When to apply
If previously, for many years in a row, the submission of applications from parents of future first-graders began no later than February 1, but now the acceptance of applications will start on April 1.
Moreover, for families who live in the territory assigned to the school, and for those whose children have an advantage when enrolling in 1st grade, the start date will be the same - April 1. The deadline for accepting applications from parents will be June 30.
If the child does not live in the area assigned to the school, then parents of future first-graders need to submit an application in the second wave - from July 6. At the same time, no later than July 5, information about the availability of free places for this category of children should appear on the school website.
If there are places left, the child will be enrolled in school. Admission will continue until the available places are filled, but no later than September 5.

How to find out “your” school
Lists of assigned territories are published on the websites of education committees and educational institutions. It makes sense for parents of first-graders to check their school registration number in advance. The lists of assigned territories are adjusted annually, since the expected number of future first-grade students must be correlated with the number of places in the school.

Each school and other educational institution should have its own website.
This requirement is mandatory, but the legislation does not provide any conditions for exactly how this Internet resource will be maintained. Therefore, some schools cover every step they take, while others limit themselves to only general information.
But some information must be written on the website:

- The rules on which students are admitted to school.
- Number of places available for admission next year.
- Areas in which training is provided.
The website should have a special section where you can clarify information about the school’s affiliation, in particular about which houses are attached to it.

Regardless of the size of the locality, it has authorized institutions or individual specialists who deal with education issues.
Most often, visits by citizens on any issues are carried out at specially designated time intervals, so it is better to clarify the reception schedule in advance. These employees are competent in educational matters, so they can quickly answer which school the house is attached to.
But since this information can also be obtained from the Internet, it makes no sense to go to the department just for one question. Most often, this option is resorted to by citizens who have a number of additional questions, which can only be consulted on through a personal visit to the institution.

Independent visit to school
Every parent has the right to go to school and get advice on issues that are important to him or her related to admission and subsequent studies at school. The following information is provided without any problems:

If previously the school had to enroll a child within seven days after receiving documents, now, according to the new procedure, the director issues an administrative act on admission within three working days after the completion of receiving all applications, that is, after June 30.

Within three days, parents will be notified to come to the school and submit documents. This can be done by email or telephone. Can a school refuse admission?
The school administration has no right to refuse to accept an application. The application must be accepted and registered. Even if the school administration believes that the applicant does not have the right to enroll the child at his place of residence, it must in any case accept the application and give a written response to the refusal, indicating the reason.
The school is obliged to accept everyone who lives in its assigned territory. It may happen that there will be more applicants at the place of residence (those who do not want to enroll, namely those registered in the assigned territory) than the number of places at the school. In this case, the date of filing the application will be relevant.
A public school has the right to refuse to accept documents only if there are no available places. Then parents can contact the local education committee, where they are obliged to help them place their child in another school.

Availability of registration
A citizen can apply for temporary registration at his place of residence.

It is better to issue such temporary registration for a minor child if the parents know that he will go to study in this locality. This step will greatly simplify the enrollment procedure.
If a parent already has temporary registration at his place of residence, he has the right to register his minor child at the same address, even without receiving consent from the owner.

The order of the Ministry of Education specifies several options for filing an application:

Most of the applications in our region are submitted through the Educational Services Portal of the Altai Territory. In order to use it, you need to have an account on the State Services portal.
There is one more innovation in the order that will make submitting applications for admission of a child to first grade more convenient - the mandatory posting of the necessary forms on the school website.
Previously, the school could choose whether to post the form on its website or on an information board within its walls. Now you can always download the form from the website, easily fill it out at home and bring the completed document to school.

Who will have the advantage

Receiving a refusal
Denial of admission to a particular school can be made for several reasons:

A year ago, at the end of December 2021, the Yekaterinburg mayor’s office adopted resolution No. 2616, which changed the system of dividing the city into school microsites. If previously the rule was that there was one school for one micro-area (a child registered at a specific address could attend only one specific school), then after the adoption of the aforementioned resolution the principle changed - now the “zones of influence” of schools can overlap, and accordingly, parents can choose for their child one school out of several.
More recently, in December 2021, a new decree of the Yekaterinburg mayor’s office No. 2927 appeared, which slightly adjusted the boundaries of school microsites, and therefore there was wider variability in the choice of school.
However, today, as before, for a child to get into the first grade of a GOOD school, a mandatory condition is the presence of registration (both permanent and temporary) in a house that belongs to this school.
To determine what a “good school” is, there is an objective indicator recognized by everyone - the percentage of graduates entering prestigious universities. The RAEX agency annually compiles the “Rating of the best schools for admission to leading universities in Russia.” It includes schools whose graduates successfully enter the top 30 Russian universities.
The editors of the portal METRTV.ru, based on RAEX ratings, have formed their list of “20 best schools in Yekaterinburg” (their location can be seen on the map). These are secondary educational institutions that during 2016-2018 appeared in the all-Russian school rankings from RAEX. The list of “20 best schools in Yekaterinburg” includes 16 schools, enrollment in which is made by micro-section (by registration) and 4 educational institutions (No. 2; 9; 202 and SSTS UrFU), which accept students after 4th or 7th grade based on the results exams, without regard to registration. Each of the educational institutions represented in the “Top 20” appeared at least once in the ratings of the RAEX agency for 2016-2018.

Can a first-grader be expelled for poor academic performance?
Only a student over 15 years of age can be expelled at the school's initiative. This, according to Articles 43 and 61 of the Federal Law “On Education in the Russian Federation”, will be a disciplinary measure.
In relation to elementary school students, not only expulsion, but also the use of any disciplinary measures in general is unacceptable. Behavior problems must be solved using pedagogical methods.

What to do if you don’t like the teacher
The law does not give children and parents the right to choose a teacher. But if the relationship with the teacher does not work out, you can try to transfer the child to a parallel class.
The legislation does not regulate this issue in any way. This is the competence of the school director, who makes decisions based on the recommendations of the school’s council of teachers or at his own discretion. An institution may adopt a local act regulating the procedure for transferring from one class to another.
A parent cannot insist on transferring a child to a parallel class; he can only ask. Therefore, it is worthwhile to justify the reason as correctly as possible to the school head.
