Participants in the renovation program will be able to increase the area of new apartments

Expansion of housing conditions in 2021

› The dynamics of rising real estate prices are forcing the state to direct efforts to provide housing for young and low-income families. In this regard, the country keeps a record of citizens in need of additional living space. Not every citizen can hope to expand housing conditions at the expense of the state, and to obtain the status of a benefit recipient one has to work hard. At the moment, state policy is aimed at actively combating disadvantaged families, not having the opportunity to independently purchase housing.

Citizens officially recognized as needing housing can count on support from the state. Financial assistance is mainly expressed in the form of subsidies aimed at expanding living space. To qualify for improved living conditions, the applicant must meet one of the groups of persons specified in Art. 51 of the Housing Code of the Russian Federation. Having registered as a person in need of expanded living space on the basis of Art. 51 of the Housing Code of the Russian Federation, you should stand in the appropriate queue.

Expansion of living conditions in the presence of property

We live in a 2-room apartment, the owner of which I am, 6 people * 2 families) I am a husband and a 15-year-old daughter in one room with an area of 12 sq.m. and in another room my son, wife and my grandson with an area of 14 sq.m. .m, how can we improve our living conditions?

1) who are not tenants of residential premises under social tenancy agreements or family members of the tenant of residential premises under a social tenancy agreement, or owners of residential premises or family members of the owner of residential premises;

2) who are tenants of residential premises under social tenancy agreements or family members of a tenant of residential premises under a social tenancy agreement, or owners of residential premises or family members of the owner of residential premises and provided with a total area of residential premises per family member less than the accounting norm;

4) who are tenants of residential premises under social tenancy agreements, family members of a tenant of residential premises under a social tenancy agreement or owners of residential premises, family members of the owner of residential premises living in an apartment occupied by several families, if the family includes a patient suffering from a severe form of chronic a disease in which living together with him in the same apartment is impossible, and who do not have other residential premises occupied under a social tenancy agreement or owned by right of ownership.

Instructions

Before you try to get on the line, check the legislation. So, for example, according to the Law of the Moscow Region of December 12, 2005 N 260/2005-OZ “On the procedure for maintaining records of citizens as those in need of residential premises provided under social tenancy agreements” (adopted by resolution of the Moscow Regional Duma of November 30, 2005 . N 7/160-P (as amended on December 5, 2008), families that are recognized as low-income have the right to receive free housing.

However, even if you consider yourself not wealthy enough to get on the waiting list for housing in the Moscow region, you need to meet the following standards: have no more than 8 square meters of housing per person (you should not have a dacha, other real estate or vehicles ), be able to prove that within the next 18 years you will not be able to afford to buy an apartment

independently, and you must reside and be registered in the region for at least 5 years.

If you meet all these conditions, you need to collect the relevant documents. This package includes an identity card, documents confirming your status as a low-income family, certificates of income and family composition. After this, they must be submitted to a special housing commission, which, based on its decision, will determine whether to put you on the waiting list or not.

If the commission makes a positive decision on your question, then all you have to do is wait until it’s your turn. It can last 10 or even 20 years. But according to existing standards, you will receive from 14 to 18 square meters in return for your 8 meters per person. Those who got on the waiting list before March 1, 2005 have the best chance of getting housing. Because those on the waiting list who managed to provide documents before this date are first in line. And, therefore, they will soon be celebrating housewarming. And everyone else will have to be patient.

Instructions

Please note that if there is not enough money to exchange housing, there are alternative options for expanding your living space. Despite the fact that the Soviet system of providing citizens with housing is a thing of the past, it is still possible for some groups of the population to receive an apartment from the municipality. But since there are many people who want and have the right to subsidized apartments, the construction of such housing itself, even in Moscow,

It is done slowly, you need to wait for the desired apartment in order of priority.

