What is gas meter verification? Why check gas meters?
Any metering device, including a gas meter, tends to wear out, spare parts may become deformed, and as a result, the device may malfunction, which will be reflected in incorrect readings. Moreover, these readings can be either upward or downward.
If you want to pay for gas correctly and not overpay, then you definitely need to have it checked so that a specialist can find out whether the device is working properly or not.
All consumers who have such a device should check their meters for serviceability . This rule is spelled out in Art. 13 of Law No. 102-FZ “On Ensuring the Uniformity of Measurements”.
Who checks gas meters and at whose expense
According to the current legislation of the Russian Federation, a gas meter can be checked by any company that has all the necessary documentation and specialists of the required level of training.
All material costs associated with checking the gas meter are borne entirely by the owner of the device. It is he who pays for all the procedures associated with dismantling, checking and installing the meter in its original place, or for purchasing and installing a new one.
All these procedures can only be performed by responsible companies that have all the permits. Your task before concluding a contract is to make sure that they are available.
Features of gas meter verification
Verification of a gas meter can be either on-site (the meter is removed and taken to the laboratory) or local (a specialist comes with the equipment to the applicant and carries out verification on site).
How is the meter checked at home?
Gas consumers can buy gas meters, which can be verified at home. That is, the device for reading the amount of gas consumed will not need to be dismantled.
It is enough to call a specialist who will check the device using special diagnostic tools. You can also check the meter at home by contacting a specialized company that has mobile equipment for checking meters at home.
The procedure for checking gas meters at home without removal is as follows:
- The trustee comes to the apartment and asks to be taken to the place where the gas meter is installed.
- Having gone to the installation site of the meter, the specialist asks to remove all things from the stove.
- Then he inspects the meter and checks the integrity of the seal.
- If there are no complaints regarding the appearance of the device, then it begins verification - it cleans the connections, connects a special installation.
- At the end of the verification procedure, the equipment is turned off, and the specialist installs the connections. The connections are re-washed and inspected for leaks.
- The trustee fills out a certificate for the client. He also fills out his gas appliance logbook and issues a receipt for payment.
- The consumer makes a settlement with the gas service employee.
Method for checking a gas meter outside the home
If a gas consumer, when installing a gas meter, entered into an agreement with a specialized company for further maintenance, then the agreement usually states that this citizen must initiate the meter verification procedure, call a company specialist to come, dismantle the meter and take it for diagnostics.
Also, an interested person can contact the gas service of the region where he lives and write an application for dismantling the meter and its further verification. Along with the application, the citizen must provide his civil passport, as well as a passport for the gas meter .
If the application is accepted and submitted for execution, then a team of specialists comes to the applicant on the appointed day, removes the gas meter, installs a bracket (a pipe of the required diameter, bent with an arc), issues a certificate, after which the applicant independently takes the meter for verification to the Standardization Center of his area .
If, after the test results, it is determined that the meter is suitable for further use, then a special stamp and signature of the verifier are placed in the device passport, confirming that the meter has passed verification.
If the meter is found unsuitable, then the applicant is given a notice of unsuitability, which means a ban on further use of the meter.
While the meter is being calibrated, gas consumption will be calculated based on the monthly average, provided that the consumer has been using the gas meter for at least 1 year.
After checking the meter, a person must send an application to the department to install a seal . And within 5 working days from the date of registration of this application, the gas supplier is obliged to seal the meter.
Unscheduled gas meter verification
The gas meter sometimes requires an unscheduled check:
- if any damage was found on the meter, for example, the seal was broken;
- if the consumer has doubts regarding the correct operation of the device;
- if the consumer has lost the results of the last verification.
Where and how can you find out the serial number of the electric meter?
Sometimes the owner needs to find out the serial number of the installed device for metering consumed electricity. This may be required during the next verification, carried out after the expiration of the inter-verification interval, or during warranty repairs. Let's consider possible ways to clarify the device number under various circumstances for the consumer.
Where and how can I find out the number
To find out the serial number of the electric meter, the owner can use the following methods:
- study the markings on the body;
- data in passport documentation;
- in acts drawn up based on the results of verification or installation;
- in the energy payment receipt;
- upon request from the Energosbyt service or on the company’s website.
Let's consider each of these methods in more detail.
Markings on the body
The manufacturer labels manufactured individual metering devices. The serial number of the product is displayed on the front panel. Typically, the indicated designation represents a 6-digit number following the symbol “No.”
Decoding data on an electronic meterDecoding data on an induction meter
In most cases, the specified digital code is placed at the bottom of the dial, under the line with the current data.
