Every owner of a land plot should know that the land has a cadastral value.
Its size affects the formation of land tax , and is also necessary when completing a number of legal processes.

It is issued free of charge and is for informational purposes, although it is an official document.

Its main purpose is to report the real value of the site, determined by specialists during its assessment.

When is this document required?

A document informing about the price of land is required in the following cases:

  1. When selling or buying real estate. A cadastral certificate will help both parties: the buyer will legally be able to set the price of the plot, and the seller will understand the correspondence of the characteristics of the purchased object to its value.
  2. When insuring property . The amount of the insurance premium directly depends on the estimated value of the property, which is influenced by the presence of communications and buildings, the degree of their deterioration, and the condition of the site itself.
  3. When registering land as collateral for a loan . The amount the bank lends also depends on the estimated value of the collateral being deposited.
  4. When concluding a gift agreement . A person purchasing real estate as a gift is required to pay a state fee, the amount of which depends on the cadastral value of the property received.
  5. When restoring lost documents for a property.
  6. When carrying out any construction or repair work on the site, laying communications.

Cost of cadastral passport

Cadastral passports were issued on a paid basis. The fee in 2021 was 200 rubles. Payment was made according to the details of Rosreestr. The fee for an electronic cadastral passport was less - 150 rubles.

What information does it contain?

The certificate of cadastral value of land has no legal force and is for informational purposes only .

Duration of the cadastral passport

The validity period of a cadastral passport for a residential building or apartment was one year. The validity period of the document for a non-residential building was no more than 5 years. However, if any changes occurred to the property (for example, redevelopment of an apartment or reconstruction of an object), it was mandatory to obtain a new passport. It indicated new characteristics of the object.

Reasons for receiving

The basis for obtaining a cadastral certificate about the value of a land plot is a request from an individual or organization . Moreover, in accordance with Russian legislation, the author of the application does not have to be the owner of the land plot.

Cadastral passport of the plot

The cadastral passport of a plot contains its main characteristics, including area and coordinates. The document was required when forming a new plot, for conducting major transactions with land. In order to obtain a cadastral passport for a plot, you had to:

  • order cadastral works, determine the coordinates of the site;
  • obtain a boundary plan for the land from a cadastral engineer;
  • register the land with Rosreestr;
  • obtain a passport for the plot with a cadastral number and characteristics.

The same procedures were carried out if areas were combined, divided or allocated. The cadastral engineer received the bulk of information about the site. One of the main types of work for this was determining the coordinates (characteristic points of the boundaries).

Do you need a cadastral passport for land now? To do this, let us turn to the main regulatory act in the field of cadastre - Federal Law No. 218-FZ. There is no mention of cadastral passports. Registration with Rosreestr is carried out exclusively according to technical and boundary plans, and in order to be deregistered, an inspection report must be submitted. Rosreestr also does not issue a cadastral passport after registration is completed. The owner will receive an extract from the Unified State Register of Real Estate, which is both a legal document and a technical document.


The technical plan is one of the main documents for cadastral registration. Its form is approved by Order of the Ministry of Economic Development No. 953.

Where can I get it?

This can be done in several different ways. Each applicant has the right to independently choose the path that is most convenient for him.

  1. State Register . You need to contact us here in person. Moreover, to the department to which the land plot of interest belongs. For example, if the applicant lives in Moscow, and the property is located in Balashikha, then the request should be made to the Balashikha branch of the State Register.
  2. Post office . A registered letter containing certified copies of all necessary documents and an application should be sent to the head of the State Register department to which the plot of land belongs. In a response letter, the organization will send a completed certificate or invite you to a certain time when you can pick up the finished paper. The disadvantage of this method is that the applicant may not attach a complete list of documents or make a significant mistake in the application, which will entail the need to submit a second request, and therefore delaying the deadline for obtaining a certificate.
  3. Multifunctional Center . You can make a request to the MFC, whose specialists will forward the documents to the desired structure and then pick up the finished paper. Obtaining a certificate in this way will take several days longer than if you contact the State Register office in person.
  4. Internet . A certificate of the cadastral price of real estate can be requested on the State Services website. This is quite easy to do. Find the “Services” section, and in it the subsection “Apartment, construction, land”. From the proposed list of services, select the one you need. Fill out the intuitive form, attach scans of the required documents and submit your request. When the certificate is ready, it will arrive in a response letter.

If you need to get a paper about the price of a land plot quickly, then contact the State Register office directly. After all, in any case, it will be this organization that will handle its registration.

How to obtain a cadastral passport

It was possible to order a cadastral passport only until the end of 2018. It is impossible to do this now. Federal Law No. 218-FZ () does not contain any mention of cadastral passports. At the initial stage, the registration of cadastral passports was carried out by BTI institutions. But in 2013, the first amendments were made to the legislation, after which Rosreestr began to issue cadastral passports.

The list of mandatory documents for obtaining a cadastral passport included:

  • application for cadastral registration and/or registration of rights, for issuing a passport;
  • boundary plan for a site or technical plan for capital construction projects, residential and non-residential premises;
  • power of attorney for a representative (if necessary);
  • certificate of registration of rights to an object or rights to inheritance, or an extract from the Unified State Register of Real Estate;
  • documents confirming the grounds for the allocation and formation of a site (for example, a resolution of the local administration);
  • applicant's passport, legal registration documents. faces;
  • receipt of payment of state duty.

If necessary, you could submit an application to Rosreestr and order a duplicate of the cadastral passport. To do this, an application was submitted indicating the unique cadastral number of the plot or object.

Production time and how much it costs to order

In accordance with Russian legislation, there is no fee for issuing a cadastral certificate .

The period during which the responsible body must provide the applicant with the relevant information is also legally established - from three to five days.

However, it should be borne in mind that the countdown of this period begins only from the date when the State Register department received all the necessary documents and the completed application. Therefore, if you submit a request to an intermediary organization (Russian Post, MFC, government services website), be prepared for the fact that the period for issuing a certificate will increase.
