When do you need to change your gas meter and who does it?

Replacing the meter according to the law

In accordance with federal regulations N102, forms for checking gas meters and the necessary actions of specialists when replacing meters are approved. Each device must be tested for functionality in a timely manner.

Also, the maintenance of devices is regulated by the decree “On the procedure for providing public services” and order N239 of the Ministry of Regional Development dated June 26, 2009.

Attention: it is strictly prohibited to independently replace the device and influence the indicators of the equipment dial.

The owner must provide employees with accurate information about the service life of a specific gas meter in the enterprise or apartment.

If the verification interval established by the passport comes to an end, it is necessary to check the performance of the unit in a special laboratory. If a malfunction is detected, the recorder is replaced.

What to do if the meter is broken?

It is almost impossible to avoid breakdowns, which can manifest themselves as follows :

  • the readings do not change or there is a slight leak at the mounting location;
  • Digital values are not displayed at all or are only partially displayed (for electronic devices).

In such situations, the importance of maintaining the integrity of the filling becomes apparent. If it is violated, a corresponding act is drawn up.

Based on this act, the user must pay for the past six months in accordance with the standards applied to premises without measuring and accounting equipment.

The same sanctions apply for concealing a malfunction of gas equipment, if a routine inspection reveals a malfunction, even despite the integrity of the seal.

Find out from our article who is responsible for replacing the electric meter.

The subscriber is notified of the recalculation no later than 30 days .

If everything is in order with the seal, and the fault is identified by the owner of the property, the specialist records the fact of the breakdown .

Calculation according to standards in such a situation will be applied only for the period of actual absence of the metering device - from the date of detection of the malfunction to the date of replacement.

Check and replacement

Systematic inspection of the measuring mechanism is required.
If the equipment is outdated or damaged, it can be dangerous. The owner is responsible for inspecting, detecting and notifying the service organization of any observed malfunction of the gas equipment. The responsible company can itself notify the owner of the premises about the need to verify the meter. A certified technician must inspect the gas line, the quality of paint, fasteners and the case of the device. The emergency control valve and the tightness of the channels through which the flammable substance passes are checked. If necessary, the employee can remove the device, while filling out a certificate of removal of the seals.

Attention! It is recommended to monitor their actions while the technicians are working to prevent unauthorized removal of the seal.

Replacement procedure

If the mechanism is faulty, it must be urgently replaced. The owner must submit an appropriate application to the management company to carry out repair work on the gas pipeline. After calling the technicians, the following actions are carried out:

  1. A specialist will conduct a preliminary inspection of the system. The required distance between the meter and the floor must exceed 160 cm, and the distance from the device to the wall must be more than 5 cm.
  2. A working draft is being drawn up.
  3. The old device is being dismantled.
  4. A new mechanism with a mandatory seal is installed.

Before installation, a certificate of malfunction of the previous device is signed. Energy consumption is recalculated according to the tariff for citizens who do not have a meter, taking into account each family member.

Instructions for replacing a gas meter

Under no circumstances should you remove the gas measuring device yourself; this should be done by a company that has a license to carry out such work with its emergency service.

To install the meter, you must follow the following instructions:

  • Write an application addressed to the head of the gas supply organization at the location of your home.
  • It must be accompanied by title documents for the apartment.
  • Copies of the passport of the technical gas consumption metering device.

Specialists will conduct an examination of the condition of gas supply pipes and explore installation possibilities. The owner of the residential premises must pay the cost of the device himself and register it with the gas supply company.

After this, an estimate of all necessary work will be drawn up. The owner will also need to pay for the work of specialists to install the equipment. Then:

  • Upon completion of installation, an acceptance certificate is issued and the parties sign it.
  • Only after acceptance of the work will it be possible to pay for the installation work.
  • With the acceptance certificate and technical passport of the device, the owner goes to the management company to register the meter - the initial readings are recorded, since it can also record intermediate calculations while working in the setup mode.
  • The meter is sealed, and a note is made about the date of this necessary procedure in a special journal.
  • If the device has already been used, then documents will be required confirming that it has been tested.

Installation rules: the measuring device should be located at a distance of up to 80 cm from the passage of the gas pipes themselves, gas stove or water heating device. It is also necessary to take into account the installation height parameters - it cannot be installed lower than 120 cm from the floor.