Check whether you meet the requirements for those wishing to improve their living conditions at the expense of the state. Firstly, you must be registered in Moscow

at least ten years.
Secondly, you must really need to increase the area of the apartment - for each member of your family registered in this living space, there should be no more than ten square meters of space. But there are exceptions to this rule. For example, regardless of the number of meters a
one-room apartment with non-relatives, those whose housing has become dilapidated and unsuitable for habitation, as well as some categories of disabled people can get in line.

If you fit into one of the categories, collect the necessary documents. In addition to your passport, you will need an extract from the house register with information about everyone registered in the apartment, an extract from the BTI register, as well as documents about the ownership or social tenancy of the apartment.

Next, go to your district government and contact its housing department. There you will have to fill out a special application stating that you want to register as in need of improved housing conditions

.

After this, within a month after your application, specialists will check your living conditions and issue an appropriate conclusion. The Housing Commission will notify you of its decision by letter. If they still agree to take you into the queue

, then you will have every chance of getting housing over time.

  • what documents are needed for the housing queue?

The state provides free housing

in order. However, it does this not for everyone, but only for certain categories of citizens. All of them are listed in the new Housing Code adopted in 2005.

You will need

  • — identification document;
  • — application for registration, certified by all family members;
  • — certificate of marriage or divorce;
  • - documents confirming that the applicant and his family members do not have other housing;
  • — documents that confirm the right to receive living space.

Instructions

Until the adoption of the new code, the only condition for placing on the waiting list

there was an insufficient number of square meters available for each family member.
After the amendments were made, this was no longer enough. Now applicants for free housing
must prove that they are also low-income.

A list of all persons falling under this category is given in the new code. These include citizens with low incomes and who own only inexpensive property. By the way, among them first of all

will receive
housing
(that is, they are in disrepair and cannot be repaired).

The next category is children left without parental care and orphans. In addition, persons living with chronically ill people who pose a threat to the life and health of others can apply for free housing.

If you belong to one of the listed categories, start collecting all the necessary documents (in the future you will have to submit them to the housing commission of the district government). Please note that the list of these documents indicated in a separate field is a minimum. It is possible that during the registration process with government authorities you may be required to provide some additional information (it all depends on the specific situation).

Applicants for free housing should know that they also have access to special social programs to improve their living conditions. They will help make it easier to buy an apartment using your own funds (you will be able to rely on the help of municipal authorities). So, people in line for housing can count on a social mortgage, subsidizing the purchase of an apartment by the state, as well as the provision of installment plans.

In connection with the demographic crisis in Russia, which has lasted since the early nineties, the state is developing new programs to help families with children. For example, many large families are legally entitled to housing.

