How to pay for water via the Internet using a personal account?

Is it possible to pay for housing and communal services without commission in Sberbank

Most Russians are clients of Sberbank. They use his debit cards, participate in salary projects, and receive pensions into his accounts. Therefore, it is quite logical that many are interested in whether it is possible to pay for housing and communal services without interest in the main bank of the country.

If you look at the bank's tariffs, you can see the following information:

You can pay utility bills through Sberbank Online

  • when paying through Sberbank Online or Mobile Bank, the commission will be 1% of the transaction amount;
  • if you pay from a card through an ATM, a fee of 1.2% will be charged;
  • When paying in cash through a Sber ATM, they will take 2% of the amount.

As you can see, payment for housing and communal services without a commission is impossible in this organization. If you simply go to the Sberbank cash desk to pay receipts in cash, then the maximum commission will be charged there, which will be 3%, with a minimum of 30 rubles.

Sberbank has entered into a partnership agreement with some service providers; their payments are made free of charge to the client. The list is different in each region.

Pay without commission

The received payment document is paid without commission. Payment is made through the website.

  1. Go to: https://www.mosobleirts.rf/ .
  2. Click the “Pay receipt online” or “Payment of housing and communal services” button.
  3. Enter your personal information in your personal account and click on “Login”.

All client bills and amounts that need to be paid will appear on the main page. The user only needs to select an account, click on “Pay” or “Top up balance”.

How to pay for housing and communal services without commission on State Services

If you have an account on the government services portal, you can make payments through it for free. There is no commission regardless of which housing and communal services company the payment is made to.

To begin, log in to the portal and go to the appropriate section of the site, then the process of paying for services without commission will be as follows:

  1. Find the supplier you need. It’s convenient that the system immediately identifies large companies in your city. You can also use the search for an organization by its TIN (you will find it on the receipt).
  2. After selecting an organization, the system will ask you to enter the personal account number indicated on the receipt.
  3. For some service providers, the current debt, if any, is immediately indicated. If the service involves a meter, the service will ask you to enter readings. Enter the amount and proceed to direct payment.
  4. Payment is accepted only from bank cards; the bank servicing them does not matter. Enter your card details and confirm the online transaction.

Some banks may set their own commission for online payments. If it exists, it will be reflected immediately after entering the card details.

Other schemes

You can pay utility bills without a receipt in other ways.

The user can clarify whether the management company has an agreement with the banking organization. If it is drawn up, then payment through the bank’s website will be made without commission. Payment can also be made directly on the service provider’s website.

Housing and communal services can be paid through the kvartplata service created by Beeline. However, this option is only available to individuals using the services of this operator. Money is automatically withdrawn from the client's personal account. It is worth remembering that the company cooperates with a limited list of service providers.

Paying utility bills in cash remains a popular service. This method is still preferred among older people. This can be done without a receipt at the Housing Maintenance Office.

Despite the fact that all payers provide the specialist with a payment document, it can be printed on site from the system. The service is provided without additional commission. After payment, the person receives a receipt with a stamp.

Payment of utilities through the terminal
The traditional method of depositing funds is a terminal; these devices are located in many stores, subways, and underground passages, so the user can pay off the existing debt at any time

There are many types of terminals, but they all work on the same principle:

  1. On the main page you need to select the “Payments” section. It may also be called “Payment for housing and communal services”.
  2. Next, the user will be offered a list of suppliers and the services they provide.
  3. You must enter your personal account number, which consists of eight digits.
  4. Additionally, the terminal may require entering meter readings, payment dates, and the payer's full name.
  5. When all the data has been entered, the terminal will write down the payment amount.
  6. Money is inserted into the bill acceptor.
  7. Upon completion of the procedure, the device issues a receipt, which confirms the fact of payment.

Through the channels of the service provider itself

When deciding how to pay without housing and communal services commission, consider the option of using the channels of the service provider itself. Many utility companies maintain their own websites where they provide information on the services they provide and allow customers to make payments there. As a result, you pay your utility bills without interest, since you deposit funds directly to the service provider.

You can pay for individual utilities on the websites of institutions

For example, if we take Mosenergosbyt or similar organizations in other regions: Permenergosbyt, Ekaterinburgenergosbyt, Dalenergosbyt and the like. They all have their own separate websites where they accept payments from the public online. Just go to the appropriate section, enter your personal account number and make a payment by card.

This way you can actually pay for housing and communal services without commission. Receipts from service providers always have a website address, where you can find a link to the online payment section. Some companies accept payments through clients’ personal accounts; then you need to register with them first.

