When registering an inheritance, it is necessary to determine the value of property assets, including real estate. For the purposes of inheritance, the legislator allows citizens to determine by what cost indicators the state duty will be calculated. A certificate of inventory value of an object indicates its price taking into account standard wear and tear and the residual value.

The floor plan contains a drawing of the premises, and the explanation to it defines information about the parameters of the property (including the size of the total and living area). Obtaining a floor plan with an explanation may be required to draw up a redevelopment project and have it approved by the authorized bodies. Please note that changes after redevelopment work can only be recorded by drawing up a technical plan and submitting it to Rosreestr for cadastral registration. BTI bodies do not have the authority to prepare technical plans; these functions are performed by a cadastral engineer (the BTI staff may also include cadastral engineers, in which case they can draw up a technical plan).

To prepare project documentation, you may also need a copy of the technical passport of the premises. In this case, the document will contain a floor plan with an explanation, as well as an address plan. An extract from the technical passport in form 1a includes information about the area, number of storeys, date of construction of the building, materials of walls and ceilings. The certificate in form No. 5 indicates data on the depreciation of the object (building, residential or non-residential premises), information on engineering communications or their absence, the date of commissioning of the object, etc.

Certificate in form No. 11 contains information about private households. Its receipt may be associated with the need for major home repairs, redevelopment or reconstruction, expansion of living space, etc. Certificates of address identifiers contain data on the assignment of a postal address to an object, renaming of streets in populated areas, etc.

Why is paper needed?

BTI is considered a representative office of Rosreestr. The issued papers confirm the presence or absence of real estate in a particular person. Moreover, the property must be registered in ownership. Information about an object can be obtained in any region of the country from the national cadastre. The regional authority provides information only for its region.

The document is provided to the applicant even if there is no property. BTI certificate is a single type of paper indicating the legal ownership of property. The document provides strict reporting, so it is drawn up for legal transactions.

A proof of housing availability is needed for:

  • registration of privatization;
  • purchasing a mortgage;
  • receiving a subsidy;
  • making other transactions.

A real estate document may have a different validity period, it all depends on the purpose. This period ranges from 1 year to 5 years. The technical passport has no restrictions on its validity period.

The BTI contains and issues, at the request of citizens, various accounting and technical data on all real estate objects in its area. But for an apartment purchase and sale transaction, it is enough for us to know about the following documents (certificates) from the BTI:

Technical certificate

The technical passport of an apartment is a document on several pages that contains technical and address registration data. It includes a floor plan of the apartment, an explication and an address plan.

BTI certificate form 1-a

A BTI certificate in form 1-a is simply an extract from the Technical Data Sheet of the apartment, made on an approved form. It provides a brief technical description of the property, its functional purpose, address of the property, and information about the owner of the property.

Cadastral passport

The cadastral passport of an apartment is an extract from the State Real Estate Cadastre (GKN), containing information necessary for all types of registration actions with the apartment.

Certificate of inventory value

A certificate of inventory value of an apartment is a certificate indicating the residual book value of the apartment, taking into account its current wear and tear. This conditional value has nothing to do with the market price of the apartment.

Certificate of address compliance
