The government of Bashkiria has found a new option to save on guarantees for young, large families and families with disabled children. Kurultai deputies yesterday, in the first reading, adopted amendments to the law “On the regulation of land relations”, which will allow these categories of citizens to choose between a free land plot for individual housing construction and monetary compensation in the amount of 250 thousand rubles. According to the Ministry of Land and Property Relations, about half of beneficiaries will prefer money to queues for receiving a plot. However, the Cabinet of Ministers does not rule out that payments will have to wait a year or two. According to Kommersant-Ufa, even if half of the beneficiaries choose the money, the budget will save about 6 billion rubles on allocating plots for them.

Deputies of the Kurultai of Bashkiria yesterday unanimously adopted in the first reading amendments to the law “On the regulation of land relations” introduced by the Ministry of Land Property. In the new version, the law will allow several categories of beneficiaries (young families without housing, large families and families with disabled children) to choose between the right to a free land plot for individual housing construction and a one-time payment of 250 thousand rubles.

Why did Radiy Khabirov draw attention to the topic of population outflow and declining birth rates in his annual message?

Deputy Minister of Land and Property Relations Dmitry Suslin, presenting the draft amendments, admitted that municipalities had problems with the allocation of free plots for beneficiaries. Most of the allocated areas are not provided with infrastructure - networks and roads, the construction of which takes at least three years. In some municipalities, for example in Ufa, there are no free plots, so the authorities allocate them in neighboring areas, for example Karmaskalinsky and Blagoveshchensky. Some of the families who received free land without networks sell it, according to Mr. Suslin, at a price not exceeding 200 thousand. He is also sure that many residents of Ufa are “waiting for this payment,” and approximately half of the beneficiaries will prefer the money to the queue for a plot.

Some neighboring regions, for example the Orenburg region and the Perm region, adopted similar amendments to the law, providing for compensation of 210–220 thousand rubles. “We will have relatively the largest compensation,” the deputy minister boasted, adding that the payments will be provided by the republican budget. At the same time, it followed from his report that payments to beneficiaries will probably also have to wait. If everyone in line for a plot applies for them, the process will take a year or two.

According to information from the Kurultai and the Ministry of Land Property, as of January 1, more than 15 thousand families of beneficiaries were in line to receive free plots in the republic, of which 13 thousand were young and large families, 2.4 thousand were families with disabled children. About 6 thousand families in this category live in Ufa. In 2021, municipalities allocated 5.1 thousand plots to beneficiaries, that is, about a quarter of what was needed. Since 2021, about 38 thousand families have received plots. But only 11 thousand of them have started construction. Only 22 thousand of the allocated plots were provided with electricity, 5 thousand - water, 5.7 thousand - gas, dirt roads - 21.6 thousand, asphalt roads - 176 plots. About 2 thousand plots were resold. 3.2 thousand families refused the benefit due to the remoteness of the plots and lack of money for construction. According to the Ministry of Land Property, it will take about five years to fully provide infrastructure to the allocated areas. The State Committee for Construction of the Republic told Kommersant-Ufa that the costs for these purposes are estimated at 24 billion rubles.

In 2021, the republican authorities, as reported by Kommersant-Ufa, have already significantly limited the circle of beneficiaries entitled to receive free plots. They excluded from it large families who already have housing. At the same time, for the first time, a proposal was made to replace plots with monetary compensation, although the amount discussed was 100 thousand rubles.

According to the head of the Ufa region, Vilory Ugarov, the construction of networks for each land plot costs an average of 1 million rubles.
