Placing information in the GIS housing and communal services for HOAs


Deadlines for posting information

Important fundamentals of the rules for using and entering data into the “GIS Housing and Communal Services” are recorded in the Order of the Ministry of Communications and the Order from the Ministry of Construction and Housing and Communal Services dated February 29, 2021 No. 74/114/pr “On approval of the composition, timing and frequency of posting information by information providers in state information system of housing and communal services." By order of June 21, 2021 No. 319/906/pr, amendments were made to this document.

There is a corresponding appendix to the document, which indicates the nature of the data entered into the database and the organizations that need to do this. The obligation to fill out the GIS exists not only for private companies, but also for municipal departments, ministries and resource supply organizations.

Important! Managers of management companies should remember that today there is administrative liability for failure to provide information to GIS or its unreliability. It consists of imposing a fine on the company in the amount of up to 200,000 rubles or revoking the license for up to 3 years.

What is a violation?

According to Federal Law No. 469, the Criminal Code, RSO and other organizations are obliged from July 1, 2017. post information in the GIS Housing and Communal Services. Failure to timely post or update information within the time limits provided for by the Legislation will be considered a violation thereof. If the data is not provided before January 1, 2018, then penalties may be applied to the organization, in accordance with Article 13.19.2 of the Code of Administrative Offenses of the Russian Federation.

Important! In case of repeated violations, the manager may lose his powers for up to three years.

As we have seen, the law obliges Management companies to place information about themselves and the services they provide in the GIS housing and communal services system , and in order to avoid unnecessary problems, it is important to do this within the prescribed time frame.

What data needs to be posted by the deadline?

Data of different meanings are entered in different time periods. In addition to the mandatory posting of information about the company, the need for time for internal processing of documentation is taken into account. Therefore, the acceptable periods are divided into 7 days, 15 days and 1 month.

A week

Within 5 to 7 days, the management company is obliged to enter data in the following areas into the GIS Housing and Communal Services:

  • written appeal from consumers to the management company;
  • written responses to residents’ requests;
  • data on the formation of the monetary fund;
  • capital renovation plans;
  • volumes of energy resources saved under existing contracts;
  • information about the company or partnership: credentials, assigned numbers in government agencies, information on the issued license, place of registration, etc.;
  • information on the company’s payment details, including information about the credit institution where the account is opened with the management company.

Data for urgent placement also includes:

  • a detailed list of all services and works provided;
  • information about third parties carrying out the actual work, if there is a concluded agreement;
  • detailed information on the timing of payment settlements for consumers, the calculation of fees for residents and the procedure for payment of invoices by consumers;
  • periods and timing for taking readings from metering devices by specialists of the management company (for example, once every two weeks from 15.00 to 16.00);
  • data on inspections of the quality of services provided: for what period the inspection was carried out, what were its results; Particular attention is paid to those checks that have established that the management company provides services with deviations.

Attention! Information on service quality checks provided by HOAs and management companies is under special control by the inspection departments. That is why it is very important to enter data on “negative checks” into the electronic system immediately.

During this period, you need to post the following information:

  • on concluded agreements for the repair of all possible types (current, capital and common property);
  • performers under contracts for work, if the management company concludes them with third-party companies;
  • personal accounts of homeowners;
  • common property that was transferred for use to other persons;
  • contracts for the supply of electricity, water, heating and sanitation.

Companies have an obligation to enter information about themselves into the database if it is registered as a management company. If the following data changes, the period is reduced to 2 days:

  • for all metering devices installed in the house: communal and personal;
  • debt amounts and maintenance payments.

15 days

More time is given to enter the following data into the GIS:

  • about services and work that are carried out by the management company and the homeowners association themselves, including the time period for such work, as well as their total cost;
  • main documents affecting the registration of a new company or partnership: charter, protocol on the creation or liquidation of the organization, information on its management, board members, etc.;
  • an apartment building for which management services are provided: address, date of construction, cadastral passport number, number of floors, availability of elevators and other additional equipment inside the building, etc.;
  • the plot of land on which the house is built;
  • each apartment in the house: number, area, information from cadastral registration;
  • common property.

Month

Throughout the month, it is necessary to enter mandatory information on the specified dates (before the 1st, 10th or 25th):

  • readings from metering devices located in entrances, basements, attics and apartments;
  • data on existing overpayments by residents or their debts in terms of payment of utility bills;
  • data on applications for major repairs and the final results of their consideration by the management organization;
  • information about the total amount of funds received into the account of the management company;
  • information about current and monthly payments with third-party organizations that supply resources to provide an apartment building: gas, electricity, water, heating and sanitation.

What data should be entered?

