Types of USRN extracts
Since 2021, the Government of the Russian Federation has adopted Federal Law No. 218, which regulates the state registration of real estate and approves an extract from the Unified State Register of Real Estate as a title document for any real estate property. This official paper displays valid information about all objects placed on special cadastral registration.

Extracts from the Unified State Register of Real Estate – types, methods of obtaining since 2018

According to Order of the Ministry of Economic Development No. 975, statements may differ in form and content, so they are formed by category. Below we will discuss each option in more detail.

What types of extracts from the Unified State Register are there?

The types of extracts from the Unified State Register are approved by Order of the Ministry of Economic Development No. 378. Today there are certificates:

  • about rights to an apartment/house/garage and basic indicators;
  • on the transfer of rights to own an object;
  • about the rights of a specific person to real estate at his disposal;
  • about the date when the property was officially registered in Rosreestr and the official registration of property rights took place;
  • on zones providing for the use of land plots under special conditions;
  • on the distinctions between departmental entities, cities/towns and state entities;
  • on the legal capacity of the copyright holder.

For ordinary citizens of Russia, the first two categories of certificates are relevant.

Ways to obtain official paper

Order No. 968, issued in 2015, fixed different forms of obtaining information from the Unified State Register of Real Estate. Information may be provided:

  • on paper, signed and stamped by a representative of the government agency;
  • in electronic format, when the document is certified by an electronic signature of the registering government agency.

Regardless of whether the information is presented on paper or electronically, the document in all cases retains its legal significance. Also, Order No. 968 approved options for obtaining all types of documents. Let's look at them in more detail:

  • Personal appeal to Rosreestr or to MFC employees. In each of these cases, the applicant receives a document in paper form.
  • Request via the Internet. An application to receive a document in electronic form is submitted online on a special resource. The applicant receives the document as a file to his email.
  • Obtaining the rights to extract information from the FSIS USRN.

In 2021, any types of extracts from the Unified State Register can be requested through the State Services resource only on the condition that the applicant passes a check (verification) on the same website. Only after this will applicants be able to receive the forms they require, confirmed by the digital signature of the customer.

Depending on the purpose of receipt, the information taken from the Unified State Register will differ. Let's look at them in more detail.

Extract from the Unified State Register of Real Estate about the property

The extract form is universal. It is suitable for all types of real estate - apartment, land, residential building, premises, building, structure, etc. This is the most frequently requested type of statement. When they say “I need an extract from the Unified State Register of Real Estate,” they most likely mean this type of extract.

In what situations is it necessary

  1. Before concluding a sale or purchase transaction.
  2. To register an inheritance, a notary.
  3. To check the landlord before concluding a contract.
  4. To clarify the technical characteristics of the apartment, land. plot, residential building, non-residential premises, etc.
  5. For banks, tax authorities, and other organizations.

  • Information that the land plot is located within the boundaries of a specially protected natural area, hunting grounds, forestry areas,
  • Information on the results of state land supervision,
  • Information about the location of the land plot within the boundaries of the territory in respect of which the territory surveying project has been approved,
  • Information on the classification of residential premises as a specific type of residential premises of a specialized housing stock, as residential premises of a rented house for social use or a rented house for commercial use,
  • Information on the adoption of an act and (or) conclusion of an agreement providing for the provision, in accordance with land legislation, by an executive body of state power or a local government body of a state or municipally owned land plot for the construction of a rented house for social use or a rented house for commercial use,
  • Information that the land plot or land plots were formed on the basis of a decision to seize the land plot and (or) the property located on it for state or municipal needs,
  • Information that the land plot is formed from lands or land plots, state ownership of which is not demarcated,
  • Information about the existence of a land dispute regarding the location of the boundaries of land plots,
  • Property record status,

Section 2: Information about registered rights:

  • Copyright holder(s),
  • Type, number, date and time of state registration of the right,
  • Information on the implementation of state registration of a transaction, right, restriction of right without the consent of a third party, body, required by law,
  • Restriction of rights and encumbrance of a real estate object (type, date and number of state registration, period for which the restriction of rights and encumbrance of a real estate object is established, person, basis for state registration, information on the state registration of a transaction, rights, restrictions of rights without the consent required by law a third party, body, information about the collateral manager and about the collateral management agreement, if such an agreement was concluded to manage the mortgage, information about the depository that stores the immobilized documentary mortgage or electronic mortgage),
  • Agreements for participation in shared construction,
  • Claims asserted in court,
  • Information about the objection to the registered right,
  • Information about the existence of a decision on the seizure of real estate for state and municipal needs,
  • Information about the impossibility of state registration without the personal participation of the copyright holder or his legal representative,
  • Legal claims and information about the availability of received but not considered applications for state registration of rights (transfer, termination of rights), restrictions on rights or encumbrances on a property, transactions in relation to a property,
  • Information about the impossibility of state registration of the transfer, termination, restriction of the right to a land plot from agricultural lands.

Section 3: Description of the location of the land plot:

  • Plan (drawing, diagram) of the land plot,
  • Description of the location of the boundaries of the land plot,
  • Information about the characteristic points of the border of the land plot.

Section 4: Information about parts of the land plot:

  • Plan (drawing, diagram) of part of the land plot,
  • Accounting number of the part, Area, Content of the restriction in use or restriction of the right to the real estate object or encumbrance of the real estate object,
  • Information about the characteristic points of the boundary of part (parts) of the land plot.

Section 5: Description of the location of the property:

  • Layout of the property (part of the property) on the land plot(s),
  • Information about the coordinates of characteristic points of the contour of the property,
  • Information about the maximum height and depth of structural elements of the property,
  • Information about the characteristic points of intersection of the contour of a real estate object with the contour (contours) of other buildings, structures, and unfinished construction projects.

Section 6: Information about parts of the property:

  • Floor plan (part of the floor), plan of the property (part of the property),
  • Information about the location of part (parts) of the property on the land plot.

Section 7: List of premises, parking spaces located in a building, structure:

  • Cadastral number of the premises, parking spaces,

Certificate of rights to the object and its characteristics

This document includes general information contained in the Unified State Register of Real Estate, at the request of the applicant. May reflect:

  • official confirmation of registration of the house/garage/apartment with special cadastral registration and removal from it;
  • confirmation of the right to own property;
  • entering into the register of changes to a previously registered object.

Given the type of object, this document may contain:

  • cadastral registration number and registration time, technical parameters of the property, address, square footage, purpose, etc.;
  • information about the owner, the type of legal ownership, the date when the rights were registered, the presence of encumbrances and restrictions on the ownership of a house/apartment/land plot;
  • layout plan of real estate (premises) and location.

Since 2021, this form includes all information from the cadastral passport, so the document contains text and graphic images. In addition, the cadastral price of the property, data on land surveying points, the period for putting the object into operation, etc. are entered into the paper.

Extract on the transfer of rights to the property

This document is often called “extended extract from the Unified State Register of Real Estate”. But this is not true, because. This is another type of certificate from Rosreestr.

In what situations is it necessary

  1. Before concluding a purchase and sale transaction, donation, to check the history of the owners (how often the apartment changed owners).
  2. For the court.

What information does it contain?

  • Type of property,
  • Cadastral number,
  • Address,
  • Copyright holder,
  • Type of registered right, share in the right,

The main purpose of this official paper is to provide information about the moment of official ownership of a specific object, as well as its transfer or cancellation. It includes the following data:

  • cadastre number, type of property and its registration address;
  • type of ownership, size of share, etc.;
  • the time when ownership passes to another person.

Federal Law-218 (Article 62, Part 13 and Part 14) states that in order to maintain the confidentiality policy, the right to receive information from the Rosreestr database is given only to the owner of the property or his authorized representative.

Other types of extracts from Rosreestr

We have sorted out the most popular certificates from the Unified State Register of Real Estate, but there are also others that can also be useful in certain situations:

  1. On recognition of the copyright holder as incompetent or partially capable . This document is available only to individuals. Such an extract can be obtained by a guardian, trustee, court or law enforcement agencies.
  2. On the date of receipt by the rights registration authority of the application for state cadastral registration and (or) state registration of rights and documents attached to it.
  3. Certificate of persons who received information about the real estate property . Such a certificate can be obtained by the owner of real estate in order to find out who was interested in information on his real estate. It will contain the names of the persons who requested information from Rosreestr.
  4. About the cadastral value of a real estate property . This extract can be ordered free of charge at the official office. Rosreestr website.