It is also possible to pay for housing and communal services without commission in cash. All utility providers have citizen service offices. And often there are cash registers at branches where you can deposit funds without overpaying a penny.

This method is convenient because you can pay for an apartment without a commission. The downside is that it takes a lot of time, because each receipt has to be dealt with separately; each company has its own payment algorithm without additional fees. Of course, it would be convenient to pay for all tickets at once in one place, but usually such transactions are always accompanied by commissions.

Many suppliers immediately indicate on their receipts where to pay utility bills without a commission. Pay attention to this.

Why do I need GIS Housing and Communal Services?

  • You can pay for utilities without commission. I only have 2 receipts - all utilities in favor of the HOA and major repairs for the special account of the house. Yes, there is also the Internet, but there is payment without commission on the operator’s website. I usually pay on the Internet through Sberbank, the commission is 1%, the total is about 30-40 rubles. It’s a small thing, but if you have all the receipts separately, it’s already noticeable.
  • You can transmit meter readings. Goodbye, papers in the HOA box from the 24th to the 26th. Convenient for those who work and live in another city. Although submitting testimony is not mandatory, it is better to do it on time and regularly, so as not to be counted according to the average monthly volume and standards. A lawyer cat once had such a story on the channel.
  • All receipts and payments in one place. Well, almost everything. I hope that from this year the native HOA will regularly enter all the data into the Housing and Communal Services GIS. For some reason, my payments from last year have only partially entered the system.
  • Online voting at the general meeting. I'm really looking forward to this option, because... I live in another city, and I’m already tired of explaining to the chairman why I wasn’t at the general meeting of owners again.

Payment at VTB Bank

Many citizens also use VTB services. And if we consider how to pay for utilities without commission, then existing clients of this bank can actually do this. The financial institution gives this opportunity to everyone who uses its credit and debit cards.

At VTB ATMs you can pay for utilities free of charge and without commission

The operation for free payment for housing and communal services is carried out in VTB online or at its ATM. Banking can be accessed at a bank office or at its ATM. You will find a list of ATMs on the bank’s website; they will appear on the map indicating their addresses and operating hours.

Perhaps your servicing bank provides such a service free of charge, check with them for information. There are hundreds of banks, and each one dictates its own rules.

Are there other methods of paying by meter?

Yes, they do exist. Some time ago, a new service for submitting testimony via the Internet was opened for Muscovites. You can use the portal pgu.mos.ru. The procedure for paying for water meters through this service is almost no different from the procedure through the EIRC. Required:

  • Registration of a personal account. This will happen after a personal application to the State IP Office.
  • Submission of readings under the terms of the “Coordination Center” - payment for water meters is carried out at personal expense only if the apartment owner regularly submits readings before the deadline. If there has been no data submission for more than 2 months, then there will be changes in the procedure for paying for water by meters - charges are made at the general tariff.
  • Enter the office and select “Take readings.” If you are wondering how to pay for water at the meter via the Internet, you should remember that registration on the site is carried out using a valid mobile number, e-mail, passport data and SNILS.
  • Entering the payer code or personal account of the apartment. If you do not know how to pay for water meters via the Internet, follow the instructions clearly and carefully read the instructions in your personal account. The code must be entered correctly (can be found on the receipt). If all the data is submitted correctly, then you will go to the page where you pay for water according to the meters registered in your apartment.

Remember: the payment procedure will be completed within the next 24 hours after submitting the data. Also, data transfer can be carried out by phone (+7), and then payment for hot and cold water according to the meter via a bank or the Internet. The operator works 7 days a week from 9 am to 20 pm. There are no breaks or days off. You decide for yourself where it will be more convenient for you to pay for water using the meter. The transfer can also be performed via the mobile housing and communal services of Moscow.

If we are talking about Moscow

In the capital, the possibility of paying for services without a commission is implemented much better. In addition to the offices and online channels of service providers, people can use the following options:

  • Pay for free with a Muscovite card on the mos.ru website. That is, first you top up the card in any convenient way, then go to the website and make the necessary payments using the card;
  • MKB bank. Existing bank clients can pay free of charge through online banking using a single payment document.

According to the standard

In the absence of a water meter, payment for water supply is charged based on calculated standards - experimentally established volumes of consumption during the month. In the Russian Federation, standards differ depending on the region, since their approval is the responsibility of regional authorities.

The owner can find out the standard established in the region and the size of the tariff rate by going to the website of the State Information System or the portal of local authorities. An alternative way is to contact the management company with questions.