But another location is possible - at the top or on the side. The data is designated in such a way that it does not require dismantling or disassembling to identify the meter. The number is placed in a visible and accessible place.
In modern devices, this information is indicated on a sticker with a barcode, at the bottom of this designation, along with the voltage, operating current value, accuracy class and year of manufacture of the product.

In passport
Like any other product, the electric meter is accompanied by a passport from the manufacturer - the main document containing a description of the design and operational features of the device. Among other information, the passport contains an indication of the serial license plate, usually affixed to the document with a special stamp on one of the initial pages.
Serial number in the passport
Such data, if you have an original passport, cannot be disputed. This method, along with reading from the case, is the most accurate way to restore the necessary information about the device. Other methods are based on secondary information recorded from the passport or markings on the case.
It must be taken into account that the owner’s responsibilities include ensuring the safety of passport documentation. And in its absence, the consumer may have problems when checking the device again or checking the Energosbyt controller. In this article you can find: What to do if you lose your passport at the meter.
In verification or installation reports
Based on the results of the completed installation or verification, the organization that performed the specified work draws up a corresponding report. The specified document must contain information about the consumer and the meter itself, including the serial number code to identify the device. If the consumer has any of the specified documents, the information can be determined from this act.
On the receipt
When issuing a receipt for consumed energy resources, the supplier indicates in the document not only the amount of energy consumed, but also the data of the consumer and the meter, including the serial number of the electric meter.
Decoding the receipt. In this type of receipt, the number is located in the table under the barcode
Such information can be gleaned from any document for the period after the installation of the meter.
We recommend: How much electricity does a heated floor consume?
In addition to the paper receipt, the number must be indicated on the personal page of the consumer’s website.
To do this, the owner needs to go through a simple registration procedure. As a result, he gets access to data on the amount of energy consumed and the amount of debt.
In addition to personal data, the serial number of the metering device is indicated on the page.
The legislative framework
The verification procedure is carried out on the basis of Government Decree No. 549 of 2008.
According to it, the volume of gas used is calculated based on information from metering equipment, but only if the verification period has not expired.
Federal Law No. 102 outlines the procedure for checking devices in an apartment and a private house . Monitoring the implementation of the procedure occurs in accordance with the law: PR 50.2.006-94.
It states that meter users are responsible for timely verification and delivery.
Art. 210 of the Civil Code of the Russian Federation states that the purchase of new equipment, inspection and repair of the device, payment for transport and modernization of gas networks is the responsibility of the owners of the devices.
Removal, connection and replacement of equipment is carried out by the organization under an agreement with the owners of the measuring instruments. The instructions for checking gas meters allow you to safely perform verification without removing the device.
What happens if a person overstays the verification or refuses to let a specialist into the house?
If the owner of the apartment where the gas meter was installed, for some reason did not carry out a scheduled inspection or did not allow a specialist into the house to check the device, then the payment for gas to such a person will be calculated according to consumption standards.
If the owner of the apartment does not allow the registrar into the house to check the meter, then he may be held administratively liable and subsequently be charged a fine of 1–2 thousand rubles.
At the same time, the imposition of penalties in the future does not relieve him of the obligation to carry out verification if he continues to plan to pay according to the actual meter readings, and not according to the standards.
In issued acts
Each procedure carried out with a water meter is accompanied by the issuance of relevant documents. They are issued during installation, inspection, repair - each of them has the serial number of the meter. Without this mark, documents are considered invalid.
If for some reason you do not have the opportunity to find out the meter number (if it has been erased on the case or your passport has been lost), you can always raise such acts and use them. Using the certificates, you can restore the device passport by contacting the manufacturer.
How to pay by receipt and online
To pay for gas supplies, a subscriber can use:
- banks or ATMs. In this situation, payment is made using the receipt number or personal account number. For payment you can use cash or funds from a bank card. Funds are credited to the subscriber's account within a period of several minutes to 1 - 3 days, depending on the bank and the date of payment. A check is issued as confirmation of payment;
- the portal of State services (step-by-step instructions are given above), personal accounts on the websites of banks that service bank cards, various payment systems (payment for housing and communal services is made on the services Qiwi, Yandex. Money and so on);
- mobile applications.