Local authorities are required to keep records of people in need. Such people declare themselves if they have certain benefits. Consideration of the application takes 1-2 months, as a result of which beneficiaries can be provided with living quarters. The queue moves slowly, and beneficiaries may be denied improved housing conditions due to the lack of available rooms or apartments. WHO IS ELIGIBLE? The grounds for recognizing citizens as needing to expand their living space are established in Article 51 of the Housing Code of the Russian Federation. Such citizens include people who, at the time of the district government or administration, do not have residential premises: owned; based . Beneficiaries may have other premises in social rent, but the total area must be less than the accounting norm that applies to each person in a particular municipality. Large families have the right to improve their living conditions. Their status must be officially confirmed. The family must be recognized as low-income, i.e. one whose income per person is below the subsistence level established in each region of the Russian Federation. The owner of family (maternity) capital has the right to receive. Military personnel who are participants in the savings mortgage system and their families can apply for improved housing conditions. WHERE TO GO? You should contact your local administration and social security authorities. You need to come to social security to find out in detail about your benefits. To do this, it is recommended to prepare the necessary documents and collect certificates: about income; about the technical condition of the living space (from the BTI). It is possible to work on a “one-stop shop” principle, but such services are available in large cities. MFCs accept documents for processing, checking them only for completeness. The reliability of the information will be determined by the relevant housing commission. EXPANSION OF HOUSING SPACE You can improve your living conditions by receiving a state or regional subsidy, or a ready-made apartment (private house). Benefits are provided based on the number of children in the family. Targeted subsidies under the state program “Young Family” are paid based on the value of the property. The amount may vary depending on the region. For example, in the Stavropol Territory, young families who do not have children will receive assistance in the amount of 30% of the cost of housing, and those who have children - 35%. The money can be spent both on and on payment for shared construction. A young family must be registered as in need of improved housing conditions and have a total income that is enough to pay for a preferential mortgage. IF THE APARTMENT IS PRIVATIZED The situation depends on the number of persons registered in such a living space and on whether any of them have exercised the right to improve the living space earlier. The calculation of housing provision in accordance with the accounting norm occurs without taking into account citizens who have taken advantage of benefits for housing improvement. For example, a family of 6 people lives in an apartment with a total area of 42 sq.m. One of the family members, a group 3 disabled person, received it for individual housing construction. It is believed that he has already exercised his right to expand his living space. The housing standard is calculated without taking into account the residence of such a person. In other cases, the owners of a privatized apartment can count on the provision of residential premises under a social rental transaction. LARGE FAMILIES Large families have the opportunity to improve their living conditions only if they are recognized as low-income. The status of having many children must be confirmed by a special statement. Assistance can be provided in the form of a subsidy, but more often such families are provided with free housing from the municipal fund (if available). LOAN Improving your living conditions through mortgage or other lending is the fastest option. The bank issues a loan on its own terms, taking into account the availability of benefits to the borrower - for mortgages with government support. The problem is that not every family has the income from which to pay for a housing loan. Banks issue loans taking into account that no more than 40% of the family’s total earnings will be spent. The husband and wife act as co-borrowers on the loan, unless they have agreed that the housing will remain the property of one of the spouses. To obtain a loan you need to: submit an application with the necessary documents to the bank; evaluate mortgage housing; pay off the debt within 5-20 years. This way to improve conditions is suitable for a family with a stable income above average. The right to is given by Federal Law No. 256. You can spend funds on it even before the second or subsequent child turns 3 years old. To do this, you need to contact the territorial department of the Pension Fund of the Russian Federation at the place of residence of the child’s mother. A capital certificate will be issued upon presentation of: the applicant’s passport; marriage certificate (if available); SNILS; all children. Having a capital certificate does not mean that money can be received immediately. When purchasing a home, you will have to contact the office again and bring: documents for the purchased home; passports of the child’s parents; baby's birth certificate. You can pay for the purchase using family capital within 30 days after receiving a positive decision. Payments are made in cashless form. The disadvantage of this method is that housing will have to be registered for all family members in . Capital funds amount to 453 thousand rubles, which is enough only for the down payment on a mortgage or for the purchase of a private house in a rural area (a small provincial town). Capital funds can also be used to buy a share in real estate or a room in a dorm. But taking into account the fact that the mother will have at least two children + other family members, it is unlikely that she will be able to do without additional money. The standard of living space per person in 2021 is determined by current legislation. Are you interested in the specifics of purchasing living space in a house under construction from a developer? See here. QUEUE There is no single document regulating the order of formation of the queue. Local authorities form a queue independently, based on the number of beneficiaries. In many regions, beneficiaries who received the right to improved housing conditions back in Soviet times are next in line. The line moves forward more easily for military personnel. The waiting list is available if the officer or soldier becomes a participant in the funded mortgage system and completes the paperwork for a home loan. PROCEDURE It is necessary to determine whether the citizen or family has benefits. The total area of housing must be divided by the number of registered persons and compared with the accounting standard for living space per person in a particular municipality. Documents to improve living conditions must be accepted in any case, even if the queue is moving slowly or “stands still”. Expansion of living space is possible only for one of the reasons. Citizens who have a subsidy as a large family will not be able to receive a subsidy under the “Young Family” program, even if they meet the requirements specified in the law. WHAT DOCUMENTS ARE NEEDED? To find out how to apply for expansion of living space, you need to decide on the documents. Beneficiaries will need to provide: their passport and passports of family members (with copies); certificate that the family has many children; certificate of recognition of the family as low-income; act of inspection of living space by a special commission of the municipality; documents for existing housing - a social tenancy agreement or a certificate of ownership; income certificates for all family members. Documents confirming the relationship between family members may be required. There may be requirements for periods of residence in the municipality. For example, to improve the living conditions of citizens living in Moscow, there is a requirement for continuous registration in Moscow for 10 years. You will also need information about previous places of residence. Certificates are issued in the form of appropriate extracts. Municipal authorities have the right to request other documents. The availability of other real estate, including land plots, is also taken into account. HOW TO SUBMIT? Documents are provided in person or through a representative. You can submit information using the MFC or through electronic government services. But their functionality is still limited in many regions. The application contains: information about beneficiaries; information about the availability of real estate; a request to provide a benefit in the form of free premises or a subsidy for independent improvement of living conditions. There will be no problems with it, since it is prepared by specialists. Here is a sample application for improvement of living conditions. There are widespread questions regarding the possibility of a large family getting a comfortable apartment. The neighbors behind the wall are selling their living space. Can a family buy this housing with maternity capital and will this be considered an expansion of living space? You can even buy one with maternity capital. Buying a home using family capital is considered an expansion of living space. Expanding living space is a rather complicated procedure. It is difficult to find out about the availability of benefits. It is not easy to resist bureaucratic pressure, since almost every citizen has a desire to get free housing. But laws exist and must be followed. If the queue is delayed, you should contact the prosecutor’s office or “knock it out” through the judicial authorities

