The state information system for housing and communal services was put into commercial operation on July 1, 2021. Since then, the excitement around the innovation has not subsided. Registration in the ESIA system

After receiving the signature key, you need to register the manager in the ESIA system. You need to log in and confirm your identity with the received key. The rest of the employees can be authorized in the ESIA system using SNILS or through a simple signature.

The manager definitely needs a qualified signature, since it contains information about the individual and the organization.

When the organization is registered in the Housing and Communal Services GIS, some of the information about the organization will be obtained from this signature, for example, the company name and city.

After the manager registers with the Unified Identification and Logistics Agency, it is necessary to register the management company itself in the user profile. This information will be verified by the Federal Tax Service. The verification can last from one hour to 1 day.

History of creation

The order to create a single all-Russian resource for storing all information in the housing and communal services sector was sent to the Ministry of Telecom and Mass Communications on October 30, 2013. The Ministry of Regional Development, in turn, formed the requirements for the analytical component of the system, which was called GIS Housing and Communal Services.

As a result, thanks to such a resource, authorities receive complete information, which helps to conduct accurate analytics when making management decisions throughout the country in real time. Well, thanks to this system, citizens can receive up-to-date information about their payment settlements.

It is mandatory that this system contains all payment documents created by organizations that supply housing buildings with the necessary resources. Well, if payment documents are not placed, then the service is considered not provided in full, and as a result, you may not pay the check. Therefore, such organizations always place payment checks there.

It is planned that GIS will become an integral part of the government services portal.

Multiple excess of planned funding

At the beginning of March 2021, the Accounts Chamber published more detailed information, from which it followed that the audit was carried out at Russian Post from August to December 2021. The new document regarding the GIS housing and communal services states that its initial estimated cost was determined at the level RUB 861.6 million Of these, 328.3 million rubles. should have been spent on creating the system in 2014, and 533.3 million rubles. — for operation until 2021

The general position of the Ministry of Telecom and Mass Communications on this issue has been known for a long time. According to the letter of the regulatory documents governing the project, the state-owned Russian Post is implementing the project not with budget funds, but formally with its own money. And according to the assurance of Deputy Head of the Ministry of Telecom and Mass Communications Mikhail Evraev (curator of the GIS Housing and Communal Services at the ministry), the system should one way or another pay for itself by 2022-2023.

Let us note that at the moment, state expenses related to the GIS housing and communal services could be much higher - by 2.42 billion rubles. Let us recall that on June 30, 2021, Post announced a tender for the development of GIS application software, the creation of related payment functionality and software support with an initial contract price of 1.42 billion rubles. However, already on July 19, a notice was posted on the government procurement website about the cancellation of the supplier selection procedure - without indicating the reasons for this step.

In addition, on the same day, Pochta canceled another tender concerning the GIS housing and communal services. It was also launched on June 30th. For 996.6 million rubles. the government customer intended to select a contractor to ensure the functioning of the information system, but abandoned its plans - similarly, without explaining the reasons.

According to CNews, the refusal to hold these tenders was due to a change in the management of the enterprise - on July 7, 2021, it became known that Russian Post would be headed by Deputy Minister of Economic Development Nikolai Podguzov . The chair for him was previously vacated by Dmitry Strashnov , in relation to whom at the end of 2021 the Prosecutor General’s Office discovered that his bonus for 2014 amounted to 95 million rubles. with an average salary for the enterprise of 15-20 thousand rubles.

The new management, before undertaking such large-scale projects, decided to first “look around.” In 2021, according to CNews, the canceled tenders were somehow restarted by the Post Office, but the audit by the Accounts Chamber had already been completed by that time.

Who discloses information to GIS Housing and Communal Services

Information in the GIS Housing and Communal Services is disclosed not only by management organizations. The list of information providers is provided for in Art. 6 of the Federal Law of July 24, 2014 No. 209-FZ:

  • government bodies of the constituent entities of the Russian Federation;
  • local government bodies;
  • resource supply organizations;
  • regional capital repair operators;
  • management companies, homeowners' associations, housing cooperatives and other specialized consumer cooperatives that manage apartment buildings;
  • regional operators for municipal solid waste management;
  • housing construction cooperatives carrying out the construction of apartment buildings at the expense of members of cooperatives;
  • organizations through which payment is made;
  • administrators of general meetings of premises owners in apartment buildings;
  • chairmen of the councils of MKD;
  • legal entities or individual entrepreneurs who are the sole owners of premises in an apartment building, if the management method is not selected or the direct management method is selected.

Who conducts inspections on GIS housing and communal services

The body controlling the disclosure of information in the State Information System of Housing and Communal Services is regional housing inspections (Article 23.55 of the Code of Administrative Offenses of the Russian Federation). They can hold management organizations accountable for failure to comply with the requirements of No. 209-FZ and issue fines.