Based on the provisions of the Housing Code of the Russian Federation, Art. 158, the owner of the premises is obliged to monitor the normal operation of the device and bear all expenses incurred for its maintenance.

Many instrument designs can have rechargeable batteries for autonomous operation of reading measurements. If it fails, it must be replaced. Such devices have not been produced recently, but they are still found in many homes.

Important! It is not allowed to remove the device or change the battery on your own! It is imperative to call a specialist who has a license to carry out such work!

Save

At whose expense is the replacement carried out?

Since the operability of the system is in the interests of the owner, payment for installation falls entirely on the subscriber. The total cost includes both the measurement unit itself and repair and installation work. The price of the model can range from 1.5 to 15 thousand rubles, depending on the brand and method of device. The cost of installation, as a rule, ranges from 3 to 10 thousand rubles.

Attention! During periodic inspections, the removal and installation of the gas appliance is paid by the user.

Installation of equipment is free for certain categories of citizens:

  • WWII veterans;
  • low-income persons;
  • large families.

It is worth noting that the user needs to be aware of the timing of the verification. In case of delay, payment for the gas service for the last 6 months will be charged at the average rate.

Rules and regulations

To determine the required distance from the gas pipe, after developing a residential building project, citizens of the Russian Federation apply for the appropriate permit (approval) from the local gas distribution organization. For a definite answer, you need to know the type of gas pipeline and what pressure is used when supplying it. If there is no data on the type of laying and the pressure in the pipes, it is impossible to give an unambiguous answer.

SNiP 42-01-2002 is one of the natural results of the Federal Law of the Russian Federation “On Technical Regulation” No. 184, adopted in December 2002. In November 2008, the Government of the Russian Federation adopted Resolution No. 858, according to which the current sets of rules were developed and approved. This SP was approved at the legislative level in an updated version and was named SP 62.13330.2011.

The most affordable type of fuel has become widespread and has become a publicly available energy resource. Its widespread use has led to the urgent need to develop regulatory documents in which the permitted distances can be found.

Since 2010, SNiP registered by Rosstandart:

  • are legislative documents, compliance with which is mandatory;
  • checked by supervisory organizations designed to ensure the safety of such structures;
  • may be the basis for a decision in a lawsuit;
  • are recognized as a significant reason for imposing an administrative penalty upon violation.

SP 62.13330.2011 regulates the distances that must be observed depending on the type of laying of the main gas pipeline or its branches and the pressure of liquid fuel in the pipes.

If gas is supplied in cylinders, only the prescribed fire safety standards must be observed. More economical and volumetric transportation in pipes provides for differentiated requirements for different types of supplies and pressure levels during their implementation.

Verification interval

The manufacturer of gas equipment officially indicates in the documents the calibration interval when the device is guaranteed to perform its functions without errors. On average, meters have a verification interval from 8 to 12 years.

If the time for verification is exhausted, gas service workers deliver the meter to a specialized center for inspection.

If the research results are positive, the metering device is reconnected to the circuit. The countdown of the new verification interval begins from the day of installation in its original place.

Installation and Operation Requirements

A gas meter is complex equipment, so installation and connection should be made in compliance with established requirements. Each device is equipped with a passport - a document reflecting information about the device, circuit, connection requirements and operating procedures.

You can register control equipment installed in compliance with the rules and regulations:

  • between the floor surface and the edge of the meter – 1.6 m;
  • the heating boiler or gas stove is 80 cm away from the meter.

Installation rules:

  • upon completion of installation, you should contact the gas service with a written request to apply a seal and issue a certificate allowing operation;
  • the connection diagram must correspond to the metering device and be approved by Gazprom experts;
  • Qualified certified employees have the right to begin installation work;
  • welding can be used in the absence of gas;
  • safety;
  • when installing on a gas supply pipeline, care must first be taken to close the shut-off device;
  • to reduce the risk of electrostatic voltage to zero, you need to bridge the connection points using a flexible insulated cable;
  • It is allowed to connect certified metering devices.

The rules for installing a gas meter state the degree of filtration of the substance passing through the equipment. Gorgaz is obliged to maintain the indicator at a level of less than 100 microns. The meter can withstand a short-term increase in flow rate of 20% and increase in pressure of 10%. The temperature indicator can vary from -20 º to +60 º.

The control device can be placed in a vertical or horizontal position. The only requirement is that an employee of the gas supply company can easily verify the readings.