To expand living space. In different regions of the Russian Federation, conditions differ from each other. For example, to get on the waiting list in Moscow, you need to have lived in this city for at least 10 years, but in Yaroslavl there is no such condition.

What is the standard living space per person?

And here a logical question arises: how many square meters of living space is assigned to each person? Such standards are determined by the Housing Code of the Russian Federation. Using them, you can calculate the area of housing suitable for living.

The norms are divided into types: Provision norm. It is used in the case of transfer of housing under a social lease agreement, including from the municipality’s maneuver fund, in certain cases (in the absence of housing in the event of a natural disaster, in the event of an inability to repay mortgage debts, etc.).

Who has the right to expand living space?

  • persons who do not own living space or do not use a social rental agreement;
  • citizens who live in emergency housing conditions;
  • if relatives or family members have contagious diseases that make living together impossible;
  • housing does not meet generally accepted standards for each resident;
  • families living in the same area are not relatives.

The Housing Code provides protection and assistance to citizens in accordance with the adopted law. The articles of the Code clearly define the categories of the population that have grounds for a positive decision to change their living conditions. There are also grounds for refusing to provide social housing under a tenancy agreement.

Where should I go?

The next question that interests such families is where exactly they should turn for help. Such issues are dealt with by the administration or social protection authorities.

First, you should visit the social security authorities to find out whether you are entitled to benefits and what benefits they are. To do this, prepare the following documents in advance:

  1. Certificate of family income for the last year. With this document, you show that you really do not have the opportunity to purchase housing on your own;
  2. A certificate from the BTI about the technical condition of the living space where you currently live.

Based on these two certificates, a decision will be made on benefits and on placing you on the waiting list for housing. But for this you will need to wait, since in such situations an entire commission is created that carefully considers each individual case.

How to get into the queue and keep track of it?

As for the queue, there is no specific order, order or document in accordance with which the list is formed. This is done by social workers themselves, based on the number of people applying for housing at that moment.

But housing is now being built very slowly, because in some small towns there are still those on the waiting list who joined it more than 25 years ago.

The situation is a little better for the military; the system becomes available to them if a simple soldier or a representative of more senior ranks becomes a participant in the savings mortgage and draws up all the necessary documents for a home loan.