For example, payment for gas through the personal account of a Sberbank client is made according to the following scheme:
- user authorization in the Sberbank Online system. To do this, indicate in a special form the login and password specified during registration;
- login confirmation. To ensure maximum security when using the Internet service, logging into your personal account is confirmed by a unique code that is sent to a mobile phone linked to a bank card;
- Next, on the “Payments and Transfers” tab, a service provider is searched. To speed up the operation, you can enter the TIN of the resource supplying organization in the search bar;
- the next stage is selecting a card from which funds will be debited to pay the bill and searching for a subscriber, which is carried out using a personal account;
- in the form that opens, the following data will be indicated, which are recommended to be carefully checked before taking further actions: - name of the organization - gas supplier in the region; — TIN of the organization and current account for payment; — details of the bank receiving the payment (name, BIC, correspondent account, etc.); — details of the bank card from which funds will be debited; — subscriber’s personal account number; — subscriber’s residential address; — payment period; - amount of debt;
- if the subscriber’s apartment has gas meters installed, then this form will also have a separate window for entering data from the meters;
- When you click on the “Continue” link, payment will be made.
Payment data can be viewed in your personal account in the “Transaction History” section. In order not to search for a supplier every month, the service allows you to create a payment template or enable automatic payment. In the latter situation, funds will be debited from the card automatically as the resource supply company issues an invoice.

Gas meter service life. Verification frequency
Before buying a gas meter, you need to look at its service life . It is usually at least 15 years, but this period begins not from the date of installation of the device, but from the date of its production.
The frequency of checking gas meters is different for each device and this interval is indicated in the passport for the device.
All expenses, namely: dismantling the meter, its verification, re-installation, removal of seals, repairs (if the meter is subject to repair) and other services are paid by the subscriber. The gas supply company only performs the initial installation of the seal free of charge .
In passport
The passport is attached to the meter at the time of purchase. This document provides basic information about the use of the device and its characteristics - all the necessary data is written in it.
This information can usually be found at the very beginning of the document. All documents are printed universally for models, so the serial number is usually written manually or using a stamp.
These are the main ways to find the serial number of the meter; all others are considered secondary and are only possible if you have already installed the meter.

How to find out the release date of the meter
In accordance with the requirements for control and measuring equipment, manufacturers always write the release date in the passport accompanying the metering device. In addition, the year marking is located on the front panel of the device itself. You can view the manufacturing period on the water meter in the same way.
Important! In addition to manufacturing, the date of installation and verification of the meter is also relevant. When connecting the device, the specialist seals it in a certain way in accordance with legal regulations.
On some types of seals you can find the installation date of the equipment, which determines its service life. The date of verification is reflected in the report based on the results of the metrological examination. It is drawn up in two copies - one remains with the owner, the second is sent to the resource supplier. If such an act is lost, information should be found in the help desk or on the management company’s website.
Transferring gas meter readings to your personal account
Many consumers of natural gas currently have individual metering devices - gas meters, which allow you to determine the amount of resource consumed in the reporting period. In order for accruals to occur correctly, the readings of such metering devices must be transmitted to resource supply organizations in advance. Such a transfer is carried out, as a rule, when making payments for the previous reporting period based on the values of the personal account. Most often, information is transferred as follows:
- by filling out the appropriate field on the receipt , the data from which the operator will enter into the appropriate column of his system when accepting the payment, indicating the personal account through which the information is being transferred;
- by independently filling out the necessary fields when paying through ATMs, bank mobile applications or on the websites of a resource supplying organization or on the State Services portal;
- during a personal visit to the subscriber department of the resource supplying organization or through responsible persons (in cases where such a requirement is established by the concluded gas supply agreement).
The only condition that must be met in each specific case is the need to transmit information within the time limits established by the resource supplying organization for sending such information.
Otherwise, the gas supplier has the right to charge fees for the reporting period based on consumption standards established for a specific type of residential or non-residential premises and a certain number of residents in the residential premises.
How and where to order a gas meter verification?
You can order a verification service from an organization that has received the appropriate permission for this . This company (firm) must undergo accreditation and gain access to work with gas hazardous facilities.
To order verification, the consumer must contact the selected company with which he has entered into an agreement for the maintenance of the gas meter (this agreement is drawn up when installing the device) and write an application for verification.
Where and how to find the meter number
If necessary, you can find the meter serial number in these places:
- on the front cover of the meter;
- in the device passport, which was included with the purchase;
- in verification documents;
- in water bills;
- from the resource supplier or by contacting the manufacturer.
Without providing the number, the consumer will not be able to register an individual meter. In addition, problems may arise with the inspection and establishment of the warranty period.
This data is the main confirmation of the originality of the device, its compliance with state standards and serviceability. The number is written on each document issued to the meter - they confirm that it belongs to a specific device.
How does the verification procedure take place?
According to the law, the owners of the living space on which the meter is installed must independently submit the device for verification within the specified period. In the technical data sheet of the device you can find the time period through which performance monitoring should be carried out.
