It is also possible to pay for housing and communal services without commission in cash. All utility providers have citizen service offices. And often there are cash registers at branches where you can deposit funds without overpaying a penny.

This method is convenient because you can pay for an apartment without a commission. The downside is that it takes a lot of time, because each receipt has to be dealt with separately; each company has its own payment algorithm without additional fees. Of course, it would be convenient to pay for all tickets at once in one place, but usually such transactions are always accompanied by commissions.

According to the standard

In the absence of a water meter, payment for water supply is charged based on calculated standards - experimentally established volumes of consumption during the month. In the Russian Federation, standards differ depending on the region, since their approval is the responsibility of regional authorities.

The owner can find out the standard established in the region and the size of the tariff rate by going to the website of the State Information System or the portal of local authorities. An alternative way is to contact the management company with questions.

Calculation of fees according to the standard is possible under the following circumstances:

  • There is no meter installed in the apartment or private house. If in this situation the owner has not documented the lack of technical ability to install a meter, the payment is calculated using an increasing factor of 1.5;
  • for apartments and private households equipped with an individual metering device, provided that the owner does not provide information about consumed resources for the previous 3 months. The increasing factor is not applied in this case;
  • in the situation described above, the meter became unusable due to a malfunction or the expiration of the next verification period, with an increasing factor of 1.5.

The payment amount is calculated taking into account officially registered residents. But the management company is given the right to check the compliance of the actual and officially registered people in the relevant living space. If it is determined that in fact there will be more residents, an invoice will be issued based on the results of this check.

If there are no registered residents, the payment is calculated taking into account the number of owners.

Calculation example

The amount of payment for cold water supply is calculated using the following formula:

Pvs = k × N × T,

Wherein:

  • Pvs – amount of payment for cold water;
  • k – number of residents in the apartment (house);
  • N – norms provided for by local authorities (cubes, m³);
  • T – the value of the tariff assigned in the region (rub).

If it is necessary to apply a multiplying factor, it is added to this formula.

DHW services are determined in a similar way. The difference lies in the value of the standard, which is significantly lower than for cold water supply, and the tariff rate, which exceeds the above figure.

Let's look at an example of calculating payments without using a multiplying factor:

In an MKD apartment located in the Moscow region, with a centralized supply of cold and hot water, the total consumption rate per person is 8.12 cubic meters, including hot water services in the amount of 2.62 cubic meters. The tariff (including drainage) for cold water is 79.73 rubles. for 1 cubic meter, for hot - 199.84 rubles. There are 2 residents living in this living space.

The account size is determined as follows:

  1. The norm for cold water supply is: 8.12 (general norms) – 2.62 (hot water norms) = 5.5 cubic meters;
  2. The amount of payment for cold water is equal to: 2 (number of residents) × 5.5 × 79.73 (tariffs for cold water) = 877.03 rubles;
  3. The amount for DHW services is: 2 × 2.62 (DHW standards) × 199.84 (tariff for DHW) = 1,047.16 rubles.
  4. The total amount that will need to be paid for water supply: 877.03 + 1,047.16 = 1,924.19 rubles.

If a multiplying factor is applied, the payment amount will be one and a half times higher.

Which banks accept utility payments?

If we consider which banks can pay for utilities, then these are almost all organizations. Any bank that works with individuals, issues cards and maintains accounts, offers such a service.

If you use any online bank, it will in any case provide the ability to pay for utility bills, but most often it is paid. Similarly, all banks have cash desks at their branches where they accept any payments from the population.

Banks accepting utility payments:

  • Tinkoff. Offers a convenient online service with payment from bank cards. Some payments are made without commission;
  • Rosselkhozbank, online and at the cash desks;
  • Gazprombank;
  • MTS Bank;
  • Citibank;
  • Promsvyazbank.