Federal Law No. 209 clearly regulates the content of information that management organizations must necessarily enter into the GIS housing and communal services. The information entered includes the following data :

  • Information about resource supply organizations serving apartment building(s).
  • Information about the repair, maintenance and management of common property.
  • Information about the quality, volume and cost of utility services provided to the management organization, as well as a list of the latter.
  • Data about metering devices and the readings they provide.
  • Data on whether the level of quality of the provided public services is maintained.
  • Information about planned repairs and the timing of their implementation.
  • The cost of maintaining and repairing apartment buildings, as well as prices for utilities provided to the management company.
  • Information on the number of requests from residents to the company with questions or complaints related to housing and communal services.
  • Data on payment deadlines for utilities and housing, as well as meetings of owners.

In turn, according to the same Federal Law No. 209, resource supply organizations are required to enter the following information into the GIS Housing and Communal Services in a timely manner :

  • Information about the organization and the management companies of apartment buildings it serves, indicating addresses and other information about these buildings.
  • List of production and investment programs.
  • Data on the quality, volume, cost and list of utilities.
  • Information on compliance with quality indicators of public services.
  • Data on planned repairs.
  • Tariffs and costs of provided utility services.
  • Information on the status of settlements with suppliers and consumers.
  • Data on requests to the resource supplying organization regarding housing and communal services issues.

Who is responsible in the company for providing data?

In the company, all responsibility for filling out the “GIS Housing and Communal Services” lies primarily with the head of the organization. The law does not prohibit the appointment of a responsible employee who will directly enter information into the database and monitor its accuracy. The employee who is assigned such responsibilities may be either a permanent member of the organization or a temporary one.

Note! When appointing an employee responsible for working with GIS Housing and Communal Services, it is important to formalize everything correctly: issue the appropriate order for the staff, familiarize the person with his future job responsibilities, the deadlines for their implementation and the order itself.

If the manager neglects the standard punishment procedures for assigning new responsibilities, then all responsibility for the data in the GIS will remain with him.

What it is?

As noted above, the integration of the site on the territory of the Russian Federation was due to many reasons. The main one is providing the population with access to information about the operating features of a particular residential building. Today, the purpose of GIS is displayed in the following blocks of information available to citizens:

  • planning of repair work and deadlines for their execution;
  • monitoring of activities carried out and reporting on them;
  • meter readings for water, gas, electricity and individual formulas for charging utility bills;
  • a list of all activities related to property management;
  • monetary reports that must be filled out by financially responsible officials;
  • step-by-step guidance on how to send applications, appeals and complaints to the Criminal Code (in person, by phone);
  • reports on inspections carried out as part of received requests from citizens;
  • the formation of a unique schedule for meetings of residents of the house and the result of such meetings;
  • documents on the basis of which management organizations operate;
  • Legislative acts are the basis of the work of the Criminal Code.

To enter the site, you must first register and create a personal account. After entering the necessary data, the system will assign the user (payer) an identifier, which allows automatic creation of personal reports for each citizen separately.

Step-by-step instructions on how to place data

The electronic service allows two procedures for entering data - manually or through existing templates. The main information that is focused on is information on personal accounts.

Manual filling

In the case of manual filling, the user will need to enter all the data on the premises, its personal account, owner (owners), etc.

First you need to find the right house:

  1. Go to the “Housing Objects” tab.
  2. Find the home you need through the search or in the registry.
  3. Open "Object Management".
  4. Fill out all required tabs.

You will also need to create a list of works and services:

  1. Click “Add List”.
  2. Indicate the period for compiling the list.
  3. Activate the data entry field (check the box at the beginning of the line).
  4. Indicate price, volume and quantity.
  5. Calculate the cost of the service using the formula or fill it in manually.

Entering information manually takes a long time. It is advisable to use ready-made templates.

Where did GIS Housing and Communal Services begin?

The state information system for housing and communal services was created gradually. The need for its formation was due to the following circumstances:

  • the management functions of the houses were carried out by various organizations, so a person had to contact different organizations to obtain the necessary information;
  • workload of employees and specialists in various companies in the provision of utility and management services, as a result - an increase in labor costs;
  • involvement of a large number of intermediaries (homeowners' association, management company) in management functions.

In order to simplify the work of housing and communal organizations, as well as to provide citizens with unlimited access to data (in the field of managing the operation of houses), it was decided to create a special service - the GIS housing and communal services system.

It all started with the fact that the state housing and communal services information system began to perform the following tasks:

  • systematization and filling out information about housing facilities;
  • placement of data with a list of companies offering their services in the field of real estate management (additionally, a list of works, cost calculations, and procedures for contacting the authorities are indicated);
  • communication of a list by the utility service provider, their standards in a particular region and tariffs;
  • receiving support for servicing personal premises (generating payment receipts, indicating the status of debt).

Today, this is the only system containing official up-to-date information throughout the Russian Federation.