How to determine when to change the meter

After receiving the notification, the owner of the premises calls specialists for verification.
If tests show a malfunction, the unit is replaced. The technical diagnostics of the meter is carried out by the center for standardization, metrology and certification. If the owner notices any malfunctions in the operation of the equipment, including a foreign smell, you should immediately call specialists who will offer to change the gas meter or carry out repair work. There is also a second reason for mandatory replacement - the end of the dial resource. Counters, as a rule, are not run for a second round, although the values are most often enough for a long period of operation.

What if it's expired?

The user is fully responsible for the operation of the gas meter.

Delay in the verification period does not entail the imposition of a fine .

However, if representatives of the gas industry reveal such a delay, this threatens to recalculate payments.

And again, for the past six months, the fee will be set according to current standards , and not according to the readings of the meter.

Standard device life

Several types of gas meters are produced:

  • industrial;
  • domestic;
  • communal and household.

Attention! By law, the device life and throughput of each model differs. In this case, the period begins to count from the date of production of the equipment, and not from the date of installation.

The device's passport documents indicate the service life and operating conditions of the corresponding gas meter and the verification period for the model installed in a private home or industrial enterprise.

Gas metering devices

A gas meter is a complex technical device. Over time, they wear out and some parts become deformed. As a result, the device gives incorrect readings - the values can be either significantly underestimated or overestimated. The first verification of the device is carried out within the time limits specified in the technical passport.

The lack of periodic inspection leads to undesirable consequences for the homeowner. The readings of such a gas meter will not be taken into account, and charges for the natural resources used are made in accordance with regulatory documents.

Typically, a meter in an apartment or house is used for 10 years. The gas meter has its own service life, and it is counted from the moment of its manufacture, and not purchase or installation. The throughput of the device matters.

What types of devices are there?

  • Industrial.
  • Utilities.
  • Household.

The devices differ from each other in technical parameters, service life and design features. One of their main characteristics is the volume of gas that passes through the device per unit of time. Some devices installed in private houses or apartments have a service life of 20 years or more. Gas is passed through the device according to the parameters specified in the technical data sheet. This allows you to determine the type of system on which the device can be installed.

The homeowner is sometimes able to determine when to change the gas meter. If, with the heating mode or operation of the stove maintained, the parameters obtained during the month differ significantly, it is in the interests of the owner of the premises to carry out an unscheduled verification.

There are several factors that influence service life and help you understand how long it takes to replace devices:

  • there is no dust filter or its cells do not meet established standards;
  • low throughput;
  • increased indoor air humidity;
  • incorrect installation of the metering device.

It is necessary to change the gas meter after 8-10 years. This is exactly the period indicated in the technical data sheet of most devices used in everyday life.

But if the owner does not want to purchase a new meter, he can send the old meter for research to the laboratory. If its ability to correctly determine throughput is confirmed, then its further use is permitted. How long the check takes depends on the availability of services and the technical characteristics of the device, the approximate period is 20 days. While the meter is in the laboratory, the payment amount will be calculated in accordance with the heated area.

An electricity meter is a device whose readings are taken into account when paying for electricity at the end of each month. Most consumers know only about its location in the room and few know about its technical characteristics. If no new appliances have recently appeared in the apartment, and the old ones are used as usual, then there should be no significant digital changes in the electricity receipts.

When you need to change meters, the following signs can tell you:

  • poor-quality rotation of the induction counter disk or its complete absence;
  • the electronic meter indicator does not show the parameters being determined;
  • lack of tightness of the electric meter housing, presence of through holes, chips or cracks;
  • violation of the integrity of the sight glass;
  • Incorrect display of the amount of energy spent on electricity receipts.

Situations often arise when the device works when all devices in the apartment are disconnected from the power source. In everyday life this phenomenon is called “self-propelled”. You can solve the problem with a simple experiment - you should simply turn off all the switches on the panel, leaving the input switch on. Electric meters must be replaced immediately if the disk on the meter continues to rotate. Otherwise, the device will continue to produce unrealistic readings, and the homeowner will regularly pay the electricity bills.

Each meter in the apartment must comply with the requirements of regulatory documents. One of them is the accuracy class. The parameters of only those devices whose value of this standard is 2.5 or more are taken into account. All other electricity meters must be replaced immediately.