You can track the progress of the queue on the website of regional administrations, or by directly visiting the social service at your place of registration and residence.

What documents are needed to expand living space?

— Copies of tax returns filed by the applicant and his family members in cases of conducting business activities subject to the simplified taxation system, personal income tax, unified tax on imputed income for certain types of activities, unified agricultural tax, as well as copies of tax returns filed by the applicant and members of his family in accordance with the specifics of tax calculation in relation to certain types of income provided for by the Tax Code of the Russian Federation, copy

• Documents confirming the temporary absence of the applicant’s family members due to conscription service in the Armed Forces of the Russian Federation, stay in institutions executing a sentence of imprisonment, or full-time study in educational institutions of secondary vocational and higher professional education, original

Step-by-step instructions on how to expand your living space

In order to get in line for expanding your living space, you must follow the following procedure:

  1. Visit the social security authorities to find out whether you are entitled to benefits, what benefits they are, and obtain documentary evidence of this;
  2. Make simple calculations: the total area of housing where the family currently lives must be divided by the number of citizens registered in it. The resulting figure must be compared with the minimum housing standard in your administrative district. We cannot say what these norms are, since they differ in different parts of the country;
  3. Write an application to improve your living conditions. You can look at a sample on the Internet or write it in a free style. This is not considered an error;
  4. Submit the necessary documents, a list of which can be obtained from a civil servant, along with an application to the social security authorities or to the administration. They are required to accept your papers, even if the line doesn’t move at all and has been standing still for many years. In addition, no one can prohibit using the right that is prescribed by law;
  5. Wait your turn. Check back periodically to see if you have been lost on the list and if you have advanced at least one point. This can be done no more than once a year.

As mentioned above, in most cases people stand in line for decades without waiting for anything. But we all hope that soon the situation in the country will change significantly, the infrastructure will begin to develop much faster, and new buildings will open the doors to those who really need new housing.

What documents are needed to be placed on a waiting list for improved housing conditions?

In general, the queue for improving housing conditions is part of the social target program “Housing”. It began its operation in our country quite a long time ago, and during this time the state has achieved certain successes in solving the housing issue, as well as some other problems. For example, thanks to this federal program, housing construction is actively developing. The quality of provision of housing and communal services has been significantly improved. In addition, the country has reached a new level of mortgage lending - more and more citizens can purchase an apartment, albeit with a mortgage. The employment problem was partially solved due to the expansion of housing construction. The huge production sector rose to a new level in a fairly short time, which contributed to the expansion of construction, and, therefore, to the attraction of new workers in this area.

To receive a subsidy, you must apply to the social welfare authorities in the form prescribed by law. To do this, draw up the application itself in free form and attach a package of necessary documents to it. In general, the list of papers looks like this:

Legislative consolidation of the program

At the moment, state policy is aimed at actively combating disadvantaged families who do not have the opportunity to independently purchase housing. Citizens officially recognized as needing housing can count on support from the state.

Financial assistance is mainly expressed in the form of subsidies aimed at expanding living space.

To obtain the right to improve living conditions, the applicant must correspond to one of the groups of persons specified in Article 51 of the Housing Code of the Russian Federation.

Having registered as a person in need of expanded living space on the basis of Art. 51 of the Housing Code of the Russian Federation, you should stand in the appropriate queue. The procedure for keeping records of people in need is regulated in Article 52 of the Housing Code of the Russian Federation, which describes the Bodies authorized to accept applications and documents for placement in the queue, as well as the deadlines for making a decision.

Article No. 54 of the Housing Code of the Russian Federation regulates the rules that allow applicants to be refused registration in the queue for the expansion of living space.

Submission for enrollment in the queue

To get on the waiting list for expanding your living space, you will need to collect certain documents. Local authorities must provide reasons for sending additional papers if the main package is not enough.