GZhN bodies carry out in accordance with Federal Law dated December 26, 2008 No. 294-FZ. If they check the placement of information by the management organization in the GIS Housing and Communal Services, then the list of information in Section. 10 of the order of the Ministry of Telecom and Mass Communications of the Russian Federation and the Ministry of Construction of the Russian Federation dated February 29, 2014 No. 74/114/pr. As a rule, as a result of an inspection, supervisory authorities issue an order to eliminate violations. The order will indicate the date for re-inspection. We advise you to eliminate the violations by this date. If the violations are not eliminated, the management organization will be held administratively liable under Art. 19.5 Code of Administrative Offenses of the Russian Federation. Penalties under this article:

  • for officials – from 50,000 to 100,000 rubles or disqualification for up to three years;
  • for legal entities – from 200,000 to 300,000 rubles.

OSS protocol. There are two options for what to do if a quorum was not reached at the OSS. First, add one item from the agenda and enter the meeting dates. Second, do not place the protocol in the system, but save it in the technical documentation for your home.

It happens that the minutes do not indicate the start dates for making decisions and holding the physical part of the meeting. This is a violation. It is impossible to set dates retroactively, so contact the initiator of the OCC and ask him to sign a certificate stating that the meeting took place on certain dates.

Owner decisions. In the GIS housing and communal services, it is necessary to place every decision of the owners made at the OSS in the form of scanned images. This is easy to do for small houses, but what if there are 600 apartments in the building? In this case, also post all the solutions. Try to attach the archive so that the inspection authority does not have any questions. If the archive is more than 50 MB, it will not be possible to attach it to the GIS Housing and Communal Services. Then create a Word document and insert into it a link to the archive storage.

Just like decisions, we place in the system not two or three main issues on the agenda, but everything.

Insurance products. A company that has entered into an agreement with an insurance organization, for example, for home insurance, is obliged to place this agreement in the Housing and Communal Services GIS. You will be able to make insurance accruals in the payment document only from the date when you entered data on insurance products in the “Insurance Products” tab. The system does not allow posting information retroactively.

In another case, the payment document will not have the “Insurance” line. The amount on the payment document will differ from the receipt that the consumer receives.

An insurance product is a service that property owners can pay for at will. As in the example - home insurance. But the elevator insurance service is not considered such a product. It relates to the maintenance of the house, the owners pay for it in any case.

Annual reporting. Before March 31 of each year, you need to place an annual report on the work done in the Housing and Communal Services GIS: fill in the number, set the date and upload the file. If you fill out the report on April 1, it will be a violation.

In the system, the date of publication of the report is considered to be the date of the last changes in it. Therefore, we recommend not to edit the file in the GIS Housing and Communal Services after March 31.

The Ministry of Telecom and Mass Communications reported on GIS housing and communal services

Reporting on April 9, 2021 on the six-year period of work of the Ministry of Telecom and Mass Communications, the head of this department, Nikolai Nikiforov, mentioned the creation of a state information system for housing and communal services (GIS Housing and Communal Services) among the unconditional successes of the ministry.

“The GIS Housing and Communal Services project stands apart in the structure of the new electronic systems we have created - a unified system for collecting all information about the state of housing and communal services and mutual settlements with management companies, homeowners associations, and resource supply organizations,” Nikiforov said. — We see impressive figures characterizing the implementation of this system. But this is just the beginning of a long journey.”

At the same time, quite recently this project became the subject of an audit by the Accounts Chamber, and the system was recognized as “not ready for a full launch” and cost the state-owned company hundreds of millions of rubles more than planned.

In this context, CNews tried to understand in detail what kind of assessment the socially significant system in question can really deserve.

General instructions:

By registration

In order to get into their own personal account, each citizen must first go through the identification procedure in the federal state system of Unified Identification and Autonomy (USIA).

Only after this, with a confirmed account in the ESIA, the citizen gains access to his personal account. Be prepared for the fact that the first time you log in to the system, you will need to sign a user agreement.

Upon entering information

After completing the registration procedure, you must enter information into the register. The required list of documents includes:

  1. contracts with suppliers.
  2. information about the house.
  3. terms of payment documents.

There are three ways to enter information.

  1. Fill in all the data in the system manually.
  2. Load ready-made templates into Excel.
  3. Automatically upload the necessary information through a special service.

Payment details

Also, no later than 7 days from the date of the beginning of the obligation to manage apartment buildings or from the date of changes that occurred, the housing and communal services GIS system is required to enter the following data:

  • Payment details of the MA, including information about the credit institution where the MA current account is opened for the purpose of accepting payments for residential premises and the CU, OGRN, KPP and BIC of the credit organization , current account number.
  • Information on the deadlines for issuing payment documents and making payments for residential premises and utilities, as well as the period for transmitting readings of individual and general metering devices : deadline for issuing payment documents, the deadline for making payments for residential premises and utilities, as well as deadlines for transmitting readings of individual and general meters accounting indicating the start date and end date of the period for transmitting readings.