Certificate of rights of a specific person to real estate at his disposal

With the help of this document, you can obtain valuable information about the availability of real estate for a particular citizen at the present moment and over the past period of time. The contents of such an extract will be as follows:

  • at the request of the applicant, a period of ownership of rights to the house/apartment/plot/garage is formed;
  • all characteristics of the object are entered (cadastral registration number, type of real estate, address, intended purpose, quadrature, etc.);
  • displays data on ownership rights (type, share, when registration or termination occurred);
  • information about the presence of restrictions is provided.

The document contains information only about the availability of real estate by a given person. If the applicant is interested in information on a specific date, this should be indicated in the request.

Types of extracts from the Unified State Register of Real Estate provided for by Order No. 378 dated June 20, 2016

Any person can issue a USRN certificate, but the available information contained in it may vary. The amount of open data depends on the type of document.

Let's consider the types of extracts from the Unified State Register of Real Estate, regulated by Order of the Ministry of Economic Development No. 378:

1. An extract about the main characteristics and rights to the object , which provides information available to every interested party. It is issued for the following operations:

  • registration of an object in the cadastral register or its deregistration;
  • confirmation of ownership of the object;
  • entering into the Unified State Register of Data about an object that was previously registered.

An extract about the main characteristics and rights to the object contains a textual component and a graphic one (cadastral passport).

Taking into account the type of real estate, an extract on the main characteristics and rights to the property may contain the following data:

  • information about the object (cadastral number, registration date, address, area, purpose, etc.);
  • information about the rights to the object (full name of the owner, form of ownership, number and date of registration of the right, the existence of a lien or other encumbrances on the object);
  • description and layout plan of premises at the facility;
  • cadastral price;
  • date of commissioning;
  • boundary points, etc.

2.Extract on the transfer of rights to the object, which contains data on the transfer, emergence or increment of rights to real estate.

An extract on the transfer of rights to an object contains the following data:

  • information about the object (variety, address, cadastral number);
  • information about owners, taking into account new owners;
  • types and sizes of ownership shares;
  • date and number of registration of transfer of rights.

Personal information about the owners is provided only to a limited list of persons, this may be the owner or an authorized representative acting by proxy.

3. An extract about the rights of an individual to the objects he owned at the present time and in the past.

This document contains information about whether a particular person has ownership rights to real estate, specifying the types of these rights and the size of shares.

Information is provided for a certain period of time, indicating the types of objects, addresses, area, cadastral numbers and purpose of the property. The extract must also indicate information about existing restrictions and encumbrances.

  1. An extract on the date of receipt of the application for cadastral registration and registration of rights.
  2. Extract on zones and territories with special conditions of use.
  3. Extract on the boundaries between the constituent entities of the Russian Federation, municipal authorities and populated areas.

Types of extracts from the Unified State Register of Real Estate provided for by Order No. 968 dated December 23, 2015

According to Order No. 968, the USRN certificate can be provided in the following forms:

  • electronic statement, which is issued online and confirmed by the electronic signature of the registrar;
  • certificate on paper, confirmed by the signature of the registrar and the seal of the authorized body.

The electronic version of the statement is issued much faster than the paper version and has the same legal significance.

These methods of obtaining a certificate allow each interested party to independently choose the method of registration and receipt of the document.

What is the difference between a certificate for an apartment and a certificate for a land plot?

The rules for issuing statements, despite the variety of objects, are carried out according to general requirements. But their content may differ significantly. For comparison, you can consider the extract for a land plot and an apartment:

  • The information for the plot of land will indicate the intended purpose and type of permitted use.
  • The information for the apartment will indicate the floor plan and the location of the land plot in relation to neighboring ones, and the location of the land plot will be entered in the extract for the building.

A plot of land with a house represents two immovable objects, so an extract from the Unified State Register for them will consist of two documents - one with characteristics of the plot, and the other with characteristics of the house. The peculiarity of the content of a document confirming the rights of a certain person is that it is formed only from a list of objects that are owned by a person.