Among the documents that the applicant will need are:

  • a certificate issued by the Bureau of Technical Inventory;
  • documents confirming ownership of residential premises;
  • an extract from the house register when the applicant lives in a private household outside the city;
  • ID card of a citizen of the Russian Federation, since foreign citizens are not entitled to receive benefits;
  • a medical certificate issued by the relevant institution confirming that a person has a serious chronic disease (if living with a sick relative);
  • data provided from the place of work of adult family members;
  • certificates issued to children confirming their education in a specific educational institution.

To receive assistance, you will need to contact your local administration. It is also worth visiting the territorial office of the Department of Social Protection of the Population to obtain detailed information about the benefits provided.

You can only receive government assistance once in your life. When a family lives in privatized housing that does not meet established standards, it is possible to additionally issue a plot of land for individual housing construction.

Types of government support

Today the state offers several options for helping those in need. Each case is considered separately and depends not only on the category of the applicant, but also on the region of application.

Each subject of the Russian Federation is ready to offer special programs and subprograms aimed at improving the living conditions of various social groups.

Mainly, measures to expand housing space come down to the following actions:

  • Providing a mortgage loan at a reduced rate.
  • Granting subsidies to pay the down payment on a mortgage loan or to reimburse part of the cost of housing.
  • Special programs for expanding living space.
  • Allocation of an apartment under a social tenancy agreement.
  • Assistance in purchasing housing on your own.
  • Programs designed to provide housing.

Application format for expanding living space in 2021

Modern citizens always strive for a better life. They try to earn more, move to larger and new apartments

.
Unfortunately, not everyone in modern Russia has such opportunities
.
Some people prefer to apply for improved housing conditions and receive a government subsidy to bring their idea to life. It is this idea that will be discussed below
. Who can hope for government support? Where to go with the application in the prescribed form? How to compose it correctly? What documents may be useful in this or that case? The answers to all these questions will be presented below. In reality, everything is not as complicated as it seems.

Certain reasons are needed to apply for the expansion of living space. Conditions differ in different regions of the Russian Federation

. For example, to get on the waiting list in Moscow, you need to have lived in this city for at least 10 years, but in Yaroslavl there is no such condition.

Types of housing programs

One way to get a new home or financial compensation for part of it when purchasing is to become participants in one of the housing programs.

Today, those who are on the waiting list for housing expansion are actively participating in the federal Housing program. Within the framework of this program, there are various branches designed to improve the current housing situation among certain social segments of the population.

Particularly popular are programs to support young families, offering housing subsidies to spouses under the age of 35, as well as those with one or more children.

Thanks to the possibilities of housing programs, citizens use several ways to improve their living conditions:

  • Providing housing space in installments.
  • Issuance of a certificate for an apartment.
  • Issuing a mortgage loan on preferential terms.
  • Assistance in purchasing an apartment from local authorities at a reduced cost.
  • Subsidy allocation.

Use of maternity capital

After the entry into force in 2007 of a form of state support for young families with 2 or more children called “Maternity Capital”, an increasing number of families are seeking to take advantage of their chance to improve their living conditions.

Maternity capital is a cash certificate for a special purpose, which can only be used once.

It is assumed that the certificate can be used not only to expand living space, since there are several ways to implement maternity capital, including increasing the amount of the mother’s pension.

But most often citizens take advantage of the housing benefits provided by maternity capital:

  • Full or partial repayment of a mortgage loan or other loan issued for the purpose of purchasing a home.
  • Renovation of a building or residential premises aimed at expanding the living space.
  • Receiving reimbursement for costs associated with building a house.
  • Share participation in construction.
  • Membership in a housing construction cooperative.

Only those families who have not previously applied for any government support measures have the right to sell maternity capital. The right to use capital is granted only once and changing its size does not entail replacing the certificate in hand.

