Russian regions independently establish requirements for maintaining peace and quiet, as well as responsibility for violators. There is no federal quiet law in 2021. There are only Rospotrebnadzor requirements for the level of permissible noise at night and during the day, which are valid in all regions of the Russian Federation.
In the Leningrad region, norms on maintaining peace and quiet are included in the local code of administrative offenses. The articles of this code can be called the “law on silence” in the Leningrad region in 2020-2021. The official text of this document can be downloaded here. Law on silence and norms in the Russian Federation
Federal Law 52-FZ states that apartments must comply with SanPiN standards. It also regulates the concept of day and night time throughout Russia. According to the law, daytime is the period from 7 a.m. to 11 p.m.
In turn, SanPiN standards regulate the maximum permissible noise for residential premises:
- During the day in apartments – 55 dB.
- At night – 45 dB.

The document officially establishing how much noise can be allowed in the Leningrad region is the regional law “On Administrative Offenses” dated July 2, 2003 No. 47-oz. Additions were made to it on December 29, 2018. Therefore, from January 1, 2021, the document is working in a new edition, but the changes did not directly affect Article 2.6 Violation of the peace and quiet of citizens (the edition is still in force in 2017).
National standards for noise levels are set out in SanPiN 2.1.2.2645-10. Compliance with these sanitary rules is obligated by Article 23 of Law No. 52-FZ of March 30, 1999 “On the sanitary and epidemiological welfare of the population.”
According to federal regulations, nighttime noise prohibitions are:
- between 23:00 and 7:00 the next day.
Depending on the specifics, each region has the right to adjust the night silence regime for itself, but only in the direction of tightening.

Noise law in the Leningrad region
Regional legislative assemblies can change the silence regime. Changes in the direction of tightening the Federal Law are allowed. It is not allowed to make amendments to the norms of silence in the direction of weakening the Federal Law.
In the Leningrad region, on weekdays the noise law does not correspond to the federal one. We also previously added a quiet hour during the daytime. On Saturday, Sunday and holiday weekends, the quiet time in the region also differs from the Federal Law.
The region's law on excessive noise can be called quite loyal. Although it has a “quiet hour” during the day for noisy and repair work.
Exceptions to the General Rules
According to the Law, during silence in St. Petersburg from 2021, some exceptions are allowed:
- holding cultural events, subject to agreement with the administration of St. Petersburg;
- removal and cleaning of snow in the adjacent areas of apartment buildings;
- religious services;
- measures to eliminate the consequences of natural disasters and accidents;
- actions to ensure the safety of citizens.
The right of citizens to use pyrotechnics and non-observance of the hours of silence on New Year's Eve (from 11 pm to 4 am) is also separately established.
In other cases, non-compliance with the St. Petersburg Law on Noise is classified as an administrative violation and is punishable by a monetary penalty in the amount of:
- 500-5000 rubles for citizens;
- 25,000-50,000 rubles for officials;
- 50000-200000 for legal entities.
If the noise limit was exceeded due to the use of pyrotechnics, the fine increases by 1,000 rubles for individuals.
Also in St. Petersburg, the amount of monetary penalties adjusted for repair work has been established:
- 1000-3000 rubles for individuals;
- 5000-10000 rubles for officials;
- 10,000-30,000 rubles for legal entities.
How much noise can you make in the Leningrad region?
The law on silence in the Leningrad region in 2021 determines the interval on weekends when you can listen to music loudly in an apartment building, make noise and shout in an apartment or on a summer cottage.

