The listed documents must be in the hands of the seller, because all of them will be required for the transaction. The borrower only has to make an estimate (if construction is planned) and order an assessment report. The appraisal is perhaps the biggest expense when applying for a mortgage. For the services of an appraiser, you will have to pay an average of 5 to 10 thousand rubles, depending on the object and its remoteness.

Appraisals are permitted only in accredited appraisal companies that have an agreement with Sberbank (the current list can be found on the website). You need to contact one of them, providing an extract from the Unified State Register of Real Estate, a document establishing ownership rights and a copy of the owner’s passport. The appraiser comes out for an inspection and draws up a report in which the market value of the dacha will be calculated.

It is also worth paying attention to the draft purchase agreement. You can get a ready-made template from your mortgage manager at the bank, download it on the Internet, or use the services of a lawyer. If you decide to start drafting the document yourself, pay attention to the following important points:

  • all characteristics of the object are written down as in the Unified State Register of Real Estate;
  • it is indicated on what basis the dacha belongs to the seller;
  • the payment procedure is stipulated (part is transferred with one’s own funds, the remaining amount is transferred through a loan, indicating the bank and the transfer period);
  • registration of a pledge must be prescribed with reference to No. 102-FZ (if an encumbrance is provided);
  • the object is not pledged to the seller until the full amount is transferred.

  7. Refinancing of previously issued loans is allowed.

Negative aspects are also present, and these include:

  1. A voluminous list of requirements for a land plot.
  2. A system of compulsory property insurance has been introduced.
  3. High interest rates and unaffordable down payments.
  4. A limited number of banks that offer mortgages for land plots.
  5. Complex schemes for determining the price of a property.

Features of lending to citizens

Construction planning begins with choosing the site on which the cottage or garden house will be located. Applying for a loan to purchase land has the following features:

  • High interest rates. If the borrower fails to fulfill its obligations, the bank will have difficulty selling the collateral. That is why the credit institution compensates for the financial risk with an increased interest rate;
  • Determining the value of an object is a rather complex process. The appraiser will have to take into account many factors that form the final cost of the land (distance from the city, prestige of the area, availability of infrastructure, area, etc.);
  • Any residential buildings and non-residential buildings erected on the site will automatically become classified as collateral. Registration of a large number of buildings can take a long time;

A land plot used as collateral does not require mandatory insurance against the risk of damage or loss. An exception may be land that is located in regions with specific climatic and geographical conditions. In this case, real estate is insured against natural disasters (earthquake, floods, landslides, sharp rise in groundwater level, etc.). The insurance contract is renewed annually. The amount of the insurance premium depends on the balance of the loan.

Pitfalls and risks of mortgage lending

It is difficult to talk about all the pitfalls and risks in one article, but some of them must be mentioned.

Military personnel can count on a mortgage only if they are serving on active duty in the ranks of the Russian Armed Forces.

Public sector workers can only rely on their own strength. There are so-called risks associated with currency fluctuations; you must carefully read the contract if such a clause exists a priori.

Additional expenses are often imaginary schemes of banks, and sometimes commissions and other hidden fees for non-existent or insignificant services may unexpectedly arise.   9. Refusal of the participants in shared ownership of the right to purchase;
  10. Property valuation;
  11. Consent of the second spouse to the sale transaction;
  12. House book or other document indicating who is registered;
  13. Permission from guardianship authorities in the presence of children;
  14. The same list is required for land + cadastral passport of the plot;
  15. Other documents.
  16. Confirmation of payment of the first installment:
  • Account statement showing the balance;
  • Payment documents;
  • Certificate for receiving maternity capital;
  • Agreement for the sale of other real estate.

For what purpose?

The bank is ready to issue a loan for land that is registered in the cadastral register and is intended for the following purposes: individual residential construction (IHC), gardening, dacha farming or private household plots.

The bank will issue a loan for the purchase of land:

  • located up to 50 km from the city;
  • with a road providing year-round access;
  • with clearly defined boundaries and without legal claims.

The owner of the land must have a certificate of state registration of ownership, a report on the assessment of the value of the land, as well as an extended extract from the Unified State Register of Real Estate, which will indicate the intended purpose of the land. There should be no encumbrances on the land (collateral, arrest, etc.).

Important! Banks practically do not offer programs that allow you to purchase a plot of land using loan funds, without pledging other real estate. But Sberbank has loans where the collateral can be a plot of land.
