A resident permit is the right to free parking in the area of residence for the owner of a car registered at a given address. This parking is available from 20:00 pm to 08:00 am. The document is valid for 1, 2 or 3 years (at the discretion of the applicant).

According to the new rules, only vehicle owners themselves, living in their own apartment, under a rental agreement, or with temporary registration, can obtain a Resident Parking Permit. If you are not registered at the address in the application, it will not be accepted for processing.
You can park near the house 24/7 with a permit after paying a fee (cost: 3,000 rubles per year). One apartment is allowed to have 2 places for transport.
How to obtain a residence permit?
Obtaining a resident permit for free parking in Moscow is possible by contacting:
- in, as well as through the online public services portal;
- to the website of the Moscow parking space “Moscow Parking”.
In any case, the application will be entered into the register within 6 working days.
You will need the following list of documents:
- title documents for an apartment/house/room in communal housing, rental agreement, confirmation of registration address;
- application (needed only when applying in person for a parking permit);
- registration certificate of the vehicle for which the resident permit will be issued;
- passport or other identification document of the applicant , power of attorney to represent the actions of another person (if the request is made by a relative or lawyer);
- if the owner of the car lives in a house subordinate to the management of state budgetary institutions - a single housing document or an extract from the house register ;
- written consent of all apartment owners (tenants).
If a family lives in a communal apartment, the written consent of the neighbors in the premises will be required to obtain a resident permit. A sample can be obtained from the multifunctional center or online on the official website.
If it is not possible to obtain consent due to poor relations between the parties, lawyers advise going to court. This is the only way to defend your right to free parking at your place of residence.
When submitting an electronic application on the government services website, you must have all documents in digital form.
What to do first
The adjacent territory is part of the common property of the house, the ownership of which is held by all apartment owners. That is why any changes related to the common area of the house are decided at a general meeting.
The easiest way to resolve the issue of organizing parking is if a homeowners' association has already been organized.
Most likely, the adjacent area has already been properly decorated. If there are no proper documents, then it is necessary to carry out the legal procedure.
The land plot must be allocated in a certain way and registered in the cadastral register in accordance with the boundary plan. Only after taking all these measures and agreeing with the city administration can various actions be carried out to improve the common area of the house.
Any decisions related to the local area must be made at a general meeting of homeowners. To obtain permission to organize parking, the consent of two thirds of the owners is required.
Sometimes it can be difficult to get a positive decision from the majority. Especially if there are significantly fewer motorists in the house than those who travel on foot. Pedestrians would rather have a green square in the yard than a paved parking lot.
Therefore, it is worth considering in advance an option that will satisfy the requirements of both categories of residents. It is important to make it clear to all neighbors that a neat, spacious parking lot, well designed and equipped, will be an excellent solution for everyone, without exception.
Cars will not interfere with the passage on the sidewalks, playgrounds will be freed up, and a clear system of entry and exit will serve to ensure the safety of the area.
It is possible to hold such a meeting in absentia, by visiting all the residents and collecting signatures of their consent. The minutes of this type of meeting must contain a number of information.

- agenda;
- method of holding the meeting;
- decision to contact the city administration;
- details of the responsible person (with the obligatory indication of all passport data);
- number of residents voting.

How to check the readiness of the permit?
When submitting an application, the car owner himself indicates a convenient way to receive notification of the readiness of the document. This could be an SMS message, an email, or a notification in your personal account on the mos.ru website.
When visiting the multifunctional center, employees can provide upon request a paper certificate of entry into the register of the request. Within a week after submitting the application, the permit will be ready for issue.
The permit in Moscow is valid in the area of residence of the applicant-owner of the vehicle, and also gives the right to park in the Central Administrative District if the citizen lives there.
Nuances and difficulties
When preparing documents, it is necessary to take into account the following data, which may affect the complexity of registration:
- One application is submitted for each car, i.e. When applying for residential parking for two cars, you must fill out two applications;
- the car is linked to the area, and not to a specific residential building;
- In the absence of the necessary documents, the period for consideration of the application is postponed until the necessary information is provided.

How much does a resident permit cost?
A resident parking permit within the area of residence for 12 hours (from 20:00 to 08:00) is issued free of charge. If there is a need for 24-hour parking, the following prices apply:
- for 1 year of use - 3,000 rubles;
- for 2 years of use - 6,000 rubles;
- for 3 years of use - 9,000 rubles.
If a person has a preferential category - a participant in the Second World War, a participant in the defense of Moscow, a Hero of the Soviet Union, a full holder of the Order of Labor Glory, a Hero of Socialist Labor, a Hero of the Russian Federation - he has the opportunity to park for free around the clock in all paid parking lots in Moscow. Such document is issued 1 per apartment.
How to pay for a parking permit online and offline?
You can buy a resident parking permit 24 hours a day by paying online or visiting the bank in person.
- in the first case, you need to register on the government services website, create a personal account on the mos.ru website, and follow the link;
- This method is the most hassle-free - download the “Moscow Parking” mobile application to your smartphone (links for iOS and Android), through which you can pay for parking for a year, two or three in two clicks.
- the citizen also personally visits the multifunctional center where the permit was issued before, and pays for the service on the spot/takes out a current account and purchases a parking right from the bank.
Car spaces have become private property
Legislative changes came into force on the first day of 2017, after the adoption of Federal Law No. 315, which provided for a number of amendments to the Civil Code. Innovations have changed the status of parking spaces. From now on, parking spaces in parking lots or open parking lots are considered a separate type of property.
The process of registering the right to a real estate property in the form of a parking space is a strictly regulated procedure that involves:
- Preparation of a specific package of documentation.
- Contact the authorized government agency.
- Obtaining a document confirming the right to property. In other words, the presence of an extract from the state register serves as proof of the right to property. The procedure is similar to registering property rights to any real estate.
For reference . Previously, owners of parking spaces were considered only shared owners; cadastral registration was not available to them. Legally, an area without walls was not real estate, and the construction of additional fences around a parking space is prohibited. This is where difficulties arose with the sale or purchase of parking spaces. However, these difficulties are already a thing of the past.
How to renew a residence permit?
Free parking permit is valid for 1 year. Then it needs to be extended. This should be done 2 months before the expiration date of the old document by contacting the official website or multifunctional center and submitting an application for renewal. In this case, the new permit will come into force only after the expiration of the old one.
Limit on receipt
The restriction on obtaining a permit is the applicant's non-compliance with the requirements.
However, there are deadlines during which the issued document is valid:
- annual term;
- two-year-old;
- three-year-old
A citizen can independently determine for how long he will park his car within the framework of the law. Before the expiration of the established period, the permit can be extended.

Admission is canceled at the request of the owner in the above cases, but payment for 24-hour parking made earlier is not refunded.
If the permit is suspended, the user must liquidate all debts within ten days and notify the State Public Institution “Administrator of the Moscow Parking Space” in writing. In the future, the validity period of the document will be extended equivalent to the period of suspension.
Re-issuance of a resident parking permit is necessary when moving, purchasing a new vehicle, or losing an old document. Consequently, having issued a resident parking permit, a Muscovite can leave his vehicle near his house for free from 20:00 to 08:00 in the morning.
