Both online services are necessary to receive all services related to land in the Russian Federation. To gain full access to all features of the system, you need a single, verified account. To remove restrictions from the account, the user will need to identify himself.

Personal reception of citizens at the Federal Cadastral Chamber is carried out by the director, first deputy and deputy directors in accordance with the reception schedule approved by order of the institution dated April 8, 2020 No. P/099 (as amended by order No. P/167 dated June 19, 2021).
Personal reception of citizens by the Deputy Director of the Cadastral Chamber is carried out in order of priority, according to a prior appointment and within a specified time. The duration of a personal consultation on one issue is no more than 30 minutes.
You must make an appointment in advance, by written or oral (telephone) request. No more than three people can sign up for one question. During a personal reception, a citizen can make an oral statement or leave a written appeal on the substance of the issues raised by him, including for the purpose of taking measures to restore or protect his violated rights, freedoms and legitimate interests.
The content of the oral appeal is entered into the citizen’s personal reception card. If the arguments and circumstances stated in the oral appeal are obvious and do not require additional verification, the response to the appeal, with the consent of the citizen, can be given orally during a personal reception, which is recorded on the personal reception card. In other cases, a written response is given on the merits of the questions raised in the citizen’s appeal.
If during a personal reception it turns out that resolving the issues raised by a citizen is not within the competence of the Federal Cadastral Chamber, the citizen is given an explanation of where and in what order he should apply.
During a personal reception, a citizen may be refused consideration of his appeal if he was previously given an answer on the merits of the questions raised in the appeal, about which a corresponding entry is made in the personal reception card.
Citizens who are in a state of alcohol, drug or other intoxication are not allowed to attend a personal reception.
In case of rude, aggressive behavior of a citizen, admission may be terminated. In necessary cases, the police are immediately called, and if it is necessary to provide medical assistance to the visitor, a doctor is called. Information about the citizen’s behavior is reflected in the personal reception card.
Recovering and changing the password from the copyright holder’s personal account
Applications are submitted through an account in the gosuslugi system. There is no need to register separately on the official portal of the Cadastral Service, since most government services can be used using a State Services account.
To regain access to your personal account on the USRN website, you will need to do the following:
- Go to the login form.
- Click on “Forgot your password”.
- Enter your phone number or email, then click on “Continue”.
- Enter the code that will be sent by email or SMS.
- Set a new password.

Registration through your personal account on the Rosreestr website
There is another way to make an appointment with a government agency - through your personal account on the official website of Rosreestr. You can only get into it through an account on State Services, so you won’t be able to do without it. The only difference in the registration process is that you do not need to log in after selecting an office.
