The State Information System for Housing and Communal Services (GIS Housing and Communal Services) arose in 2015 and worked in test mode for 2 years. Federal Law of July 21, 2014 No. 209-FZ
1. The federal executive body, which carries out the functions of developing and implementing state policy and legal regulation in the field of information technology, is the state customer responsible for coordinating the creation, operation and modernization of the system.
2. The organization of the federal public postal service is the operator of the system.
3. The federal executive body, which carries out the functions of developing and implementing state policy and legal regulation in the field of information technology, together with the federal executive body, carrying out the functions of developing and implementing state policy and legal regulation in the field of housing and communal services farms establish:
1) functional requirements for the system;
2) the procedure, composition, methods, timing and frequency of posting information by suppliers of information, the mandatory placement of which is provided for by this Federal Law, in the system;
3) forms and formats of electronic documents placed in the system, including forms of electronic documents containing information about objects of state registration of the housing stock, including their technical characteristics and condition, and an electronic document containing information about objects of heat supply, water supply, sewerage, gas supply , electricity supplies used to provide public services, supplies of resources necessary for the provision of public services to apartment buildings, residential buildings (forms of an electronic passport of an apartment building, a residential building, an electronic document on the condition of communal and engineering infrastructure facilities), as well as the composition of information, placed in the system in accordance with such forms;
4) the procedure for storing, processing and providing information contained in the system;
5) a list of directories and classifiers posted in the system, and the procedure for their use by participants in information interaction when posting information in the system;
6) the procedure for maintaining registers in the system, including registers of residential premises and non-residential premises in apartment buildings, apartment buildings, residential buildings, utility and engineering infrastructure facilities, information providers, registers of special accounts opened for the purpose of forming a capital repair fund;
7) the procedure for accessing the system and information posted in the system, as well as the timing of registration of information providers and information users in the system;
requirements for technological, software, linguistic, legal and organizational means of ensuring use of the system, including requirements for its architecture;
9) the procedure for exchange by a bank, other credit organization, federal postal organization, body that opens and maintains personal accounts in accordance with the budget legislation of the Russian Federation, including those making payments in electronic form, as well as another body or other organization through which payments for housing and utilities are made using information from the system;
10) the procedure for the interaction of the system with the infrastructure that ensures the information and technological interaction of information systems used to provide state and municipal services in electronic form, the procedure for the interaction of other information systems with the system, as well as uniform formats for the information interaction of other information systems with the system;
11) the address of the official website of the system on the information and telecommunications network “Internet”.
4. The system operator ensures the uninterrupted functioning of the system, the possibility of integration and interaction of other information systems with the system. Information interaction between information systems of information providers and information users with the system is carried out using uniform formats.
5. The federal executive body, which carries out enforcement functions for cash services for the execution of budgets of the budget system of the Russian Federation, issues certificates of keys for verifying electronic signatures for registration in the system to government bodies, state extra-budgetary funds, and local government bodies.
6. The federal executive body authorized in the field of state registration of rights to real estate and transactions with it, cadastral registration and maintenance of the state real estate cadastre, and its territorial bodies place in the system information from the state real estate cadastre and from the unified state register of rights to real estate and transactions with him on the objects specified in clauses 6 and 7 of part 1 of article 6 of this Federal Law.
7. The federal executive body in the field of state regulation of tariffs, executive authorities of the constituent entities of the Russian Federation in the field of state regulation of tariffs place in the system the information specified in paragraphs 11, 27 and 41 of part 1 of Article 6 of this Federal Law, as well as information about persons, specified in paragraph 1 of part 1 of article 6 of this Federal Law.
8. The federal executive body implementing state policy in the field of migration and carrying out law enforcement functions, functions of control, supervision and provision of public services in the field of migration, and its territorial bodies place in the system the information provided for in paragraph 8 of part 1 of article 6 of this Federal Law .
9. The federal executive body authorized for control and supervision in the field of taxes and fees shall place in the system information from the unified state register of legal entities and from the unified state register of individual entrepreneurs about the persons specified in paragraphs 1 and 2 of part 1 of article 6 of this Federal law.
10. The Pension Fund of the Russian Federation and its territorial bodies place in the system information from basic state information resources about insurance numbers assigned to individual personal accounts of insured persons in accordance with the legislation of the Russian Federation on pension insurance.
11. The Fund for Assistance to the Reform of Housing and Communal Services places in the system the information specified in clause 15 of part 1 of article 6 of this Federal Law.
12. The federal executive body, which carries out the functions of developing and implementing state policy and legal regulation in the field of registration of non-profit organizations, places in the system information about the organizations specified in paragraph 16 of part 1 of article 6 of this Federal Law.
13. State authorities of the constituent entities of the Russian Federation:
1) place in the system information about officials of state authorities of the constituent entities of the Russian Federation, including executive authorities of the constituent entities of the Russian Federation, authorized to carry out state housing supervision;
2) maintain in the system the register of organizations specified in paragraph 16 of part 1 of Article 6 of this Federal Law, indicating the details of regulatory legal acts of the constituent entity of the Russian Federation on the creation of these organizations;
3) place in the system the information provided for in paragraphs 3, 4, 9, 10, 17, 18, 20, 26, 28, 34 and 40 of part 1 of article 6 of this Federal Law.