The law, as amended on April 28, 2021, states: on weekdays you can make noise from 8 a.m. to 9 p.m. Repairs and drilling can be done at the same time, but with a certain two-hour break. This norm also applies to summer cottages.
On weekends, which are Saturday and Sunday, and holidays, the hours of silence in the Leningrad region should be increased. You can be noisy from 10 a.m. to 10 p.m.
Repairs or drilling are allowed on Saturday, but a quiet hour must be observed.
On Sundays and holidays it is prohibited to disturb the silence with construction. The dacha is no exception. This is interpreted as the right of any citizen to rest and peace.
When is it allowed to make noise?
Every rule has exceptions. The law on silence may not be observed in the following cases:
- Elimination of accidents that disrupt the integrity of communications and threaten the safety of residents of an apartment building. For example, a gas leak or a broken heating pipe. It is clear that restoration work sometimes continues late at night and on holidays.
- Elimination of the consequences of natural disasters and emergency situations - here it is unlikely that anyone would think of complaining about the inappropriate time of day for rescuers and other services to work.
- Prevention of crimes and offenses by relevant authorities and services.
- Church events and ceremonies - religious processions, services.
- Planned events - rallies, parades, demonstrations.
- Operation of snow removal equipment is allowed at any time of the day, even at night.
- New Year's celebrations - noise allowed all night until 6:00 am.
From when and until when can you drill and make repairs in the Leningrad region
The law of the Leningrad region on silence must not be violated during repair work. You can make repairs or drill in an apartment or in summer cottages on weekdays from 8 a.m. to 9 p.m. On Saturday – from 10 to 22.
Repair in an apartment building
Recent changes to the law provide for a daily “quiet hour” for any noisy work. These also include repairs, drilling, and unloading of building materials. It lasts every day from 13:00 to 15:00.
Noisy repairs should not be carried out:
- during "quiet hour";
- on Sunday;
- holidays.
Quiet hour in an apartment building
The Leningrad Region law on silence includes the following actions as violations:
- the use of sound-producing devices with or without amplifiers, including those located on cars, in shops, catering facilities and entertainment establishments;
- playing musical instruments, shouting, whistling, singing;
- failure to turn off a tripped car alarm;
- construction, loading and unloading, repair, and excavation work.
The law on silence in the Leningrad region prohibits making noise:
- in residential premises in apartment buildings;
- in common areas in apartment buildings (stairwells, elevator cabins);
- in local areas;
- on playgrounds and sports grounds located inside microdistricts;
- in kindergartens, in orphanages, in children's health camps;
- in homes for the elderly and disabled, in hospitals, in rest homes;
- in places of temporary accommodation of vacationers (tourist centers, campsites);
- in hotels and hostels;
- in areas where gardening or horticulture is carried out (this is a new norm that appeared in 2021, from March 29).
According to Article 1.9 of Law No. 47-oz, protocols on administrative offenses provided for in Art. 2.6 of Law No. 47-oz, are authorized to constitute officials of local government bodies, including those who are members of the administrative commission of the municipality.
The commission considers a case of an administrative offense within fifteen days from the date the commission receives the protocol on the administrative offense and other materials of the case. According to the law, making noise is prohibited from 23:00 to 7:00 on weekdays and non-working days declared by the President, from 22:00 to 10:00 on weekends and non-working holidays, as well as from 13:00 to 15: 00 any day. Violators face a fine of 500 to 1 thousand rubles, officials - from 2 thousand to 5 thousand rubles, legal entities - from 10 thousand to 15 thousand rubles.
Effect of the law
The law on silence in the Leningrad region applies to houses and apartments, summer cottages, gardening (SNT), preschool educational institutions, medical and educational centers. Residential areas are also regulated by a silence ordinance.

You need to understand that after a hard working week, any person needs a break for full recovery without unnecessary noise from the outside. Silence is one of the main factors in calming the nervous system.
In the Leningrad region, the law on silence in an apartment building or on a summer cottage in gardening has the same force.
Noisy neighbors should not violate it, taking into account the rights of citizens living nearby.
There is no need to make noise, sing songs in the countryside, do repairs or drill in the apartment at night. According to the law, such administrative violations are subject to a fine.
The only exception to the rule is New Year. On this night in the Leningrad region it is allowed to make noise, set off firecrackers, and listen to music loudly until 4 am.

What is noise?
The law describes what exactly should be understood by the word “noise”. In particular, this capacious concept includes sounds such as:
- The use of technology that reproduces sounds at increased volume. This is absolutely any equipment - computers, TV, tape recorders and much more.
- Loud sounds coming from retail outlets, as well as public catering places located on the street near a residential building or on the first floors of this building. The same sources of noise include cars parked near houses; they often also make loud sounds - music, car alarms going off.
- Loud screams, whistling, singing, playing musical instruments.
- Use of pyrotechnics at any time except New Year's Eve.
- Repair work, construction, especially working with power tools.
- Loading and unloading operations, if they are accompanied by loud sounds.

Let us remind you that on June 8, 2021, amendments to the silence regime were adopted. They provided for a “quiet hour” for noisy household and construction work. In the Leningrad region in 2021 it lasts from 13 to 15 hours daily.
Difficult questions
The law on silence in St. Petersburg in 2020-2021 does not establish a “quiet hour”. Although a break for sleep and rest during the day is necessary for both children and the elderly, and proposals for its introduction have repeatedly arisen, it is not yet enshrined in law.
Often citizens do not have a clear idea of where to complain about noise. The situation is complicated by the fact that the authority to draw up protocols on administrative cases related to disturbances of peace in St. Petersburg belongs to the employees of the law and order committee, and not the police. Nevertheless, when neighbors do not allow you to sleep at night, it is necessary to call the police so that their employees can stop the crime.
If residents in the neighborhood are rowdy regularly, you should write a statement to the local commissioner.
If the cause of concern is noise generated by the activities of a legal entity (shop, office, cafe, taxi rank, etc.) and is of a permanent (regular) nature, then the complaint should be sent to Rospotrebnadzor.

- if there is noise from engineering equipment or ventilation , contact the Rospotrebnadzor Office or online* at the electronic reception;
- if the noise comes from retail facilities built into apartment buildings or attached to apartment buildings, from 07:00 to 23:00 - contact Rospotrebnadzor, including online* through the electronic reception. What noise standards are acceptable?
There are concepts of equivalent and maximum sound level. Equivalent is the sound level of constant noise, which is measured over a certain period of time, maximum is the highest sound level over a certain period of time.
It is important to remember that repair work must be completed within the stipulated time frame. In some regions it is 3 months, in others it is 4 or even five. During the repair period, the noise emitted should not exceed 40 dBA. A tool that is too loud or vibrating should not be used.
