Program “Housing for Russian families” in 2021


The essence of the program and what it is designed for.

The development of housing laws at the Federal level is designed to simplify the purchase of housing for young families; each of them should have the opportunity to purchase an apartment.

The program to provide housing for Russian families was enshrined in law in 2014 and was developed to meet the following goals:

  • Increase in new housing stock with millions of square meters.
  • Providing middle-class people with affordable housing.
  • Modernization of the infrastructure of cities and towns.
  • Reduced price by 1 sq. m.

State subsidies are provided for:

  1. Purchasing a new apartment or housing on the secondary market.
  2. Participation in shared construction.
  3. Building your own home.
  4. Repayment of the mortgage payment or part of the debt (except for penalties and fines).

According to the program to provide housing for Russian families, the conditions for its implementation must be within the established rules - the price per square meter is no more than 35 thousand rubles, and the final price for an apartment is less than on the housing market (according to Federal Law No. 225 “Valuation Activity of the Russian Federation ").

Important! Until 2021, the “Housing” program and its subsection intended for young families operated in the Russian Federation.

In 2021, its effect was abolished, and from 2021 a new version of state support was introduced under a targeted program for the purchase and construction of housing.

It is called “Providing state support to citizens in providing housing and paying for housing and communal services.”

Program description


The state program “Housing for the Russian Family” is a social project that will provide comfortable housing for the majority of the middle class in Russia.

The project has been implemented since March 2014.

The program is focused on:

  • support for certain categories of citizens in need of improved housing conditions;
  • active growth in the pace of construction of new housing complexes;
  • reduction in the price of 1 square meter of living space (no more than 35,000 rubles).

The terms of the Housing for Russian Family program determine that prices for economy-class apartments should be no more than 80% of the average cost of similar housing in the region.
Housing within the program is purchased:

  • By concluding an agreement for participation in shared construction;
  • Purchases under a sales contract within 6 months after the house is put into operation.

The method of acquiring such housing does not matter. It can be purchased with the help of a mortgage loan (loan), maternal (family) capital and (or) other forms of state and municipal support for the purchase of such housing. As part of the program implementation, the Housing Mortgage Lending Agency played a leading role. Citizens, using mortgage funds provided by AHML, can purchase an apartment, residential building or part of it at their discretion, on the primary and secondary real estate sales markets.

Goals and main provisions of the program

The main goal of the Housing for Russian Families program is to qualitatively improve living conditions for middle-class families.
Additional goals follow from this:

  • Active growth in the construction of multi-storey buildings in most regions of the country.
  • Reducing the cost of one square meter of residential real estate.

The state allocates sites for the construction of residential buildings from its fund, while the construction process is carried out under the supervision of municipal authorities, which ensure:

  • laying all types of communications;
  • creation of social infrastructure;
  • selection of program participants and determination of waiting lists for the current year.

In addition, in such houses conditions must be created for the full functioning of disabled people and sedentary groups of the population.

The social project to improve the living conditions of Russian families includes a number of key provisions:

  • the maximum cost of housing should be 35,000 rubles per 1 square meter (in some regions - 30,000 rubles);
  • the housing project is being implemented in 67 constituent entities of the Russian Federation, a full list of which is given in the text of the program;
  • the price of apartments in constructed buildings should be no more than 80% of the average cost of apartments of a similar type in the locality. Prices are determined in accordance with the Federal Law “On Valuation Activities in the Russian Federation” No. 225-FZ.

Selection criteria: who gets into the program.

The main requirement is that both participants must be up to 35 years old. If the husband/wife is older, the family will not be given a subsidy.

The second difference is that you do not need to repay the money; the assistance is not analogous to a mortgage or loan.

But this does not mean that young families will receive an apartment from the state for free. The subsidy is no more than 30-35%; young spouses or one parent with a child must have their own funds.

To become a participant, you will need to collect a package of documents and get on the waiting list. Social benefits (subsidies) are used to pay off mortgage debt, to purchase housing in new buildings or an apartment on the secondary market.

Funds are not issued in person; a young family should already have an object of purchase or an apartment in mind with a mortgage.

Important! The queue is moving slowly, everything depends on the completeness of the Federal budget and priority spending at the state level. The program is currently valid until 2025 inclusive.

Requirements for economy class housing under the ZhRS program

When implementing the iron ore raw materials program, it is important to create conditions for the construction of affordable housing that would meet the requirements of environmental friendliness, energy efficiency, and comfort, for which environmentally friendly construction technologies and materials are used during construction; the energy saving class must be at least “B”.

