Our neighbor often walks his dog without a muzzle. It’s not that I’m against the animal, but there are a lot of children in the yard, and the dog is a fighting breed. When the man was reprimanded, he reacted extremely aggressively, advising him to watch his children, and not his dog. As a result, I and several other mothers faced a completely logical question: where to complain about an obvious violation.

  • walk pets in specially designated areas;

  • transport an animal in public transport, but only if you have all the equipment;

  • let your dog off the leash in special areas for walking animals.

When can others file a police report?

This may be in the following cases:

  • walking the animal in prohibited places without the necessary equipment;
  • the dog attacks other animals or people;

Regulations on keeping and walking dogs are prescribed in the Criminal Code of the Russian Federation. There are several nuances that need to be taken into account:

Previously, Kirov had its own municipal rules for keeping dogs and cats, but they were canceled by a decision of the City Duma in December 2021. Therefore, now walking pets in Kirov is regulated only by the Rules for keeping dogs and cats in cities and other populated areas of the RSFSR. This document was adopted back in 1981, but, according to employees of the Veterinary Department of the Kirov Region, it is still in force.

If followed, the dog owner must walk his pet on a short leash or with a muzzle. This measure is intended for the safety of both those around and the animal itself - products that could harm it will not get into the pet’s mouth through the muzzle. The Rules for Keeping Dogs and Cats do not regulate the punishment for such a violation. Previously, the punishment was prescribed in the local law “On Administrative Liability in the Kirov Region.” Article 4.4 stated that walking dogs in populated areas without leashes and muzzles, as well as leaving them unattended by their owners, entails a warning or the imposition of an administrative fine in the amount of 1,000 to 3,000 rubles. However, the article became invalid in June 2021.

But do not despair: administrative liability for such a violation is prescribed in the Code of the Russian Federation on Administrative Offenses. Thus, Article 10.6 of the Code of Administrative Offenses provides for punishment for violation of animal quarantine rules or other veterinary and sanitary rules (these include the Rules for keeping dogs and cats in cities and other populated areas of the RSFSR). Penalties for citizens under this article range from 500 to 1000 rubles.

To bring the offender to justice, you must contact the police with evidence (preferably a photo or video). The police will establish the identity of the dog's owner, interview witnesses, and then send all materials for consideration of the case on the merits to the veterinary department of the Kirov region. There they will draw up a protocol and impose a fine under Article 10.6 of the Code of Administrative Offenses of the Russian Federation.

The amount of the fine is determined individually depending on the severity of the offense committed and the region of residence of the dog. For example, in Moscow such fines are much higher than in the regions or abroad.

Where to file a complaint?

Citizens suffering from violations of current legislation are interested in the question of where to complain about a dog without a muzzle. It happens that a person sees that another citizen is walking his animal without a leash and muzzle, however, he has no idea what authorities should contact in order to achieve a result.

You should contact local authorities with a complaint, but to ensure that the complaint is not unfounded, it is best to confirm it with photographs, video footage or collect signatures from other residents.
