What types of registration are there and how to obtain them

According to the new edition of Resolution No. 828, a citizen of the country can receive a lost passport or replace an outdated document at the place of application. This means that a new Russian passport can be issued without residence permit or registration. In Russia today there are two types of attachment to a specific place of residence:

  1. Permanent registration differs from temporary registration in that when registering, a person is given a stamp in his or her passport.
  2. Permanent registration is relevant if you have your own home or if you have a relative or spouse who allows you to register in your living space.
  3. Temporary registration is issued for a pre-agreed time period and can be done at a hotel, inn, hostel or even in a hostel.

! The loyalty of the laws in force on the territory of the Russian Federation allows you to have a permanent residence permit at one end of the country and register temporarily at the opposite end. One legal attachment to a certain living space does not exclude the second and does not lead to its cancellation.

The misconception of citizens lies in the impossibility of obtaining a new Russian passport if there is not one of the two types of registration provided for by law. In accordance with the rules established in the Constitution, a person cannot be deprived of citizenship, regardless of the circumstances, and he can only make such a decision independently, that is, such an action is carried out exclusively voluntarily. Minor children may be deprived of citizenship if they, together with their parents, move for permanent residence to the territory of another state.

List of documents for obtaining a new Russian passport

The procedure for replacing a Russian passport involves paying a state fee of 300 rubles

(initial receipt, replacement of photographs with age, registration after obtaining Russian citizenship). Loss, damage or theft also means the issuance of a new passport, but the state estimates re-issuance for these reasons at a different amount - in this case you will have to pay 1,500 rubles.

Another important circumstance is that a passport without registration will be ready not in 20 days, but in 30. It is necessary to take care of obtaining an identification document not only because of the impossibility of obtaining any government services, but also because its absence is an administrative violation for which a fine is imposed, according to Article 19.15 of the Code of Administrative Offenses. This amount is more than the state duty - the monetary penalty can range from 2 thousand to 5 thousand rubles.

Initial receipt at the age of 14 requires a minimum number of papers:

  • application written on Form 1P;
  • a birth certificate with a stamp confirming the presence of Russian citizenship, and if it is not there, then another document certifying the fact of belonging to the citizenship of the Russian Federation;
  • state duty payment receipt and
  • 2 photographs 35x45 mm.

Reaching 14 years of age is not the only reason to obtain a new passport. Regulatory documents provide for the replacement of photographs at 20 and 45 years old, due to loss or theft, damage, change of surname, first name or patronymic, and even change of gender or appearance. Therefore, the list of documents for replacement is much longer.

Options for the list of papers for issuing a new passport

The set of papers required to obtain a new passport will depend on the reasons for obtaining a new identity card:

  1. In this case, there is no single list, but there is one important circumstance - none of them indicate the need to confirm your residence permit or temporary registration: A military ID is needed only if the recipient is liable for military service and at the same time a citizen of the Russian Federation.
  2. Documents on marriage and divorce - married, legally divorced.
  3. Children's birth certificates - only until the child reaches 14 years of age. If the children are older, this is not required, but if there are both children and adults, then only for the younger ones.
  4. A person who changed his last name, first name and/or patronymic at his own request must present a document certifying that the change of last name, first name or patronymic was recorded in the registry office (this is a certificate of name change).
  5. A passport of another state is needed only by a person who receives a Russian one after acquiring Russian citizenship.
  6. Russian citizens who apply for a new Russian passport need to hand over the old document, but if it is lost or stolen, then you can do without it. In this case, it is generally impossible to determine whether there is registration.

It turns out that the main condition for the timely issuance of an important document is a receipt for payment of the state duty, but its size also depends on the situation - if the document is stolen, damaged or lost, you will have to pay one and a half thousand rubles. As for changing gender, appearance or full name, everything here also depends on the situation - after all, this event can be timed to coincide with a planned change of photograph, which, by the way, is also a mandatory attribute of replacing an old one or issuing a new identity card.

What actions need to be taken to replace a Russian passport?

Russian laws note the fact that not all Russians have permanent registration, but this does not mean that a person should be without a main identification document. During any inspection, he may be accused of violating the Administrative Code and fined, often a fairly large amount.

Therefore, you must contact the MFC or the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs at your place of residence with the necessary papers, photographs and an application and receive a new passport in 30 days. It won’t work earlier, because the 10-day registration period is not provided in this case (employees of the Main Department of Migration Affairs of the Ministry of Internal Affairs will have to more carefully check the applicant’s biography).

Neither a new passport nor an old one, which does not have a permanent registration stamp, is a document due to which one may be accused of violating the laws. According to the Resolutions of the Ministry of Internal Affairs and the rules in force in 2021, violations are: untimely age replacement of photographs, extraneous marks, even if these are children's drawings. But there is not a word that the absence of a registration stamp is an offense. Obviously, in the 2021 edition, receipt at the place of application was specially added, because otherwise the first two would have been quite sufficient - at the place of temporary registration or permanent registration.

General information about the need for registration to exchange a passport

Order of the Ministry of Internal Affairs No. 391, issued in 2012, determines the possibility of age change for a Russian citizen (at 20 and 45 years old) at the place of temporary residence and stay or at a permanent address. This means that in other cases for which the Ministry of Internal Affairs Regulations are posted, these three options are acceptable.

Order No. 851 concerns only the procedure for issuing or replacing a passport and guarantees the receipt of a mandatory service from the state. Another question is that the received document will still have to be provided with a registration stamp, and it is better to do this sooner than later, because its absence also means administrative liability in the form of a fine, and quite a significant one.

It is the responsibility of every Russian to register, for which he is given a period of 90 days when leaving or moving to another place.