Housing under the ZhRS program must be equipped with engineering equipment and installed water, heat, electricity and gas consumption meters. To ensure the possibility of living in the premises immediately after its acquisition, housing in this category is provided with interior decoration.

Entrances to residential buildings under construction must be arranged and equipped in such a way that people with disabilities have no obstacles in their use and can lead a full life.

During the construction of housing, the infrastructure of the residential area must be developed, namely, access to schools, kindergartens, leisure and sports institutions, shops, markets, health care institutions must be provided, and a transport system must be organized and established.

To do this, the land plots on which development is planned must be located within the boundaries of the municipality (city, rural or urban settlement) or be within an accessible distance.

In addition to all the above requirements for residential premises, there is an important condition for citizens: the right to purchase economy-class housing can be exercised by a citizen one-time in relation to one residential property (Resolution of the Government of the Russian Federation dated 05.05.2014 No. 404).

Example

Citizen X. appealed to the administration of the city of V. to include her in the list of citizens who have the right to receive economy-class housing. In the application, citizen Kh. claimed that she had attached all the necessary documents, including a certificate of family composition, an extract about the absence of residential premises registered for her and her husband. However, during the consideration of her application, it was established that citizen X. had previously been married to citizen L, and under the last name L. was already a participant in the program and received housing. She was denied eligibility for the program.

The cost of economy class housing is determined by the provisions specified in the Decree of the Government of the Russian Federation dated 05.05.2014 No. 404. requirements are imposed on the price for economy class housing :

  1. The cost of the premises must be at least 20% lower than the market price in the given region.
  2. The maximum price of 1 m² of housing should not exceed 35,000 rubles.

Thus, the cost of housing provided under the ZHR program will differ depending on the participating region.

Conditions: who can apply for a subsidy.

Housing for Russian young families is subsidized under strict conditions.

In 2021, the following must be considered:

  • Age – up to 35 years inclusive.
  • The spouses must be legally married or the single parent must have at least one child.
  • Citizenship of the Russian Federation. In a married couple, only one person is allowed a different citizenship; the single applicant must be a citizen of the Russian Federation.

These are the main criteria that will be considered first.

Next, applicants are selected based on the following parameters:

  • Solvency. The family must have the funds to pay the rest of the rent. This could be a down payment, if it is decided to take part of it on a mortgage, or loan funds.
  • You can provide documents from the bank confirming the presence of savings, a 2-NDFL certificate (taken at work), if the salary is sufficient to repay the loans.
  • A family will not be able to participate in the program if it cannot provide the required documentation and confirm the availability of the remaining amount.
  • Needy status. If one of the family members has their own home and it complies with the standards under Art. 51 of the Housing Code of the Russian Federation (standard area per 1 registered person), then entry into the program will be denied.

Who has the right to purchase economy class housing?

The construction of economy-class housing is aimed at making it affordable to purchase housing for citizens who, for economic and social reasons, cannot buy it at market prices.

The opportunity to purchase economy-class housing is provided, in particular, within the framework of the “Housing for the Russian Family” program of the Russian Federation state program “Providing affordable and comfortable housing and utility services to citizens of the Russian Federation” (clause 1, Basic conditions and measures for the implementation of the program, approved by the Resolution Government of the Russian Federation dated 05/05/2014 N 404).

Which residential premises are classified as economy class housing?

The types and characteristics of economy-class housing are determined in connection with the implementation of the “Housing for the Russian Family” program (paragraph 1 of Order of the Ministry of Construction of Russia dated November 14, 2016 N 800/pr).

Economy class housing includes (clause 1 of the Conditions for classifying residential premises as economy class housing, approved by Order No. 800/pr):

1. A detached residential building with a total area of ​​no more than 200 square meters. m, which:

  • located on a land plot of no more than 1,500 square meters. m;
  • has no more than three floors;
  • intended for single family living.

2. An apartment with a total area of ​​at least 20 and no more than 150 square meters. m, which is located in an apartment building and is provided with engineering systems (electric lighting, water supply, heating, etc.).

3. A block within a residential building of a blocked development with a total area of ​​no more than 200 sq. m. m, which:

  • located on a separate plot of land with an area of ​​no more than 400 square meters. m;
  • has no more than three floors;
  • intended for single family residence;
  • has a common wall(s) without openings with the adjacent block(s);
  • has access to a public area.

