What are the USRN extracts in 2021?

To implement Federal Law No. 218-FZ in practice, Order No. 378 of the Ministry of Economic Development of the Russian Federation dated June 20, 2016 was adopted. This regulatory document approved separate forms of extracts from the Unified State Register of Real Estate, as well as requirements for the procedure for filling them out in written and electronic form. Here is a list of USRN extracts approved by Order No. 378:

  • an extract on the main characteristics and registered rights - this form contains the main list of information on the object and rights holders;
  • an extract on the transfer of rights to the property;
  • an extract on a person’s rights to real estate, including existing objects;
  • an extract indicating the date of receipt of an application from citizens or legal entities for cadastral registration and registration of rights.

Also, Order No. 378 approved the form of each USRN extract, which will be provided upon request through Rosreestr, MFC or the public services portal.

In addition to extracts, certain information from the Unified State Register can be presented in the form of other documents. They include a cadastral plan of the territory; certificate of persons who received information on the object; notification of the absence of information about real estate, etc.

Expert commentary . Often, upon request, you can receive a notification that there is no information on the property. One of the reasons for such a response may be the lack of cadastral registration for the property. If the rights were registered before 2013, when the cadastral registration system was introduced, information in the Unified State Register may be missing. When making any transaction with an object, a cadastral registration procedure will be carried out, and all information will be entered into the Unified State Register of Real Estate on the basis of a technical or boundary plan.

Extract for registration

To register, a simple and not an extended extract from the Unified State Register in paper form (an original with a stamp, not a copy) is sufficient. The document confirms that as of a specific date, ownership rights are assigned to the person who consents to registration.

To register you will need:

  • passport;
  • consent of the owner, tenant for registration;
  • statement;
  • USRN extract or other documents for the apartment (lease agreement, etc.).

The standard extract from the Unified State Register, which is used for registration, consists of several sheets. The document contains all the information about the object, the owner and co-owners and other information.

What is the difference between the FSIS EGRN extract and the regular EGRN

The fastest and most convenient option for obtaining information about real estate is to use a special service on the government services portal - FSIS EGRN. In this case, the document can be completed electronically with significant time savings. To take advantage of all the benefits of the FSIS EGRN, you need to obtain an access key using the following algorithm:

  • verify your account on the government services portal (the fastest way to do this is to contact the MFC at your place of residence);
  • authorize on the Rosreestr page;
  • in your personal account you must activate the “generate access key” function;
  • after generating the key, you need to top up the balance, since for each USRN statement a fee will be debited from your personal account (the cost of the service for each request through the FSIS USRN is only 4 rubles, which is much cheaper than receiving an extract through Rosreestr or MFC);
  • after replenishing the balance, the generated access key to the FSIS EGRN must be entered in the form at: https://rosreestr.ru/wps/portal/p/cc_present/ir_egrn ;
  • the USRN extract will be presented in electronic form with a certificate via digital signature.

The extract is obtained in different ways. The longest is by contacting the MFC (“My Documents”), and the shortest is a visit directly to Rosreestr or do everything online on the EGRN360 website.

In this regard, the delay in updating information may range from one day to two weeks. If the apartment was purchased quite recently, then for registration it is better to contact your regional branch of Rosreestr rather than the MFC.

You can order an electronic statement through the Rosreestr portal for 300 rubles or the Unified State Register of Real Estate website. In this case, the document will be available within three days. An extract signed with an electronic signature is considered equivalent to a paper one.

To order through the EGRN360 website:

  1. Go to https://egrp365.org/pa/.

  2. Enter the cadastral number or address.
  3. Pay and receive a certificate.

To order through the Rosreestr website:

  1. Go to https://rosreestr.ru in the section “Obtaining information from the Unified State Register of Real Estate”.

  2. Fill out the form (more than 20 lines) and attach scans of documents.

  3. Pay the state fee.

After sending the request, the response will be sent to your email or personal account in the form of a completed statement with an electronic digital signature. It must be printed and attached to the package of documents for registration or as a scan if you are registering through the State Services portal.

When ordering an extract on the EGRN website, you need to go to egrn.org and enter the address or object number. Next, select the statement option (about the main characteristics and rights) and pay 390 rubles by card. Within three days the document will be available by mail.

Once you have received the electronic version of the extract from the register, you can begin the registration procedure at your place of residence or stay through a special online service.

For registration:

  1. Go to the website: gosuslugi.ru in the “Registration of Citizens” section.

  2. Fill out the registration form and attach scanned documents, in particular an extract from the Unified State Register of Real Estate.

