The procedure for registering dacha real estate does not require large amounts of time and money.
All you need to do is follow a few simple steps:
- application for cadastral work, which is carried out at the BTI;
- formation of a technical plan for the facility. For this purpose, a cadastral engineer is involved. Fourteen days are given to draw up one. Moreover, according to the latest changes to the law, the technical plan must be generated only in electronic form with the appropriate signature of the engineer;
- payment of state duty. This amounts to three hundred and fifty rubles. Details for transferring funds must be obtained directly from the authority that registers real estate;
- sending documents. These are attached to the application for registration. You can contact either Rosreestr or the multifunctional center. It is also allowed to use the State Services website, where the application is submitted electronically;
- obtaining an extract from the register, which will confirm the right to full ownership of the dacha building.

Accordingly, it will not take much time to transfer a building on a summer cottage into ownership, regardless of whether the territory is intended for individual housing construction or gardening.
When several summer residents want to register their own buildings in such territories, the gardening association often directly helps with the procedure, organizing mass registration. In this situation, the chairman can submit an application in the interests of everyone who wants to register the property.
What documents need to be completed after construction is completed?
After the construction of the house is completed, it must be put into operation. The commissioning of the house is formalized by a corresponding act, which is drawn up by the selection committee. To do this, the commission is obliged to visit the site, compare the building with the documentation for the house, check the plan and construction permit.
However, until March 1, 2021, owners of private housing construction may not comply with this requirement. The Dacha Amnesty Law allows you to register a dacha or garden house that is intended only for summer residence, without putting it into operation.
To do this, you just need to fill out a special declaration, which should reflect the following data: the size of the house, what building material its external walls are made of, data on the connection to utility and electrical networks.
After which you need to order technical and cadastral passports for the new house. The technical passport is ordered from the Bureau of Technical Inventory, and the cadastral passport is prepared by the cadastral engineer of the Unified State Register of Real Estate.
Only after receiving these documents will the completion of construction be confirmed. At the same time, it should be borne in mind that the cadastral engineer checks the compliance of the plan with the actual result, and if discrepancies are detected, a cadastral passport will not be issued.

Since it is not enough to send a declaration or application in order to register property rights, you should carefully approach the issue of preparing additional papers, since an error in them may lead to refusal of registration.
The package of documents that the registration authority will require to enter information into the register includes:
- applicant's passport;
- a document establishing the right to the site where the dacha building is located;
- land plan;
- technical document of the structure;
- a document confirming the fact of payment of the state duty.
If the building was erected before 2015, then for registration you will only need a technical passport of such a structure.

How to submit documents to register a house
Current legislation provides for several ways to register ownership of newly built real estate.
It could be:
- personal appeal to the territorial division of Rosreestr;
- personal appeal to the multifunctional center for the provision of public services;
- submission of documents electronically through the MFC portal;
- submission of documents electronically through the USRN online service.
If the owner chooses to prepare documents using online resources, then the application will need to be filled out directly on the website of the relevant service, and the remaining documents must be submitted electronically.

- upon a personal visit to a USRN unit or MFC on paper with a signature and seal;

What are the deadlines for registering housing?
Starting from 2021, the procedure for registering ownership of buildings located on dacha plots involves a shortened time frame for making a decision. Now it will take no more than ten days to simultaneously register a building and register the right to it.
It is also possible to apply a dacha amnesty. If there is no need to register, the period is reduced to seven days. When only changes are made to cadastral information, then the time period is five days.

How much do you need to pay to register a house?
Expenses for registering a building on a summer cottage require payment of a state fee in the amount of 350 rubles, as well as payment for the services of a cadastral engineer. The cost of the latter may vary depending on the nature of the service and the amount of work. On average, drawing up a technical plan may cost about 8,000 rubles.
Reasons for registering a home in horticulture
Citizens turn to government agencies to obtain paperwork for real estate for various reasons:
- Correct execution of a purchase and sale transaction with a paid alienation of rights and their transfer to the new owner.

How to register a house under the dacha amnesty
The dacha amnesty is a simplified mechanism for registering the right to dacha construction.
This option is available for the following objects:
- gardeners' houses, which involve long-term residence in such houses;
- bath buildings erected on a foundation;
- permanent garages;
- sheds, terraces, gazebos and other outbuildings on a foundation.
Another important rule is the existence of ownership rights to a land plot, which was acquired either as a result of privatization or as a result of other events that give the right to dispose of the land.
When the construction on the territory of a summer cottage is not an object of capital construction, then registration is not required. In addition, privatization and land ownership, which was obtained before 2001, also implies a simplified registration procedure.
In this case, the documents will ultimately have the same force as those issued after the Land Code of the Russian Federation came into force.
Please note! The dacha amnesty also involves the preparation of documents, which include:
- permission to carry out construction;
- confirmation of ownership (purchase and sale agreement, certificate of inheritance, etc.);
- technical construction plan.
A state duty of three hundred and fifty rubles is also paid, which is confirmed by a receipt. The specified list of papers is ultimately submitted either to Rosreestr or to a multifunctional center.
It should be understood that the MFC takes longer to consider the application, and the period for making a decision in this case will not be 10 days, as when applying directly to the registration chamber, but 20 days. If a plot received before October 2001 is registered, then only a title document will be needed.
