Cost Questions and answers When to order GPZU Registration stages
An urban planning plan for a land plot (GPZU) is the documentation required for the construction of any capital facilities, including residential buildings, outbuildings, medium and large infrastructure facilities (garage, parking lot, etc.). In fact, any structure the construction of which was started before the registration and receipt of the GPZU is illegal and subject to demolition.
In some cases, owners of illegally constructed objects manage to legalize them after the fact. But even in these situations they have to pay significant fines. That is why the preparation of an urban development plan is the main goal of any private or legal entity wishing to organize construction on a land plot.
It is worth noting that issuing this document takes a significant amount of time and involves a lot of paperwork. But if you wish, you can receive documentation without unnecessary time losses if you decide to order an urban planning plan for a land plot from professionals. Specialists of the City Cadastral Bureau in Moscow will help you prepare the necessary papers and execute this document as soon as possible. We also assist in obtaining a GPZU in the Moscow region for issuing a building permit on a site for individual housing construction and in other cases.

How to obtain a GPZU in the MFC “My Documents”
To obtain a GPZU, I recommend contacting the nearest multifunctional, regardless of your place of registration - the service is provided without reference to the place of registration. Both legal entities and individuals who own land plots can obtain a town planning plan. If the owner himself, for one reason or another, cannot personally deal with this issue, he has the right to issue a notarized power of attorney for his representative.
To make your visit to the MFC comfortable, I recommend making an appointment in advance, but the option of receiving a ticket for the first-come-first-serve queue is also acceptable.
The procedure at the MFC is as follows:
- with the help of a center employee, an application is prepared according to the template established by the state for the purpose of its subsequent submission to the Urban Planning Committee;
- a package of documents is provided;
- the applicant is given a receipt confirming that the MFC employee has accepted the documents, and the status of the application is assigned a registration number;
- a day and time are assigned when the person who submitted the application should arrive at the MFC to receive a copy of the urban planning plan (however, there may be a refusal to issue it - more on that below).
The preparation of an urban planning plan is carried out by the Urban Planning Committee of the locality on whose territory the land plot is located. The finished copy is issued by the MFC. The maximum production time is 20 working days, but in most cases does not exceed 2 weeks.
If there is a previously issued urban development plan in which errors were identified, an application in the prescribed form is also submitted to correct them. If the plan was issued after July 1, 2021, amendments are allowed, but if the GPZU was issued before the specified date, then the document must be replaced.
When do you need to order a GPZU?
You will have to go through the procedure of drawing up an urban planning plan for a land plot if you plan to:
- Draw up a project for the construction or reconstruction of a building.
- Conduct basic planning for the development of a new architectural project.
- Clarify the boundaries of private property.
Obtaining a GPZU in Moscow and the region is required not only for the construction of objects, but also for performing any design work. Which is not surprising - government authorities will never approve a construction plan that was developed without taking into account:
- Information about existing/absent security zones
- Information about the legal use of the land plot.
- The maximum number of floors of the building and its height.
- Data on existing construction projects.
To obtain this information, you need to order an urban planning plan for the land plot.
Urban planning plan for a land plot - what is it?
According to Wikipedia, an urban planning plan for a land plot (GPZU) is a type of documentation for the planning of a territory. The preparation of urban planning plans for land plots is carried out in relation to land plots that are built up or intended for construction, reconstruction of capital construction projects (with the exception of linear objects).
GPZU performs an information function: it consolidates information about the construction characteristics of the land plot and existing construction restrictions. The GPZU does not approve such construction characteristics and restrictions in relation to the land plot, but only reproduces them.
Stages of registration of GPZU
First you need to collect the following package of documents:
- An application requesting the issuance of an urban development plan, written to the chairman of the Committee on Architecture and Urban Planning.
- Documents confirming the right of ownership of the land plot and construction projects located on its territory.
- Topographical survey of the land plot, current at the time of submission of documents for obtaining an urban planning plan.
- Technical certificates of all buildings located in the area of interest.
- Descriptions of volumetric-spatial solutions of the object.
- Extract from the Unified State Register of Real Estate (issued instead of a cadastral passport from January 1, 2021).
- Passport of a citizen of the Russian Federation, TIN.
- Technical conditions for connecting the future facility to existing utility networks.
Important: if the documents for registration of the GPZU are not submitted by the owner of the land plot, he must also have a power of attorney from the owner of the territory. As for the certification of documents by a notary, this procedure can be completed both before and during their delivery. However, in the second case, you will need to take with you not only copies, but also originals of all the documents listed above. This practice works both when receiving a GPZU in Moscow and when drawing up an urban planning plan in any other city in Russia.
What to consider when collecting documents
The Committee on Architecture and Urban Planning may refuse to accept your documents for drawing up an urban planning plan for a land plot if they:
- They are not submitted as a complete package (the absence of even one document may serve as a basis for refusal).
- Incorrectly formalized (legal standards are not followed).
- Have obvious defects (stains, tears, etc.).
- They do not contain the necessary information in full.
What to do after the documents are collected
It is necessary to go through the following three stages of registration of the GPZU:
- Submit the entire package of documents to the Moscow Architecture Committee.
- Wait for the decision of the Committee on Architecture and Urban Planning of Moscow. Typically, the registration procedure lasts from 10 to 20 working days. The maximum period is 30 working days.
- Get GPZU.
Is refusal possible?
Yes. Receiving a GPZU is denied if you:
- Do you want to use land that is not intended for the construction of objects with the technical characteristics you have declared?
- You are planning construction on a site whose border coordinates are not included in the cadastre. Also, a problem may arise if the cadastral boundaries do not coincide with the actual ones.
- Intentionally or accidentally distorted the information on the basis of which the urban planning plan of the land plot was issued.
In general, the risk of refusal to register a GPZU is quite high. After all, in order to obtain it, you need to be well versed in the legal norms of our country and not make a single serious mistake when preparing and collecting documents. This risk is minimized if you order a town planning plan from the City Cadastral Bureau in Moscow.
How to appeal a refusal?
You can try to change the decision of the town planning committee to refuse to issue a GPZU if:
- The deadline for registering the applicant’s request to receive a municipal service was violated.
- The municipal service has been provided for too long.
- They demanded documents from you that were not required by law.
- They refused to provide you with documents, the provision of which is required by the legislation of the Russian Federation or its individual regions.
- You were denied the service of obtaining a GPZU without legal grounds.
- You were required to pay a fee not provided for by the legislation of the Russian Federation or its individual regions.
- The municipal body refused to correct the factual errors it made in the urban planning plan of the land plot.
The complaint is submitted in writing or electronically with a detailed description of the violations that occurred. The place for filing a complaint is the body that supervises the activities of the town planning commission. In accordance with the law, the application must be considered within 15 working days after its official registration.

You have the right to contact any multifunctional center in the region of residence; the service has an extraterritorial principle and does not depend on the place of registration of the applicant.

You can clarify the details of the service by phone. The preparation of the plan is carried out by the Committee on Urban Planning and Architecture of the settlement, the finished copy is issued by the MFC.
- Together with a center employee, prepare a sample application for further sending to the Committee;
- Provide a package of necessary documentation;
- Receive a receipt for documents acceptance and track the status of the application using the registration number;
- At the appointed time, arrive at the department to receive ready-made copies of the plan, or a written refusal to provide it with justification of the reasons.