14. The executive body of the constituent entity of the Russian Federation authorized to carry out state housing supervision:
1) maintains in the register system notifications about the method of managing apartment buildings chosen by the owners of premises in apartment buildings;
2) maintains in the register system notifications about the method chosen by the owners of premises in apartment buildings for forming a capital repair fund;
3) maintains a register of accounts in the system, including special accounts opened for the purpose of forming capital repair funds;
4) places in the system the information specified in paragraphs 2, 5, 19, 37, 40, 41 of part 1 of article 6 of this Federal Law.
15. State authorities of the constituent entities of the Russian Federation in the field of energy saving and increasing energy efficiency post in the system the information specified in paragraph 12 of part 1 of article 6 of this Federal Law.
16. Local government bodies place in the system:
1) information about officials of local government bodies authorized to place information in the system, including local government bodies authorized to exercise municipal housing control;
2) information provided for in paragraphs 6, 7, 9, 11, 13, 14, 28, 40 of part 1 of article 6 of this Federal Law;
3) information on the method of managing an apartment building, as well as the information provided for in paragraph 30 of part 1 of Article 6 of this Federal Law (in the constituent entities of the Russian Federation - the federal cities of Moscow, St. Petersburg and Sevastopol - the state authorities of the corresponding constituent entity of the Russian Federation, if by law of the corresponding subject of the Russian Federation, it has not been established that these powers are exercised by local self-government bodies of intracity municipalities), in cases where the owners of premises in an apartment building have not chosen a method of managing the apartment building;
4) information on the method of forming a capital repair fund in the event that the owners of premises in an apartment building, within the period established by the Housing Code of the Russian Federation, did not choose the method of forming a capital repair fund in relation to such a house or the chosen method was not implemented, indicating the details of the corresponding decision local government authority.
17. The local government body authorized to carry out municipal housing control shall place in the system the information provided for in paragraphs 5, 40 of part 1 of Article 6 of this Federal Law.
18. Persons engaged in the provision of services for the management of apartment buildings, under contracts for the provision of services for the maintenance and (or) performance of repairs of common property in apartment buildings, for the provision of utility services, place in the system the information provided for in paragraphs 1, 2, 6, 7, 21-25, 28-33, 35-40 part 1 of article 6 of this Federal Law.
19. Persons supplying resources necessary for the provision of utility services to apartment buildings, residential buildings, place in the system the information provided for in paragraphs 1, 2, 6, 7, 11, 22, 24, 25, 27, 31, 33, 40 part 1 article 6 of this Federal Law.
20. Specialized non-profit organizations that carry out activities aimed at ensuring the overhaul of common property in apartment buildings, and on whose accounts a capital repair fund is formed in relation to apartment buildings, place in the system information on the performance of their duties in organizing the overhaul of common property in apartment buildings, including the information provided for in paragraphs 19 and 21 of part 1 of article 6 of this Federal Law.
21. Bodies or organizations authorized to carry out state accounting of the housing stock shall place in the system the information provided for in paragraph 6 of part 1 of Article 6 of this Federal Law.
22. State authorities and local governments ensure the interaction of state and municipal information systems containing information subject to mandatory placement in the system in accordance with this Federal Law with the system.
23. Banks, other credit organizations, federal postal organizations, bodies that open and maintain personal accounts in accordance with the budget legislation of the Russian Federation, including those making payments in electronic form, as well as other bodies or organizations through which payments are made for residential premises and utilities, including in electronic form, have free access to the information contained in the system and necessary to pay for residential premises and utilities. Banks, other credit organizations, federal postal service organizations, bodies that open and maintain personal accounts in accordance with the budget legislation of the Russian Federation, including those that make payments in electronic form, as well as other bodies or other organizations through which payment is made residential premises and utilities are required to immediately post information about the payment of such fees in the system.
What does she do?
GIS Housing and Public Utilities deals with the following:
- collects, stores and processes data;
- allows you to view information electronically;
- controls real settlement transactions between participants;
- monitors the condition of housing facilities;
- provides information on all utilities;
- contains information about persons responsible for the supply of utility resources;

GIS performs many functions and allows people to monitor the work of housing and communal services and utilities. Anyone can use it.
Registration and login to your Personal Account (dom.gosuslugi.ru)
Login to your Personal Account is possible only for people authorized in the ESIA. The procedure is carried out in several stages:
- Go to the official website through government services (dom.gosuslugi.ru).
- In the upper right corner of the page, click “Login”. The button is clearly visible, highlighted in red on a white background.
- The page for logging in to the ESIA will be displayed. Authorization is possible via telephone/mail or SNILS. To enter the site, you must first register with the ESIA.
- Click “Login”. Here select the user role (individual, entrepreneur, organization). In the future, you will be logged in automatically.
After the first login to the site, the “Citizen Access to Personal Account” page appears. The user data entered into the Unified Identification and Autonomous Identification is displayed here. The email address can be changed.
Accept the terms of use and click “Login” again. After this, your Personal Account will be available. Upon further logins, the user will immediately be directed to the Personal Account.