Using the certificate to pay off debts or to open an interest-bearing deposit in a bank is prohibited by law. It is also unacceptable to cash out maternity capital. These prohibitions were created to help parents, as they save funds received under the certificate from unreasonable waste.

Explain the question in as much detail as possible

The dynamics of rising real estate prices are forcing the state to direct efforts to provide housing for young and low-income families. In this regard, the country keeps a record of citizens in need of additional living space.

Not every citizen can hope to expand their housing conditions at the expense of the state, but to obtain the status of a beneficiary, one has to work hard.

The procedure for obtaining state support

Before taking any action to obtain support from the state, you should make sure that there is a chance of success:

  • Determine whether you belong to a preferential category of citizens.
  • Find out the accounting standards for living space per person in the region of residence, and then make calculations for existing housing, comparing the results with the conditions for receiving a subsidy.
  • Contact your local social security authorities for further advice.
  1. Collect a package of documents and certificates required to obtain the status of a person in need of housing.
  2. Submit documents to the commission appointed by the authorized body (in most cities, the function of accepting documents for transfer to the specialized commission is assigned to multifunctional centers).
  3. Get the status of a person in need.
  4. Register in line for expansion of housing conditions (at the administration, MFC or through electronic government services).

The completeness of the documents provided is checked upon acceptance of the documents. The reliability of information about the applicant is established by a special commission, to which documents are submitted within the prescribed time frame.

If the applicant’s living conditions and social category meet the conditions for receiving a subsidy, then they are required to accept his documents and register him in the queue. In cases where a citizen belongs to several preferential categories, he has the right to use the subsidy only on one of the grounds.

Required documents

To register in the queue as someone in need of housing, the authorities require a package of certificates from applicants, which includes:

  • Passport and other identification documents of the applicant and his relatives (including minors).
  • Certificates confirming marital status (certificate of marriage or divorce).
  • Confirmation of the right to own or dispose of residential premises (certificate from Rosreestr or social tenancy agreement).
  • Confirmation of family composition (extract from the house register).
  • Documents confirming your relationship to one of the preferential categories.

The list of required documents can be supplemented by regional authorities and vary depending on membership in a particular preferential category.

Expansion of living space

Hello!
I own an apartment, 17.5 residential meters. Three people are registered (me, my husband and my minor son). Please tell me, can we get in line to expand our living space? If yes, where and how? Thank you in advance. Kuznetsova Oksana Gennadievna Nizhny Novgorod

The procedure for confirming information may be as follows: - if a citizen has not had any changes in the previously provided information over the past period, it is recommended to formalize this with an appropriate receipt from the citizen, with which he confirms the immutability of the information previously provided by him; — if there are changes in the information about a citizen, the citizen is obliged to provide new documents confirming the changes that have occurred. In this case, the local government body must check the validity of classifying a citizen as needing housing, taking into account the new documents provided. APPLICATIONS AND CALLS ARE ACCEPTED 24/7 and 7 days a week.

Due to limited finances, not everyone can improve their living conditions on their own. In this regard, local authorities must keep records of low-income families. The latter, in turn, must confirm their status with relevant documents.

What does the procedure involve?

The main goal of the housing expansion program is to improve the quality of life of citizens. To participate in it, you must fall under one of the preferential categories.

Only in this case will social authorities be able to accept documents to place the applicant on the waiting list. As a result of their consideration, a decision will be made on whether a subsidy from the state will be provided or not.

The forms and amounts of state assistance are individual - they depend on the composition of the applicant’s family and current living conditions.

What is stated in the law

The state provides various programs aimed at improving the living conditions of citizens. Also, an extensive social project is designed to expand existing real estate. The basic standards in accordance with which the program is being implemented are reflected in the Housing Code of the Russian Federation.