Residential premises should not be recognized in accordance with the established procedure as unfit for habitation or located in an apartment building that is recognized as unsafe and subject to demolition and (or) reconstruction. The design and construction of economy-class housing must be carried out in accordance with the requirements of legislation on technical regulation, urban planning, fire safety, and ensuring the sanitary and epidemiological well-being of the population (clause 2 of the Conditions).

For the purposes of implementing the “Housing for Russian Family” program, a requirement has also been established for the price of economy class housing. Thus, the price of agreements for participation in shared construction of an apartment building in which this housing is located (agreements for the purchase and sale of residential premises), per 1 sq. m of total living space should not exceed the smallest of the values ​​- 35,000 rubles. or 80% of the market value of 1 sq. m of total living space (clause 3 of the Basic Conditions).

Note. The maximum price of such housing can be increased by up to 5,000 rubles. for 1 sq. m of the total area of ​​such residential premises in the prescribed manner (clause 3 of the Basic Conditions).

What categories of citizens have the right to purchase economy class housing?

The following categories of citizens have the right to purchase economy-class housing (clause 1 of the List, approved by Decree of the Government of the Russian Federation of October 25, 2012 N 1099):

1) registered as needing residential premises provided under social tenancy agreements, as well as citizens recognized as needing housing on the basis of Art. 51 of the Housing Code of the Russian Federation, but not registered as such;

2) having a provision of total living space per citizen and each family member living with him not exceeding the maximum size established by the regulatory act of the government body of the constituent entity of the Russian Federation - participant in the “Housing for the Russian Family” program, but not more than 18 square meters. m per person and 32 sq. m - for a single citizen. At the same time, the income of a citizen and members of his family and the value of their taxable property should not exceed the maximum value established by a regulatory act of the specified authority of a constituent entity of the Russian Federation;

3) living in residential premises that are duly declared unsuitable for living or are located in an apartment building recognized as unsafe and subject to demolition or reconstruction;

4) participants in state or municipal programs and other events who have the right to receive social payments (subsidies) for the purchase (construction) of residential premises at the expense of budgets of all levels;

5) having three or more children;

6) having one or more children, if the age of each spouse or one parent in a single-parent family does not exceed 35 years;

7) participants in the savings-mortgage housing system for military personnel;

8) having their main place of work in state authorities and local self-government, as well as in state and municipal institutions and organizations, state unitary enterprises, the activities of which have a certain focus (for example, educational organizations, healthcare, cultural, social protection institutions, scientific organizations or organizations scientific services);

9) having their main place of work in city-forming organizations; organizations of the military-industrial complex included in the consolidated register of such organizations; state research centers; organizations created by state academies of sciences (with the exception of social organizations); organizations participating in programs for the development of pilot innovative territorial clusters;

10) combat veterans;

11) having two or more minor children and being recipients of maternal (family) capital, provided that it is used for the purchase (construction) of economy class housing;

12) disabled people and citizens whose family members are disabled children.

In order to implement the “Housing for the Russian Family” program, a regulatory act of a constituent entity of the Russian Federation participating in this program may establish the right to purchase economy-class housing for all listed categories of citizens or one or more categories of such persons, and also provide for the preemptive right of citizens of certain categories to purchase economy-class housing (clauses 1.1, 1.2 of the Methodological Recommendations, approved by Order of the Ministry of Construction of Russia dated June 10, 2014 N 286/pr).

What are the conditions for purchasing economy class housing?

To be included in the list for the purchase of economy-class housing that has been built or is under construction, a citizen must not only belong to one or more categories of persons entitled to purchase such housing, but also meet certain conditions for inclusion in the list (clause 2 of the List).

Firstly, a citizen must be registered at the place of residence or have a main place of work (service) on the territory of a constituent entity of the Russian Federation, within the boundaries of which an auction was held for the right to conclude contracts for the comprehensive development of the territory, including the construction of economy-class housing (paragraph “b”) » clause 2 of the List).

Secondly, the following conditions must be met in total (clause “a”, clause 2, clause 3, List):

1) the citizen is not a member of a housing construction cooperative created for the purpose of providing residential premises to certain categories of citizens in accordance with the Law of July 24, 2008 N 161-FZ and the Law of October 25, 2001 N 137-FZ;

2) the citizen has not previously exercised the right to purchase economy-class housing in accordance with Law No. 161-FZ;

3) the total length of service of a citizen in state and local government bodies or organizations specified in paragraphs. “g” - “n” clause 1 of the List is three years or more. This condition applies only to categories of citizens who have the right to purchase economy-class housing due to their main job in government bodies and certain organizations (with the exception of organizations participating in development programs for pilot innovative territorial clusters). However, if there is an application from the head of a state authority or local self-government, the list may include citizens working at their main place in state authorities and local self-government in positions in the categories “managers” and “assistants (advisers)” of the highest group of positions in the state civil or municipal service ;

4) the citizen is a tenant (a member of the tenant’s family) of a residential premises under a social tenancy agreement or its owner (a member of the owner’s family) and at the same time:

  • the total area of ​​the occupied residential premises per each family member does not exceed more than 18 square meters. m is the size of the total housing area, calculated based on the norm for the provision of housing area under a social tenancy agreement, or
  • the number of rooms in a residential premises is less than the number of families living in it, regardless of the size of the occupied residential premises.