A popular way to check the meter mechanism is to diagnose it without removing it, but this is performed exclusively on models SGMN, SGB, VK, NPM. It happens like this:
- You contact the selected company with a written statement that you would like to check the meter in accordance with the deadlines specified in the device data sheet.
- On a certain day, a specialist will come to you, who will bring with him portable diagnostic instruments, with the help of which verification will be carried out.
- There will be no liquidation of the meter itself, or violation of the integrity of the seals. This procedure takes much less time, there is no dust and noise. But the cost of such services is significantly higher than a standard check with removal of the device.
Counters UBSG, OBOE, and several other modifications cannot be checked in this way, so they have to be removed. But, on the other hand, verification with removal guarantees the most accurate result.
During verification, the meter is cleaned, disassembled, and lubricated, which can significantly extend the service life of the gas consumption meter.
At the end of the verification, the specialist is obliged to give you a conclusion, which may contain only two conclusions:
- The meter is working properly and can continue to be used in the house. In this case, the specialist who carried out the inspection is obliged to issue you a certificate, which must indicate the period of inspection, the imprint of the brand and seal, as well as the signature of the person who carries out the inspection.
- The meter is malfunctioning, so its installation and further use is not allowed. In this case, you will need to buy a new device and install it.
On the receipt
You can find the serial number on invoices and receipts for payment for the resource provided by the supplier.
You can use any receipt received after installing the device. In addition, in the modern world, data on the meter number can be viewed in the consumer’s personal account. The registration procedure is simple, and after it you can get information about the device and bills, or even pay from.
Rules for checking the gas meter
- The gas verification period is initially set by the manufacturer. If the user discovers that the meter is not working properly, then he must initiate an unscheduled verification of the device.
- Responsibility for timely delivery of the gas meter for verification falls on the shoulders of the user.
- Removal of the meter for further verification must be carried out in the presence of a representative of the gas supplier. He is obliged to take readings from the meter and check the integrity of the seals at the time of dismantling.
- During a scheduled gas check, the supplier must notify the subscriber of the date of his visit.
- Only service providers or balance holders (managers) have the right to verify metering devices in Russia, if this is provided for in the contract.
- If an inspector comes to see you, you should definitely ask him to present the direction for verification. If a specialist says that the meter needs to be dismantled, then you should definitely request a written direction from him, which will indicate his last name, first name, patronymic, position, name of the organization, signature of the manager, seal of the service department.
Verifying a gas consumption meter at home will cost more than conducting an on-site verification procedure.
Find out the meter number from your personal account
If the user does not have direct access to the meter, or it is located far outside the premises, information can also be found remotely. To do this, you need to know the personal account used to pay for services under the electricity supply contract. The easiest way to look at it is in the receipt for payment for services under the electricity supply contract. The account is used when working with the official website of the energy supplying organization. To enter your personal account, you must first register and you will need an email. After successful authorization, all information about the status of metering devices will become available, including the registration serial number and the year of the last verifications.
The above methods allow apartment owners to view the necessary data in a convenient way without wasting time, monitor the status of metering devices and timely submit data to resource providers. Careful attention to this issue allows you to save money and avoid problems with the management company in the area of charges for heating, water and energy.

When will the gas meter verification be canceled?
No one can cancel the verification of gas meters. The point is that deputies want to remove the responsibility for maintaining and monitoring gas meters from subscribers and entrust it to the companies that supply gas.
A corresponding bill has been submitted for consideration, but as of 2021, no decision has been made on it.
The deputies who submitted such a bill for consideration are confident that it is service providers who should be interested in checking meters, and not just users of these services.
In addition, for citizens, the verification process causes a lot of inconvenience: first you need to call a team to remove the meter, then take the meter to the laboratory yourself, after a while bring it back again and call the service company again, which will put the meter back in place.

What is better to do: send the meter for verification or replace it with a new one?
Many citizens are wondering what is the best thing to do: organize a meter verification or simply buy a new device?
It is advisable to carry out verification if a person is sure that the meter is working properly . Then he will have to spend time on delivery of the device, as well as money on the verification procedure itself.
If a person is sure that the device is malfunctioning and further testing will be ineffective, and the meter will have to be written off, then it is better to immediately buy a new one.
The fact is that all costs associated with checking the meter are borne by the consumer. As a result, he will waste both time and money.
Verification of the gas metering device must be carried out without fail within the time limits specified in the device passport. The meters are verified by regional standardization centers.
Verification can be carried out on-site or at the location of the device, depending on the type of meter and the technical capabilities of the equipment . All costs associated with meter verification (scheduled or unscheduled) are borne by the owner of the device.
How to find out the electricity meter number?
