Every year, digital technologies become more and more firmly integrated into the lives of Russians. Now, without leaving your home, you can order a visa, a foreign passport, learn more about your apartment, and even register ownership of it. Municipal and state authorities are also included in this trend. The main tool for digital communication between authorities and citizens in 2021 is the single portal gosuslugi.ru.
How the privatization of an apartment through government services works, who can take advantage of the possibility of remote registration and how to avoid refusal.
Who can privatize through public services
Regardless of exactly how the privatization of real estate will be formalized and an application will be submitted, the list of persons entitled to receive real estate from social tenancy into ownership is available to all citizens of the Russian Federation who are registered at the place of residence in apartments allocated under a social tenancy agreement.
One of the ways to submit documents as quickly as possible is to submit an application through the government services port. To do this, you need to go through a short authorization and upgrade your status to at least standard. To do this, you need to create a personal account, and:
- indicate contact details - email,
- enter a phone number to receive confirmation,
- select a login and password,
- Registration is confirmed at the specified mail.
It is possible to undergo maximum verification, but this will no longer be possible without leaving home.
As a result, all persons eligible to participate in privatization can submit an application through government services, provided:
- availability of a personal account on the portal,
- consent of all citizens registered at the place of residence,
- Availability of scans of all necessary documents.
Conditions for privatization
The state information portal State Services provides duly registered citizens of the Russian Federation with a whole list of services. You can use it, avoiding the difficulties associated with collecting documents, waiting in lines, having to go to the other end of the city, etc. The portal facilitates a number of procedures and also saves time.
Users of this resource are given the opportunity to undergo the privatization procedure. The website contains all the information related to the privatization procedure; there is a selection of legal acts governing privatization. This portal provides a number of opportunities to help collect the package of papers required for privatization.
In order to carry out privatization, the following conditions will need to be met:
- Prepare the entire package of necessary documents.
- Pay the state fee.
- Real estate subject to privatization must be brought in accordance with the requirements for such objects.
- The privatized object should not be subject to the ban imposed on certain types of real estate.
The procedure may be denied due to the following factors:
- debts for utility bills that cannot be repaid (if the debt for housing and communal services is repaid, then such a ban may be lifted);
- a dorm room is considered as the proposed object of privatization;
- the building where the privatization object is located is recognized as unsafe;
- the apartment is located in a service, specialized or departmental building;
- the proposed object of privatization is the commune;
- The housing is located in the area of a closed military camp.
Due to the fact that there are regional peculiarities of the privatization of real estate, it is necessary to clarify all the nuances regarding the object that is supposed to be privatized with representatives of local authorities. This will avoid problems in the future.
Features of privatization through the portal
Regardless of how exactly the application is submitted, the deadlines for consideration of applications and the package of documents will remain the same. Submitting an application remains free of charge.
However, the use of digital technologies makes its own adjustments.
The most noticeable difference with applying to the MFC is the need for pre-registration.
The application must be registered within half an hour after submitting the application. You will receive an email about this to the email address you provided during registration.
What is privatization and why is it needed?
In simple terms, privatization is the transfer of an apartment for your irrevocable use .
Many people talk about the pros and cons of owning an apartment, but all this is not important in the face of one fact - your home will always be yours, and a non-privatized apartment is a fog in your hands. The law on privatization came out back in 1991, but since then more than twenty percent of people have not actually taken what belongs to them.
Algorithm for privatization through public services
After authorization on the portal, the user must:
- select the section of the required department in the service catalog (in each region it has its own name),
- define the section “Obtaining residential premises of municipal housing ...”,
- click on the “get service” button,
- fill out a short application
- attach scanned copies of documents. If this is not possible, documents can be sent by courier to the address specified on the portal.
The package of documents will be exactly the same as in the MFC. Depending on the region, the list may vary to some extent, but usually you will need:
- Identity document of the applicant,
- Birth certificates of minors registered on the premises
- Social tenancy agreement and warrant,
- Extract from the Unified State Register of Real Estate,
- BTI technical passport,
- Certificate of family composition,
- BTI certificate stating that the applicants have not previously participated in privatization,
- Notarized power of attorney for representation from all residents who agree to privatization,
- Notarized waivers from those residents who are not opposed to privatization, but do not intend to participate in it themselves,
- Permission from the guardianship authorities to remove the child from privatization (if it was received),
- A certificate stating that the housing has not previously been privatized.
Attention! These documents can be attached or sent by courier. The portal usually indicates the address of the nearest MFC. After this, the applicant is guaranteed to receive a response within 60 days.