This condition does not apply to the category of citizens who have the right to purchase economy-class housing due to the provision of a total area of ​​residential premises not exceeding the established maximum size.

Subsidy amount: how it is calculated

You should not assume that the state will allocate most of it as a subsidy for an apartment. Therefore, you need to choose housing taking into account that the family has at least 75-80% of the total purchase amount in cash, or in a loan or mortgage.

Important! The amount of the subsidy depends on the estimated cost of housing, i.e. it doesn’t matter how much the seller asked for the apartment. The calculation is carried out according to the formula: standard price for the region per 1 sq. m multiplied by the estimated living space standard.

The first parameter sets each region. Naturally, in the capital it will be higher, but in remote cities and towns it will be minimal.

The second parameter is the standard for 1 person per square meter. meters. For 2 people it is 42 m2, for more than 3 people it is 18 m2.

According to clause 10 of the “Subsidy Rules...” a family without a child can count on 33% of the estimated housing price, and with children 35%.

The “Housing for the Russian Family” program (as part of the state program “Providing affordable and comfortable housing and utility services to citizens of the Russian Federation”) is aimed at improving the living conditions of families with average incomes.

The program provides for the construction of 25 million square meters in 2014–2017. m of total area of ​​economic class housing with all social infrastructure, as well as the sale of 460 thousand of such residential premises to established categories of citizens. The price of such premises per 1 sq. m of total area does not exceed the minimum value: 30 thousand rubles and 80% of the assessment of the market value of such housing, carried out in accordance with the Federal Law “On Valuation Activities in the Russian Federation”.

To implement the Program, government bodies of the constituent entities of the Russian Federation will need to adopt regulatory legal acts defining the categories of citizens who will have the right to purchase economy-class housing from among the following:

- having the provision of a total area of ​​residential premises per one member of a citizen’s family, not exceeding the maximum size established by a regulatory legal act of a government body of a constituent entity of the Russian Federation, but not more than 18 square meters. m per person, if the income attributable to each family member of such citizens and the value of property owned by such citizens and (or) members of their families living together with them and subject to taxation do not exceed the maximum level established subject of the Russian Federation;

- living in residential premises recognized as unsuitable for living, and in apartment buildings recognized as unsafe and subject to demolition or reconstruction;

- having two or more minor children and being recipients of maternal (family) capital, subject to the use of such maternal (family) capital for the purchase of economic class housing;

- having three or more minor children;

— provided for by Decree of the Government of the Russian Federation of October 25, 2012 No. 1099 “On some issues of the implementation of the Federal Law “On Promoting the Development of Housing Construction” in terms of ensuring the right of certain categories of citizens to purchase economy-class housing.”

The total income of such citizens and members of their families living with them must allow them to purchase economic-class housing, including with the help of a mortgage (loan), maternal (family) capital and (or) other forms of state and municipal support.

Within the framework of the Program, it is necessary to organize the provision of land plots with engineering infrastructure, create special tools for this purpose, determine financial sources and organizational form, determine the list of constituent entities of the Russian Federation - participants in the program, and also approve the basic conditions, criteria and requirements for the selection of land plots, developers and housing construction projects.

The program was developed in accordance with clause 11 of the list of instructions of the President of the Russian Federation for the implementation of the Address of the President of the Russian Federation to the Federal Assembly of the Russian Federation No. Pr-3086 dated December 27, 2013. The Government of the Russian Federation has been instructed to develop and approve by March 31, 2014, as part of the state program of the Russian Federation “Providing affordable and comfortable housing and utility services to citizens of the Russian Federation,” the “Housing for the Russian Family” program.

What to consider when choosing housing.

It is not always possible to buy the apartment you like.

  • You can choose in the region where the subsidy is provided.
  • You cannot buy from relatives.
  • Money passes only through the bank by bank transfer.
  • The economic class of housing is not important (economy, business).