Calculation of fees according to the standard is possible under the following circumstances:

  • There is no meter installed in the apartment or private house. If in this situation the owner has not documented the lack of technical ability to install a meter, the payment is calculated using an increasing factor of 1.5;
  • for apartments and private households equipped with an individual metering device, provided that the owner does not provide information about consumed resources for the previous 3 months. The increasing factor is not applied in this case;
  • in the situation described above, the meter became unusable due to a malfunction or the expiration of the next verification period, with an increasing factor of 1.5.

The payment amount is calculated taking into account officially registered residents. But the management company is given the right to check the compliance of the actual and officially registered people in the relevant living space. If it is determined that in fact there will be more residents, an invoice will be issued based on the results of this check.

If there are no registered residents, the payment is calculated taking into account the number of owners.

We recommend: Procedure for replacing a gas meter

Calculation example

The amount of payment for cold water supply is calculated using the following formula:

Pvs = k × N × T,

Wherein:

  • Pvs – amount of payment for cold water;
  • k – number of residents in the apartment (house);
  • N – norms provided for by local authorities (cubes, m³);
  • T – the value of the tariff assigned in the region (rub).

If it is necessary to apply a multiplying factor, it is added to this formula.

DHW services are determined in a similar way. The difference lies in the value of the standard, which is significantly lower than for cold water supply, and the tariff rate, which exceeds the above figure.

Let's look at an example of calculating payments without using a multiplying factor:

In an MKD apartment located in the Moscow region, with a centralized supply of cold and hot water, the total consumption rate per person is 8.12 cubic meters, including hot water services in the amount of 2.62 cubic meters. The tariff (including drainage) for cold water is 79.73 rubles. for 1 cubic meter, for hot - 199.84 rubles. There are 2 residents living in this living space.

The account size is determined as follows:

  1. The norm for cold water supply is: 8.12 (general norms) – 2.62 (hot water norms) = 5.5 cubic meters;
  2. The amount of payment for cold water is equal to: 2 (number of residents) × 5.5 × 79.73 (tariffs for cold water) = 877.03 rubles;
  3. The amount for DHW services is: 2 × 2.62 (DHW standards) × 199.84 (tariff for DHW) = 1,047.16 rubles.
  4. The total amount that will need to be paid for water supply: 877.03 + 1,047.16 = 1,924.19 rubles.

If a multiplying factor is applied, the payment amount will be one and a half times higher.

Which banks accept utility payments?

If we consider which banks can pay for utilities, then these are almost all organizations. Any bank that works with individuals, issues cards and maintains accounts, offers such a service.

If you use any online bank, it will in any case provide the ability to pay for utility bills, but most often it is paid. Similarly, all banks have cash desks at their branches where they accept any payments from the population.

Carefully study the website of your bank, check whether a commission is charged for paying for housing and communal services

Banks accepting utility payments:

  • Tinkoff. Offers a convenient online service with payment from bank cards. Some payments are made without commission;
  • Rosselkhozbank, online and at the cash desks;
  • Gazprombank;
  • MTS Bank;
  • Citibank;
  • Promsvyazbank.

The list is long. When analyzing which banks accept payment for housing and communal services without commission, look at the conditions of your bank. Perhaps in your region he has entered into a partnership agreement with local suppliers and does not charge anything for processing the payment.

If you have a Qiwi, WebMoney, or Yandex Money e-wallet, then you can carry out the necessary transactions through them. Of course, this will not be payment of utility bills without interest, but those who actively use electronic means will find the option convenient.

Another option where you can pay for housing and communal services without commission is Russian Post. Some suppliers enter into special agreements with it. But it is impossible to name an exact list of such companies, since it is individual in each region. And not all payments are made free of charge.

    Payment of utility bills is made through the EIRC. I pay through my VTB personal account. Unpleasantly surprised. For the first time we took a commission. EIRC is now officially LLC! That is, citizens were driven into the yoke of mandatory payments through these LLCs and mandatory payment of commissions. Something is wrong here. Have you decided to rob the population? MosoblEIRTS LLC has an account in the bank "Russia", where you can count the branches on one hand and no one knows where they are located! The bench must be covered at the root until it is overgrown with terry.

    Banks redistribute the money of those who pay for housing and communal services in favor of those who waste money in restaurants and other hot spots. “Rob the robbed” is a social state!?

    “Sberbank has entered into a partnership agreement with some service providers; their payments are made free of charge for the client. The list is different in each region.”...NOTHING LIKE THIS!!! Even in this case, Sberbank takes 1%. As a client of Sber, I pay for housing and communal services through the Internet bank from a card account. Housing and communal services also have an agreement with Sberbank, but they take a commission!
