After concluding an agency agreement, VTB clients were able to pay for their mortgage from the Russian House of Representatives using the standard instruments of their bank. VTB does not have the right to set other interest rates or change the approved time schedule for repayment of debts.

After registration, you can pay for your mortgage at DOM RF in the browser or mobile version of the service. Specialized versions of applications are offered for mobile devices with Adroid, iOS and Windows Phone OS installed.

How to connect

To authorize a new user, you must personally visit a VTB branch with a civil passport. You can select a suitable address using the interactive map on the bank’s website. When you mark the appropriate option with a marker, opening hours and contact information are displayed on the screen. It will be necessary to sign a standard comprehensive service agreement (CSA) in order to pay the RF House mortgage and gain access to other services.

The date of fulfillment of your obligations under the Mortgage is the day the funds are credited to the Lender's account. Thus, making a payment on the last day of the payment period may result in a delay and, as a consequence, the accrual of penalties. In this regard, you should make payments in advance before the end of the payment period, taking into account the fact that the transfer of funds by the banking system requires a certain time.

This obligation remains with the client in full, with the difference that the borrower will have to enter into another agreement with an insurer from among the companies accredited by the new mortgagee. Since insurance of the loaned object is a mandatory condition established by current legislation, after obtaining the next insurance, the borrower is obliged to provide the bank with a corresponding agreement before the expiration of the 48-hour period.

What is this program

In June 2021, a law was adopted on the repayment of part of the mortgage debt for large families. The state will pay part of the mortgage debt - up to 450,000 rubles - to those families in which a third or subsequent child was born between January 1, 2019 and December 31, 2022. In the fall, banks began accepting documents for applying for benefits.

Money is not issued in person; it cannot be used to cover another loan. If the mortgage debt was less than RUB 450,000, the difference will be used to pay off interest. If the debt is larger, then the balance will need to be paid to the borrower.

The mortgage agreement must be concluded before July 1, 2023 - this means that all loan agreements before this date are included in the program. For example, you took out a mortgage in 2012, your third child was born in April 2021 - you are entitled to a subsidy. If the mortgage is issued in foreign currency, it’s okay; the bank will recalculate the amount at the exchange rate on the date of early repayment of the loan.

The subsidy can be used once and only under one loan agreement. Children who participated in applying for benefits are not taken into account when applying for subsidies under another mortgage agreement. For example, mom and dad are divorced and have two children together. Each of the parents started a family again, took out a mortgage, and each of them had a third child. Both mother and father have the right to a subsidy - each has three children. If mom is the first to apply for repayment of the mortgage debt and indicates her children in common with her ex-husband, then dad will no longer be able to do this. Whoever is first will receive the subsidy.

There is no need to pay income tax on the subsidy, but if the family used a tax deduction when buying an apartment, then the state will have to return 58,500 rubles (13% from 450,000 rubles).

The subsidy can be used together with maternity capital, then the total amount of the benefit can be more than 900,000 rubles. If you have already used maternity capital, you are still entitled to a subsidy - these are different benefits.

How the program works

The mortgage debt write-off scheme works as follows: clients submit an application and documents to the bank where the mortgage loan was taken out, the credit institution checks them and transfers them to the program operator - DOM.RF, who conducts a final check of the applications and makes a decision either to pay the subsidy or to refuse .
Payments are made in order to repay debt on mortgage housing loans of citizens of the Russian Federation who are entitled to state support measures in the established amount. The subsidy may be less than 450,000 rubles if there is a smaller amount remaining on interest and debt on the loan, respectively.