Every house and apartment now has a metering device. This is a mandatory condition for connecting utilities to the premises. Such a device helps to take readings of energy consumption. Like every device, the meter requires periodic technical inspection. This check is carried out by management companies and to confirm the originality of the meter you need to know its serial number.
The serial number is a unique identifying element of the metering device. The serial number marks meters that have passed all tests and are working properly. For the consumer, the serial number is important because it confirms the serviceability and ownership of the device.
Where to find the meter number:
- The serial number of the meter can be found on the body of the device itself. Depending on the model, it is located at the top, bottom or center of the front side of the case. The serial number is a specific set of numbers, so it cannot be confused with anything else.
- The number is indicated in the device passport on the first pages, together with the characteristics and data required for repair.
- During installation, a passport of the device will be required and upon completion, a document will be issued confirming the acceptance of the metering device into operation. It also contains the serial number.
- One of the easiest ways is to get the number from your electricity supplier. Because they conduct a quarterly audit - this information is available to them, for this you will need to find out the phone number, physical or email address of the company.
- You can look up the meter number on the website of the company’s official website; this can be done online. You will need to register on the site, confirming your identity by physical letter or email (on many portals this requires you to confirm your personal account and the last amount paid for electricity). After registration, you will be able to find out your personal account number, as well as check the readings and find out about the debt.
- On your electricity bill.
Why is the serial number of the meter important?
The serial number is an identification mark of the device, thanks to it you can be sure that the device you have is original and in good working order. There are frequent cases of replacing (intentionally or accidentally) an original device with a faulty counterfeit, or with a cheaper and less functional option. If the supplier company notices a substitution, it may apply certain sanctions.
There is no doubt that the meter number is an important thing and it is necessary that it matches on all available documents.

How to pay for gas?
On the main page of your personal account, you need to open the payment page by clicking on the “Pay for gas” square. Before doing this, make sure that the personal account you need is selected (it is indicated in the upper right corner).
A page with information about the balance will open, on which you can see the debt to the company or overpayment, funds paid last and this month and the recommended amount for payment.
If payment is required, click the “Pay” button. You can perform the operation by indicating the current meter readings or by specifying an arbitrary amount to be paid.
1st stage of payment.
The next stage is checking the calculations. If everything matches, we choose the payment method: by bank card or cash on receipt. It is more convenient to do this using a bank card, since this is done within a minute, and the amount is debited without any commission from the payer.
Stage 2 - checking the calculations and choosing a payment method.
All that remains is to indicate your bank card details and make the usual payment confirmation using a code from the bank’s SMS, after which you need to click the “Return to store” button. Payment has been made.
You can immediately check whether funds have been credited by going from the main menu of your account to the “Check Payments” page. If everything is in order and the money is credited, the payment status will be “Accepted”. After some time, after the company verifies the payment, the status will change to “Passed”.
Monitoring the fact of payment and receiving a receipt.
Right there, in your personal account, you can view and print the receipt. In addition to a bank card, you can pay your bill without commission at the company’s offices, its terminals and partner banks. More details about payment methods in the corresponding section.
If the payment has not received the “Passed” status, you must contact the Mosoblgaz office or by calling the company and its branches.
Markings on the body
The serial number is written on the front side of the meter. Usually it is indicated in the form of a barcode at the very top of the device or to the right, under the readings in cubic meters.
Usually the meter is installed face up for ease of reading - in the same way you can find out the device number.
Depending on the manufacturer or model, the position of the serial number may differ.
Do I need to pay a fine for violating verification deadlines?
Some residents refuse to allow gas equipment maintenance company representatives into their homes. But such a ban is a violation of Part 3 of Art. 9.23 of the Code of Administrative Offences, therefore entails administrative punishment.
But violating the verification deadlines is not punishable by law, therefore, if a user accidentally or intentionally violates the meter verification deadlines, his actions are not punishable by a fine and do not entail administrative punishment.
The only caveat is that paying for gas without taking into account meter readings will be many times higher.
Gas prices for the population
Residents of apartments equipped with metering devices pay for used gas according to a tariff that fixes the price of 1 m3 of gas consumed. It is individual for each household, which is due to the multifactorial nature of the tariffication process in Russia.
The Federal Antimonopoly Service (FAS) has been responsible for setting gas prices since 2021. Its competence includes:
- development of regulation methodology;
- tariff control;
- setting limit values by region.
Following the methodology developed by the FAS, local authorities set certain tariffs in their region, so in each constituent entity of the Russian Federation prices are slightly different. You can find out the current tariff in the region on the website of the authority that made the decision.
The total amount depends on the volume of gas consumed per month. Below we will discuss how to calculate gas meter readings and transmit the resulting data to the operator.
