Receipt procedure
The execution and issuance of the document is the responsibility of the BTI service. Important - you must contact the BTI at the actual location of the structure.
To obtain a registration certificate you will need a specific list of papers:

All listed papers must be submitted according to the list. Otherwise, in the absence of at least one of the documents or its non-compliance with the current norms of Russian laws, may be a reason for refusal. Why do you need a technical passport for a building?
Doubts about the reliability of the transmitted data in the passport arise among government agencies only if the document is more than five years old. Therefore, it is recommended to renew your passport every five years, since significant and not so significant changes could occur during this time. Any nuance can seriously affect the inventory value of an object.
You can receive a document only after an inventory, which is carried out by a special employee of the bureau. Preliminary registration of a passport at the construction stage is allowed, but the entered information will need to be updated after the completion of construction work, before the building is put into operation.
Energy passport classification
- The energy passport of an organization (legal entity) includes Appendices 1 – 34 to the Order of the Ministry of Economic Development of Russia dated May 25, 2020 No. 310 “On approval of the requirements for conducting an energy audit, the results of an energy audit.” The energy passport contains energy saving measures and forecasts of energy consumption for the next 5 years, starting from the year in which the energy passport was developed.

Technical passport of a building and structure, development and preparation of a technical passport
The technical passport of a building is a document containing the main technical characteristics: year of construction, length, width, height, construction volume, and the passport also specifies the interior decoration of the building, construction materials, such as the foundation, walls, ceilings, etc.
According to the current legislation of the Russian Federation (384-FZ of the Russian Federation “Technical Regulations on the Safety of Buildings and Structures” dated December 30, 2009) and Resolution No. 921 dated December 4, 2000 (last edition dated August 21, 2010), the presence of this document is mandatory. This law refers to GOST R 53778-2010 “Buildings and structures. Rules for inspection and monitoring of technical condition", which indicates the mandatory established form and content of this passport. According to order No. 1047-r, this GOST is mandatory. In the first edition of the above-mentioned federal law (Article 6 384-FZ of the Russian Federation), building owners are required to issue a cadastral passport; subsequently, the latest edition of the law has appendices that contain a reference to regulatory documents obliging owners to issue a passport of a building and structure, or rather ( according to GOST) registration takes place based on the results of the survey, or clarification of the construction passport, if it was drawn up earlier. Also, an owner who has a technical passport for his property and wants to receive a cadastral passport for a building or structure must know and understand that these are two completely different documents that are not interchangeable and are not synonymous.

All technical documentation for the commissioned building: approved technical design (design specification), working drawings, data on the hydrogeological conditions of the development site, acceptance certificate for operation with documents characterizing the materials used, conditions and quality of work on the construction of objects, acts on hidden work, as well as information about deviations from the project and deficiencies by the time the facility is put into operation, must be stored completely in the technical archive of the operating organization.
The passport is filled out in a single form accepted in the industry and consists of a descriptive part and annexes. The descriptive part gives: year of construction, cubic capacity and area of the object and its parts, length and other data on structures, expanded areas of elements requiring periodic painting, structural characteristics of parts and elements of the building and structure, etc.
CONTENTS PASSPORT OF THE CONSTRUCTION SITE
A construction project passport is a mandatory element of every project under construction; its availability is specified in the legal requirements.
The passport is a shield or banner that contains basic information about the construction site - the contractor, the start and completion dates of the work, the purpose of the object, etc. The passport must be placed in such a way that anyone can study the information contained in it.
Each construction passport must contain the following information:
- The name of the object and the work that is being carried out on this site.
Example: Carrying out work on the construction of the Spartak children's sports school at the address: St. Petersburg, st. ______, d. ___.
- Customer. Example: St. Petersburg State Institution “Capital Construction and Reconstruction Fund”
- Customer contact details. Consist of the full name of the contact person, postal code, address, telephone number and other means of communication (fax, e-mail, additional number).
- Contractor. Example: Stroyremont LLC.
- Contractor contact details. Similar to customer data: full name, zip code, address, phone number, etc.
- Responsible for carrying out the work. If this is more than one person, list information about the main ones: full name, position, phone number.
- Start and end dates of construction. Only the month and year are indicated. If the schedule shifts significantly, it is necessary to change the data on the passport.

- image of the future building in the form of a diagram, general plan or computer visualization;
- number assigned to the building permit;
- traffic patterns throughout the facility;
- additional contact information.

Technical passport for buildings and structures sample

Maintaining a passport of the technical condition of buildings and structures
The form of the Certificate of Technical Condition of a building and structure is filled out by its owner (the head of the organization) based on the data of a complete survey and determination of the technical condition of the building and structure with the participation of a representative of the specialized organization that conducted the survey.
Changes in the technical condition of the object, recorded by inspections subsequent to certification, are entered into the Passport in the form of additions indicating the date of the inspection and certified by the signatures of the owner of the object, the person responsible for the inspection (as a result of which these changes were discovered), and a representative of the territorial body of Gosgortekhnadzor.

And finally, the act should be drawn up very carefully, trying not to overlook anything and avoid making mistakes. One should not discount the possibility that in the future this document may become a reason for one of the parties to go to court (for example, if some damage that was not discovered during the inspection and caused an accident is suddenly revealed).
If this is the acceptance of a newly built structure, then the commission includes representatives of several organizations that participated in the construction. And if a building is inspected that has long been owned by some organization (for example, after winter and spring flooding), then the commission will consist of employees of the enterprise.
