The legislation of the Russian Federation does not provide a clear concept of a single mother.
The signs of this concept are contained in the Resolution of the Plenum of the Supreme Court No. 1 of January 28, 2014. Nevertheless, the following criteria for the status under consideration are distinguished:
- the child’s father is dead, limited in parental rights or deprived of them, missing, incapacitated, unable to support the child due to health conditions, is in prison, evading parental responsibilities, etc.
- A joint application to establish paternity was not submitted to the civil registry office;
- The child was born out of wedlock or after 300 days from the date of its dissolution;
- The child was adopted by a woman who is not in a marital relationship;
- It has been proven in court, through genetic research, that the specified father is not him.
It is worth noting that a woman does not lose this status in the event of marriage registration, unless her husband adopts her child.
The concept of “single mother” does not include a woman whose child’s main document contains a former spouse (or a man who has officially recognized the child or whose paternity has been established by a court decision), unfortunately, even when the woman does not receive alimony.
Important: single mothers are not a privileged category of citizens who have the right to receive assistance in purchasing housing (exception: a single mother whose child is recognized as disabled).

How to apply for a housing subsidy
One of the main subsidies for single mothers is the federal program “Providing affordable and comfortable housing and utilities to citizens of the Russian Federation.”
The project was created for young Russian families in need of improved living conditions. The received subsidy can be used for the purchase or construction of housing. Conditions of receipt

Programs to improve living conditions
By contacting the local administration or social security authorities at the place of residence (registration), a single mother can find out about existing regional programs to improve living conditions.
For example, if an incomplete family is recognized as low-income, then a number of regions of the Russian Federation provide such families with financial assistance to improve their living conditions.
Attention! Low-income families are recognized as families in which the total income, divided by the number of family members, is below the subsistence level in a particular region of residence of this family.
In many regions of Russia, programs supporting young families are successfully implemented. Single mothers under 35 years of age are also covered by these programs and can apply for benefits from the local administration.
It is worth noting that single mothers do not receive a free apartment from the state, but have the right to pay an amount from the budget in the amount of 35% of the market value of 1 sq.m. housing in one or another subject of the Russian Federation.
A single mother must pay 65% of the cost of the home herself or using a mortgage.
The procedure for receiving a housing subsidy for a single mother:
- Contact the local administration in order to obtain the status of a family that needs improved living conditions, with documents. Each region has its own list of documents, which you can find out about by calling the hotline of these authorities or on their official websites on the Internet;
- After receiving the status of a family in need of improved housing conditions, the department authorized to provide housing subsidies will put them on a queue to receive a certificate;
- After purchasing a housing benefit certificate, a single mother can only use it to purchase or build housing.
Attention! The funds are not cashed out, but are transferred from the budget directly to the account of the home seller.
Procedure and required documents
In order to register for participation in one of the possible programs to improve housing conditions operating in various regions of the state, a single mother with a confirmed status will need:
- Collect the necessary documents that will be required to provide subsidies for improving housing conditions or to receive an apartment from the state on a first-come, first-served basis. The paperwork should begin as soon as possible after the birth of a child for whom the woman has received the status of a single mother, since the process of registering and including persons in need in the queue is quite lengthy and requires the formation of a voluminous package of documents.
- Compile and submit an application with all the necessary documents for improving housing conditions to the regional or municipal government authority that is responsible for the implementation of a particular program. You can submit documents either by personally contacting such authorities, or by contacting multifunctional centers at the location of the authorized authorities implementing a particular government program.
- Wait until the head of a particular government body makes a decision (if the package of documents is correctly completed) on the possibility or impossibility of including a specific family consisting of a single mother and her child (children) in the program for improving existing housing conditions, as well as on in what form such a program will be implemented in relation to a specific family (issuing subsidies for the purchase, assistance in building their own home, preferential mortgage lending, etc.).
- Wait until you are put on a waiting list to improve your living conditions by issuing an apartment or subsidy, or select options for obtaining a preferential mortgage.
In order for participation in one of these programs to be realistic, it will be necessary to create a package of documents confirming the need for a single mother to improve existing living conditions. This package of documents will include:
- application for inclusion in the queue (filled out according to the sample that will be provided by a specific government authority upon application or by an employee of the multifunctional center);
- original and a copy, certified by a notary, from the passport of a single mother;
- original and copy of the certificate of assignment of single mother status, subject to confirmed status;
- the child’s birth certificate in the original and copies (they are provided for all children under the age of eighteen);
- if we are talking about raising a child who, for medical reasons, has been diagnosed with one or another diagnosis on the basis of which a disability is assigned, it is necessary to provide a copy of the medical report on the assignment of one or another disability group (since the presence of such a document can help in obtaining a vacant place in queues at the federal level);
- if a single mother has property, the existence or use of which implies taxation, it is necessary to provide a list of such property;
- an extract from the house register at the place of registration indicating the terms of registration for the last ten years (the certificate is provided in an expanded form indicating who was registered, in what premises, under what rights the premises were used, what role the child played in the use of such housing ).
In addition, additional documents may be required, the list of which is formed at the level of regional or municipal legislation in the field of improving housing conditions.
If a woman is in a registered marriage, but the fact of paternity in relation to the children she is raising has not been confirmed by her husband, it is necessary to provide the entire package of documents for him (indicating his property status), which will allow us to judge the need for urgent provision of housing or subsidies for his acquisition or construction.
Subsidies for single mothers to pay for utilities
To receive a “discount” on utility bills, a single mother must contact the social security authorities at her place of residence or the nearest MFC.
You need to have with you a list of documents necessary to confirm your need for a subsidy. Benefits for single mothers for paying utility bills depend not on their legal status, but on the financial situation of the family.
Important: a necessary condition for receiving benefits on utility bills is the absence of arrears in payments. The presence of debt is a basis for refusing to provide a subsidy for utilities.
Required documents
Basic documents for receiving discounts on housing and communal services payments:
- mother's passport;
- child's birth certificate;
- documents confirming the mother’s marital status (marriage certificate, divorce certificate);
- a document confirming the ownership of housing or a rental agreement;
- a certificate of payment for utilities and the absence of debt for them;
- documents on the income of all family members.
After submitting all the necessary documents, a single mother has the right to expect to receive compensation for housing and communal services as early as the next month after submitting the documents.
Important! The validity period of the discount on payment for housing and communal services is only six months. At the end of this period, it is necessary to collect all documents again to extend payments.
Amount of subsidy for utilities
The amount of subsidies for single mothers for utilities is set independently by each region of the Russian Federation.
The size of the subsidy depends on two indicators:
- Level of total family income
- The amount of expenses for paying for housing and communal services.
If the amount of utility costs is higher than 22% of the total family income, the state will pay a subsidy.
In some regions of the country, the cost of paying for housing and communal services has been reduced to 10%.

The list of housing and communal services subsidies available to single mothers is established by the regional legislation of the individual constituent entity of the Russian Federation where the single mother lives.
All single mothers, without exception, when paying for housing and communal services, are given the right to free removal of household waste until the child reaches three years of age (in some regions up to one and a half years).
The provision of benefits for the payment of other utility services is determined by the number of children in the family, the living space occupied and the family income.
Government assistance to single mothers to pay off utility bills is provided in the form of a subsidy. Depending on the region's program, it may be provided in the form of a discount or compensation. The most common option is when payment for the service is made in full, and then the applicant is credited with monetary compensation.