Normal accuracy class parameters do not exclude errors in electricity receipts. The relevant organization may unexpectedly present the owner of the premises with verification requirements due to the unreliability of the data received.

You should first inspect the metering device:

  • disconnect all devices from power sources in the apartment;
  • The values of electricity meters must be written down;
  • connect one device whose power consumption is well known (an excellent option is a regular light bulb);
  • check the meter readings after an hour.

An increase in the digital parameters of the device by the expected value indicates complete serviceability of the device. A slight deviation in any direction is acceptable if it is within the established error limits.

How often meters need to be changed can be found in the customer department of the electricity supply organization. An important determining parameter is the calibration interval. During this time period, the manufacturer guarantees uninterrupted operation of the meter. The service life varies from 6 to 16 years. Upon completion, the homeowner exchanges the device for a new one or checks its serviceability at the power supply organization.

Consumption of hot and cold water is also controlled using meters. After how many years the device must be replaced, you can find out when purchasing the device. Its service life is indicated in the technical data sheet and depends on the model of the device.

The following meters are used for domestic needs:

  • electronic;
  • mechanical.

By law, each water measuring device has a certain period of use, during which calibration services and the manufacturer guarantee the effectiveness of its operation. By law, water meters are installed on the corresponding water supply lines. A malfunction that occurs during operation becomes a common cause of incorrect data transmission. Before releasing metering devices, each manufacturer conducts tests, empirically establishing a warranty period. A high-quality water meter operates without breakdowns for 20 years or more.

Control services force you to change the meter if it is not used correctly. The effective operation of accounting devices may be affected by:

  • impurities and foreign objects in water;
  • pressure changes.

To determine the damage that has occurred, an inter-verification interval is established - the time interval between the next checks of devices and their manufacture. With its help, consumption-monitoring services determine how often water meters in a given premises need to be changed.

The verification period depends on the purpose of the device:

  • cold water meter - 6 years;
  • hot water meter - 4 years.

If after research it turns out that the device is not working correctly, then homeowners replace the device with a new one. Hot water has a more negative effect on components, which explains the difference in verification times.

Sometimes you have to change water meters before the next inspection is due. In what cases does this happen?

  • If there are no objective reasons for a significant difference in monthly readings.
  • If there is any doubt about the correct operation of the dial or motion indicator.

Only a specialist from an authorized organization can determine the cause of the malfunction. He will also tell you whether the meters need to be changed or whether they need to be repaired. If a malfunction is detected in the device, you should not delay purchasing a new one for long. The controlling authority will quickly detect damage to the metering device. You will still have to change the water meters, otherwise a complete recalculation will be made, which will result in a significant amount.

After how long to change meters, you can check with the organizations that are responsible for the correct operation of metering devices. The owner of the premises, who correctly approaches the issues of regular inspections, similarly avoids penalties. The technical data sheet supplied with the device will tell you whether the meters need to be changed in the near future. The timing of periodic verifications must be indicated in documents issued by regulatory authorities.

Excess weight is dangerous to health!

Excess weight is not just an aesthetic problem, it is a health problem. Proven by doctors - every 10 kg. Excess weight shortens a person's life by 3-5 years. It has also been proven that everyone can lose weight, all you need is...

There are often situations when utility consumers pay more than the amount for which they spent resources. This often happens with gas payments.

According to approved standards, payment is calculated in accordance with the number of people living in an apartment or house. In this situation, the volume of gas actually consumed is not taken into account.

In any case, the accrued amounts are greater than the cost of the resource used. Those home owners who do not want to overpay every month should consider installing a gas meter.

Who installs and replaces gas meters

Meter maintenance can only be carried out by licensed organizations that meet all the requirements of federal legislation. Among them are specialized accredited companies and individual entrepreneurs with written confirmation of qualifications.

Technicians visit the site, taking into account the route route option and the general condition of the system. The owner of the property purchases a gas meter at his own expense, previously approved by representatives of the organization. The subscriber will also have to pay for other costs. After direct installation, regulations drawn up by employees of the gas organization are signed.

Attention! The device is being sealed. It is strictly forbidden to tear the seal on the registrar. If a gas leak is noticed, the existing valves on the gas pipe should be closed.

