Why was AHML created?

The main goal of creating AHML in the Russian Federation was to promote the development of mortgage lending in the country. In 1997, no one was involved in providing housing for the population, and by decision of the Government this organization was created.

The agency's main task is to improve mortgage lending conditions for the population. In addition, the organization helps maintain liquidity for those banks that provide long-term lending to Russians. To achieve this goal, the Federal Agency for Housing Mortgage Lending is attracting additional financial resources in the stock markets. AHML places its own bonds there.

The agency does not have offices or branches where it provides services to individuals. Partners who enter into agency agreements with Dom.rf are not subordinate to the company and do not depend on it. AHML's main partners are banks, financial institutions, insurance and appraisal institutions.

Mortgage servicing

In accordance with the concluded agreement, the borrower undertakes to pay current payments in accordance with a clear schedule without violating deadlines. Responsibilities also include purchasing an insurance policy annually and informing the lender of any changes to your personal information.

Payment can be made through VTB Bank (free), ATMs, terminals and other financial organizations. Due to the possibility of a delay in crediting funds to the account, it is recommended to deposit the required amount at least 3 business days before the planned date.

Two options for cooperation with AHML

Citizens cannot apply for a loan directly through a mortgage lending agency. Cooperation between partner institutions is possible in two ways:

  1. Redemption of mortgages issued from partner lenders.
  2. Agent agreement.

When working under the first scheme, the mortgage is issued by the partners on the terms offered by DOM.rf. Then the organizations that issued the loan assign the rights to AHML. And the agency reimburses the lender for the amount of the loan issued, that is, it carries out refinancing.

When choosing the second scheme - partnership agreement, borrowed funds for the purchase of housing are issued remotely. The partner agent receives mortgage papers from the borrower, and AHML directly checks and considers the application. The amount goes to the citizen from Dom.rf. through the mediation of a partner company.

Support of mortgage loan transactions is entrusted to VTB Bank. All amounts for repayment are accepted at its branches, and specialists from this organization issue certificates of issued and repaid loans. Dom.rf also owns 100% of the shares of Bank Dom.rf. This is the former Russian Capital bank, which was renamed in March 2021. You can apply for a mortgage on this bank's website. Clients who receive a salary from Bank Dom.rf are provided with benefits when applying for a mortgage in the amount of 0.2% compared to base rates.

AHML partners may charge payments when applying for a loan or take a commission for additional mortgage costs incurred. Therefore, total costs may vary among lenders that operate agency programs.

It is clear that everyone benefits from such cooperation: credit institutions, since they do not lose the client, and the client, since he does not stand in queues, to the “native” terminal, when you can easily withdraw money from partner terminals and on preferential terms (interest-free removal). Mortgage programs AHML

All mortgage lending programs in AHML are subject to uniform standards. And lenders who work with Dom.rf create their own products taking into account the requirements approved in them:

  • loan term from 36 to 360 months;
  • currency - Russian rubles;
  • issuance procedure - in the form of a one-time payment or a credit line;
  • the age of the borrower is from 21 to 65 years on the date of making the last mortgage payment;
  • the borrower is a citizen of the Russian Federation with registration;
  • the citizen who applies for a mortgage is fully capable and has not been declared bankrupt within the previous 5 years.

To choose one or another type of lending, you will need to find out whether the client is included in the category of borrowers who are issued a mortgage on the described conditions. All applications can be submitted for consideration directly from the Dom.rf website.

New building

Under this program, you can get a mortgage for an apartment or apartment that is just under construction.

For residents of Moscow and the region, St. Petersburg and the region, the minimum loan amount is 30 million rubles. In other regions - 15 million rubles. The minimum mortgage amount is 500 thousand rubles.

Additional options:

  • without proof of income - allows you to get a mortgage even for those citizens who are not able to officially confirm their level of income;
  • maternity capital - allows you to use a certificate for a down payment on a mortgage or increase the total amount of borrowed funds;
  • preferential rate - suitable for purchasing housing in the Far Eastern and Baikal regions.
  • variable rate - this option will take into account the current economic situation in the state; its value depends on the consumer price index.

Ready housing

This type of mortgage is intended for the purchase of a finished apartment or apartment. Lending terms:

Secured by an apartment

This lending option is suitable for those borrowers who have their own home. It can be used as collateral. The interest rate varies from 10.5% to 11.5%. The rest of the conditions are the same as in the New Building program.

Military mortgage

Suitable for military personnel who serve in the armed forces of the Russian Federation. For the entire life of the loan, mortgage payments are made by the state for the borrower. Funds accumulated in a special account under the military savings and mortgage system are also used for the down payment.

Interest rate 9.1%. The loan term is a minimum of 3 years, and a maximum of 3 years before the expected end of the service life. First payment from 20%. Owners of a maternity certificate can use it to increase the amount of their mortgage.

Family mortgage

The program is suitable for families in which a second or subsequent children were born between 01/01/18 and 12/31/22. The interest rate for the entire loan term is set at 4.9%. The down payment is 20% of the loan amount. Money can be used to purchase housing in:

  • in a new building at a law firm;
  • in finished housing, upon concluding a contract with the developer.

The loan can also be used to refinance a previously issued housing loan.

An additional option is provided for borrowers who are unable to verify income. The rate will not change.

Preferential regional programs

Target audience of preferential regional programs:

  • large families;
  • young families;
  • public sector employees;
  • preferential categories.

The local administration decides who will participate in the joint city mortgage lending program from Dom.rf. To receive a loan, you need to approach a partner of Bank Dom.rf, which implements the program in the applicant’s region. What documents are needed for registration?

To obtain a loan from AHML you will need a standard list of documents:

  • passport with a mark of registration as a citizen of the Russian Federation;
  • a copy of the work book/agreement, which contains information about the place of employment of the potential borrower;
  • documents confirming the applicant’s income for the last six months;
  • for men under the age of 27, a military ID must be provided;
  • for the family program, copies of the children’s birth certificates must be attached;
  • real estate documents (appraisal, equity participation, technical passport, etc.).

  • targeting different categories of citizens and taking into account the characteristics of borrowers;
  • the ability to select appropriate additional options;
  • stable interest rates: AHML is a state structure and will not be able to change the terms of the agreement unilaterally.

Clients say the main disadvantage of applying for a mortgage through AHML is the long processing of the application. Sometimes the procedure takes several months. This is due to the fact that the documents undergo double check: first directly at the bank, and then again at AHML.

According to customer reviews, when working with a residential mortgage lending agency, it takes so much time to consider an application that some of them choose other options.