Next, send the application with attached files and wait to receive a response in your personal account. If the document was signed with an electronic digital signature, then the procedure can be completed remotely. But in most cases, applicants simply receive an invitation to a specific date.

After a visit to Rosreestr with the original documents, within about three days you can pick up the finished extract or receive it at your postal address.

Why do you need an extended extract from the Unified State Register of Real Estate?

In some cases, it is not enough to obtain general information about the characteristics of real estate and registered rights, which is contained in the standard extract of the Unified State Register of Real Estate. A number of additional information will be contained in the extract on the transfer of rights to the property, which is often called an “extended extract.” This is the information that will be included in the extended USRN extract:

  • a standard list of information about the characteristics of real estate - type of object, cadastral number, address, area, number of floors, etc.;
  • information about the current copyright holder, as well as the form of ownership (shared, joint, individual);
  • a selection of information about the transfer of ownership of a property from the moment of first registration in the register, but not earlier than 1998;
  • coordinates of buildings and land plots (if such information is contained in the Unified State Register of Real Estate in relation to the area of ​​interest);
  • explication of the premises on the floor of the building (floor plan), if such information is contained in the Unified State Register of Real Estate;
  • coordinates of the points of the boundaries of the land plot or building;
  • the presence or absence of restrictions on the right.

Such a maximally detailed list of information contained in the Unified State Register of Real Estate makes it possible to check the entire chain of owners of a real estate property, check the legal purity of the transaction, and make sure that there are no uncoordinated changes in the configuration and characteristics of the premises.

Expert commentary . Only the copyright holder of the object or his representative by power of attorney can receive an extended extract from the Unified State Register of Real Estate with full information. This is indicated in paragraph 55 of Appendix 5 of Order No. 378 - complete data about the copyright holder, the grounds for registration of the right, can only be provided upon his request.

The extended EGRN extract may include a floor plan of the building, which will reflect the boundaries of all premises. The floor plan is reflected in graphic form and contains symbols. The floor plan information will be valid and relevant at the time of the last cadastral registration procedure or technical inventory, if it took place before the introduction of the cadastral registration system.

To order an electronic version, the convenient service EGRN.Reestr is available. The rules for its use are similar to those described above.

To receive an electronic statement:

  1. Go to the website: egrnreestr.ru enter the number or address of the property.

  2. Open the statement and place an order “Characteristics and rights” or “Full package” for 200-350 rubles.

Please note that the extract must have an electronic digital signature. There is no need to press print as soon as the property information appears on the website. A regular printout from the Internet will not be accepted by the registration authorities.

How and where to get an extract from the Unified State Register for registration?

You can order a USRN extract for registration in paper or electronic form. Both options will be relevant and suitable for registration.

  1. In paper form. You can obtain a paper extract from the Unified State Register of Real Estate at the MFC or by contacting Rosreestr in person. Its cost for individuals is 400 rubles. Don't forget that government offices are always crowded. Therefore, even if you get an appointment with a specialist on the same day, most likely you will have to wait in line. And the finished document will be available only after five working days.
  2. Electronic. There are several ways to obtain an electronic analogue of the USRN extract for registration.

Important! All electronic extracts of the Unified State Register must contain a digital signature of the registrar to confirm the authenticity of the document.

  1. order on the Rosreestr website. You don’t have to go anywhere and apply while sitting at home. But be patient. To submit an application, you will need to fill out dozens of information fields. Pay the state fee - 250 rubles. And in two or three days, wait for the completed USRN extract for registration.
  2. use the EGRN.Reestr service, which cooperates with Rosreestr. Therefore, you can receive the most current and reliable information on the day you submit your application. Enter your email, enter the cadastral number of the apartment or house, and if you don’t know, just indicate the address. The cost of the service will be 350 rubles.

What documents are needed for registration?

In order to obtain registration at the place of residence or, more simply put, registration, you need to contact the passport office or the MFC. And before that, collect a package of documents. What it includes:

  • owner's passport;
  • passport of the person who needs to be registered;
  • application on a special form;
  • birth certificate, if the person being registered is not yet 14;
  • certificate of ownership of the apartment.

Since 2021, Russia has stopped issuing certificates of ownership of apartments. Instead, an extract from the Unified State Register appeared. And a year later it was combined with the cadastral certificate into one Unified State Register of Real Estate. And the documents provided by the Unified State Register of Real Estate have become more complete and meaningful. Now, the only document that includes complete information about the owner of the living space and its main characteristics is an extract from the Unified State Register of Real Estate. It can replace a certificate of ownership.
