From June 1, new standards for ODN will come into effect in all regions of Russia. Each region has its own. The size of the rent directly depends on these standards. Utility customers will receive updated receipts in June.

Why are standards needed for ODN?
Subjects of the Russian Federation set standards for ODN in order to solve the problem of opaque receipts. Non-transparent is a receipt according to which consumers of a residential complex pay for the excessive consumption of water, heat and electricity, which are used to maintain the common property of the apartment building.
In fact, payment of excess ODN is the responsibility of management organizations. For example, in a month the house spent 180 cubic meters of water against the standard of 120 cubic meters. In this case, the difference is paid by the management organization from its own funds.
Standards are established by a calculation method for each specific house: in this case, everything that the house consumes is calculated (RF Regulation of May 23, 2006 N 306). This is what they did in the Republic of Karelia.
Here, the standards for ODN, which come into force on June 1, 2017, are lower than the previously effective standards for the consumption of utility services for general household needs. This happened because the standards did not include losses in in-house engineering systems.
For several months, the Ministry of Construction of the Republic of Kazakhstan, together with local governments, collected initial data on utility resources consumed in houses. The department created a working group to resolve current issues, held round tables, communicated with public organizations and veterans' councils.
Sometimes constituent entities of the Russian Federation make their life easier and take average values as the basis for calculations without relying on real indicators in a separate apartment building. Thus, a single standard is applied to all houses in the region.

As for water, which, by the way, includes sewerage, the law also affected this part of public services. But it should be borne in mind that the calculation is made for both hot and cold water, and the cost of these units is different. This is because more energy is required to produce hot water.
In addition, the cost of the utilities in question depends on the availability of common house meters. If there is, ODPU is something that greatly simplifies your calculation task, and utility companies will not be able to greatly inflate the cost of their services. But that doesn't mean they won't try. Nevertheless, payment, even if inflated, will have to be made.
Here are the formulas for calculating one tax for water:
- If there is a counter:
(Indications of ODPU - Consumption in common premises - Consumption of IPU - Consumption according to the standard) * Apartment area / Area of all apartments in the house
The principle of operation is such that even if a person consumes little water, but has a large apartment, the payment will be higher than for a person whose apartment consists of one living room.
- If there is no communal meter:
Consumption standard * Area of common premises * Area of apartment / Area of all apartments in the house
The formula under consideration, in fact, can be used to calculate both cold and hot water, just slightly different numbers will be indicated in the calculations to emphasize the difference between the services of providing cold and hot water to the house. So, as you can see, little has changed for users, except that the abbreviation ODN was removed from the payment system, and the cost itself has increased several times.

The introduction of amendments to the Housing Code of the Russian Federation regarding the accrual of ODN since 2017 has caused quite a lot of noise. And although this topic was not particularly exaggerated anywhere in the media, a certain confusion arose for ordinary citizens. What general house charges they will no longer pay, what the management company will pay, and where to look for charges for common house charges in the payment slip.
In this regard, the Ministry of Construction of Russia issued clarifications on the accrual mechanism, and most importantly, a clarification that the new payment for one-hour rent in the housing maintenance column should not exceed the standard. Thus, the document states that the size of one tax allowance when included in a housing service cannot exceed the standard compared to the standard as of November 1, 2021.
Where to look at the new standards and how much they are now
Look for new standards for one-way service on the website of the Ministry of Construction of your region in the “Documents” section or on the website of the Tariff Committee. If you cannot find the updated regulations, call your local government reception desk and they will be able to help you.

What is ODN and how is it calculated?
The full name is General Household Needs. For example, one apartment building is served by standard services. Resolution 354 regulates the procedure for paying utility bills both for a specific owner and for non-residential premises. This includes;

- Hot and cold water.
What is included in the general needs of an apartment building?
The amount of payment for the consumption of electrical energy includes the calculation of lighting of an apartment building and its surrounding area. This includes basements, stairwells, attics, provision of automatic locks, smoke removal systems, fire automatics, and so on.
The procedure for calculating electricity for general house needs
There is a formula for calculating one electricity charge for each specific room. For example, for apartment number one it is calculated as follows. The total consumption of the house minus the total consumption of all owners and minus consumption in non-residential premises is multiplied by apartment number one and divided by the total area of the building.
Similar calculation rules are given in Resolution No. 13. The rules for the provision of utility services to residents and owners of residential premises in the building are also indicated. They were approved in the decree of the Government of the Russian Federation of 2011 (law number 354).
What's next
The Ministry of Construction of the Russian Federation is currently working on two bills; we will tell you more about them when they pass the third reading in the State Duma of the Russian Federation. The first bill proposes to establish priority for ODPU indications over regional standards.
The second bill is to exclude sewerage from general household needs. The Ministry of Construction of the Russian Federation believes that the actual volume of water consumption required for the maintenance of common property is almost impossible to calculate. Because owners can use water without accounting for watering lawns or washing sidewalks, this water cannot be counted automatically.
What is ODN and what does it include?
Please tell me what Rules will be used to calculate the payment for one-time tax from 01/01/2021. Indicate, if possible, the points of these Rules. Neither the Housing Code of the Russian Federation, nor Rules 491, 306 contain methods and formulas for calculating payment for one-time taxation. Rules 354, the only ones containing formulas for calculations, are also not suitable, since ODN is not a public service.

If services for general house needs do not meet quality requirements, there are interruptions that exceed the established maximum, and also during the period of repairs that caused the suspension, the amount payable is subject to recalculation, up to its complete cancellation. This rule applies to cases of service suspension if a common metering device is not installed. The calculation is made based on the duration of the break and utility standards established for residential and technical premises.

Now they are installed in most apartment buildings. So far, the changes apply only to cities of federal significance - Moscow, St. Petersburg and Sevastopol.
But the standards were not updated in all regions, and some housing companies, taking advantage of the innovations, did not reduce the payments of their residents, but increased them. The letter explained that if a building has common meters installed and the actual resource consumption is less than the established standards, residents pay according to the meters. If the consumption according to the meters is higher than indicated in the standards, residents pay only a fixed amount of the norm, and the management company pays for the excess.