To enter the Personal Account of the GIS Housing and Communal Services, organizations first receive an electronic signature from a person holding a management position or from another employee who has the right to represent the interests of a legal entity without a power of attorney. This can be done at certification centers. Then register with the ESIA, and then log into your GIS Personal Account.
Posting information: periods and structure
The MA must post information from July 1, 2021. And for Moscow, St. Petersburg and Sevastopol - from July 1, 2021. If data is missing, the MA may receive a warning. And if after this the requirements are not met, administrative liability threatens.
The MA must post information about:
- utility service providers for apartment buildings;
- persons who manage apartment buildings;
- about houses and their condition, the statute of limitations of repairs and expected updates;
- about the heat supply system, water supply, gas supply, sewerage, electricity supply through which the supply of utility resources is carried out;
- contracts for repair work;
- information about current and major repairs;
- list, volume and cost of provided utilities;
- metering data is updated monthly;
- compliance with fixed operating parameters of utility service providers;
- MKD management price;
- status of settlements of utility service providers, home owners, consumers;
- agreements on the terms of payment for housing and utilities;
- on holding general meetings, on voting results;
- about methods of managing MKD.
Attention! The information posted must be accurate and real. The MA must provide information about each apartment building it manages.

Transition period
The Ministry of Construction and the Ministry of Telecom and Mass Communications propose that GIS housing and communal services participants introduce a transition period until January 1, 2021, in connection with the entry into full force of the system from July 1, 2021. Previously, it was assumed that there would be no transition period in connection with the operation of the system at full capacity. However, representatives of the departments announced that the transition period from July 1, 2021 to January 1, 2021 is necessary due to the large volume of information entered by all its suppliers in the system.
During this entire period, no fines will be imposed on management organizations , partnerships and RSOs for failure to post the information that they will have to enter according to the new order. But for failure to place management contracts, a fine can still be received under Article 13.19.2 of the Code of Administrative Offenses of the Russian Federation.
It is noted that the relaxation is made only for UOs, HOAs and RSOs. For other information providers, including federal and regional authorities, the operator of the GIS housing and communal services - FSUE Russian Post, administrative responsibility for failure to place the necessary information in the system on time in accordance with Article 13.19.1 of the Code of Administrative Offenses of the Russian Federation begins on July 1, 2016.
It should be noted that administrative liability for management companies for failure to place management contracts in the Housing and Communal Services State Information System will also begin from July 1, 2021 - the moment the system is brought into full operation (Article 198 of the Housing Code of the Russian Federation).

Regulations
GIS housing and communal services is regulated by 25 different laws. The main one is Federal Law No. 209. It contains the following provisions:

Amendments have been made to the law on GIS housing and communal services
Federal Law No. 121-FZ dated April 30, 2021 “On Amendments to Article 7 of the Federal Law “On the State Information System of Housing and Communal Services” has been published. This document transferred the powers of the Ministry of Digital Development of the Russian Federation in relation to GIS housing and communal services to the Ministry of Construction of Russia.
Previously, the Ministry of Digital Development of the Russian Federation, together with the Ministry of Construction, established: 1) functional requirements for the system; 2) the procedure, composition, methods, timing and frequency of posting information by providers of information, the mandatory placement of which is provided for by law, in the system; 3) forms and formats of electronic documents placed in the system, as well as the composition of information placed in the system in accordance with such forms; 4) the procedure for storing, processing and providing information contained in the system; 5) a list of directories and classifiers posted in the system, and the procedure for their use by participants in information interaction when posting information in the system; 6) the procedure for maintaining registers in the system, including registers of residential premises and non-residential premises in apartment buildings, apartment buildings, residential buildings, utility and engineering infrastructure facilities, information providers, registers of special accounts opened for the purpose of forming a capital repair fund; 7) the procedure for accessing the system and information posted in the system, as well as the timing of registration of information providers and information users in the system; requirements for technological, software, linguistic, legal and organizational means of ensuring use of the system, including requirements for its architecture; 9) the procedure for exchange by a bank, other credit organization, federal postal organization, body that opens and maintains personal accounts in accordance with the budget legislation of the Russian Federation, including those making payments in electronic form, as well as another body or other organization through which payment for housing and utilities using information from the system; 10) the procedure for the interaction of the system with the infrastructure that ensures the information and technological interaction of information systems used to provide state and municipal services in electronic form, the procedure for the interaction of other information systems with the system, as well as uniform formats for the information interaction of other information systems with the system; 11) the address of the official website of the system on the Internet information and telecommunications network.
Now the determination of all of the above remains entirely with the Russian Ministry of Construction.
Is registration in the housing and communal services information system required?
Registration in the GIS Housing and Communal Services is mandatory for management entities, which must provide information about apartment buildings. If information about payment of utility bills is not entered on the website or it is not true, the consumer has the right not to pay the debt this month.
Therefore, MAs are required to register with the service. If they do not provide information, they may be subject to administrative liability and large fines may be imposed.
And private individuals do not have to register with GIS. They can access the site voluntarily and, if necessary, monitor housing and communal services information. The system has the right to use the user's personal data.
