1,600 rubles. When restoring rights, the tariffs are the same.

But these are not the only expenses. You will have to pay:
- cost of training in a driving school (from 20,000 to 30,000 rubles);
- medical certificate (from 1300 rubles).
To register rights remotely:
- Go to the State Services website gosuslugi.ru in the “Driver’s License” section.
- Fill out the online application form and pay the state fee.
After submitting the online application, you will receive an invitation to an interview at the traffic police in your personal account. By this time, a package of documents must be prepared and submitted in person.
Online submission facilitates the procedure for obtaining rights, since an initial check of the applicant’s data is carried out. The chances of getting your license on the day of application are quite high.
When paying the state fee for a driver’s license through State Services, the amount will be 600 rubles less (1,400 in total instead of 2,000).
Role of Registration
Often, car enthusiasts move freely around the country for work or travel. No one is tied to one place of residence anymore.
Is registration required to obtain a driver's license in Moscow and other cities? No, but if difficulties arise, then there is a solution to the problem.
To change the license in Moscow for a non-resident, it is enough to return to your home region and get written confirmation from the inspectorate that you have not previously taken the exam and the driver has not been deprived of the right to drive a vehicle. With such a document, you can issue a certificate in any region of Russia.
Problems with your passport may also arise at a location other than your registration address. A document can be lost or stolen. Is it possible to change my passport in another city? Yes, it is enough to contact the GUVM at the actual address.
Submitting documents in another region
To submit documents, you will need the same list of documents as in your home region. Be sure to pay the state fee. It is important that all submitted papers must be without corrections, without crossing out and fully comply with the requirements of the law.
You can get a license in any region without registration, but in order not to go through the authorities again, it is better to prepare all the papers that the inspectorate will require at once. The traffic police do not have the right to refuse without a good reason (for example, deprivation of rights at the place of registration).
Is it possible for a foreigner to get a license without a residence permit? This is much more complicated; the issue will have to be resolved through foreign embassies and consulates.
What entries should be in the new document?
A driver's license must contain the following information.
- Driver's name.
- Date and place of birth.
- When the document was received and its validity period.
- The name of the organization that issued the license.
- Owner's signature.
- Place of registration or permanent residence.
- Category and subcategory.
On the back of the certificate there are special marks: length of service, date when the category was received.
Replacing an ID in another region
Is it possible to change your license in another city if you received it at your place of registration? It is necessary to collect documents and visit the traffic police. You can issue a duplicate or replace your driver’s card at the inspection office at your actual location. Rights can also be replaced through the MFC.
The inspector at your place of residence will tell you in detail how to change your license at a place other than your place of registration. It is important to contact him in time and not allow him to drive with an expired license.
Reasons for replacement
There may be several reasons for replacing a document:
- the old document has expired;
- the driver received a different category;
- the ID was stolen or the owner lost it;
- the document has become unusable.
Replacing your license in another region without registration may be necessary at any time, and the owner of the certificate will not have the opportunity to return to his home region. Therefore, you need to go to the local inspectorate and indicate the reason for the replacement in order to receive a new document.

Study for your license in one city and take it in another
A traffic police officer has no right to refuse to issue a driver’s license to a citizen who has passed the exam and proven his theoretical knowledge of traffic rules and driving skills. But to do this, you need to contact the traffic police department where the exams were taken and write an application with a request to issue them in another city.
Having successfully completed a driving school, a potential driver must choose the traffic police department where he is going to take the exam. Therefore, in the case of learning to drive in your hometown, and then an urgent and forced change of residence for any reason, it is quite possible to take a driving test in another city in a new place.

Any resident of the Russian Federation has the opportunity to receive a new driver’s card, exchange an expired license, and pass a theoretical and practical exam to obtain a license upon receipt of residence without being required to register. It is important to collect documents, submit a medical certificate, pay the state fee and submit an application.
If you passed the exam in one region and will have to obtain your license in another, you will need proof of passing the exam. To do this, you need to write an application to the traffic police department where you took the exam.
By law, rights do not depend on the place of actual registration. Only the medical certificate must be current, especially the notes from the narcologist and psychiatrist. Without them, you won’t be able to get a driver’s license.
If there is no registration and nowhere to register, what should a person do?
In accordance with the requirements of the Law of the Russian Federation of June 25, 1993 No. 5242-1 “On the right of citizens of the Russian Federation to freedom of movement, choice of place of stay and residence within the Russian Federation,” each person independently decides where to actually live. This could be an apartment or a house. In this case, the property can be your own, in the possession of relatives, or rented out on a lease basis.

According to the legislation of the Russian Federation, every citizen must register at the place of permanent or temporary residence. However, situations in life are different, and some people may be left without registration, not having a living space where they could register it. Let's consider what to do if a person has nowhere to register.
- For a citizen who registers:
- passport
- departure slip
- application for registration of registration
- To the tenant of municipal housing and other residents:
- passport
- lease agreement, order
- consent to registration of all residents
- permission from the landlord (local government)
It is impossible to deregister an individual without his permission; only through legal proceedings can permanent registration be terminated. An individual can officially register minor children in a residential apartment where he is registered. The child cannot be expelled from the apartment, and he can also participate in the privatization process, thereby preventing the owner from managing his housing.