Despite the fact that the law does not provide for the need to repay debts on housing and utility bills, for some regions, a personal account statement is indicated as a mandatory document. This practice is completely illegal, and it is not at all necessary to attach this document. Sometimes there is simply no way to pay off debts for housing and communal services. Sometimes privatization is formalized for the purpose of selling square meters and paying off outstanding bills. There are no legal grounds for refusal in this case.
Important nuances
Important points related to privatization include, first of all:
Indicators | Description |
Participation in privatization is possible only once in a lifetime | an exception is made for minors |
You must pay a state fee | — |
Only citizens of the Russian Federation have the right to privatize residential real estate in the country | without any exceptions |
A number of mandatory conditions have been established | — |
The privatization process itself has a number of subtleties and significant points. A number of them directly affect the very fact of the possibility of privatization. Therefore, you need to pay the closest possible attention to all of them.
Grounds for refusal
They will be exactly the same as when registering for the MFC:
- an incomplete package of documents,
- unreliability of the information specified in the documents,
- erasures or corrections in documents or damage that makes them unreadable,
- the housing belongs to the emergency, special or service housing stock or is considered a dormitory,
- lack of consent to the privatization of all registered citizens,
- infringement of the interests of minor children,
- the applicant has previously participated in privatization,
- the owner of the property has not been identified (the house is not listed on the municipality’s balance sheet).
In other cases, the refusal will be unlawful and can be appealed to the court or prosecutor's office.
Pros of privatization
Free legal consultation
After completing the procedure, the premises are transferred to the citizen’s ownership, which provides a number of advantages:
- privatized housing is subject to alienation, i.e. if necessary, you can sell it and get money;
- An apartment owned by a citizen can be exchanged for one of equal value. It can be located, for example, in a place more convenient for a person. It can be changed to another living space of a larger or smaller size;
- such property can act as collateral when applying for a loan from a bank;
- By becoming the owner of an apartment, a citizen receives the right to register his relatives there.
Important! When the ownership of an apartment is transferred to a citizen, the municipality loses its rights to it. At the same time, a person is responsible for paying real estate taxes, as well as making deductions for major repairs.
Pros and cons of online privatization
Submitting an application online has a number of undeniable advantages:
- the opportunity to submit documents without leaving home,
- guaranteed time for consideration of the application within the period established by law,
- guaranteed consideration of the application, without the risk of losing documents “in transit”.
But there are also negative points:
- When contacting the MFC, it is possible to get advice on the spot. The grounds for refusal will most likely be found immediately. An MFC employee will point them out and help you save time by eliminating them, if possible, on the spot.
- Not all documents can be ordered online yet. When contacting the MFC, it is possible to obtain most of the certificates in one place and immediately submit an application for privatization.
As a result, privatization through public services turns out to be the most convenient option for experienced people who are confident that all materials have been collected correctly. You will inevitably have to visit the MFC first to collect documentation.

Specifics of privatization
Features of privatization:
- The application is made to the district administration or municipal authority at the location of the residential property.
- Free privatization service. For registration procedures you will need to pay a state fee - 2000 rubles.
- The maximum duration is 2 months.

Because you are only allowed to participate in the procedure once.
Additional Information
Privatization through the government services website is provided free of charge; no state duties or other payments are required. Please note that a fee may be required for processing individual documents. For example, for a certificate stating that the citizen has not previously taken part in privatization.
By law, citizens' appeals must be considered within 60 days from the date of filing the application.
If the privatization of housing was authorized by court, the court decision and a package of other documents must be uploaded to the government services website.
Registration of privatization through the MFC
Multifunctional centers currently exist in almost every city. The main function of such centers is to receive documents and applications from citizens with subsequent transfer to the appropriate department.
Submission of documents for the privatization of housing is carried out through branches of Rosreestr, and when contacting the MFC, center employees will transfer the accepted application with documents to Rosreestr.
The main advantages of registering rights to municipal housing through the MFC include:
- the ability to process all documents from one specialist;
- availability of an electronic queue;
- speed of application processing;
- obtaining specialist assistance in filling out documents.
In branches of Rosreestr and other government agencies, you often have to wait in several queues to see different officials, and in multifunctional centers a one-stop system has been introduced, when in order to obtain certificates and submit applications to various departments it is enough to take one queue.
Most government institutions visited during privatization have a live queue, and all MFCs have electronic terminals with cut-off numbers for queuing, which speeds up the receipt of services and reduces the likelihood of conflicts between visitors.
The disadvantages of contacting the MFC include an increase in the period for providing services by 1-2 business days, during which the center’s employees will exchange documentation with departments.