What to do

Operation of the equipment implies, in addition to personal control, providing access to the equipment to representatives of the service organization.
If the owner creates obstacles for service personnel (after they have demonstrated documents), this may serve as a reason for terminating the service contract. There are several options for checking the mechanism yourself:

  1. Monitor whether the device values change when all fuel consumers are completely turned off.
  2. Comparison of charges during maximum fuel consumption of a gas stove (4 burners and oven) with similar passport data.
  3. If the unit contains an electronic dial that changes numbers when the gas pipeline is closed, we can talk about the presence of stray currents in the system.

If, when a defect is detected in the operation of the meter, there is no foreign smell, further use of gas appliances is permitted, provided that the user does not carry out repair work independently.

If it's broken

After detecting a malfunction during verification, the specialist draws up a report on the presence of a breakdown, and the owner of the measuring device will need to pay the recalculated amount of energy resources for the last six months.

If the owner independently discovers a malfunction, it is necessary to urgently notify the service organization. The technician will inspect the unit, followed by repair or full replacement. If the meter is transferred for examination to the inspection center, a temporary recorder is installed on the gas pipeline, which will work until a permanent meter is installed.

If expired

Gas equipment should be checked regularly, even if the gas meter has not yet passed its expiration date. The owner of the premises is responsible for periodic inspections. Gas service employees carry out scheduled meter checks every 6 months.

If, during the inspection of the device, the technicians detect a case of delay, a recalculation of the gas used for the last 6 months is made. An interested person can contact the consumer rights protection center if he notices violations on the part of the gas organization.

Work order

Professional teams spend no more than an hour moving or installing a gas meter in an apartment. The first step is to turn off the gas supply in the house. This is done in agreement with local utility services, with a warning to other residents.

Further actions occur as follows:

  1. The device is removed using gas welding.
  2. Gas pipes are being transferred to comply with the new scheme.
  3. The device is installed in a new location.

At the end of the work, representatives of the gas service must check the tightness of the connections. To do this, gas is released through the riser, and soap foam is applied to the joints.

The absence of bubbles indicates that the connections are good. The appearance indicates a leak. In this case, the gas is shut off and the seams are welded again.

It is necessary to prepare the workspace for the gas workers’ visit: ensure the accessibility of gas equipment and pipes, pull back the curtains, remove kitchen utensils and foreign objects

Flange connections are retightened. Simultaneously with leakage monitoring, the functionality of the device is checked.

Installing a new device when moving

The work of moving the flow meter can be combined with replacing the device with a new one. This is beneficial when:

  • the service life of the old meter is approaching its end;
  • desire to install a modern device with remote data transfer;
  • absence of documents confirming the positive outcome of the last verification.

When you hand over an old device for verification, you will have to spend time waiting for the service to be provided and money to pay for it.

If the equipment is found unusable, costs will increase: it will be necessary to purchase a new meter. Therefore, in some cases, when transferring, it is more profitable to plan the installation of a new device.

Acceptance, accompanying documents

By being present during the work, the owner can check the correctness of the installation and the compliance of the new arrangement of pipes and meter with the approved diagram. If everything is done correctly, the craftsmen must fill out a certificate of completed work.

It states:

  • information about the gas distribution organization that issued the permit and sent its representatives;
  • information about the employees who performed the work;
  • technical data of the metering device, its serial number.

The second required document is the act of putting the device into operation. It must record the launch date and time and confirm the functionality of the device.

When submitting an application to transfer the meter, ask the gas company if the device can be sealed immediately after installation. Some organizations present this opportunity. In others, you must submit a separate application after completion of installation work

Both acts are drawn up in two copies. The owner of the premises must store his copies along with the technical data sheet of the product.

Installing a filling after transfer

After you have managed to move the gas meter in the kitchen, you need to seal it. To do this, you need to fill out an application and take it to the customer service department.

The following documents will be required at the time of application:

  1. Applicant's passport, certificate of ownership.
  2. Technical data sheet of the product or a copy thereof.
  3. Acts drawn up by gas company foremen during the transfer.

The period allotted for installation of the seal is 5 days. During this time, the company is obliged to agree on and determine the date of the specialist’s visit, perform the work, and prepare a service agreement.

After transferring the meter and sealing it, it is necessary to record the readings. The data must be documented. This rule applies to both new and used devices.

Payments are calculated on the meter from the day following the date of sealing. Until this point, when calculating expenses, the consumer must be guided by regional and seasonal standards.