There are several articles that are necessary for a more detailed study when solving similar issues of the population:

  • Article 51 of the RF Housing Code reflects the importance of state support and the process of assigning citizens the status of those in need. The norm also contains the right to be placed on a waiting list. Article 51. Grounds for recognizing citizens as needing residential premises provided under social tenancy agreements
  • The list of persons who have the right to apply for state assistance is also reflected in Article 51. The document provides reasons to help identify the need for support.
  • Article 54 reflects the reasons and grounds for refusing citizens. Article 54. Refusal to register citizens as those in need of residential premises
  • New housing of an improved standard and expanded area is provided on the basis of Article 57 of the Code. Article 57. Provision of residential premises under social tenancy agreements to citizens

Issues related to registration are reflected in detail in Article 52 of the RF Housing Code. According to it, the provision of residential premises in accordance with a social tenancy agreement is possible only to persons in need.

Certificate of state registration of rights

You can register if there are certain reasons. If a citizen has several of them, then he can use one or all of them at once.

Registration is carried out by local government bodies. To do this, you must submit an application directly to the department or Multifunctional Center. Their official representative must be responsible for incapacitated citizens.

A complete package of documents is provided along with the application. They confirm a person’s right to receive government assistance. There is no need to send papers requested by the interdepartmental commission.

Federal Law No. 256

After handing over the documents, the citizen receives a receipt stating:

  • list of accepted papers;
  • date of receiving;
  • documents that will be requested;
  • details of the specialist who accepted the application.

After reviewing the application, a decision is made on whether to register or refuse this procedure. The body is given no more than thirty working days for this.

The decision must be brought to the attention of the citizen within three days. The same deadlines must be observed by Multifunctional centers that provide reception.

The procedure for recognizing a citizen as needy is prescribed in local regulations. Therefore, regional authorities are also involved in regulatory issues.

Not all citizens can count on improving their current living conditions. There is a fixed list of preferential categories that are given this opportunity.

  • citizens who do not have their own housing if they have not signed a social rental agreement;
  • residents of dilapidated houses or those intended for demolition;
  • having a family member with a disease that poses a threat to all persons living with him;
  • persons living in the same apartment who are not related to each other;
  • if the dwelling does not comply with fire, construction or sanitary standards, that is, it may be declared unfit for habitation.

Considering that the state’s goal is to reduce low-income citizens, the following social programs are being implemented in relation to housing:

  • issuance of certificates for new housing;
  • calculation of subsidies;
  • transfer of housing stock to social rent.

Where to go

Those who have learned about the existence of the housing expansion program have a question: where should they go to apply. Social protection authorities or local administration are responsible for these issues.

First, it is recommended to contact social authorities to make inquiries about whether the family can qualify for benefits. If yes, then which ones?

For these purposes, you will need two main documents: certificates of income for each family member for the past year and a certificate of the condition of the living space, which can be obtained from the BTI. Based on these documents, the commission will make its decision on the case and give an opinion on whether state assistance will be provided and in what form.

Compliance with conditions

To benefit from the Housing Expansion Program, a family must qualify as needy or low-income. The grounds for obtaining such statuses are determined by the Housing Code (Article 51). These must be documented when submitting your application. The list of possible beneficiaries was given above.

What papers to submit

A specific list of documents required to apply for housing expansion is compiled by local authorities.

But, as a rule, when applying you need to have the following documents:

  • certificate from the BTI;
  • title documents for current housing;
  • information from the house register (if living in a private house);
  • Russian Federation passport (no benefits are provided for those applying from other countries);
  • certificates indicating serious illness;
  • data from the place of work.

To apply for social assistance, eligible citizens should first ask their local administration where to apply in their case. It is also recommended that you contact your local social security office to obtain detailed information regarding benefits.

The application must contain the following information:

  • information about beneficiaries;
  • information about their real estate;
  • a request for another living space or a subsidy that will allow you to improve your living conditions on your own.

Citizens, as a rule, do not have any difficulties when collecting documents and preparing an application. But if you wish, you can always turn to the services of intermediaries who will advise and prepare all the necessary papers.

It is worth noting that government assistance in the housing sector can only be used once.
